Summary: Questions and Answers – Commercial Bus BPA (FA446026Q0367)

This is a Questions and Answers document for a commercial bus Blanket Purchase Agreement (BPA) with the U.S. Air Force at Little Rock Air Force Base (LRAFB). The BPA establishes pricing and operational terms for bus rental services with the option to include driver services. Vehicles will be operated by military personnel unless drivers are requested separately. Pricing is structured as a daily rate per bus (CLIN 0001), with driver services billed separately under CLIN 0002. The Government will provide notification of bus needs starting at 24 hours after order placement, though notification may vary from hours to weeks. Bus duration requirements range from single-day to 30-day assignments, with operations limited to paved roads on LRAFB and potentially within Little Rock Proffer. Driver services are defined on a mission-based duration rather than fixed shifts, and drivers must adhere to company-mandated driving time regulations; if a mission exceeds a driver's allowable driving hours, an additional driver will be provided at no additional cost beyond the daily rate.

Offerors must submit unit pricing as a daily rate, with the option to include weekly and monthly rates for informational purposes. Wet leases including drivers are acceptable if dry leases are unavailable or if the order specifically requests driver services. The Government accepts full liability for buses once accepted and while in possession. The BPA covers both on-base and off-base transportation as mission needs dictate, with off-base destinations and routes varying with each request rather than following recurring patterns.

Questions and Answers – Commercial Bus BPA

Solicitation: FA446026Q0367

Will bus drivers be required to be provided along with the buses under this contract, or will this be requested separately?

A: IAW section 2.1 Drivers: Vehicles will be operated by military personnel unless drivers are requested separately.

What is the minimum notice period the Government will provide when requesting a bus and/or driver?

A: IAW section 2.5 Notification of Order: Once bus need is established and an order placed. The Government POC will reach out to the Contractor establishing a date for delivery. Delivery could be requested starting at 24 hours after order. The time could vary from hours to weeks.

Could you please specify the routes or areas where the buses are expected to operate?

A: There will be no specific route as this could be used for various missions. The routes driven will be on paved roads on LRAFB and potentially within Little Rock Proffer.

When a bus is requested, what is the typical duration of use (e.g., single-day requirement or multi-day assignments)?

A: The duration will vary depending on the need and could be needed for 1 day or 30 days.

The pricing schedule lists a quantity of “1 (EA/DAY).” In reference to PWS Section 3.1, which allows delivery orders up to 30 days, please confirm:

• Is the “Unit Price” intended to represent a daily rate per unit?

A: Yes the unit will be each bus per day.

How is a “day” defined for driver services (e.g., 8-hour shift, 12-hour shift, or mission-based duration)?

A: Mission based duration.

If driver services exceed the standard duty day, how should additional hours be billed (e.g., hourly rate, overtime rate, or included in daily pricing)?

A: No drivers will be required to operate more than the companies mandated driving time allotted. Drivers should adhere to the company regulations on driving operating times. So if the driver is mandated only 12 hour days but the mission calls for 24 hours a second driver will need to be provided. This will all be included on the daily pricing.

What is the minimum notification time the Government will provide when specifically requesting driver services?

A: The time could vary from hours to weeks. The minimum notification would be 24 hours.

Should offerors submit the Unit Price as a daily rate, weekly rate, or monthly rate?

A: Submit as a daily rate.

If the Government intends evaluation on a daily basis, may we also include weekly/monthly rates as informational (without changing the required unit pricing), or should pricing be provided only in the unit shown on the schedule?

A: Yes this may be included.

Liability: Does the Government assume full liability for the vehicles while operated by military personnel to satisfy commercial insurance requirements?

A: Yes once bus has been accepted the government accepts liability for the bus while in possession.

Wet Lease Acceptability: If a "dry lease" is unavailable due to these restrictions, is a "wet lease" (including a driver) technically acceptable?

A: A wet lease will be technically acceptable if the order specifically requests a driver and or if the vendor only has this option available, to allow the requester flexibility in choosing best option.

Pricing: If a driver is required by the vendor, should that cost be bundled into CLIN 0001 or listed under CLIN 0002?

A: the driver cost should reflect in CLIN 0002.

Is this BPA intended for on-base transportation only at Little Rock AFB, or does it also include off-base transportation (e.g., airports, hotels, training sites, other locations)?

A: This BPA is intended to include on base and off base transportation, what necessity the mission dictates.

If off-base trips with driver are included, will destinations/routes be recurring/set (with typical mileage/trip duration), or will trips be variable each call?

A: Vary each time.
