1.0 DESCRIPTION OF SERVICES

1.1 BACKGROUND:

The mission of the Air Mobility Command (AMC) Geo Integration Office (GIO) is to provide integrated geospatial services to enhance Mobility Air Forces’ (MAF) situational awareness and otherwise coordinate non-Intelligence geospatial information and services (GI&S) across AMC and the Mobility Air Forces. The AMC GIO identifies and synchronizes geospatial requirements for AMC organizations or units needing geospatial services. The GIO shares geospatial data or digital maps created by others and provides guidance to other AMC installation geospatial offices.

The AMC GIO also ensures AMC geospatial resource and capability alignment with US Transportation Command

(USTRANSCOM) as the air component command to USTRANSCOM. The AMC GIO’s net-centric geospatial interoperability vision results in geospatially-based shared situational awareness across the mission spectrum. This effort is also aimed at optimizing AMC investments in geospatial data, technologies, services, and capabilities. This

PWS involves support at Headquarters (HQ) AMC and/or its affiliated installations and units.

1.1.1 Purpose.

This PWS identifies and defines the requirements for support to the AMC GIO and the associated Geospatial

Program under the AFICA 763d Specialized Contracting Squadron (SCONS) Air Force (AF)-Wide Geospatial

Support Contract.

1.1.2 Scope.

The objective of this PWS is to provide Geospatial Program Support for the AMC GIO under the management of the

HQ AMC Logistics Operations Division. The AMC GIO is responsible for organizing and executing the command’s non-Intelligence GI&S program and capabilities. The AMC geospatial system infrastructure involved in this task order currently includes HQ AMC geospatial system infrastructure as well as AMC installation-level geospatial infrastructure as part of the Installation Geospatial Information and Services (IGI&S) capability (also known as GeoBase) at 10 AMC installations.

1.2 TASK REQUIREMENTS:

1.2.1 Task 1 – Geospatial Program and Operations Management Support.

The contractor shall coordinate, monitor, track, support, and execute Geospatial Program initiatives to ensure the

AMC Geospatial Integration program remains viable and responsive to mission requirements. The contractor shall monitor work performance, measure results, support management and decision-making, ensure delivery of contracted product deliverables, and facilitate communications, to include the administration of all functional tasks listed throughout Section 1.2 of this PWS.

1.2.1.1 Operations Management Support. Contractor shall employ Agile Program Management techniques and methodologies to coordinate and manage daily team activities, operations, and priorities. Daily activities shall include project management activities, project development activities, requirements collection, requirements definition, scoping, estimating, and technical delivery management. Contractor personnel shall have a strong understanding of Agile Development methodologies and techniques including but not limited to Sprint and

Scrum. Contractor shall also apply Agile Development concepts and approaches to the daily management of the program to facilitate short sprints (e.g., 2 week sprints) and ensure technical and non-technical results are timely and relevant. No less than one contractor representative with the required technical expertise assigned on this task shall be available to attend short-notice (i.e., 30 minutes or less) classified meetings at Scott Air Force Base (AFB), Illinois as required and must maintain a SECRET clearance.

1.2.1.2 Programming, Budget, and Execution Support. Contractor shall provide the government with forecast, schedule, budget, and execution aspects of the resource requirements and collaborate with the Government Program

Manager/COR to mitigate shortfalls in the Geospatial Program.

1.2.1.3 Leadership and Organizational Support. The contractor shall initiate and execute functional working groups after Government Program Manager/COR review and approval. Working groups shall support the full spectrum of functional management areas, for example, data, architecture, resources, systems, and portfolio

management. Contractor participation shall be for subject matter expertise only and shall not be construed as a participant in the decision making process.

1.2.1.4 Meeting Support. Contractor shall schedule, organize, and facilitate meetings in support of Geospatial

Program initiatives at both a detailed technical tactical-level and a senior leader strategic-level. Contractor shall prepare “draft” meeting agendas, content, and meeting materials and provide to the Government Program

Manager/COR for review and approval within two workdays of the scheduled meeting. Contactor shall then provide

“final” versions of the same products to the Government Program Manager/COR within one workday prior to the scheduled meeting. Meeting minutes shall be provided to the Government Program Manager/COR for approval within one workday following the conclusion of the meeting and then delivered to meeting participants and/or stakeholders within two workdays following the meeting. Contractor meeting participation shall be for subject matter expertise only and shall not be construed as a participant in decision making process. No less than one contractor representative with the required technical expertise assigned on this task shall be available to attend short-notice (i.e., 30 minutes or less) classified meetings at Scott AFB, Illinois as required and must maintain a SECRET clearance.

