Pre-Proposal Site Visit Questions
1) Where do you want to discharge the water from the pond?
There is a sewer lift station on the training grounds that drains the pond and sends the water to Ft. Lewis for disposal. It requires notification to CES/CEV Mr. Martin Burris (982-3913) before sending the water to Ft. Lewis. Any water the pump cannot pick up may be pumped into the sewer lift station through the manhole on the training grounds.
2) In the Statement of Work, it requires that the pond be filled up again after cleaning with treated water to keep the pond free of algae. What product will be acceptable for the treatment of the water?
See T.O. 35E1-2-13-1 WP-007 line item 15 in for approved treatment of algae growth control.
3) Please provide direction for disposal of anticipated sludge at the bottom on the conservation pond.
McChord AFB does not have a place to dispose of any remaining material after draining the pond. The contractor hired must dispose of any left over substances by their own means.
Also, please take into account that this material may be contaminated.
4) Please define the extent of nitrogen piping to be replaced. There appears to be two systems, one system serving the propane tank and one system serving the fire trainer.
Only the above ground flex tubing associated with the nitrogen system will be replaced initially.
5) In the SOW, paragraph 2.1.2 it states that a functional/operation test of the Fire Training Pit will be conducted by the Government and Contractor to determine any Unknown Defective Items. Please provide an anticipated duration for this testing.
The Fire Training System is not currently functioning. The system will be tested after completion of repairs identified in the Statement of Work. The system may not be tested earlier than 1 March 2010. Government representatives will need to be on site for testing and it should last no more than a couple of hours.
6) The day proposals are due, what should the delivering person do if they do not have access through the base gate?
A representative from 62nd Contracting Squadron will be at the main gate pass and ID building from 1330 to 1400 on 10 December 2009 to receive proposals from personnel without access to the base.
