About this file
This document is a Q&A file for an Electrical IDIQ (Indefinite Delivery Indefinite Quantity) Seed Project at Joint Base McGuire-Dix-Lakehurst in New Jersey. The questions and answers cover critical project details including base access requirements, airfield licensing procedures, electrical work specifications, and contract performance expectations. Key technical requirements include constructing concrete pad extensions for electrical switches, following specific standards like OSHA, NFPA 70, and NEC, and ensuring certified personnel perform cable splicing and termination work.
The document outlines specific contractual and operational requirements such as: 20% bid bond or $3M (whichever is less), obtaining base and airfield access licenses, coordinating outages (with 60-day advance notice), staging equipment, and performing electrical testing. Contractors must adhere to multiple engineering standards including IEEE-C2, NFPA 70/72/90A, and UL regulations. The project involves electrical systems inspection, testing, construction, maintenance, and repair, with the prime contractor responsible for testing and potentially requiring third-party testing for certain procedures.

Electrical IDIQ – Seed Project Questions 01
In the scope of work calls for us to extend the concrete pad for SCA-1 and SCB-1 this equipment is set on fiberglass bases with no concrete to extend.
Construct the pad around the fiberglass ensuring that the new switches are placed on the concrete.
Can the vault under SW2919 be used to splice the cables to extend them to reach the new pad and switch.
Yes
Can we get a copy of the sign in sheet from the site visit.
The sign in sheet will be uploaded to the solicitation location in SAM.
Is there a staging area on the base that the contractors can use for the duration of the job?
Yes. TBD once the project is awarded.
What are the processes and durations to obtain the required airfield license?
A request for the training must be requested and scheduled through the POC. The POC will be provided, and the request can be submitted once the project is awarded. The class is for one full day and the license is issued within 2 weeks.
Is there any training/certification requirement (other than what we have internally) for switching/blocking, environmental (manhole pumping), confined space entry, or terminating cables?
Follow OSHA Standards, NFPA 70, NEC.
Splicer and Terminating cable personnel shall be certified to perform the task. (Certification from
NCSCB)
Are there any specific procedures the Government can provide for the above that would help determine the duration of cold work and also the outages?
Outages shall only happen once all grounding, concrete pad, coordination study, programming, bollard, and cables are installed, and switches are ready to either be replaced or installed.
Request for major outages shall be submitted 60 days prior.
Would the government have any internal photos of the existing terminations and the inside of the switch gear?
They will be taken and posted by amendment after the weather allows it.
Will the contractors be able to get access for a concrete truck to pour the pads or are we going to have to mix & pour? If mixing onsite, is there a water source available?
For Base Access, please provide an Entry Authorization Letter to Mr. Burney which is addressed in J-11 Security Forces Appendix.
For airfield access, vehicle operators shall obtain base airfield licenses. Contractors are not permitted to escort another vehicle.
Mixing onsite – Water source shall be available to the nearest building.
Both the existing switches SCA-1 and SCB-1 have a fiberglass pad. Is the intention to pour the concrete pad extension up to the fiberglass pad?
Construct the pad around the fiberglass ensuring that the new switches are placed on the concrete.
Existing switch 1919 sits on a vault, and the job calls for a pad replacement. Is the intention to pre-construct a pad before the outage and then install with outage underway? Is there a different grounding standard since this sits on a vault?
SOW calls for the new pad, grounding, and bollard for SW2919 in the same vicinity to be constructed before any outages.
All equipment and materials used, and work performed shall meet the specification and all applicable standards and codes which include but not limited to IEEE-C2, NFPA 70,72,90A and 101, UL, NEMA,FM, ICEA, UFC 3-600-01.
It looks like the contractor will need to include time to inspect the equipment and adjacent manholes for cable slack and constructability.
Yes
Does the company need to be union for the New Jersey Electrical IDIQ?
No.
On Form 1442, Section 13.a. indicates an offer guarantee is required.
Correct.
For the Bid Bond Form SF-24, Box 5a addresses the Penal Sum of the bond. Since this is an IDIQ:
a. What “Percent of the Bid Price” is required?
b. Is there an “Amount not to Exceed”?
Per 10 L: Bid bond, payment and performance bonds required for seed project; payment and performance bonds will be required for subsequent orders.
20% of the seed project proposal price or $3M whichever is less.
Will the Bid Bond amount be based on the “Seed Project” total cost?
Yes.
Do we need to have wires tested after we replace the S&C Switch?
For existing cables/wires, no. For newly installed, yes.
Do we need to provide back up generator for the transformers listed above?
Question is unclear.
How long can the power line be offline? Shutdowns shall be at a minimum as much as possible.
Do we need to provide our own switching procedures and safety plan?
Preferably. In any case, coordination with and approval from the base is required.
Can materials and equipment be staged on the airfield?
This is something to coordinate with the base airfield management and how it can be secured on the ground.
Does the delivery company require an Airfield license?
Any deliveries should be delivered to the staging area.
How and when are Airfield Driver Licenses available?
A request for the training must be requested and scheduled through the POC. The POC will be provided, and the request can be submitted once the project is awarded. The class is for one full day and the license is issued within 2 weeks.
Are parts of the base shut down living spaces?
No.
Without the newer/updated single line diagrams how are we to how to provide pricing?
Updated drawings are attached.
Is the electrical testing performed by MDL officials, engineers and the like
No. Prime contractor is responsible for testing.
Depending on the test, a third-party testing company may be required. See SOW.
