7. The Pricing Template provided with Attachment 4 does not include a worksheet to specify pricing for Item Number 0019, Phase-In. Can the government please specify if and where contractors should include transition costs associated with this Item Number?
ANSWER: The RFP 1449 document lists CLIN 0019. Offerors are to enter their unit and extended price for phase-in there. A supporting contractor generated pricing spreadsheet (separate from the Government provided RFP Pricing Attachment 4) should show how the phase-in price is derived. Please note the RFP 1449 should have all of the CLINs filled in and should match the CLIN price in both the Government provided RFP Pricing Attachment 4 and the supporting contractor generated pricing spreadsheet. The supporting contractor generated pricing spreadsheet should show how each of the “yellow” cells (from the Government provided RFP Pricing Attachment 4) prices are established.

This restricts and potentially limits the fully qualified competition to the incumbent only. Since this system is operated by incumbent staff on site, and is a single award contract, incumbent staff capture by the contract selected awardee should provide the same level of staff knowledge currently available. Recommend rewording as follows;
(a) Proven Level 3 knowledge of DOD and AF software and systems similar in complexity to those listed in Section 2 of the PWS and underlying technologies (e.g. SOA Applications and Data Services, Web Services, Training, Database and Systems Administration. (pass/fail) Rational: This allows best of breed capabilities from industry to be brought to this contract where the majority of personnel being captured have the specific knowledge and the company has expertise in the management of these types of contracts, personnel, and technologies.
