1 SCOPE
This Task Order PWS for the LOGNET requirement involves technical support of Logistics eTools, technical support of the G081 PMO, A4 staff, conference rooms, programming, training and program management support.
The contractor shall identify, research, plan, facilitate, analyze, develop, validate, test, manage and recommend business processes in support of AMC global logistics efforts and coordinate solutions with Air Force Logistics, Installations and Mission Support, Air Force Materiel Command, USTRANSCOM, Component Commanders, and AMC system engineers and programmers. Contractor personnel shall comply with the LOGNET Non-Disclosure Agreement. Failure to comply will result in immediate termination action.
2 REQUIREMENTS/DESCRIPTION OF SERVICES
2.1 Information Assurance Technical Certification Requirements
In accordance with (IAW) DoD 8570.01-M Information Assurance Workforce Improvement Program, and Air Force Manual (AFMAN) 33-285, Cybersecurity Workforce Improvement Program, the contractor shall provide Information Assurance Technical (IAT) Level II, Information Assurance Manager (IAM) Level I, and Information Assurance System Architect and Engineer (IASAE) Level II certifications for contractor personnel as required for PWS task requirements. Positions responsible for performing any of these functions, regardless of the contractor’s occupational title shall be identified as part of the IA workforce and must comply with DoD 8570.01-M and AFMAN 33-285, Cybersecurity Workforce Improvement Program for specific requirements to meet certification levels.
2.1.1 Information Assurance Technical (IAT) Category
An IAT category position is defined as anyone who has been given access rights to manage core/DoD Information Networks Operations (DoDIN Ops) service(s), servers, or end-point devices. The contractor shall provide at a minimum IAT Level II certified personnel for portions of this PWS.
2.1.2 Information Assurance Management (IAM) Category
An IAM Category position is defined as anyone who has oversight of cybersecurity programs or functions involving management decisions for the administration of core/DoDIN Ops service(s), network devices, servers or end-point devices. The contractor shall provide at a minimum IAM Level I certified personnel for positions in this PWS performing information assurance (IA) management in computing environment.
2.1.3 Information Assurance System Architect and Engineer (IASAE) Specialty
An IASAE specialty position is responsible for the design, development, implementation, and/or integration of a DoD IS/PIT system cybersecurity architecture, system, or system component for use within the Network Environment (NE). Software Developer/Engineer/Programmer Supporting IS/PIT System. A software developer/engineer/programmer designs, creates, integrates, and/or maintains customized software and database application(s) for use on Air Force networks/systems. The contractor shall provide at a minimum IASAE Level I and Level II certified personnel for positions in this PWS.
2.1.4 Provide the following to the Contracting Officer Representative (COR) as a Contract Data
Requirements IAW DoD 8750.01-M and AFMAN 33-285:
Required at a minimum for Interoperability Function 1, Task 1, Interoperability Function 2, Task 2 – 4, and Interoperability Function 3, Task 7.
2.1.4.1 Provide a list of individuals and positions that meet the IA technical Certification Requirements no later than 15 days before task orders’ period of performance start date and start date for new and/or replacement individuals (CDRL A001).
2.1.4.2 Appropriate cybersecurity certification(s) applicable for assigned cybersecurity workforce position 5 days before task orders’ period of performance start date and start date for new and/or replacement individuals (CDRL A002).
2.1.4.3 Copies of the following Government provided forms/memorandums within 15 days after task orders’ period of performance start date and start date for new and/or replacement individuals:
2.1.4.3.1 Provide signed formal statement of assigned cybersecurity responsibilities before access to systems granted (CDRL A003).
2.1.4.3.2 Provide signed privileged access agreement if privileged access is required for each IS/PIT system necessary to perform assigned duties before access to systems granted
(CDRL A004).
2.2 Interoperability Function 1
Provide at a minimum, IAT Level II, and IAM Level I certified personnel required to accomplish position responsibilities for NIPR and SIPR (CDRL’s according to paragraph 2.1.4).
