FA4479-10-R-0010 REPAIR AIRCRAFT FIRE TRAINING FACILITY

GENERAL QUESTIONS & ANSWERS

1) From the site visit it was determined that the trainer possibly has other repairs needed outside of the scope of work listed. How will this be addressed in our proposal?

Proposals submitted should only address the work listed in the present scope of work. Should any issues arise with the fire training facility after the contract is awarded, those repairs will be addressed with a modification to the contract.

2) You may have heard that a new U.L. approved cellular raceway has and is being installed at other bases. This new system uses an individual raceway made of HDPE for each of the 18 igniters. The system has not been officially input into the TO as of yet, but has been approved for use by Fred Walker at AFCESA on a base specific request. Can we submit a proposal that incorporates instillation of this new system as opposed to the current repairs listed in the scope of work for this project?

Neither the cellular raceway method of ignition nor the GTO cable are Air Force approved or endorsed. Please have the proposal submitted only address items in the current scope of work.

3) In the scope of work listed, moving of the transformer panel was mentioned to the edge of the pit. I assume this was a recommendation from a prior contractor to attempt to reduce the voltage looses from the longer conduit runs. If the new cellular raceway were installed this would not have to be done, but 3 – 3 inch conduits would need to run from the transformer cabinet to the edge of the pit.

Could we assume that the panel could remain and no additional bollards and traffic impact measure would have to be installed?

The new cellular raceways are not a part of this solicitation, so please have all proposals address only what is in the present scope of work.

4) The scope of work list pipe restrictors to replace regulators as listed in the TO. Fred Walker has approved Stainless Steel Flex hoses in lieu of the rigid pipes. We have found this to be a better method as well. Would this installation using SS Flex meet with contracting approvals?

Yes

5) Can contracting give us a best guess time calendar they are expecting from the contractor from award, to test fires, to re-submittal, to notice to proceed, to final testing, to train the trainer, to final sign off?

After award and the notice to proceed are issued, 30 days are set aside for approval of the contractor’s material submittals and schedule. Also, during the initial 30 days, the contractor will be able to test fire the system and address any previously unidentified issues. The following 60 days are for onsite construction. This 60 day period shall also include the final testing, sign off and training of military personnel on use of the facility. The 30 days following onsite construction are dedicated to final submittals such as final drawings. The total time period for the duration of this project is 120 days.