1.2.1.5 Geospatial Portfolio (Inventory) Management Support. Contractor shall design, develop, implement, manage and sustain geospatial resource portfolios (inventories) and provide to the Government Program

Manager/COR for review and acceptance. The portfolios (inventories) shall be based on principles of the

Information Technology Management Reform Act (ITMRA), also known as the Clinger-Cohen Act. Digital data associated with each inventory shall remain the property of the government and be stored and maintained on existing government-owned IT infrastructure and/or websites.

1.2.1.5.1 Geospatial Capability Portfolio (Inventory) Management. The Geospatial Capability inventory shall provide the means for collecting, storing, and sharing information about geospatial capabilities used by AMC and its affiliated agencies. Capabilities to be inventoried and tracked include, but are not be limited to, geospatial systems, applications, tools, buttons, widgets, web maps, and user interfaces. The inventory shall include metadata for each capability. The inventory must be automated, web-based, discoverable, accessible, and easily used by Department of Defense (DoD) geospatial stakeholders. This tool and process must allow for DoD geospatial stakeholders to discover inventoried capabilities, learn more about each capability (e.g., abstract, purpose, etc.), and learn how to acquire and/or access each capability. Contractor shall submit the geospatial capability inventory twice per calendar year to the Government Program Manager/COR for review and acceptance.

1.2.1.5.2 Geospatial Data Portfolio (Inventory) Management. The Geospatial Data inventory shall provide the means for collecting, storing, and sharing information about geospatial data (vector and raster data) owned, stewarded, and/or maintained by AMC and its affiliated agencies. Each data element in the inventory shall have an associated proponent, steward, owner, and maintainer. The inventory shall also include information about external geospatial data services made available to AMC geospatial capability users. The inventory must be automated, web-based, discoverable, accessible, and easily used by DoD geospatial stakeholders. This inventory and process must allow for DoD geospatial stakeholders to discover inventoried data, learn more about each data set/data element (i.e., including streamlined access to geospatial metadata), and learn how to acquire and/or access the desired data. Contractor shall submit the geospatial data inventory four times per calendar year to the Government Program

Manager/COR for review and acceptance.

1.2.1.5.3 Geospatial Hardware Portfolio (Inventory) Management. The Geospatial Hardware inventory shall provide the means for collecting, storing, and sharing information about the AMC

Geospatial Program’s IT infrastructure hardware assets including but not limited to physical and virtual servers. The inventory must be automated, web-based, and accessible to members of the AMC GIO to expeditiously review, update, and report on AMC geospatial IT infrastructure hardware characteristics

(e.g., hardware specifications, purchase date, IP addresses’, locations, warranty expiration dates, etc.).

Contractor shall submit the geospatial hardware inventory twice per calendar year to the Government

Program Manager/COR for review and acceptance.

1.2.1.5.4 Geospatial Software Portfolio (Inventory) Management. The Geospatial Software inventory shall provide the means for collecting, storing, and sharing information about the AMC

Geospatial Program’s software assets to include Geographic Information System software (e.g., Environmental Systems Research Institute (ESRI) software). The inventory must be automated, web-based, and accessible to members of the AMC GIO to expeditiously review, update, and report on AMC geospatial software characteristics (e.g., software name, purchase date, location(s) installed, annual maintenance payment due date where applicable, etc.). In conjunction with software inventory updates, the contractor shall perform software installation (including upgrades) and technical support for AMC

GIO customers and its affiliated agencies. Contractor shall submit the geospatial software inventory four times per calendar year to the Government Program Manager/COR for review and acceptance.

1.2.2 Task 2 – OPTIONAL – Requirements Elicitation.

Contractor shall perform one to three requirements elicitation (collection, development, analysis, and synthesis) events per contract year. For each event, contractor shall discover requirements, analyze, interpret, and synthesize them into mission-driven and value-based execution plans for establishing geospatial capabilities to include, but not limited to, geospatial systems, geospatial applications, system integrations (geospatial and non-geospatial), hardware, software, and manpower. Each event is expected to involve a three-to-five day requirements gathering session with stakeholders. Each event is expected to include but not be limited to stakeholder interviews, questionnaires, workshops, brainstorming sessions, use case capture and/or development, and role playing.

