About this file

This document is a federal contracting addendum providing instructions to offerors for submitting offers on commercial products and commercial services solicitations.

The Government will award the contract to the responsible offeror whose offer is most advantageous considering price and other evaluation factors. Offerors must submit signed and dated offers to the specified office by the exact deadline, with pricing submitted on a quote or Form 1449. Minimum offer requirements include the solicitation number, receipt deadline, offeror name/address/phone number (both company and representative contact), technical description of items with sufficient detail to evaluate compliance, express warranty terms, itemized price breakdown, discount terms, remit-to address if different from mailing address, current SAM.gov registration validation, completed FAR 52.212-3 representations and certifications, mandatory CAGE Code, optional DUNS number, acknowledgment of any solicitation amendments, and past performance information when included as an evaluation factor with recent and relevant contracts, contract numbers, and points of contact. Offers lacking required representations, information, or rejecting the solicitation's terms and conditions may be excluded from consideration. Offerors must hold prices firm for 60 calendar days from the offer receipt date unless another period is specified in a solicitation addendum, though vendors may voluntarily extend this period. All offers must clearly display the offer expiration date.
