SECTION 1.0: DESCRIPTION OF SERVICES

1.1 BACKGROUND.

1.1.1 Mission. This Performance Work Statement (PWS) facilitates geospatial support for improved shared situational awareness and decision making across the various echelons of military hierarchy including individual level, installation level, and management headquarters level. Support may include technical assistance at Headquarters Air Force, Field Operating

Agencies, Numbered Air Forces (NAFs), Main Operating Bases (MOBs) and reachback support to forward deployed military personnel at Forward Operating Locations (FOLs) as well as a surge capability to quickly respond to wartime, contingencies and manmade or natural disasters.

Support also includes maintaining an Enterprise Architecture to store and disseminate geospatial information and integrate authoritative business data for authorized users. Enterprise

Architecture consists of hardware and software (Commercial-Off-The-Shelf (COTS) or custom), includes several processes and must be structured for responsiveness, agility, standardization, and system availability.

1.1.2 Purpose. The purpose of this contract is to provide geospatial solutions under a multiple award, Indefinite Delivery, Indefinite Quantity (ID/IQ) contract that supports the entire AF. This

PWS defines the general tasks to be performed under the Air Force (AF)-wide Geospatial

Support contract.

1.1.3 Scope. This ID/IQ contract shall serve as an Air Force vehicle to provide a variety of geospatial tasks and support functions. Individual task orders (TOs) may require: on-site (i.e., at

DoD facility) and/or off-site (i.e., at a contractor-owned facility) delivery, support at various echelons of the military hierarchy including individual unit level, installation level, and management headquarters level, and employment of Agile Development and/or Agile Program management tools, techniques, and processes. The nature of this work will, at times, demand the contractor be capable of quick response to deadlines. The objectives and requirements identified within this PWS are described in general terms. Each TO shall specifically address task requirements, project scheduling, and other related performance criteria as necessary.

1.2 TASK REQUIREMENTS.

Contractor shall provide the AF with geospatial solutions for operations, planning and technical support within the scope of the twelve functional tasks defined below.

1.2.1 Task 1 – USAF Agency Geospatial Program Management and/or Geospatial Program

Office Operations Support. Geospatial Program Office Support is typically provided on-site at a government facility and may involve any and/or all of the functional tasks listed in paragraph

1.2 of the PWS.

1.2.1.1 Operations Management Support.

Contractor shall oversee, coordinate, and/or manage contracted program office personnel, daily team activities, operations, and priorities based on Government program manager input. Daily activities may include project management activities, project development activities, requirements collection and definition, scoping, estimating, technical delivery management.

1.2.1.2 Planning, Programming, Budgeting, and Execution Support.

Contractor shall submit program financial and human capital planning, forecasting, and execution documentation to the COR for review and approval.

1.2.1.3 Leadership and Organizational Support.

Contractor shall provide leadership and organizational support for the initiation and execution of functional working groups. Working groups may exist at any level of the organizational hierarchy, and may support the full spectrum of functional management areas including data, architecture, resources, systems, and portfolio management.

1.2.1.4 Meeting Support.

Contractor shall participate in numerous meetings of various types and in a variety of capacities.

Types of meetings may include program management meetings and technical exchange meetings. Contractor shall be required to frequently schedule, organize, lead, facilitate, and/or participate in meetings. Contractor shall be required to develop and/or present high-level strategic briefings to senior leaders. Contractor shall be required to facilitate detailed, tactical-level technical exchange meetings. Contractor shall be required to develop meeting content and materials, provide logistical support, and document meetings (e.g., note taking, meeting agenda and minute’s creation, etc.) as required. Meetings may be local, in-person meetings, teleconferences, web-based meetings, or out-of-town meetings requiring travel.

1.2.1.5 Geospatial Portfolio (Inventory) Management.

Contractor shall develop and implement a Geospatial Portfolio (Inventory) Management methodology based on principles of the Information Technology Management Reform Act

(ITMRA), also known as the Clinger-Cohen Act. This task may also require the contractor to plan and deliver progress meetings with stakeholders to identify requirements. This task may also require the contractor to obtain approval from the COR for geospatial application development and perform IT portfolio management activities and security-related activities required for compliance with DoD, AF policies, Federal law, and IT acquisition.

1.2.1.5.1 Geospatial Capability Portfolio (Inventory) Management.

Contractor shall manage geospatial capability inventories, which may include inventories of systems, applications, widgets, and user interfaces.

1.2.1.5.2 Geospatial Manpower Portfolio (Inventory) Management.

Contractor shall manage geospatial manpower inventories, which could include assisting with developing manpower position description requirements.

