About this file

This is an Addendum to FAR 52.212-1, providing instructions to offerors for submitting offers on commercial products and commercial services solicitations (September 2023 version).

The Government will award contracts to the responsible offeror whose conforming offer is most advantageous, considering price and other evaluation factors. Offerors must submit signed and dated offers to the specified office by the deadline, with prices submitted on a quote or Combo form. At minimum, offers must include: the solicitation number; receipt deadline; offeror's company name, address, and representative contact information; technical description of items with sufficient detail to evaluate compliance; express warranty terms; itemized price breakdown with discount terms; remit-to address if different from mailing address; current SAM.gov registration validation with mandatory Cage Code and optional DUNS number; completed FAR 52.212-3 representations and certifications; acknowledgment of any solicitation amendments; and past performance information when included as an evaluation factor. Offers failing to furnish required representations, information, or that reject solicitation terms and conditions will be excluded from consideration. Offerors must hold prices firm for 60 calendar days from the offer receipt date unless a different period is specified in a solicitation addendum, with vendors permitted to voluntarily extend this period. All offers must clearly display the offer expiration date.