2.2.1 Task 1 – Technical Support Services for Logistics Functions (i.e. sortie generation, back shop, aerial port, logistics readiness)
The contractor shall:
2.2.1.1 Provide support for the Logistics Information System (LIS) in sortie generation and integrate with Maintenance Information Systems operations at base level.
2.2.1.2 Provide end user support of the eTools and LIS server environment within the Logistics community.
2.2.1.3 Provide technical administration and operational monitoring of these eTools and servers strategic level program support.
2.2.1.4 Provide technical support at installations identified in Table 1, Logistics Support Locations and
Equipment. Contractor may be required to provide off-site support for installations without dedicated staff support (i.e., en routes).
2.2.1.5 Provide technical administration and operational monitoring of eTools and LIS servers as follows:
2.2.1.5.1 Manage government approved mobile devices, laptops, and computers (wired, or wireless) for Logistics functions. Table 1, Logistics Support Locations and Equipment, provides the approximate server and eTool estimates per location. The contractor shall view Table 1 as a close approximation. Servers and eTools may be added or removed as required by the government.
2.2.1.5.2 Perform equipment installations, peripheral connections, installation and deletion of software consistent with standard configurations and/or established policies.
2.2.1.5.3 Configure, modify, optimize and perform basic configuration management functions for software and hardware.
2.2.1.5.4 Perform initial system diagnostics and trouble-shooting. Identify problems and resolve hardware/software/network malfunctions.
2.2.1.5.5 Provide minor software and hardware maintenance, such as board replacement and/or upgrading components and installing software updates and patches. Replacement parts will be provided by the Government at Government expense or through warranty programs.
2.2.1.5.6 Document and maintain the system configuration while documenting and maintaining any software updates.
2.2.1.5.7 Develop installation instructions for both hardware and software as necessary.
2.2.1.5.8 Optimize functional servers and their services to better meet customer needs: e.g., creating user profiles, assigning printer access, and assigning user access permissions.
2.2.1.5.9 Coordinate support issues with all appropriate federal agencies.
2.2.1.5.10 Implement network security policies and procedures for Logistics functions equipment by base or higher computer support agencies and organization’s Computer Systems Security Officers (CSSOs).
2.2.1.5.11 Enter all trouble ticket items to include problem resolution, date/time problem reported, date/time problem fixed, and recommendations into the government provided trouble ticketing system. Provide during weekly review, verbal or written, of items over 15 days open with the government (CDRL A005).
2.2.1.5.12 Ensure all Logistics eTools and servers (hardware and software) comply with Air Force and DoD Information Assurance (IA) security standards as well as execute patches while complying with security bulletins.
2.2.1.5.13 Prepare, document, manage, and maintain required user access documents (i.e. laptop agreements, mobile device agreements, information assurance training).
2.2.1.5.14 Plan, operate and maintain backup system for LIS servers and eTools using industry standards or higher.
2.2.1.5.15 Track and manage IT equipment and assets as required and designated by AMC and IAW all applicable AMC, USAF and DoD instructions, policies and guidelines.

2.3 Interoperability Function 2
Provide as required, at a minimum, IAT Level II, and IAM Level I certified personnel required to accomplish position responsibilities for NIPR and SIPR (CDRL’s according to paragraph 2.1.4).
2.3.1 Task 2 – Technical Support Services
The contractor shall:
2.3.1.1 Manage Government approved mobile devices, functional eTools (wired or wireless) and be responsible for the technical administration and operational monitoring of functional end user device and servers. Client Support Administrator (CSA) duties are not included for the standard desktops and laptops for the A4 staff. Table 2 (pg. 5), A4 LOGNET Devices and Servers, provides an approximation of devices and servers the contractor will be responsible for under PWS Task 2. The contractor shall provide support for all devices and servers utilized in support of LOGNET requirements.