1.2.1.5.3 Geospatial Data Portfolio (Inventory) Management.

Data portfolio management activities may include designing, developing, implementing, and managing a data inventory process. Data portfolio management activities may also involve designing, developing, implementing, managing, and maintaining a data inventory tool.

Contractor shall manage geospatial data inventories, including external data services available to the enterprise. Contractor shall develop and manage geospatial data layer proponent/steward/ owner/ maintainer matrix. Contractor shall develop and manage information/data architectures.

1.2.1.5.4 Geospatial Hardware Portfolio (Inventory) Management.

Contractor shall manage geospatial hardware inventories and hardware installation and technical support.

1.2.1.5.5 Geospatial Software Portfolio (Inventory) Management.

Contractor shall manage geospatial software inventories and software installation and technical support. Geospatial software may include items such as Geographic Information System (GIS) software (e.g., Environmental Systems Research Institute software {ESRI}) and Computer-

Aided Design and Drafting (CADD) software (e.g., Autodesk software).

1.2.2 Task 2 – Requirements Elicitation (Collection, Development, Analysis, and Synthesis).

1.2.2.1 Requirements Elicitation.

Contractor shall discover requirements and convert them to mission-driven and value-based execution plans for establishing geospatial capabilities. This may include, geospatial systems, geospatial applications, system integrations (interoperability) with other systems (geospatial and non-geospatial), hardware, software, and manpower. The contractor may be required to perform stakeholder interviews, questionnaires, user observations, workshops, brainstorming, use cases, role playing, and prototyping.

1.2.2.2 Requirements Analysis and Synthesis.

Contractor shall analyze and synthesize collected requirements into coherent documents for planning, programming, budgeting, design, development or other purposes. This may include the development of conceptual capability designs (i.e., “mockups”), system integration schematics, prototypes, technical reports, etc.

1.2.3 Task 3 – Geospatial Strategic Support.

Contractor shall provide strategic and tactical-level consulting services. The contractor shall provide customers with recommendations based on experience and industry-leading techniques in areas such as enterprise spatial solutions. The contractor shall develop plans, strategies, architectures, approaches, standard operating procedures, needs analyses, feasibility studies, and concept of operations (CONOPS). The contractor shall develop designs of all levels, including conceptual, and detailed technical designs. The contractor shall submit for government review and approval to the program manager policy and/or governance development and administration.

The contractor shall have an understanding of high-level DoD and USAF doctrine and procedures including the Joint Capabilities Integration Development System

(JCIDS), Joint Information Environment (JIE), Universal Joint Task List (UJTL), Joint Strategic

Capabilities Plan (JSCP), Joint Capability Areas (JCA), Joint Common System Functional List

(JCSFL), and Integrated Activities List (IAL). The contractor shall be experienced with and capable of applying Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTmLPF-P) principles. The contractor shall establish, develop, and maintain effective working relationships with partner agencies. The contractor shall coordinate plans and activities with the Chief Information Officer (CIO) and other governing entities. The contractor shall apply Information Resource Management (IRM) principles to geospatial resources. The contractor shall guide and facilitate efficiency projects and initiatives. The contractor shall provide technical guidance regarding effective and efficient geospatial technologies, methodologies, and best practices according to geospatial professional communities and private sector lessons-learned. Business process development and administration may include workflow development. Contractor shall analyze and track the impact of implemented initiatives and make recommendations for adjustments for further improvements based on those findings. The contractor shall perform and publish studies such as business case analyses and cost/benefit analysis.

1.2.4 Task 4 – Communications, Education, and Training Support.

1.2.4.1 Communications Support.

The contractor shall develop and convey strategic awareness and outreach communications regarding geospatial programs, capabilities, systems, and other related matters. Contractor shall provide informational website development and maintenance as well as maintain content currency. Website communications may also involve the use of social media forums and other communication vehicles. Contractor shall interface with customers and provide meeting coordination and facilitation. Contractor shall work with military Public Affairs (PA) offices for increased capability/program awareness and/or information approval vetting. Coordination with government operational security, information security, and communications security may be required. Contractor shall develop or maintain materials such as capability and program brochures, white papers, and fact sheets. Contractor shall manage workshops, conferences, meetings, and training development and hosts support. Contractor may be responsible for event coordinating/planning duties including logistics planning and execution. Event development and hosting activities may include site selection analysis, preparing event approval documentation, coordinating event registration, coordinating the event management committee, assisting in development and deployment of event materials including the event schedule/agenda, giving technical presentations, providing on-site operational support during the event, and publishing an

After-Action report. Contractor shall support Conference Exhibit Hall activities. Contractor may provide contractor-owned exhibit hall booth hardware/equipment, etc. WITHOUT company logos or other identifiers. Exhibit hall setup fees and booth services fees (e.g., electricity, Internet connectivity, etc.) may be included.

