Competitive Range Solutions, LLC1. What approach will the gov't use to evaluate the sufficiency or the risk of the qty of hours proposed in each labor category and for each task order?

2. How do we determine realism - want to avoid some undisclosed evaluation criteria and protests. 1. The Government will create a flow chart that lets contractors know step by step of how they will be evaluated. Tradeoff environment is subjective, there is no exact process, it depends on how to contractor presents their labor mix and technical approach. We will have SME's that know the program that will be evaluating the labor categories and qty of hours proposed.

2. "Price Reasonableness is defined in 2.1.2.2.2 and 2.2.3.2.2 of 52.212-2, Evaluation-Commercial Items. Also refer to RFP 52.212-1, Instructions to Offerors for "price reasonableness", section 2.3.1. for instructions for IDIQ and refer to to 3.3.1 for instructions for TO "price reasonableness" This is a FFP contract, "cost realism" will not be used to evaluate contractors.

FEDITC LLCConflict of InterestBased on the nature of the purposed COM-F III requirement the government does not currently anticipate an OCI that would limit a contractor that is currently working on one of the "systems" identified in COM-F requirement from purposing on this effort

However, please note that OCI are determined on a case-by-case basis, and therefore, this is a question individual companies must also address. There is a possibility that an OCI could exist within your company, which the government could not possible identify. This is why the government includes provision 5352.209-9001 requiring the contractor to self-report at both prime and subcontractor tier. In addition to AFFARS 5352.209-9001 and 5352.209-9000, the Addendum to FAR 52.212-1 directs contractors, at time of proposal submission, to state affirmatively if contractor has OCI issues, and if so to submit an Organizational Conflict of Interest Identification and Mitigation Plan (OIMP). I hope this provides clarity.

2. The government is releasing Amendment 02 on 28 Mar 19, which will reflect small changes to the PWS and one change in Attachment 7, Workload Estimates, the MEIS 3 program patches is changing from 0 to 5. The government expects an Amendment 03 to come out that will allow future Task Orders to extend up to 12 months after the IDIQ Ordering Period. Due to the fact that this will not affect the Task Orders labor mix or staffing approach the government currently does not anticipate extending the proposal due date at this time.

"The primary performance site will be at Scott AFB. All meetings, reviews, and audits will be held at Scott AFB or the local contractor facilities, except when alternate locations are agreed upon by the contractor and the Government. Additional temporary duty (TDY) locations are Continental United States/Outside Continental United States (CONUS/OCONUS) as mission and as contract requirements dictate. The Government will provide working facilities equivalent to that provided to Government employees (e.g., workspace, desk, chair, telephone, and personal computer) for approved personnel. Up to 63 workstations will be made available. These workstations may be shared across the 24/7 shifts." Currently the are back up servers located in Defense Enterprise Computing Center (DECC) in St. Louis, these servers are expected to be replaced by the Cloud or be moved to Scott AFB in the future.

As stated in PWS para 2.1.4 Asset Management:

The contractor shall provide asset management for Government Furnished Property (GFP) by accomplishing inventory control of the hardware for the Systems located at Scott Air Force Base and Defense Enterprise Computing Center (DECC) St. Louis. The contractor shall provide Inventory control, which begins when the Government deems equipment operational. Once deemed operational, the contractor shall maintain accountability until removed from inventory.
