SAPR FA4452-21-Q-0001 Questions & Answers

Question 1: Your updated pricing still will not allow a “0” zero bid in item numbers, Please advise when this will be fixed.

Answer 1: An updated spread sheet will be posted with this documenting correcting this issue. Please see attached power-point detailing how to utilize the spreadsheet.

Question 2: In reviewing this contract I find that the clause for Fuel Surcharge is missing. This clause (Modification) was incorporated into my Dover contract. This clause becomes applicable when the US average Diesel National fuel cost exceeds $2.50 per gallon and is payable @ 1% per 0.10/gallon increments over $2.50/per gallon as established by the Transportation service board.

Answer 2: The contracting office seeks all overhead expenses such as fuel incorporated in vendor pricing. On/about 2005 fuel (gas/diesel) prices skyrocketed, the U.S. Transportation Command afford their transportation providers (over-the-road, line haul trucks) a fuel surcharge to off-set these increases. These surcharges were not designed for packing & crating contractors as they are local drivers.

Fuel has predominately stabilized with minimal use of the surcharges and therefore I feel contractors can incorporate this expense in the pricing. Therefore, we will not be adding in the Fuel Surcharge clause. All fuel pricing risks shall be incorporated into the offeror’s pricing spreadsheet.

Question 3: In previous years Area 56 has always been a separate contract. Does Zone 56 have to be included in the bidding?

Answer 3: Area 2 encompasses Zones 54. 55, and 56. A vendor who wishes to be awarded Area 2 must bid on all of the zones listed above or that bid is considered incomplete. It is understood that Zone 56 is an outlying area with little to no work needed, however for those interested in proposing on Area 2 - a complete proposal must include pricing for Zone 56. The same can be said for any vendor wishing to submit a proposal for Area 1, Zones 51, 52, and 53 must be priced to be considered complete.

Question 4: Under small business vendors is the only requirement under paragraph 6, the cover letter?

Answer 4: All vendors must submit a complete proposal in accordance with the Instructions to Offerors

– attachment 1. A cover letter alone is not a complete submittal.

Question 5: Under memorandum for offerors is the any requirement needed prior to an award. Under Paragraph 9, I am required to acknowledge receipt of the amendment and confirm I am in compliance with provision 252.204-7019 and 252.204-7020. Where can I find these provisions?

Answer 5: The specified provision/clause is added to Attachment 4 – Provisions and Clauses in amendment 1.

Question 6: Under contract clauses: is the insurance requirement only needed if I receive the award?

Answer 6: Insurance clauses state that the contractor shall provide and maintain, during performance/continuance of this contract, insurance. As such, insurance must be held prior to performance beginning. An offeror will not be excluded from a potential award if proof of insurance isn’t provided in their proposal.

Question 7: Is the notice of NIST SP 800-171 DOD assessment requirements needed as the time of bidding or only required if receiving award?

Answer 7: If the offeror does not have a NIST SP 800-171 DoD Assessment completed within the last 3 years, they may contact webptsmh@navy.mil to submit a Basic Assessment for posting to SPRS as specified in 252.204-7019 paragraph (c)(2). The process could take up to 30 days before posting so fulfillment of this requirement will not exclude an offeror from a potential award if not immediately in compliance.

Question 8: Under inspection and acceptance are pages 23 through page 43 the only pages that need to be sent with offer?

Answer 8: This question references the responses required by the contracting office starting on the bottom of page 22 of Attachment 5 – Clause set 2 regarding FAR 52.204-24 as well as 52.209-11 being responded to. However, the clause 52.212-3 is in regards to reps and certs which all vendors responding should have already accomplished if registered in SAM.gov. If a vendor is currently not registered with SAM.gov they will be required to answer questions provided in the Clause

Question 9: Is it possible to forward a list of exactly (other than the price list) what we need to send with our offer? This would be so helpful instead of searching through all of the attachments to find what we need to forward with our bid.

Answer 9: Each offeror shall submit attachment 3 pricing worksheet completed for the area they desire to place a bid on. A vendor is permitted to fill out the entire sheet if they wish to bid on both areas. In addition each vendor must submit a technical volume describing their experience and technical approach as outlined in attachment 1 – Instruction to offerors. Vendors should submit a separate document to confirm their compliance as specified in paragraph 1.C of Attachment 1 – Instructions to Offerors. Additional details are provided in Attachment 1 – Instructions to Offerors.