1.2.4.2 Education and Training.

Contractor shall develop and/or convey education and training plans, courses, programs, syllabi, curriculum, etc. and develop hands-on geospatial technology training. Training may include

Geospatial Information Systems (GIS) software user training, global positioning system (GPS) user training, imagery processing and analysis training, field data collection training, geospatial system user training, geospatial application training, and training on geospatial aspects of geospatially-enabled systems. Contractor shall create education and/or technical training products such as books, and booklets. Contractor shall facilitate creation of professional grade audio and video products.

1.2.5 Task 5 – Geospatial Data.

Contractor shall provide a wide variety of data management services. The use of the term “data” is inclusive of many types of data including tabular data, vector data, and raster data as described below. Data management support is primarily centered on geospatial data; however, activities may require engagement with non-geospatial data when required to facilitate integration, interoperability, and/or geospatially-enabling non-geospatial data. Data management activities may include supervision, development, and/or execution of data management strategies, plans architectures, policies, programs, practices and procedures to properly manage, control, protect, store, distribute, or enhance the value of data throughout the complete data life cycle.

1.2.5.1 Geospatial Data Capture, Collection, Creation, Processing, Editing, and Maintenance:

Vector Data.

The contractor shall ensure geospatial data captured, created, processed, edited, or otherwise via this contract is delivered in one or more acceptable electronic formats such as GIS format (e.g., ESRI format) and/or Computer Aided Design (CAD) format (e.g., AutoCAD format).

1.2.5.1.1. In-the-Field Collection.

In the field collection and validation of digital vector data may be required. Contractor may be required to use GPS technologies (survey, resource, or mapping grade precision requirements shall be specified in the task order), traditional land surveying technologies (e.g., Total Station), remote sensing technologies (e.g., Range Finders) or other data collection technologies to perform such support. All data collected using land surveying tools and procedures shall be in accordance with (IAW) current industry-acceptable surveying protocol standards. Contractor shall deliver digital data IAW current industry and/or Government standards. This also allows for collection of associated feature attribute data and metadata.

1.2.5.1.2 Photogrammetric and Digital Orthophotography Mapping.

Digital vector data can be extracted (i.e., digitized) from high-resolution imagery. Via this task, the contractor may be required to use industry-leading technologies to perform such support.

The contractor shall provide resultant digital geospatial data IAW current industry and/or

Government standards, as provided by the Government. Collection of associated feature attribute data and metadata may also be required.

1.2.5.1.3 Vector Data Creation.

In some instances, geospatial vector data may need to be created. An example of such a scenario might include the creation of imaginary safety-of-flight surfaces including accident potential zones (APZ) which are stipulated by governing standards. Coordinate geometry (COGO) techniques may be applicable and/or necessary.

1.2.5.1.4 Data Conversion, Manipulation, and Processing.

Vector data collected in the field may not immediately be ready for use. In these instances, the vector data may require additional cleansing, conversion, manipulation, and/or processing.

Contractor may be required to provide such support. Specific examples of such data conversion or manipulation may include conversion or migration to the latest version of a governing data standard, data loading, etc. Data manipulation or processing may also be required for geo-enabling or system integration purposes. Examples may include, but are not limited to, facility condition data (for “BUILDER” system integration), facility space use data (for USAF facility space use management program capabilities including S-File system integration), and linear segmentation / real property data reconciliation for Financial Improvement and Audit Readiness

(FIAR) mandate compliance.

1.2.5.1.5 Editing and Maintaining Vector Data.

Contractor may be required to provide vector data editing and maintenance support.

1.2.5.1.6 Digital Model Creation.

Contractor may be required to provide digital modeling support to include creation of digital terrain models, digital evaluation models, etc.

1.2.5.1.7 Scanning, Digitizing, and Archiving Historical Data.

In some instances, legacy visual data such as floor plans, photographs, maps, etc. are only available in a printed format. Many of these record documents are aging and at risk of permanent loss. Contractor shall be prepared to transfer or convert such documents to new digital formats via a variety of processes such as scanning or digitizing. The data may then need to be archived in a digital format in an indexed database and georeferenced for automated retrieval.

1.2.5.2 Geospatial Data Capture, Collection, Creation, Processing, Editing, and Maintenance:

Raster Data.

1.2.5.2.1 Orthorectified Aerial Imagery.

Contractor shall perform functions and associated data acquisition to collect, process, and deliver orthorectified nadir aerial imagery IAW industry standards according to specified resolution, area of extent, time of day and year, type of imagery, Government-approved ground control, and other pertinent specifications identified in the Task Order. Activities may require prior coordination with FAA and the Installation Commander.

