About this file

This is a Questions and Answers document for solicitation FA446026Q0023, addressing clarifications on the B75216 Roof Replacement project at Little Rock Air Force Base's 19 OSS pavilion (Building 75216). The requirement encompasses removal and replacement of the entire roof (approximately 1,426 square feet), fascia boards (153 linear feet), and gutters (approximately 90 linear feet of seamless aluminum with 3" x 4" downspouts at each corner). Contractors must use Tamko Heritage Group 4 shingles only, with standard manufacturer warranty; fascia boards shall match the existing painted pine appearance through Engineer Brown approval and material samples per the PWS specifications. The government estimates are based on preliminary measurements, and contractors are expected to verify exact field quantities during the mandatory site visit on 8 July 2026 at 10:00 AM CDT and price accordingly.

The award will be firm-fixed-price with CLIN-level pricing breakdown as listed on the SF 1449. Contractors must include adequate contingency pricing in base bids for unknown quantities of deck/sheathing replacement, underlayment, drip edge, and ice/water shields, as the PWS does not specify these components and damage extent is unknown until removal begins. Work shall occur Monday-Friday, 7:00 AM to 5:00 PM, though hours may adjust for security exercises or real-world events; contractors must provide their own storage, dumpsters, and disposal for all debris. Completion is required within 45 days of material receipt and 90 days of contract award, with potential extensions for unforeseen circumstances. Contractors must provide ladders or man-lifts for roof access, arrange all furniture removal and replacement within the pavilion, coordinate with base personnel regarding off-limits restricted areas, and comply with local/state permitting and disposal fees.

Questions and Answers B75216 Roof

1. The PWS title and paragraph 1.1 reference gutters as part of the scope, alongside roofing and fascia boards, but Section 3.1 only provides quantities and specifications for roofing and fascia. Are gutters actually included in this requirement, and if so, can you provide the quantity and material specification?

ANSWER: Gutters are included. Current guttering is approximately 90ft of seamless aluminum with a down spout located on each corner. Gutters are approximately 4” tall and down spouts are 3” x 4” wide.

2. Paragraph 3.1.1 states the contractor is responsible to professionally remove and install all furniture. Since this is a roofing/fascia scope on a pavilion structure, can you clarify what furniture is being referenced and what's required here?

ANSWER: Unit will remove all items in the pavilion and will replace them after work is complete.

3. The PWS doesn't address roof decking, sheathing, or underlayment. If deterioration or damage is found under the existing shingles once removed, should that be handled as a change order, or should offerors price a contingency into the base quote?

ANSWER: The amount of decking requiring replacement is unknown. Vendor should include adequate pricing in the bid.

4. The fascia board spec calls for an exact color match or like item. Is a sample of the existing fascia color available, or will color matching be handled through the site visit and the material approval process described in 3.1.5?

ANSWER: Engineer Brown, but material samples must be provided to color match per 3.1.5.

5. Is there a minimum manufacturer warranty term required for the shingles, or is any product meeting the Tamko Heritage/Group 4 salient characteristics acceptable regardless of warranty length?

ANSWER: The standard warranty from Tamko will suffice.

6. Are the 1,426 square feet of roofing and 153 linear feet of fascia firm government estimates for pricing purposes, or should offerors verify exact measurements at the site visit and price to field-verified quantities?

ANSWER: These numbers are based on an estimate.

7. Will this be awarded as a firm-fixed-price lump sum, or is a CLIN-level pricing breakdown required (e.g., materials vs. labor, roofing vs. fascia vs. gutters)? We want to confirm we have the complete pricing schedule.

ANSWER: This will be awarded as a firm fixed price with a CLIN level breakdown of the CLINs listed on the SF 1449.

8. Lastly, regarding contractor escort requirements in PWS 2.1, can you confirm whether escorts are required throughout the full duration of the work, or only intermittently as needed?

ANSWER: Escorts should not be required since the work site is not in a restricted area. Unit personnel will brief selected vendor on adjacent restricted areas that are off-limits.

9. It says the gutters are to be replaced. Do you have the linear footage amount that needs to be replaced? I see the square footage of the roof replacement and the linear feet of the fascia. It doesn't mention the length, size, or downspouts for the gutters.

ANSWER: Current guttering is approximately 90ft of seamless aluminum with a down spout located on each corner. Gutters are approximately 4” tall and down spouts are 3” x 4” wide.

10. What are the specific requirements for the gutters (e.g., material, size, seamless aluminum, K-style, color)?

ANSWER: Current guttering is approximately 90ft of seamless aluminum with a down spout located on each corner. Gutters are approximately 4” tall and down spouts are 3” x 4” wide.

