About this file

This document is an Antiterrorism Guide for Contractors issued by the Department of the Air Force's 87th Air Base Wing at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey. The guide provides comprehensive instructions for contractors regarding terrorist threat awareness, suspicious activity reporting, and force protection conditions. Key requirements include mandatory reporting of suspicious activities to base security forces, participating in DoD-approved Antiterrorism Level I Training, and understanding different Force Protection Conditions (FPCON) that range from Normal to Delta, each with specific security protocols and protective measures.

The guide details what constitutes suspicious activities, such as unauthorized surveillance, attempts to elicit military information, testing security systems, acquiring restricted supplies, and identifying persons out of place. Contractors are instructed to use the SALUTE method (Size, Activity, Location, Uniform, Time, Equipment) when reporting suspicious incidents and to have contact information ready. Emergency and non-emergency contact numbers are provided, including the 87th Security Forces Squadron at (609) 754-6001. The document emphasizes that contractors are considered "force multipliers" in maintaining base security and are expected to be vigilant and proactive in reporting potential threats.

Terrorism is defined as:

See also antiterrorism; combating terrorism; counterterrorism; force protection condition; terrorist; terrorist groups.

Antiterrorism:

As a prelude and during performance of any contract, it is critical that the contractor be supportive of all Department of Defense (DoD) requirements to protect personnel and their families, installations, facilities, information, and other resources from terrorist acts.

All contractors and subcontractors are responsible for providing their personnel information on Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism (AT) Program. During performance of work, personnel security and protection of resources is critical for the installation to maintain a safe work and secure environment.

Contractors must ensure that contracted personnel and vehicles are strictly controlled during performance of duty. For instance, contractors shall use reasonable efforts to prevent any personnel or equipment from being placed in harm’s way or in a position that could aid or abet terrorists (unattended running vehicle).

It is strongly recommended that all contracted personnel take the computer-based training (CBT) for the DoD-approved Antiterrorism Level I Training at https://jkodirect.jten.mil contractors are encouraged to contact the JB MDL Antiterrorism Office at 609-562-5362 for information regarding the installation Antiterrorism Program.