2.3.1.12 Ensure all eTools and servers (hardware and software) comply with Air Force and DoD IA security standards.
2.3.1.13 Prepare, document, manage, and maintain the following: required user access documents (i.e.
laptop agreements, mobile device agreements, information assurance training), patch management, and security bulletins.
2.3.1.14 Plan, operate and maintain backup system for servers and end user devices using industry standards or higher.
2.3.1.15 Provide software/hardware work order determination and documentation support to customers.
Review requirement documents and provide recommended course of action for all software/hardware work orders. Upon approval, submit software/hardware requirements in the local tracking systems (e.g., Work Order Management System).
2.3.1.16 Prepare, document, and maintain an inventory of software licenses, software maintenance agreements and hardware maintenance agreements. The contractor shall submit notification of renewal requirements via a formal report to the Government monthly (CDRL A006) and ensure that renewal dates are identified no later than six months prior to the expiration date.
2.3.1.17 Prepare, document, manage, and maintain Emission Security (EMSEC) drawings. The contractor shall submit notification of EMSEC changes via a formal report to the Government within 5 workdays of EMSEC change (CDRL A007).
2.3.2 Task 3 – Information Technology Equipment Custodian (ITEC) Support
The contractor shall:
2.3.2.1 Track and manage IT equipment and assets listed in Table 2, LOGNET Devices and Servers, as designated by AMC IAW all applicable AMC, USAF and DoD instructions, policies and guidelines (e.g. AFMAN 33-153, “Information Technology Asset Management).
2.3.2.2 Provide primary focal point responsible for information technology equipment management, to include alternate(s) focal point in primary’s absence, at the time of award and immediately upon any primary or alternate focal point replacement during the life of the task order.
2.3.2.3 Receive ITEC training with the Base ECO within 30 calendar days of initial appointment and annually thereafter
2.3.2.4 Perform specific task requirements to include those listed below:
2.3.2.4.1 Receive, inventory, tag/identify, move, store, repair, and turn-in of all equipment.
2.3.2.4.2 Monitor, manage and control all assigned IT equipment.
2.3.2.4.3 Provide updated floor plans detailing current ITEC asset locations using a software application for computer-aided design and drafting commonly referred to as AutoCAD (CDRL A008) as required.
2.3.2.4.4 Perform and document the annual IT equipment inventory for all equipment listed in AFEMS AIMS database and non-accountable items listed in A4 equipment database.
Inventory will be conducted IAW local Communications Group procedures and schedules
(CDRL A009).
2.3.3 Task 4 – Executive Communication and Presentation System Maintenance and Support
(Tier 1 and 2 at Scott AFB)
The contractor shall:
2.3.3.1 Provide Tier 1 (on-site), Tier 2 (on-site), and Tier 3 (may be conducted remotely) (as determined by the Government installation lead) maintenance and support for executive communication and presentation system (ECPS), commonly referred as video teleconference (VTC), and related equipment installed within AMC/A4. Currently, conference rooms, include one main conference room (classified and unclassified), a satellite conference room (unclassified), and a planning room (class and unclassified). All rooms include industry standard conference/meeting components. Tier 3 assignments will be approved by Government installation lead.
2.3.3.2 Provide maintenance and support for future systems that may be installed within AMC/A4.
2.3.3.3 Provide maintenance and support to effectively conduct unclassified VTCs, classified VTCs, and unclassified meetings/conferences in the AMC/A4 Main Conference Room and provide maintenance and support to effectively conduct unclassified VTCs and unclassified meetings/conferences in the A4 Satellite Conference Room.
2.3.3.4 Provide a single point for coordinating and setting up all conferencing, video, audio and presentation as required by the users.
2.3.3.5 Provide end-user and ECPS room support to include:
2.3.3.5.1 Troubleshoot customer problems/issues; validate customer issues and other hardware troubleshooting.
2.3.3.5.2 Identify issues and develop/implement solutions to fix/help users with respective Tier 1 and
Tier 2 issues immediately upon notification from Government installation lead.
