QUESTIONS AND ANSWERS

Tertiary Wastewater Treatment Facility (TWTF)

Operations and Maintenance Services

Solicitation No. FA4484-17-R-0006 No. PWS

Paragraphs

QUESTIONS ANSWERS

1 I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

The incumbent is Optech Monette, LLC with contract number FA4484-15-C-0006.

2 1.12.1 NJPDES Reports are now submitted via NJDEP Online Portal. Bid mentions mailing them via certified mail?

The preferred method of submission for this requirement is by certified mail.

3 1.14.2 Contractor responsible for Solid and Hazardous Waste generated or utilized.

Does this include Ultraviolet Bulbs and Activated Carbon disposal?

Disposal of all generated hazardous waste is the responsibility of the government. The contractor shall be responsible for the replacement and disposal of approximately 34,000 lbs. of the Activated Carbon. Please review revised PWS under paragraph 1.3 ~~ Operation and Maintenance (O&M) and paragraph 1.3.1 ~~ Replacement Parts. Also review Amendment 0001 under revised contract line item numbers (CLINS) 0003, 1002, 2002, 3002 & 4002 for Replacement Parts.

4 4.3.2.2 Fire Extinguishers, all are at or older than 12 years old, have hydrostatic testing of extinguishers been completed?

Fire extinguishers will be tested before the start date of the resultant contract.

5 1.10.1 Are Certified Laboratory (NJPDES Permit Required) sample costs reimbursed or part of operation and maintenance of TWTF, LAS, RWBR and TTBSS?

No, all the prices shall be included in the proposal. This is a firm fixed price contract, only replacement parts line items are cost reimbursable.

6 Please confirm SCADA Computer hardware is provided by JB M-D-L? SCADA software is provided by contractor?

Government shall provide both SCADA hardware and software and the contractor shall operate and maintain both the software and hardware.

7 2 Generators located at TWTF, is one a backup or are both needed to power TWTF during a power outage?

For normal operation both generators are required to power the entire plant. Either of the generator can be back-up if one fails.

8 If the current contractor did not get the available extensions for the contract term, why would they be allowed to rebid? It would seem likely that they underperformed during their time and would no longer be considered a viable option for the new RFP.

All options on the existing contract have been exercised. Any interested party has the right to submit a proposal regardless of their past performance.

9 During the walk through at the Wastewater Treatment Plant, I heard no mention of the chemicals needed to operate this facility. In looking through the documents provided, I did not see any indication about these chemicals nor the quantities required to operate this facility.

Please review revised PWS under paragraph 1.0 ~~ Description of Services, paragraph 1.3 ~~ O&M and paragraph 1.3.1 ~~ Replacement Parts. Also review Amendment 0001 under revised CLINS 0003, 1002, 2002, 3002 & 4002 for Replacement Parts.

10 What happened to the line items for Polymer, Activated Carbon, Sand, Soda Ash, Hydrogen Peroxide, Alum, Anthracite, etc.

and the quantities required?

All Chemicals are provided as materials and are part and partial to plant operations. Hydrogen Peroxide and Soda Ash, while feed equipment is in place, they have not been used or required to meet permit requirements. Sand and Anthracite are low cost low use items with little historical use data.

11 Are you assuming that these bidding contractors will know what chemicals are required and in what quantities necessary to keep this facility in compliance? That seems like a stretch to think that all contractors will be on the same page as to annual quantities if that is not provided to them.

Please review revised PWS under Please review revised PWS under paragraph 1.0 ~~ Description of Services, paragraph 1.3 ~~ O&M)and paragraph 1.3.1 ~~ Replacement Parts. Also review Amendment 0001 under revised CLINS 0003, 1002, 2002, 3002 & 4002 for Replacement Parts.

12 According to the proposal line items, there appears to be only eight items shown in the four Option Years excluding the fourth Option Year wherein you have an extra line item for the Phase Out Period, (4009).

The Base Year has nine (9) line items due to the first line for the "Phase-In Period"; the fourth Option Year has 9 line items as well, which includes the "Phase-Out Period". All other Option Periods have eight line items.

