Amendment 1

1. Amendment 1 serves multiple purposes; the first being to add attachment 13 Quality Assurance

Section A.11.b has also been titled “Complete Insurance Requirements” and vendors must adhere to this requirement as well. Additionally, revisions have been made to Attachment 4 – Provisions and Clauses (Set 1) to add Federal Acquisition Regulations 52.228-9 Cargo Insurance and 52.247- 23 Contractor Liability for Loss of and/or Damage to Household Goods. The new provision and clause, effective 30 November 2020, adds additional cybersecurity measures to those already required under DFARS 252.204-7012 by ensuring contractors have implemented the NIST SP 800-171 DoD Assessment Methodology.

DFARS provision 252.204-7019, Notice of NIST SP 800-171 DoD Assessment Requirements, advises offerors required to implement the NIST SP 800-171 to have a current (not older than three years) NIST SP 800-171 DoD Assessment on record in order to be considered for award. The provision requires offerors to ensure the results of any applicable current Assessments are posted in Supplier Performance Risk System (SPRS) and provides offerors with additional information on conducting and submitting an Assessment when a current one is not posted in SPRS. Contracting Officers are required to verify, prior to award, in SPRS that an offeror has at least a current “BASIC” NIST SP 800-171 DoD Assessment. Amendment 5 also adds DFARS clause 252.222-7999 Combating Race and Sex Stereotyping (DEVIATION 2021- O0001). The changes to Attachment 6 are highlighted in red font for easy identification.