2.3.3.5.3 Implement Tier 1 solutions within 1 hour of notification and Tier 2 solutions within 24 hours of notification. If the issue cannot be corrected as a Tier 1 or Tier 2 action, then the contractor shall elevate the issue to Tier 3 and correct issue within 48 hours of Government notification of the issue. Time extensions and Tier 1, Tier 2, or Tier 3 issue shall be coordinated/approved by the respective Contracting Officer’s Representative (COR).
2.3.3.5.4 Provide a full range of support for operations related questions or troubleshooting and fault analysis support. In the event of suspected trouble, the contractor shall isolate and correct all systems issues and shall assist in the resolution of network related issues.
2.3.3.5.5 Troubleshoot, isolate failed component, and complete repair actions, although full repair of the system will depend on parts availability. Once the site receives replacement hardware or software, the contractor shall work with local site personnel to restore the system to a state of operational readiness.
2.3.3.5.6 Provide a cost rough order magnitude (ROM) to the Government for all parts not covered under current warranty with available supplier list within two business days of identification of need (CDRL A010).
2.3.3.5.7 Install all new software upgrades released by the manufacture and required by TCNOs by approved standards. The contractor shall provide preventative maintenance inspections annually.
2.4 Interoperability Function 3
The contractor shall provide IASAE Level I and Level II certified contractor personnel for Interoperability Function 3 requirements in task 7 (CDRL’s according to paragraph 2.1.4).
2.4.1 Task 5 – G081 Management and Support
The contractor shall:
2.4.1.1 Analyze and implement changes to data in G081 to improve data accuracy, timeliness and integrity, ensure mapping data for aircraft parking locations is correct, and ensure the G081 databases and base codes match for all aircraft engines.
2.4.1.2 Coordinate, document, manage and update G081 master work center list; design, review, approve and establish work priorities for all G081 system change requests. Test program changes. Implement new MAF G081 Major Commands, units and Mission Design Series in G081. Update/edit G081 Help Panels.
2.4.1.3 Manage global user accounts and data requests: ensure personnel have only has one user identification (ID); manage point of contact list and implement authorized administrator authority; manage the DD 2875 forms file for HQ AMC users; add/delete user IDs; and support system assistance requests and projects.
2.4.1.4 Prepare and submit the monthly electronic G081 newsletter to the COR for acceptance (CDRL A011). Upon appropriate Government acceptance, the contractor shall distribute the G081 newsletter electronically through email, post on the G081 SharePoint site or other government approved methods.
2.4.1.5 Provide technical assistance to Wing-level G081 managers for programming and data analysis needs to include documenting, coordinating, and disseminating G081 system operating procedures.
2.4.1.6 Provide training to the end users at Continental United States (CONUS) and Outside Continental United States (OCONUS) locations an average of 1-2 weeks per month. This training is done through manuals, hands on computer training, teleconferences and travel.
Instruct and document formal and informal focus and WebFOCUS classes as needed to support staff and base-level users.
2.4.1.7 Develop and document new or update current focus and WebFOCUS programs for HQ AMC staff offices, assist base level folks in focus and WebFOCUS programming.
2.4.1.8 Design and document functional business processes to be incorporated as part of the G081 system capabilities.
2.4.1.9 Serve as focal point for required MAF system logistics functionality identified for incorporation/integration as part of Service Development Delivery Process (SDDP), Product
Lifecycle Management (PLM) and Maintenance, Repair and Overhaul (MRO) initiatives until SDDP is fully operational.
2.4.2 Task 6 – G081 Functional Assistance Office (FAO) Support (DISA, OKC)
2.4.2.1 Provide telephone support on-site at OKC for users from 0600L – 1800L Monday through
Friday and provide on-call support during non-duty hours.
2.4.2.2 Manage base-level user ID Accounts, approximately 432 accounts.
2.4.2.3 Provide assistance to G081 users at all levels on the use and capabilities of the G081 system.
2.4.2.4 Maintain a log of all trouble ticket items to include problem, resolution, date/time problem reported, date/time problem fixed, and recommendations.