1.2.5.2.2 Oblique Aerial Imagery.

Contractor shall perform functions and associated data acquisition to collect, process, and deliver oblique aerial imagery IAW industry standards according to specified resolution, area of extent, time of day and year, type of imagery, Government-approved ground control, and other pertinent specifications identified in the Task Order. Activities may require prior coordination with FAA and the Installation Commander.

1.2.5.2.3 LiDAR.

Contractor shall perform functions and associated data acquisition to collect, process, and deliver aerial or ground-based LiDAR data compiled into 3-dimensional (3-D) horizontal position and vertical elevation data for each feature being surveyed (e.g. tree canopies with secondary and tertiary returns). LiDAR shall be collected IAW industry standards according to specified resolution, area of extent, time of day and year, type of imagery, Government-approved ground control, and other pertinent specifications identified in the Task Order. Activities may require prior coordination with FAA and the Installation Commander.

1.2.5.2.4 Thermal.

Contractor shall perform functions and associated data acquisition to collect, process, and deliver thermal band data. Aerial infrared thermographic survey and/or analysis of data collected may also be required. Mosaic format and other deliverable specifications will be approved by the

Government. Thermal data shall be collected IAW industry standards according to specified resolution, area of extent, time of day and year, type of imagery, Government-approved ground control, and other pertinent specifications identified in the Task Order. Activities may require prior coordination with FAA and the Installation Commander.

1.2.5.2.5 3D Point Cloud/Image Mesh.

Contractor shall use a digital aerial camera (e.g. MIST) to collect 3-D point clouds and orthorectified aerial imagery, followed by data processing of the point cloud data and imagery mesh to deliver a single, georeferenced 3-D model. Data shall be collected IAW industry standards according to specified resolution, area of extent, time of day and year, type of imagery, Government-approved ground control, and other pertinent specifications identified in the Task

Order. Activities may require prior coordination with FAA and the Installation Commander.

1.2.5.2.6 Satellite.

Contractor shall obtain and deliver satellite imagery from various resources at the desired resolution, geographical location, and timeframe specified. Imagery may include historic, recent, or future acquisition from a satellite imagery provider.

1.2.5.2.7 Unmanned Aerial Vehicle (UAV)/Drone.

Contractor shall perform functions and associated data acquisition to collect, process, and deliver orthorectified aerial imagery acquired with a UAV/Drone. Data collection may include traditional nadir aerial photography, oblique, or video footage. Flight and collection shall be

IAW Federal Aviation Administration (FAA) policy and industry standards according to specified resolution, area of extent, time of day/year, type of imagery, Government-approved ground control, and other pertinent specifications consistent with industry standards. Activities shall require prior coordination with FAA and the Installation Commander.

1.2.5.2.8 Street-view Digital Imagery.

Contractor shall perform functions and associated data acquisition to collect, process, and deliver digital, georeferenced street view images collected via a mobile 360 degree camera. Activities shall require prior coordination with FAA and the Installation Commander.

1.2.5.3 Data Standards Development, Management, Administration or Coordination.

Contractor may be required to assist in the development, management, administration, or coordination of data standards. Examples might include assisting in the development or advancement of the Spatial Data Standards for Facilities, Infrastructure, and Environment

(SDSFIE). In some instances, the coordination of multiple Government standards requires adjudication and/or alignment between standards. An example includes cross-walking SDSFIE with the National Emergency Number Association (NENA) standards. The contractor may be required to assist with the coordination, alignment, or adjudication of such standards.

1.2.5.4 Data Governance.

Contractor may be required to develop, define, and/or oversee data stewardship policies and procedures. Contractor may also be required to design, develop, implement, and/or administer geospatial data management workflows, data replication processes, and data/database models

(logical and physical). Contractor shall process data requests. Contractor shall use industry-leading data management tools and techniques.

1.2.5.5 Data Quality Assurance/Control.

Contractor shall be able to provide geospatial data quality assurance and/or quality control support using industry-leading tools and techniques. Data quality assurance/control processes shall address geometry, topology, attribution, metadata, etc. Contractor shall provide the

Government with data quality control process design, development, documentation (e.g., quality assurance plans), implementation, coordination, and management. Contractor shall design, develop, document, implement, configure, and manage automated scripts or processes used to perform data quality checks. The Government may require script/process usage training and support. Contractor shall stay abreast of the latest data quality standards provided by Federal, State, Local, industry, professional associations, etc. Contractor shall establish, review, document, implement, coordinate, and manage data quality standards and perform data quality assessments and reports. Contractor shall ensure that Government-owned geospatial data

(including geometry, attribution, and metadata) is compliant with mandated standards including accuracy and completeness standards. The Federal Geographic Data Committee’s Content

Standard for Digital Geospatial Metadata (CSDGM) is an example of such a standard.