Contractor shall analyze, interpret, and synthesize the requirements into a well-organized, coherent technical document that shall also require conceptual capability designs (i.e., “mockups”), system integration schematics, or prototypes of potential solutions.

1.2.3 Task 3 – Geospatial Strategic Support.

Contractor shall provide both high-level strategic and tactical-level technical geospatial consulting to include

Enterprise Architecture consultation and provide Geospatial Program advancement recommendations based on enterprise spatial solutions principles and expertise. The contractor shall develop program support documents based on the Geospatial Program advancement recommendations, to include but not limited to, strategies, workflows, approaches, business case analyses, and concept of operations (CONOPS) and provide documents to the

Government Program Manager/COR. The contractor shall have an understanding of high-level DoD and USAF doctrine and procedures to include the Joint Capabilities Integration Development System (JCIDS), Joint

Information Environment (JIE), Universal Joint Task List (UJTL), Joint Strategic Capabilities Plan (JSCP), Joint

Capability Areas (JCA), Joint Common System Functional List (JCSFL), Department of Defense Architecture

Framework (DoDAF), Business Enterprise Architecture (BEA), and Integrated Activities List (IAL). The contractor shall be experienced in applying Doctrine, Organization, Training, Materiel, Leadership and education, Personnel, Facilities and Policy (DOTmLPF-P) principles. The contractor shall establish, develop, and maintain effective working relationships with government agencies exploiting the AMC Geospatial Program and its associated capabilities. The contractor shall coordinate plans and activities with the AMC Chief Information Officer

(CIO). Contractor shall apply in-depth knowledge of AMC and AF priorities, staff functions, data sources, IT platforms, and stakeholder interests when advising AMC GIO and AMC senior leaders on ideas or initiatives.

1.2.3.1 Program Strategy Support. Contractor shall provide high-level strategic program consulting services by applying Information Resource Management (IRM) principles and approaches to geospatial resources to cultivate unconstrained ideas and concepts at the enterprise level. Contractor shall offer recommendations regarding acquisition and/or adoption of emerging geospatial IRM protocols and/or technologies. The contractor shall analyze operational processes, identify cost avoidance opportunities and then provide recommendations. The contractor shall provide advice regarding efficiency projects and initiatives and shall be required to guide and facilitate the execution of those projects and initiatives.

1.2.3.2 Program Architecture Support. Contractor shall provide Enterprise Architecture, Technical

Architecture, and System Architecture support for infrastructure, architecture, and capability changes. Contractor shall also provide guidance regarding effective and efficient geospatial technologies, methodologies, and best practices according to geospatial professional communities and private sector lessons-learned. The GIO, its existing operational information technology infrastructure, architecture, and capabilities, and the program’s vision for the future shall be analyzed and compared to the program’s existing DoDAF documentation. Upon conclusion of this analysis, the contractor shall provide the Government Program Manager/COR with infrastructure and architecture

change recommendations, including high-level conceptual architecture designs, along with a prioritized list of

DoDAF artifacts that require updating. The existing AMC geospatial systems are currently rated at the Mission

Assurance Category – 3 (MAC-III). Contractor personnel shall work with the Government Program Manager/COR and others as necessary to determine required actions for upgrading the AMC geospatial system(s) and the associated accreditation to the MAC-II or MAC-I level.

1.2.4 Task 4 – Communications, Education, and Training Support.

1.2.4.1 Communications Support. The contractor shall develop and convey strategic awareness and outreach communications regarding the AMC GIO functions, associated Geospatial Programs, capabilities, and systems.

Contractor shall maintain AMC Geospatial Program informational website(s) and associated content. Web-based communications shall also involve the use of social media forums. Contractor shall develop and maintain geospatial program awareness/outreach materials to include but not limited to capability statements, program brochures, white papers, and fact sheets. The program awareness/outreach materials shall be printed/published as needed and with

Government Program Manager/COR approval. Costs associated with printing/publishing these materials are considered Other Direct Costs (ODC) and shall be approved by the Government Program Manager/COR prior to expenditure. Contractor shall provide demonstrations of existing and new geospatial capabilities to a wide range of potential users and shall interface with AMC GIO customers. Contractor shall work with military Public Affairs

(PA) offices for increased capability/program awareness and information release approval vetting. Coordination with government operational security, information security, and communications security shall also be required in accordance with (IAW) DoD and/or United States Air Force (USAF) policy. Contractor shall track and analyze the value impact of implemented communications support and make recommendations for program adjustments and improvements.