2.4.2.5 Utilize the Government provided helpdesk software.
2.4.2.6 Assist users with Terminal Emulation / Print Issues.
2.4.2.7 Gather and document G081 System Change Request (SCR) Requirements (approx. 20 per month) to include detailed explanation of the problem.
2.4.2.8 Review and validate SCR Requirements submitted by HQ AMC staff and base level users.
Provide an analysis of the problem to programmers as needed.
2.4.2.9 Perform SDR Functional Qualification Test and implementation.
2.4.2.10 Prepare and monitor G081 for Data Accuracy and timeliness and support staff and base-level users with data error corrections.
2.4.2.11 Serve as focal point for G081 maintenance data collection questions and assist where necessary to insure accuracy of job submission and completion by base-level users.
2.4.2.12 Assist G081 managers in fielding new or revised system software.
2.4.2.13 Serve as focal point for inquiries to external users and other informational systems. Monitor and manage G081 and associated system (Global Reach and Broker) interface performance to and from MAF and external Logistics and Command and Control (C2) systems.
2.4.2.14 Assist Graphical User Interface (GUI) developers to ensure implemented GUIs support user requirements and maintenance processes.
2.4.2.15 Assist G081 and WebFOCUS programmers to understand the data requirements to support Global Reach applications.
2.4.3 Task 7 – Programming Support
Provide, at a minimum, IASAE Level I and IASE Level II certified personnel required to accomplish position responsibilities for NIPR and SIPR, IAW Air Force Manual (AFM) 33-285 (CDRL A002).
2.4.3.1 Enhance databases, web pages, and software applications in order to integrate data and visual overlays. All programming efforts shall be documented and delivered to the COR within five business days of completion (CDRL A012).
2.4.3.2 Design, document, and maintain applications, web, and system applications.
2.4.3.3 Document reviews and support implementation of new technologies for software integration and information accessibility.
2.4.3.4 Translate user requirements to requirements documents which will be utilized by the programming staff to program.
2.4.3.5 Design, document, and program using Visual Basic, JAVA, JavaScript, Perl and other modern languages to facilitate implementation of system improvements and capabilities.
2.4.3.6 Program and document special databases, and office products to meet the needs of Logistics user using general and special tools such as Structured Query Language (SQL) techniques in support of MS Office, ORACLE and Microsoft (MS) SQL Server databases.
2.4.3.7 Program and document fixed and ad-hoc reports using general and special tools such as MS Excel, Access, Information Builders Incorporated’s (IBI) Mainframe Focus and/or WebFOCUS decision support tools in support of Logistics and other AMC agencies.
2.4.3.8 Design, document and maintain the A4 website and unique applications to support USTRANSCOM, USAF Deputy Chief of Staff for Installations and Logistics, AMC/A4 and base-level logistics users.
2.4.3.9 Perform Web Master Duties for the AMC/A4 website.
2.4.3.10 Support web page transition to meet new architecture where appropriate.
2.4.3.11 Design, document, and execute data extraction programs against various mainframe databases containing critical Logistics and C2 information and other documents to include the data from logistics data warehouses and online transaction processing.
2.4.3.12 Utilize IBI WebFOCUS Business intelligence toolset with mainframe and relational databases, or similar tools, to extract and transform data and make the data accessible in ORACLE relational or XML schemas, or push data into various Oracle databases for use by web, DoD, AF applications or other applications as appropriate.
2.4.3.13 Analyze requirements, design, create, document, test, integrate and implement automated application requirements in required databases or programming languages.
2.4.3.14 Analyze existing databases to integrate, document, coordinate, and implement information resource consolidation plans.
2.4.3.15 Provide program management support to develop, test, debug, technical documentation, as well as presentation support for high-level program management briefings and documentation formulation.
2.4.3.16 Provide technical advisement for translating user requirements to programming language, infrastructure and applications used within all Logistics functional areas in support of customer needs.