1.2.6 Task 6 – Geospatial Analysis and Data Presentation Support.

1.2.6.1 Analysis Support.

Contractor shall provide support for analyzing a wide variety of scenarios in a geospatial context using industry-leading tools and techniques. The results of such analyses will be used to help military leaders make better informed decisions and reducing risk. Analysis efforts may support a wide variety of mission objectives such as threat prediction and response, emergency response, security, land use, site planning and future development, traffic routing, etc. Analysis efforts may require a multitude of techniques including geocoding, network analysis, photogrammetry, cartography, imagery analysis including but not limited to change detection, etc. Other forms of geospatial analysis may include buffer generation, overlay analysis, proximity analysis, area/perimeter/length calculations, as well as modeling and statistical analysis (Interpolation, autocorrelation, nearest neighbor, cluster, and kernel density). Analysis efforts may result in cartographic mapping deliverables including digital and/or hardcopy map production. Other documented reports may be applicable as well.

1.2.6.2 Data Presentation Support.

Contractor shall submit multidimensional (e.g., 2D, 3D, and temporal) renderings and displays and cartographic printings and plottings to the COR for review and approval. Contractor shall produce standard or customized cartographic products in support of mapping requirements.

Cartographic products shall be delivered in digital format (pdf, jpeg, tiff, gif or bmp) or hardcopy format. Standard hardcopy map sizes are: ANSI A 8½x11, ANSI B 11x17, ANSI C 17x22, ANSI D 22x34, ANSI E 34x44. Cartographic products will be provided in a timely manner and in a deliverable format that meets the needs of the requestor. Map products shall be easy to comprehend and error free.

1.2.7 Task 7 – Geospatial IT System Support and Management.

The contractor shall provide support and management may involve systems deployed to the

Nonsecure Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router

Network (SIPRNet), and/or Joint Worldwide Intelligence Communications System (JWICS).

Support and management may also involve system design, development, and implementation, and system administration and maintenance. Support and management may also include database administration and maintenance, web administration and maintenance, and system certification and accreditation. Contractor personnel accessing geospatial system servers must possess an IAT Level II, Security+ Certification according to DoDD 8570 and obtain and retain

Functional System Administrator (FSA) accounts in alignment with AFI 33-115V1, 24 May

2006, Section 4.6. IAT Level Certification Level requirements will be provided in each TO.

1.2.7.1 System Design, Development, and Implementation.

The contractor shall perform system design (including web, database, and application), development, and implementation procedures as required. This may include planning meetings, documentation of the design, testing and implementation strategies, and compliance with IT-related policies. Activities may include physical and virtual hardware management.

1.2.7.2 System Administration/Maintenance.

The contractor shall perform necessary duties to ensure geospatial systems (including web and database servers) maintain compliance with DoD, AF, Communications, and geospatial program policy and guidance. Administration/Maintenance includes compliance with Time Compliance

Network Orders (TCNO’s), software security patches and upgrades, Information Assurance

Controls, Defense Information Systems Agency (DISA) Security Technical Implementation

Guide (STIG), and Command Cyber Readiness Inspection (CCRI). All system changes will be tested and documented prior to implementation. Uptime requirements associated with Mission

Assurance Category (MAC) Level (I, II, or III) will be considered and complied with.

1.2.7.3 Database Administration/Maintenance.

Contractor shall perform functions necessary to ensure geospatial databases and data servers are updated and operational in accordance with DISA STIGs, CCRI, TCNO’s, software security patches and upgrades, Information Assurance Controls; and are compatible with the AF

Network, AF databases, and desktop software to ensure system is functioning and reliable.

Existing AF geospatial programs primarily utilize Oracle and ESRI software products and other

RDBMS software to perform system maintenance and ensure compatibility. Tasks involve maintenance, enhancements, troubleshooting, geospatially enabling, and system/capability/data integration with other systems or external data sources (to include publicly available data sources, web services, etc.). Software-specific requirements will be provided in each TO.

Contractor will require Government Furnished Equipment (GFE), administrative privileges and associated DoD workforce certification in compliance with DoD Directive 8570.1, DoD

Directive 8570.1-M, and DoD Manual 3305.13-M.