1.2.4.1.1 Workshop/Conference Support. Contractor shall develop, administrate, execute, and facilitate AMC Geospatial Program workshops/conferences and training sessions. Event development shall involve analyzing event location options, providing site options and recommendations to the

Government Program Manager/COR, preparing event authorization documentation for AMC senior leadership signature/approval, coordinating event attendee registration, coordinating an event management committee, providing on-site operational support during event, developing and deploying event materials to include event schedule/agenda, creating and presenting technical briefings, and publishing an After-

Action Report. Contractor shall host up to one AMC Geospatial Program conference/workshop per year.

These events historically have been held at a government facility on Scott AFB, Illinois with 50 or fewer attendees.

1.2.4.1.2 Conference Exhibit Support. Contractor will reserve, establish, operate, and/or otherwise ensure the existence of up to one professional quality “AMC Geospatial Integration” program booth per year within the exhibit hall at a yet to be determined conference venue. The booth shall employ high quality displays depicting the AMC Geospatial Integration capabilities. The booth shall also have a live connection to the AMC Geospatial Integration program’s IT system(s) and display the capabilities on

1-2 large format display screens for demonstrations to exhibit hall participants. The booth will also be a venue for distributing program awareness materials including brochures, business cards, and other miscellaneous giveaways. As part of this support, the contractor shall provide exhibit hall booth hardware/equipment WITHOUT company logos or other corporate identifiers. Exhibit hall setup fees and booth services fees (e.g., electricity, internet connectivity, etc.) are sometimes charged by the conference event host or venue. When these fees are charged by the third party event/venue host, these costs shall be considered ODCs and shall be approved by the Government Program Manager/COR prior to expenditure.

1.2.4.2 Education and Training. The Contractor shall develop and execute an AMC Geospatial Integration education and training program for government employees. As part of this program, the contractor shall develop, update, and distribute AMC Geospatial Integration education and training materials that will help AMC Geospatial

Integration stakeholders, advocates, users, and others understand more about the program, capabilities, systems, data, tools, software, etc. The contractor-developed education and training materials shall include but not be limited to course content, curriculum, books, and booklets.

1.2.4.2.1 Geospatial Information Resource Management Education. Contractor shall help students understand and appreciate high-level, non-technical geospatial information resource management concepts and methodologies necessary for AMC Geospatial Program and capability awareness, adoption, and effective exploitation.

1.2.4.2.2 Geospatial Technology Training. Contractor shall develop hands-on geospatial technology training courses. Training sessions shall involve both one-on-one sessions with a specific

AMC GIO customer as well as formal, classroom-based sessions with approximately 20 students.

Training sessions shall be in-person, classroom-based, or delivered via web conferencing technologies.

Historically, training has centered on AMC geospatial systems user training and can involve providing basic, entry-level Geospatial Information Systems (GIS) and Global Positioning System (GPS) technology training. On occasion, highly technical GIS data development and maintenance training shall be provided to government personnel responsible for geospatial data creation, editing, and maintenance.

1.2.5 Task 5 – Geospatial Data Support.

Contractor shall provide data management services to include tabular data, vector data, and raster data. Data management support is primarily centered on geospatial data, however, this task order shall include activities with non-geospatial data to facilitate integration, interoperability, and geospatially-enabling. Data management activities include development and execution of data management strategies, plans, architectures, policies, programs, practices and procedures to properly manage, control, protect, store, distribute, and enhance the value of data throughout the complete data life cycle. Contractor shall also develop information/data architectures. The Contractor shall provide geospatial data management support to AMC units and installations. When applicable, contractor shall perform the activities associated with this task in support military exercises (e.g., Turbo Challenge, Ardent Sentry, Global

Thunder, Vigilant Shield, etc.) as well as Continuity of Operations Plan (COOP) activation exercises in alignment with Task 1.2.12.1 of this PWS. No less than one contractor representative with the required technical expertise assigned on this task shall be available to attend short-notice (i.e., 30 minutes or less) classified meetings at Scott

AFB, Illinois as required and must maintain a SECRET clearance.

1.2.5.1 Geospatial Data Creation, Editing, and Maintenance: Vector Data. The contractor shall ensure geospatial vector data is delivered in GIS format (e.g., ESRI format) unless otherwise stipulated in writing by

Government Program Manager/COR.

1.2.5.1.1 Vector Data Creation. Geospatial vector data shall be created using industry standard techniques, for example, Coordinate Geometry (COGO) techniques. The contractor must be prepared to provide digital modeling support, for example, digital terrain and elevation models.

