Additional Questions from COM-F Q&A’s.xlsx, 9 April Based on the government’s answers to recent questions (“Additional Questions from COM-F Q&A’s.xlsx, 9 April), respectfully request a 10 day extension to the current due date of the RFP proposal. Request the new due date be 25 April 4:30 PM central time.
Reason for the request is that additional time is needed to rework the Pricing and Staffing templates as instructed in the answers to last round of questions as well as give more time for clients to submit the PPQs (especially for the commercial customers).
We know that the government spent significant amounts of time, resources and energy preparing the RFP and we want to ensure that responses reflect of equal or better investment to include innovative recommendations and solutions. We also want to ensure responses are customized to meet/exceed the U.S. government’s requirements and of high quality. The additional time will also give flexibility to negotiate more competitive pricing amongst teammates to give the government the best valued competitive responses. It has been determined that the government will not grant an extenstion to the RFP proposal due date of 15 Apr 19.
We would like to request the government extend the proposal submittal due date by one week to account for adjustments throughout all volumes from the Q&As and allow offerors reasonable opportunity to respond effectively in a timely manner. Your time and consideration of this request is greatly appreciated It has been determined that the government will not grant an extenstion to the RFP proposal due date of 15 Apr 19.
In response to our question in the Pre-Proposal Q&A and the answers in Amendment 02 Q&A response from the government, the government stated:
"1. The Government will create a flow chart that lets contractors know step by step of how they will be evaluated. Tradeoff environment is subjective, there is no exact process, it depends on how to contractor presents their labor mix and technical approach. We will have SME's that know the program that will be evaluating the labor categories and qty of hours proposed."
Question: When is the flow chart expected to be released?
It has not been approved to issue contractors a Flow Chart, no Flow Chart will be provided. The contractor will be evaluated per the issued RFP.
The government stated there were changes forthcoming on Attachments 9 and 12.
Question: Will the amended Attachments 9 and 12 be issued and when is the release expected?
At this time an Admenment has not been issued, therefore proposal shall be submitted IAW the current RFP.
RFP_COM-F_III._Amend_02_docx page 5, under Table 1.2b states: "* Volume I: Factor 1, Subfactor 1, GDSS Technical Approach will count toward the 20-page count of Volume 1. Attachment 17, Task Order Staffing Matrix shall be used for Factor 1, Subfactor 2 for Initial GDSS Staffing Approach and Factor 1, Subfactor 3, Subsequent TOs Staffing Approach and will not count toward the 20-page count of Volume I". This note does not indicate if the Phase-in Plan narratives for Subfactor 2 and Subfactor 3 are also excluded from the 20 page limit.
Question: Please confirm that the Phase-in Plan narratives for Subfactor 2 and Subfactor 3 are also excluded from the 20 page limit.
The Phase In plan narratives shall be included in the 20- page count.
In consideration of these items that have not yet been resolved, we respectfully request the government extend the due date to April 22. This will give offerors adequate time to receive the government's forthcoming updates and adjust proposals accordingly. It has been determined that the government will not grant an extenstion to the RFP proposal due date of 15 Apr 19.