1.2.7.4 Web Administration/Maintenance.

Contractor shall perform functions necessary to ensure geospatial web servers and applications are updated and operational in accordance with DISA STIGs, CCRI, TCNO’s, software security patches and upgrades, Information Assurance Controls; and are compatible with the AF

Network, and ESRI web and desktop software to ensure system is functioning and reliable.

Tasks involve maintenance, enhancements, troubleshooting, geospatially enabling, and system/ capability/data integration with other systems or external data sources (to include publicly available data sources, web services, etc.). Software-specific requirements will be provided in each Task Order. Contractor will require Government Furnished Equipment (GFE), administrative privileges and associated DoD workforce certification in compliance with DoD

Directive 8570.1, DoD Directive 8570.1-M, and DoD Manual 3305.13-M.

1.2.8 Task 8 – System Assessment and Authorization.

The contractor shall:

1.2.8.1 Provide technical support necessary to plan, coordinate, and conduct security tests and evaluations required per DoD policy, such as Risk Management Framework (RMF) policy.

1.2.8.2 Develop artifacts required to support applicable Information Assurance (IA) controls.

Artifacts will illustrate how the Program and associated systems are meeting compliance requirements for each IA Control.

1.2.8.3 Obtain access and utilize the AF-directed applications, such as Enterprise Mission

Assurance Support Service (eMASS), to manage artifacts, validate compliance, and input appropriate details required to successfully acquire an Authorization to Operate (ATO) +

Authority to Connect (ATC) IAW DoD 8500.01, DoD 8510, Federal Information Security

Management Act (FISMA), Clinger-Cohen Act, and other relevant Information Assurance and

Assessment and Authorization (formerly known as Certification and Accreditation”) policies.

1.2.8.4 Perform tasks necessary to acquire ATO+ATC certification prior to any existing certification expiration. Contractor shall submit the package for approval and coordinate with validators at multiple levels of approval to answer questions, perform modifications, or provide additional information/documentation as necessary to achieve compliance and approval.

1.2.8.5 Provide Information Assurance Manager (IAM) support for the geospatial systems as required. Contractor shall ensure system is maintained/configured to meet current security specifications and guidelines such as conducting security tests and evaluations required per DoD policy, such as Risk Management Framework (RMF) policy. No Security Impact (NSI) memorandums and other artifacts will be created or modified as required, and updates shall be entered into the AF-directed application, such as eMASS, for managing ATO packages.

1.2.9 Task 9 – IT Portfolio Management Activities.

The contractor shall:

1.2.9.1 Perform activities for approval of all applicable compliance areas according to AF policy, federal laws, and other regulations, e.g. Clinger Cohen Act (CCA), Federal Information Security

Management Act of (FISMA), Federal Data Center Consolidation Initiative (FDCCI), Business

Enterprise Architecture (BEA), Organizational Execution Plan (OEP), Business Process Re-engineering (BPR), Interoperability, and IT Budget. There are more than 17 compliance areas that may be applicable, and many different activities (artifacts, entries in the AF-directed application, such as Enterprise Information Technology Data Repository (EITDR), for approval, etc. Necessary activities must be completed to obtain approval for each compliance area.

1.2.9.2 Obtain access to AF-directed compliance management system(s) to input or update appropriate information and document compliance areas or other system-related information as necessary.

1.2.9.3 Perform work to achieve OEP defense business certification via the NDAA process.

DoD certification approval is required prior to spending funds on defense business systems.

1.2.9.4 Perform work to achieve DoD approval to spend funds on server-related hardware or software. DoD approval is required prior to these purchases under the FDCCI.

1.2.9.5 Perform work to achieve BPR compliance. As part of NDAA certification requirements, activities and documents are required for BPR approval.

1.2.9.6 Perform work to achieve BEA compliance. Obtain access to DoD-directed application, such as Integrated Business Framework – Data Alignment Portal (IBF-DAP), required to manage

BEA requirements. Architecture-related information is managed and reviewed for approval of this compliance area.

1.2.9.7 Perform work to achieve CCA compliance.

1.2.9.8 Perform work to achieve Interoperability compliance. An Information Support Plan

(ISP) will be prepared per policy and guidelines and submitted in a DoD-directed application for approval.

1.2.9.9 Perform work to achieve IT budget compliance in AF-directed management application, such as EITDR. All IT costs for systems must be accurately identified in this management system to meet compliance.