1.2.5.1.2 Vector Data Editing and Maintenance. When applicable, the contractor shall perform additional processing of field-collected vector data to ensure data usability. Also, when applicable, the contractor shall convert or migrate geospatial data to the latest version of a governing data standard. The contractor shall also perform geospatial data loading or transfer activities. The Contractor shall perform recurring geospatial data replication/configuration and maintain database connections in GIS format (e.g., ESRI format) between HQ AMC and AMC bases, and ensure synchronization with various database formats. Data manipulation and processing shall occasionally be required for geo-enabling or system integration purposes. Examples shall include, but are not limited to, facility condition data (for

“BUILDER” system integration), facility space use data (for USAF facility space use management program capabilities including S-File system integration), and linear segmentation / real property data reconciliation for Financial Improvement and Audit Readiness (FIAR) mandate compliance.

1.2.5.2 Geospatial Data Gathering, Processing, Editing, and Maintenance: Raster Data.

1.2.5.2.1 Orthorectified Aerial Imagery, Oblique Aerial Imagery, and Satellite Imagery.

Contractor shall gather, process, and deliver orthorectified aerial, oblique aerial, and satellite imagery captured from various sources IAW industry standards. Resolution, geographical location, area of extent, specified timeframe, type of imagery, and format shall be specified by Government Program

Manager/COR.

1.2.5.3 Data Standards Development, Management, Administration and Coordination. Contractor shall process data requests and support data standards administration, alignment and coordination. All related contractor actions shall be reviewed and approved by the Government Program Manager/COR. Data standards support shall involve, for example, standards governed by HQ AMC and higher headquarters, including but not limited to the

Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). In some instances, the coordination of multiple Government standards requires resolution and alignment between standards, for example, cross-walking SDSFIE with the National Emergency Number Association (NENA) standards.

1.2.5.4 Data Governance. Contractor shall design, implement, and maintain a Data Management Plan that includes operational processes for data storage and distribution, policies and procedures, workflows, data replication processes, and data/database models (logical and physical).

1.2.5.5 Data Quality Assurance/Control. Contractor shall provide quality assurance and quality control (QA/QC) support for geospatial data including, but not limited to, geometry, topology, attribution, and metadata.

1.2.5.5.1 Data Quality Assurance Process. Contractor shall implement an AMC Geospatial Data

Quality Assurance Process.

1.2.5.5.2 Data Quality Assessments. Contractor shall implement bi-annual data quality assessments with scripts, tools, and processes and submit an associated Data Quality Assessment Report to the Government Program Manager/COR. AMC currently employs the ESRI Production Line Tool Set

(PLTS) to perform data quality assessments.

1.2.5.5.3 Standards-Compliant Data Quality. Contractor shall implement the latest data quality standards provided by government and industry to ensure that Government-owned geospatial data is compliant with mandated accuracy and completeness standards such as the DoD’s SDSFIE and the

Federal Geographic Data Committee’s Content Standard for Digital Geospatial Metadata (CSDGM).

1.2.6 Task 6 – Geospatial Analysis and Data Presentation Support.

Contractor shall provide geospatial analysis and data presentation support to AMC units and installations as described in this task. When applicable, contractor shall perform the activities associated with this task in support military exercises (e.g., Turbo Challenge, Ardent Sentry, Global Thunder, Vigilant Shield, etc.) as well as COOP activation exercises in alignment with Task 1.2.12.1 of this PWS. No less than one contractor representative with the required technical expertise assigned on this task shall be available to attend short-notice (i.e., 30 minutes or less) classified meetings at Scott AFB, Illinois as required and must maintain a SECRET clearance.

1.2.6.1 Analysis Support. Contractor shall analyze scenarios in a geospatial context using industry-leading tools and techniques, for example, geocoding, network analysis, photogrammetry, cartography, imagery, change detection, buffer generation, overlay analysis, proximity analysis, area/perimeter/length calculations, and modeling and statistical analysis. The AMC GIO currently uses ESRI ArcGIS products as the primary geospatial analysis software suite and, therefore, at a minimum, the Contractor must be able to employ these technologies. Analysis activities support military mission objectives, for example, beddown planning, airfield suitability analysis, infrastructure management and improvement, threat prediction and response, emergency response, security, land use, site planning and future development, and traffic routing. Analysis efforts typically result in cartographic mapping deliverable discussed in Task 1.2.6.2. Contractor personnel shall document Rapid Global Mobility (RGM) geospatial analysis processes by developing and sustaining a Continuity Handbook.