13 Are the costs for utilities including electricity, potable or service water, and natural gas to be included in the price proposal? If yes, we request reports on past usage and rates.

Please review revised PWS under paragraph 1.0 for the description of services.

14 Are chemical cost to be included in the price proposal? If so please provide a list of each chemical to be included, annual quantities and type of delivery (bulk, drum, pail etc.)

15 Please provide the total length of gravity sewer and force main in the system. Also include the type of pipe and approximate age.

Please review revised PWS under paragraph 1.6 for collection line cleaning and stoppages. Total length is to be clean each year and 50 miles represents entire collection system.

16 Please include the number of manholes in the system, type and approximate age?

Please review revised PWS under paragraph 1.6 for collection line cleaning and stoppages. Based on the age of the installation and the size of the system we are unable to answer the remaining questions. There are parts of the system that are over 50 years old and some that have been replaced this past year.

17 Please provide copies of reports and inspection records from recent collection system evaluations.

The requirements of the PWS do not require such extensive information. The requirements are outlined clearly in the PWS under paragraph 1.6.

18 Does the base use an asset management or computerized maintenance management system for the assets under this solicitation?

If yes, please provide information on the systems in use.

PWS paragraph 1.3 details the requirements of a maintenance program, the government does not provide the means for scheduling preventative maintenance.

19 Please provide the approximate number of mark-out requests to assume each month.

Mark out requests are approximately 25 per month

20 Please indicate the historical number of blockages and breaks in the sewer system of the past 5 years.

There were 21 calls over six years:

Five in 2010; Three in 2011; One (1) in 2012;

Seven in 2013; Two (2) in 2014; 2 in 2015 and 1 in 2016

21 An inventory of small parts and spare parts were noted on site, will these be transferred to the contractor under the new contract?

Please review revised PWS under sub-paragraph

4.3.10.7 Phase-out plan.

22 Are there any existing SOPs available for review?

This is a performance based contract, each contractor is required to develop their own SOP to meet the PWS and Permit requirements.

23 In addition to the two S4 and C4 Operators, what additional Licensed staff are required to perform work? Must all electrical work be performed by Licensed Electrician? HVAC Tech License? Vac-Truck require CDL Driver?

Crane Operator Certification? Back-flow Prevention Tech Certification?

This is a performance based contract, developing a SOP and meeting the PWS and Permit requirements are solely the contractor's responsibility and at their discretion.

24 Must staff responding to afterhours emergencies and making plant operating adjustments be Licensed Operators?

This is a performance based contract, developing a SOP and meeting the PWS and Permit requirements are solely the contractor's responsibility and at their discretion.

25 How many total staff currently maintain the facilities?

This is a performance based contract, and as such, how to accomplish the requirements of the contract including the number of employees to use is at the discretion of the contractor. In addition to this, the current staffing is proprietary data that cannot be released to the public, as the incumbent contractor may be an interested party.

26 Is the Administrative building at the wastewater treatment facility exclusively for our use?

Yes, the administrative building is part of the TWTF which the contractor can use to operate the plant.

27 Are locker rooms, showers available? Lockers and showers are available in the administrative facility, building 4352

28 Are all office equipment, such as computers, printers, copiers, to be provided by the contractor ? (With the noted exception of SCADA Computer provided by US Govt.)?

Contractor shall provide their own office equipment. The government shall provide only the SCADA computers not the administrative or maintenance software computer.

29 Are all office furniture provided by the contractor (desks, tables chairs)?

Contractor shall provide their own office furniture.

30 What chemicals are currently used for treatment of wastewater?

Please review revised PWS under paragraph(s)

1.3 and 1.3.1 for the required chemicals.

31 What concentration of chemicals used for treatment of wastewater?

Please review revised PWS under paragraph(s)

1.3 and 1.3.1 for the required chemicals.

SCADA only notifies operator at the plant in the administrative facility, building 4352.

40 Are the lift stations visible under the main plant SCADA system?

The lift stations are not connected to the SCADA system at this time. Auto-dialers call plant land-line for trouble alarms

41 The lift stations were equipped with auto-dialer phone lines; what are the notification protocols.

There are no notification protocols.