1.2.10 Task 10 – Application Development, Modernization, and Sustainment.

1.2.10.1 Application Development/Modernization Authorization Activities.

Contractor shall perform actions necessary to obtain approval for geospatial application development. IT Portfolio Management activities and/or security-related activities required for compliance with DoD and AF policies, Federal law, IT acquisition, or other guidance shall be performed until approval is successfully achieved. Specific activities and compliance requirements will be detailed in task orders. Personnel accessing geospatial system servers must possess an IAT Level II, Security+ Certification according to DoDD 8570 and obtain and retain

Functional System Administrator (FSA) accounts in alignment with AFI 33-115V1, 24 May

2006, Section 4.6. IAT Level Certification Level requirements will be provided in each TO.

1.2.10.2 Application Development/Modernization Planning Activities.

The contractor may be required to perform stakeholder interviews, questionnaires, user observations, workshops, brainstorming, use cases, role playing, and prototyping.

1.2.10.3 Application Development/Modernization Programming Activities.

Contractor shall perform development activities per specifications of stakeholders and in compliance of IT and IA security policies. Industry standard application development guidelines will be followed; and geospatial application development products shall be tested on and compatible with the AF Network and existing geospatial systems.

1.2.10.4 Application Sustainment Activities.

Contractor shall perform sustainment activities for geospatial applications and capabilities.

Configuration/modification/interoperability of applications as necessary for functional owner requirements, to comply with new security policies, compatibility with a sustainment technical refresh, or changes to the AF Network will be performed. This may include “geospatially-enabling” existing business and/or mission systems. Geospatially enabling existing systems may include, interacting with legacy system data and the system itself allowing the geospatial presentation and analysis of the legacy system’s data within, or outside of, the legacy, data-sourcing IT system. Industry standard IT practices will be applied, and security scans and additional policy requirements for IA will be identified and accomplished.

1.2.11 Task 11 – Helpdesk Services and Customer Support Services.

1.2.11.1 Helpdesk Services.

Helpdesk services are generally considered remote support for addressing geospatial information technology challenges. Individual task orders may require the contractor to provide up to 3-tier helpdesk services. Exact requirements are to be specified within each task order. Support requests shall be logged, tracked, and reported using professional tools, techniques, and procedures. At a minimum, records shall include name, date, issue, and disposition.

1.2.11.2 Customer Support Services.

Customer support services may be required on-site and/or off-site. Contractor is required to address geospatial information and services challenges or activities. Activities may include processing data requests, cartographic mapping services (i.e., supporting digital and/or hardcopy map requests), data maintenance issues, hardware or software issues, etc. Contractor shall be able to provide helpdesk and/or customer support services for Department of Defense customers located around the world. Helpdesk and customer support services may be required 24 hours a day, 7 days a week, 365 days a year. Exact requirements are to be specified within each TO and may include telephone, email, and website support.

1.2.12 Task 12 – Surge/Contingency Support.

Functional tasks listed elsewhere within this PWS may be required as part of a surge/contingency support task order but with expeditious award, performance, and delivery.

1.2.12.1 Continuity of Operations (COOP) Support.

In response to natural disasters, deliberate attacks or threats of such attacks, disease outbreaks, or other similar events, COOP activation may be necessary and directed by military leadership.

Geospatial support may be deemed a mission essential function (MEF) as part of the COOP activation requiring the persistence of support throughout recovery efforts. In these instances, support may be required or called upon 24 hours/day, 7 days/week, 365 days/year. Catastrophic events can impact an organization’s infrastructure prohibiting the ability to perform MEFs at the originally assigned location. As a result, COOP support may be required to temporarily relocate to facilities in a different part of the world incurring travel expenses and extended separation from family. Depending on the severity of the event, a determination will be made to relocate locally or to a more distant or remote site. The DoD planning factor for COOP relocation is to relocate and be performing mission essential functions within 12 hours of COOP activation.

Activities at the relocation site could persist for up to 30 days. Involvement in COOP exercises may also be required.

1.2.12.2 Rapid Raster (Imagery) Data Collection.

In response to natural disasters, deliberate attacks or threats of such attacks, disease outbreaks, or other similar events, rapid collection and delivery of raster (imagery) data may be required. One or more portions of the Geospatial Data Capture, Collection, Creation, Processing, Editing, and

Maintenance: Raster Data paragraphs of this PWS will apply. Expedited data collection and delivery will be required. Expedited data delivery is generally defined as data provided to the customer in an immediately usable format within 1 to 48 hours of crisis climax and recovery action initiation. Exact requirements will be specified within each TO.

1.3 Services Summary (SS). The Services Summary table summarizes the most important performance objectives and performance thresholds (specific standards) as identified within the body of the PWS. The SS table will be included at the task order level. The contractor’s performance at the TO level will be assessed monthly by a process that measures success towards achieving defined TO performance objectives listed in the SS provided in each individual TO. The SS will be IAW AFI 63-101, Acquisition and Sustainment Life Cycle

Management, AFI 10-601, Capabilities-Based Requirements Development and Federal

Acquisition Regulations (FAR) Subpart 37.6, Performance-Based Acquisition. Note that the SS does not identify every service required but those services considered most important for mission accomplishment. The absence of any performance objective and threshold from the SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any provision of the contract.