1.2.6.2 Data Presentation Support. The contractor shall create standard or customized cartographic map products to include multidimensional cartographic products delivered in digital or hardcopy format in alignment with AMC GIO customer requirements. Cartographic products shall be provided in a timely manner and in a deliverable format that meets the needs of the requestor. Map products shall be easy to comprehend and error free. Contractor personnel performing this work on-site at Scott AFB, Illinois can anticipate having access to government-owned, large format printers/plotters.

1.2.7 Task 7 – Geospatial IT System Support and Management.

Contractor shall provide geospatial IT system support via the Air Force Non-secure Internet Protocol Router

Network (NIPRNet) to include core IT system design, improvement, implementation, administration, and maintenance. Contractor shall minimize system outages. No more than four outages should occur per year. Outages must be reported to the Government Program Manager/COR within fifteen minutes of contractor-confirmed outage and each outage shall be less than four hours in duration. Contractor shall develop a documented strategy for limiting outages to ensure the AMC geospatial system(s) operate 24 hours a day, 7 days a week, and 365 days a year. Contractor shall provide a System Outage and Mitigation Report to the Government Program Manager/COR documenting the outage occurrence details, time elapsed between the system outage and Government Program

Manager/COR notification, duration of outage, and an outage mitigation plan moving forward. Contractor shall support the development and presentation of AMC GIO briefings to the AMC CIO as part of the AMC/A6-led CIO

Review process. Contractor shall perform Government Program Manager/COR directed or approved system adjustments in response to AMC CIO Review findings. Contractor shall employ AF-approved and AF-owned system and/or network monitoring software to continuously monitor operational system performance and compile associated metrics and issues. Contractor shall provide this data as part of a concise AMC Geospatial System(s)

Performance Metrics/Issues Report to the Government Program Manager/COR. This report shall include findings and corresponding architecture design change recommendations for government consideration. Following government consideration and approval, contractor shall implement government-approved architecture design changes. Personnel accessing AMC geospatial system servers on Task 7 MUST possess an IAT Level II, Security+

Certification IAW DoD 8570.01-M and Air Force Manual (AFMAN) 33-285 prior to full contract performance start. Contractors shall obtain and retain Functional System Administrator (FSA) accounts in alignment with AFI

33-115. When applicable, contractor shall perform the activities associated with tasks 1.2.7.2 through 1.2.7.4 in support military exercises (e.g., Turbo Challenge, Ardent Sentry, Global Thunder, Vigilant Shield, etc.) as well as

COOP activation exercises in alignment with Task 1.2.12.1 of this PWS. No less than one contractor representative with the required technical expertise assigned on tasks 1.2.7.2 through 1.2.7.4 shall be available to attend short-notice (i.e., 30 minutes or less) classified meetings at Scott AFB, Illinois as required and must maintain a SECRET clearance.

1.2.7.1 System Design, Development, and Implementation. The contractor shall perform high-level system design support to include web, database, and application server/system hardware and software. This task involves creating high-level designs, documenting the designs, and implementation of developed strategies IAW IT policies

(e.g. Clinger Cohen Act (CCA), Federal Information Security Management Act (FISMA), Federal Data Center

Consolidation Initiative (FDCCI), Business Enterprise Architecture (BEA), Organizational Execution Plan (OEP), Business Process Re-engineering (BPR), and Interoperability.) This task’s activities involve physical and/or virtual hardware. Contractor shall establish an initial plan and approach for establishing AMC GIO capabilities via the

Secret Internet Protocol Router Network (SIPRNet). The SIPRNet Capability Employment Plan shall address technical and non-technical aspects including documenting technical specifications, full lifecycle acquisition and sustainment cost estimates. The plan shall be provided to the government within the task order’s base period and updated in option periods until a SIPRNet capability is fielded.

1.2.7.2 System Administration/Maintenance. The contractor shall perform system administration and maintenance on geospatial system core information technology (including web, database, and application servers;

virtual and physical) to ensure the ecosystem remains viable and in compliance with DoD, AF, and Geospatial

Program policy, for example, Time Compliance Network Orders (TCNO), information assurance (IA) controls, Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG), and Command

Cyber Readiness Inspection (CCRI) checklists. Contractor shall perform hardware installation and technical support for AMC GIO customers and its affiliated agencies. All system changes shall be tested and documented prior to implementation in a production environment.

