RFP COM-F III123.2.1Reference: "For each identified effort for a commercial customer, the offeror shall also submit a Client Past Performance Authorization Letter (Attachment 11), authorizing release to the Government of requested information on the offeror's performance."

Questions:

1. Confirm the Client Authorization Letter is only needed for businesses that provide supplies/services to other businesses (not to the DoD or U.S. Government).

2. Confirm that a subcontractor to a prime contractor for DoD or Government contract does not have to have a Client Authorization Letter.Client Authorization Letter, Attachment 11 identifies "relevant commercial contracts", Client Authorization Letter in not required for government contracts
RFP COM-F III51.2Reference: States that Attachment 09 Shall be used for Volume III Price. It also says Attachment 16, TO Pricing Template shall be used to submit initial GDSS and Subsequent TOs Pricing.
Question: Are we allowed to alter the spreadsheets? E.g. Do we round to the nearest penny, make sure our extended prices have no fractional cents, etc. However the current spreadsheets don’t use rounding in the formulas provided.The spreadsheets have been provided as a basic format to follow, contractors may make minor changes to the attachements. Attachment 9 and 2.3.1.4 and 3.3.4 have been changed to read "All unit and Attachment 9 prices provided shall be rounded to the nearest penny, which shall be divisible by the number of units proposed (i.e. 12 months), no fractional cents."
RFP COM-F III92.3.1.4Reference: States, “All unit and Attachment 9 prices provided shall be rounded to the nearest dollar. Extended prices shall be divisible by the number of units proposed (i.e. 12 months) with no fractional cents. All loaded labor rates shall be rounded to the nearest penny.”
Question: Since Attachment 9 contains loaded labor rates only, do you want the values rounded to the nearest penny or nearest dollar? RFP 2.3.1.4 is somewhat confusing in this case since it says to round labor rates to the nearest penny but also says that Attachment 9 prices are to be rounded to the nearest dollar.Attachment 9 and 2.3.1.4 and 3.3.4 have been changed to read "All unit and Attachment 9 prices provided shall be rounded to the nearest penny, which shall be divisible by the number of units proposed (i.e. 12 months), no fractional cents."
RFP COM-F III143.3.4Reference: States, “All unit and extended prices shall be rounded to the nearest dollar. Extended prices shall be divisible by the number of units proposed (i.e. 12 months) with no fractional cents. All loaded labor rates shall be rounded to the nearest penny.”

Questions:

1. Can we alter the formulas provided in Attachment 16 to account for rounding and required in RFP 3.3.4?

2. Should Attachment 16, Column N, Unit of Issue be the total number of months proposed in that option period (e.g. column N has Unit of Issue = 1 but should be 12 if a full year)?

3. Do we need to subtotal cost by Subtask or only at the CLIN level?

4. Attachment 16, Column K – please confirm you want hours per month, not hours per year in column K.

5. Attachment 16, Colum M – please confirm that this total labor cost is the monthly cost of labor.

6. Attachment 16, Column M – RPF 3.3.4 says to round all unit and extended prices to the nearest dollar. Is this to be done at the subtask level or only at the Clin Level? IF we add rows for each labor category can the total labor amount be rounded to the nearest dollar at the Subclin level or must it also be done at the labor category level? 1. Yes

RFP COM-F III 14 3.3.5 Reference: States, “These hourly requirements are to include (but separately identify) subcontractors.”

Questions:

1. Can the subcontractors be identified in the written portion of the price volume only or must they also be identified in the excel worksheet (Attachment 16)?

2. Attachment 16 Rows 18, 19, and 23 say “Phase-In” on all sheets. Should this be changed to the appropriate Option Period? 1. Please identify in in Task and subtasks in Attachment 16 so the SSEB team can clearly identify your labor mix. Contractors are also welcome to speak to it in written portion.

The COM-F III RFP does not address the use of fold-out graphics pages. Are graphics fold-out pages allowed
for this RFP?This RFP is only accepting electronic Submissions. Please refer to RFP section 1.2.1.1 Page Formatting

Upon review of the Q&A released on 22 Mar 2019 question # 34 addresses the attachments required for Volume IV.

If the Government does not desire duplicate attachments, can you please specify if we should follow ITO and submit the attachments listed as part of Volume IV? Or, will the Government revise ITO with different requirements for Volume IV? As long as Attch 10, 16, and 17 are submitted with the is submitted Task Orders documents and Attch 9 is submitted with the IDIQ documents. So you can either submit as indicated in table 1.2a and 1.2b or submit them in Volume IV. Either way will be fine.

RFP 2.2.1.1 Reference:

The RFP (paragraph 3.2.1, pg 12) states, "Each offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with the format contained in the Past Performance Information Sheet (PPIS) (Attachment 10). Your submissions will be evaluated against the Technical subfactors defined in the Addendum to FAR 52.212-2, Evaluation – Commercial Items"

The PPIS (paragraph J, pg 4) states, "For each of the applicable sub-factors under the Technical factor in Addendum to 52.212-2 Evaluation of Commercial Items, illustrate how your experience on this program applies to that sub-factor."

It is not clear if the the Government wants contractor's PPIS response to address RFP paragraph 2.2.1.1 Subfactor 1: Initial GDSS Technical Approach AND RFP paragraph 2.2.1.2 Subfactor 2: Initial GDSS Task Order Staffing Approach.

Question:

Confirm that the Government ONLY wants RFP paragraph 2.2.1.1 Subfactor 1: Initial GDSS Technical Approach and sub paragraphs 2.2.1.1.1 System Administration, 2.2.1.1.2 Network Administration,2.2.1.1.3 Database Administration, 2.2.1.1.4 Configuration Management 2.2.1.1.5 Help Desk addressed in contractor PPIS response relative to paragraph J. As stated in the RFP section 3.2.1: The Government shall consider the entire COM-F III IDIQ size and magnitude when considering demonstrated recent and relevant record of performance, as well as the quality of that performance. Therefore, the offeror shall consider the entire COM-F III IDIQ size and magnitude when submitting past performance products and services that meet the contract requirements.

In the DD254 block 7 should we put the local address of our contractor?The address that is listed in the DD254 should match the address that is in SAM under that cage code. If you want to indicate to the offeror a local address then the government recommends stating so in your proposal
Does TO pricing need to be submitted for all TO's?Yes, pricing should be submittted for the GDSS Initial Task Order and each Subsequent Task Order