1.4 Data Deliverables.

Deliverables required by the Government in accordance with this PWS and subsequent TOs shall be provided in a commercial contractor developed, government COR approved format. All required deliverables shall be provided to the Government IAW each DD1423, Contract Data

Requirements List (CDRL) included in the TO.

Deliverables are to be transmitted electronically with a cover letter, on the prime contractor’s letterhead, describing the contents. The contractor shall provide hard copy deliverables as required per COR request. All reports shall be accomplished utilizing the MS Office Software

Suite to include MS Project or as otherwise directed by the Government. Products and documentation delivered under subsequent TOs become the property of the Government and shall include Unlimited Data Rights.

1.5 Quality Assurance. The Government will evaluate performance of the services listed in the

SS to determine if they meet the performance thresholds. When the proper level of performance is not met, the CO will issue a written Corrective Action Request (CAR) to the contractor.

CORs will follow the methods of surveillance specified in the Government’s Quality Assurance

Surveillance Plan (QASP). Government personnel will record all surveillance observations.

When an observation indicates defective performance, the COR will require the contractor TO manager or representative to initial the observation on the CAR. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgment that they have been made aware of the defective performance.

1.6 PROGRAM MANAGEMENT.

1.6.1 General Requirements. At a minimum, contractor shall:

1.6.1.1 Provide a primary point of contact who is responsible for program management of the

ID/IQ contract and who will work with the Government Program Manager (HQ AMC/A4O) on all AF ID/IQ issues.

1.6.1.2 Immediately notify the CO of direction that is considered outside the scope of PWS prior to performing the work.

1.6.1.3 Meet periodically with the task order CO, PM, and COR to review performance via

Program Management Reviews (PMRs). PMRs may be held quarterly, but not less than semiannually. The PMRs shall cover status and feedback on performance measures, contractor performance, and any significant events. The PM will provide meeting minutes to the TO contractor. Task Order contractor shall provide written notice to the Task Order PM identifying any areas of non-concurrence.

1.6.1.4 Identify, document, and notify the COR of actual or potential contractor program management problems and deficiencies and report unresolved problems to the task order CO and

COR. Contractor shall also perform corrective actions for all identified contractor program management problems and deficiencies.

1.6.2 Financial Management.

1.6.2.1 Cost Control. Contractor shall demonstrate effectiveness in forecasting, managing, and controlling contract and task order costs. Contractor shall provide total accountability, accuracy, disclosure, control, forecasting, estimating, and overall management of all non-Firm Fixed Price

(FFP) efforts at both contract and task order levels.

1.6.2.2 Invoicing. Invoices shall be provided within 30 days after the end of billing period, end of service performance period, purchase of materials, or completion of travel. Invoicing for travel shall be billed for the entire trip (inclusive of all costs associated with the trip) on a single invoice. Billing for a single trip shall not be broken out into various component billings spread across multiple invoices. Invoices shall be processed via Wide Area Work Flow (WAWF) in accordance with Section G of the TO. Submit WAWF notification e-mails to the COR

(reference the COR appointment letter for respective TO) and CO administering the Task Order.

1.6.2.3 Purchasing. Contractor shall not purchase any material billable to the Government

(related to purchases that will be billed as Other Direct Costs) without prior written consent of the CO.

1.6.3 Schedule. Contractor shall adhere to all scheduled timelines, milestones, delivery schedules, and administrative requirements to include scheduled on-time delivery of reports, data products, billing invoices, staffing of personnel, and action item completion.

1.6.4 Contractor Furnished Supplies and Services. Except for those items or services specifically stated in the TO as Government furnished, contractor shall furnish the required supplies and services needed to perform the contract.

1.7 TASK ORDER REQUIRMENTS.

1.7.1 General Information. Contractor shall provide geospatial support services and perform tasks IAW separately issued TOs as specified therein. Contractor shall not start performance on any requirement until the CO issues a TO.

1.7.2 Task Order Proposal. Request for Task Order Proposals (TOPs) will be prepared by the

Government and include a detailed description of the Government requirements, in the form of a

PWS; security instructions if required; any required Government inputs; expected completion date(s); a list of deliverables; and additional data, as appropriate, to assist contractor in understanding the task.

The contractor shall prepare Task Order Proposals utilizing ID/IQ established labor categories and labor rates for the respective task order period.