1.2.7.3 Database Administration/Maintenance. Contractor shall perform functions necessary to ensure geospatial databases and data servers are updated and operational IAW software security patches and upgrades, IA controls, DISA STIGs, CCRI checklists, and TCNOs. Full compatibility with the AF Network, AF databases, and desktop software is required to ensure system is functional and reliable. Activities involve maintenance, enhancements, troubleshooting, geospatially enabling, and system/capability/data integration with other systems or external data sources (to include publicly available data sources, web services, etc.). Contractor shall provide on-site and remote technical support regarding database administration issues consistent with USAF and AMC policy and

implementation guidance. Contractor shall administer all AMC GIO-managed databases and database servers

(virtual and/or physical) to include patching and other activities required to ensure optimal operation and compliance with network administration-provided technical orders. Contractor shall design, implement, manage, and sustain

AMC’s geospatial data storage and distribution strategy and processes. Contractor shall ensure successful and sustainable data storage, data distribution, data manipulation, data integration and interoperability for the AMC geospatial system(s). Contractor shall support enterprise spatial database maturation and modernization. Contractor shall update and maintain enterprise spatial database(s). Contractor shall also provide remote technical support/administration of AMC installation-level databases consistent with USAF and AMC policy and implementation guidance. Contractor shall implement data assembly and storage plans and persistently organize geospatial data in support of the AMC GIO vision. Contractor personnel must have extensive experience in application of Oracle and ESRI software products.

1.2.7.4 Web Administration/Maintenance. Contractor shall perform functions necessary to ensure geospatial web servers, websites, and applications are updated and operational IAW software security patches and upgrades, IA controls, DISA STIGs, CCRI checklists, and TCNO. Full compatibility with the AF Network and ESRI web/desktop software is required to ensure maximum government utilization and mission value. Activities involve maintenance, enhancements, troubleshooting, geospatially enabling, and system/capability/data integration with other systems or external data sources (to include publicly available data sources, web services, etc.).

1.2.8 Task 8 – Assessment and Authorization.

Contractor shall perform all required activities and provide all required services to obtain and/or renew and maintain an “Assessment and Authorization” (formerly known as “Certification and Accreditation”) for the AMC GIO-managed geospatial system(s). Assessment and Authorization support activities include, but are not limited to, ensuring the AMC geospatial system’s (or systems’) Assessment and Authorization documentation is kept current

IAW USAF policy, ensure program and system architecture artifacts are sustained IAW DoDAF directives and guidance, support maintenance and renewal of AMC geospatial system Assessment and Authorization documentation, and maintain system documentation as required within the Air Force Enterprise Information

Technology Data Repository (EITDR) and the Enterprise Mission Assurance Support Service (eMASS) systems.

Contractor shall obtain access to and utilize the AF-directed applications, such as eMASS, to manage artifacts, validate compliance, and input appropriate details required to successfully acquire and sustain an Authorization to

Operate (ATO) + Authority to Connect (ATC) Certification IAW DoD 8500.01, DoD 8510.01, FISMA, Clinger-

Cohen Act, and other relevant Information Assurance and Assessment and Authorization policies. Contractor shall submit the Assessment and Authorization approval package for the AMC GIO-managed geospatial system(s) to the appropriate AF Communications entity (or entities) as required for approval. Contractor shall monitor the package’s progress and perform all necessary adjustments throughout the review process until approval is granted. The current

“AMC.maps” geospatial system’s certification expires on 18 August 2017 and current AF policy requires renewal every three (3) years. The contractor shall perform all activities to ensure an on-time renewal of the ATO for the

AMC geospatial system. Contractor shall ensure system is maintained/configured to meet current security specifications and guidelines. No Security Impact (NSI) memorandums and other artifacts shall be created or modified as required, and updates shall be entered into the AF-directed application, such as eMASS, for managing

ATO packages. Other required activities include, but are not limited to, providing Information Assurance

Management (IAM) support for the AMC geospatial system(s), providing technical support necessary to plan, coordinate, and conduct security tests and evaluations required per DoD policy, such as Risk Management

Framework (RMF) policy, and developing artifacts required to support applicable IA controls. Artifacts shall illustrate how the Program and associated systems are meeting compliance requirements for each IA Control.

Contractor personnel performing Task 8 MUST possess an IAM Level II certification IAW DoD 8570.01-M and

AFMAN 33-285 prior to full contract performance start.