11. Full vs. Partial Replacement: Section 1.1 mentions removing "damaged portions," but Section 3.1.1 provide a specific estimate of 1,426 sq. ft. Is the intent to replace the entire roof of the pavilion, or is the 1,426 sq. ft. a partial section?

ANSWER: Removed any damaged underlayment/sheathing and remove existing shingles and install new shingles/underlayment after repairing damaged areas.

12. Underlayment and Drip Edge: The PWS does not specify requirements for underlayment (synthetic vs. felt), drip edge, or ice/water shields. Should these be included in the bid, and are there specific "base standards" for these components?

ANSWER: No specific requirements are listed. Vendors should include adequate pricing in the bid.

13. Fascia Material: Section 3.1.4 specifies "wooden fascia boards." Are these required to be pressure-treated, cedar, or primed pine?

ANSWER: No preference, current fascia appears to be painted pine.

14. Conflicting Hours: Section 5.10 restricts work to Monday–Friday, 7:00 AM to 5:00 PM. However, Section 2.1 states the contractor "may have to work on weekends to accomplish the task." Will weekend work be pre-authorized as a standard requirement, or will it require a separate written request for each instance?

ANSWER: Work is preferred to be accomplished from 0700-1700, M-F. Work hours may change based on increased security levels due to exercises or real-world events.

15. Timeline: The PWS requires completion within 45 days of material reception and 90 days of contract award. If long lead times for materials exceed 45 days, will the 90-day "total" period be extended accordingly? (CONS will answer this) ANSWER: Any delays due to unforeseen circumstances may result is contract extension.

15. Storage Space: Section 2.5 states the contractor must arrange storage. Is there a designated area near Building 75216 where a contractor-provided storage container or dumpster can be placed?

ANSWER: Contractor can use space adjacent to the pavilion to store equipment/supplies. If property is damaged by machinery or vehicles the contractor will need to repair those areas once work is complete.

16. Waste Disposal: Section 2.3 states the base provides containers for cardboard and paper. Does the contractor need to provide their own dumpster for the actual roofing debris (shingles/wood), or will the base provide a construction debris roll-off?

ANSWER: Contractor will need to provide their own dumpster and dispose of any trash/debris generated as part of the work.

17. Utilities: Section 2.2 mentions coordinating to have "fire alarms turned on or off." Does the pavilion have an integrated fire suppression or alarm system that extends to the roof/attic area?

ANSWER: No fire alarms are installed on 75216.

18. Permit Fees: Section 2.3 mentions the contractor is responsible for "any fees or permits." Are there specific Little Rock AFB-specific permit fees we should account for, or does this refer only to local/state off-base disposal fees?

ANSWER: Only local/state related fees.

19. Phasing Plan: Section 3.1.1 asks for a "phasing plan" as part of the bid package. Is there a specific format required, or is a simple narrative/timeline sufficient?

ANSWER: Simple timeline narrative is sufficient.

20. The solicitation specifies the use of Tamko shingles. Can the Government confirm whether offerors may propose an equivalent shingle from another manufacturer or is the use of Tamko shingles mandatory?

ANSWER: Tamko only.

21. Section 3.1.2 mentions that 'Depressions, cracks, crevices, etc., shall be properly prepared... to provide a level and true installation.' However, there is no estimated quantity for roof decking or sheathing replacement. Does the Government have an estimate of how many square feet or sheets of decking require replacement? If not, should the contractor include a specific allowance of decking replacement in the base bid?

ANSWER: The amount of decking requiring replacement is unknown. Vendor should include adequate pricing in the bid.

22. The PWS does not define the scope of roof decking (plywood/sheathing) repairs that may be discovered after the removal of existing shingles. In the event that rotted or damaged decking is discovered upon tear-off, how should this be handled? Will the Government establish a 'Unit Price' per 4x8 sheet for decking replacement to be used if repairs are required beyond the current scope?

ANSWER: Damaged areas or boards discovered during demo will need replaced. Vendors should include adequate pricing in the bid.

23. "Reference PWS Section 1.1 (Contractor Equipment) and Section 2.1 (Facility Escorts). Could the Government clarify the required method for personnel and material access to the roof of Building 75216? Specifically:

· Is there an existing interior roof hatch or exterior fixed ladder available for contractor use?

· If the contractor must provide portable ladders or man-lifts, are there any weight or staging restrictions on the sidewalks or grassy areas surrounding the pavilion?

ANSWER: No known weight restrictions around the pavilion. Contractor will need to provide ladders/manlifts if required. No exterior ladder of roof hatch on the pavilion.

24. Does the mention of esc 'within the facility (Section 2.1) imply that the primary roof access is through the interior of the building?

ANSWER: Access will be with ladders or lifts since this is a pavilion.