1.2.9 Task 9 – IT Portfolio Management Activities.

Contractor shall provide professional IT Portfolio Management expertise for performing IT Portfolio Management activities in support of the AMC GIO and GIO-managed IT capabilities. Contractor shall perform IT Portfolio

Management records updates within EITDR and eMASS to ensure the AMC Geospatial Integration program and associated IT system(s) is/are in compliance with all applicable AF policies, Federal laws, and other regulations (e.g.

CCA, FISMA, FDCCI, BEA, Organizational Execution Plan (OEP), BPR, Interoperability, and IT Budget regulations). The portfolio records shall be updated at least once per contract performance period. Compliance as applicable shall require a variety of associated activities (e.g., artifacts, entries in the AF-directed application, such

as Enterprise Information Technology Data Repository {EITDR}, for approval, etc.). Contractor shall work with the Government Program Manager/COR to assess current EITDR record contents for the “AMC.maps” system.

After assessing the latest EITDR record, the contractor shall update and sustain the record throughout the duration of the contract. Contractor shall meet with the Government Program Manager/COR to discuss future plans for potential adjustments toward alignment with the Warfighter Mission Area (WMA) or category other than Business

Mission Area (BMA). The contractor shall collaborate with the Government Program Manager/COR regarding the government’s vision for the future, make recommendations for EITDR record content adjustments, and make adjustments approved by the Government Program Manager/COR.

1.2.9.1 Compliance Management. Contractor shall obtain access to AF-directed compliance management system(s) to input and update system-related information.

1.2.9.1.1 OEP Certification. Contractor shall perform all required work to achieve and/or maintain OEP defense business certification via the National Defense Authorization Act (NDAA) process. DoD certification approval is required prior to spending funds on defense business systems. (OEP Certification is currently not applicable/not required.)

1.2.9.1.2 FDCCI Compliance. Contractor shall perform all required work to achieve and/or maintain FDCCI compliance IAW FDCCI policy.

1.2.9.1.3 BPR Compliance. Contractor shall perform all required work to achieve and/or maintain BPR compliance IAW NDAA certification requirements, activities and documents. (BPR compliance is currently assessed as exempt.)

1.2.9.1.4 BEA Compliance. Contractor shall perform all work required to achieve and/or maintain BEA compliance. Contractor shall obtain access to DoD-directed applications required to manage BEA requirements, such as Integrated Business Framework – Data Alignment Portal (IBF-DAP). Architecture-related information must be managed and reviewed for approval of this compliance area.

1.2.9.1.5 Interoperability Compliance. Contractor shall perform all work required to achieve and/or maintain

Interoperability compliance.

1.2.9.1.6 Budget Compliance. Contractor shall perform all required work to achieve and/or maintain IT budget compliance in AF-directed management application, such as EITDR.

1.2.10 Task 10 – Application Development, Modernization, and Sustainment.

Contractor shall support geospatial capability implementation, modernization, and sustainment. Contractor shall provide on-site and remote technical support regarding web-based capability development and sustainment issues consistent with USAF and AMC policy. Existing AMC geospatial capabilities leverage ESRI software products, Adobe Flex, and JavaScript technologies and, therefore, contractor personnel must, at a minimum, have extensive experience applying these technologies to sustain existing AMC geospatial capabilities. Personnel accessing AMC geospatial system servers on Task 10 MUST possess an IAT Level II, Security+ Certification IAW DoD 8570.01-M and AFMAN 33-285 prior to full contract performance start. Contractors shall obtain and retain Functional System

Administrator (FSA) accounts in alignment with AFI 33-115.

1.2.10.1 Application Development/Modernization Planning Activities. Contractor shall perform activities associated with planning for mission-enhancing geospatial capabilities, for example, locating existing Adobe Flex-based ArcGIS Server website widgets and adapting them for AMC mission exploitation. Planning associated with such capability adoption shall require stakeholder interviews, questionnaires, user observations, workshops, brainstorming, use cases, role playing, and prototyping.

1.2.10.2 Application Development/Modernization Programming. Contractor shall perform activities associated with creating or editing code for mission-enhancing geospatial capabilities. In these instances, the contractor shall create, modify, implement, and maintain web-based geospatial capabilities, for example, Adobe Flex-based ArcGIS

Server website widgets and adapting them for AMC mission exploitation.

1.2.10.3 Application Sustainment. Contractor shall perform sustainment activities for AMC geospatial…