2.4.3.17 Apply and document SQL database programming with both desktop and Oracle, SQL Server databases to accomplish data export, transform, load and data fusion functions.
2.4.3.18 Design, document, and maintain both Oracle, and SQL Server databases.
2.4.3.19 Conduct system administration activities for database servers including software installation, maintenance, and system administration for both development and production servers (includes updating configuration/restoral programs).
2.4.3.20 Design, document, build special databases and enhancements to MS Office products to meet the needs of Logistics users.
2.4.3.21 Design and document approved program requirements for example, MS Visual Basic, C and C++, .NET, Java, JavaScript, XML, Perl, Hypertext Mark-up Language, Unix shell scripting, and other programming languages to facilitate desired system improvements and capabilities.
2.4.3.22 Design, document, and execute data retrieval and extraction applications against various databases containing critical Logistics information to include the Logistics data warehouses.
2.4.3.23 Design and document interface architecture between AMC GCSS and related GCCS systems.
2.5 Interoperability Function 4
The contractor shall provide subject matter expertise for technology, policy, and system integration recommendations. Recommendation shall include detailed forecast demonstrations on how policy and IT infrastructure recommendations’ implementation affect Logistics functions, especially aircraft launches or sortie generation.
2.5.1 Task 9 – G081 Program Management
2.5.1.1 Participate in and assist functional managers at various program management reviews, technical exchange meetings, improvement working group conferences, technical order conferences, meetings and conferences, approximately 10 per month. The contractor shall provide minutes for each meeting within 5 days after meeting (CDRL A013).
2.5.1.2 Assist in reviewing, implementing, and developing Air Force Instructions (AFIs), AMC Instructions, and AMC/A4 Operational Instructions.
2.5.1.3 Coordinate with DoD and USTRANSCOM organizations, including Air Staff, to provide maintenance management assistance support of MAF aircraft (airlift, aerial refueling) and operational support airlift/executive airlift aircraft systems.
2.5.1.4 Provide subject matter expert to USTRANSCOM J4, J5, and J6 Air Staff, Electronic System Center, and Operations and Sustainment Systems Group for evaluation of IT system requirements and DoD Data Strategies.
2.5.1.5 Develop, define and validate MAF logistics and operational processes.
2.5.1.6 Develop and validate MAF business processes needed to sustain the MAF Global Mobility
Mission.
2.5.1.7 Develop and validate AMC and MAF IT infrastructure and process requirements needed to support SDDP planning, development and delivery.
2.5.1.8 Review and evaluate plans and development efforts to ensure Logistics IT can be supported within the existing and planned AMC Logistics Enterprise Architecture.
2.5.1.9 Provide management and technical support between USTRANSCOM, Air Staff, AMC divisions, other government agencies, and contractors supporting AMC and MAF IT and/or Logistics systems.
2.5.1.10 Develop technical plans to sustain existing MAF Logistics automation support systems and provide inputs to DoD, USTRANSCOM, USAF, and AMC.
2.5.1.11 Review architectures, identify impacts, and provide written or verbal recommendations to the Government.
2.5.1.12 Evaluate and document risk/benefit analyses supporting recommendations regarding commercial and emerging technologies.
2.5.1.13 Provide research and integration recommendations report of new and emerging technology and how it can be applied to logistics functions quarterly (CDRL A014).
2.5.1.14 Oversee information technology requirements for Logistics and progression at each AMC CONUS and OCONUS location.
2.5.1.15 Perform research and prepare technical and non-technical documentation.
2.5.1.16 Perform requirements gathering and analysis.
2.5.1.17 Lead, facilitate, participate in, provide logistical support, and/or document meetings as required.
2.5.1.18 Perform daily interaction with government agencies in support of AMC Logistics information technology requirements.
2.5.1.19 Attend technology conference and meetings and provide minutes within 5 days (CDRL A013).
Contractor meeting participation shall be for subject matter expertise only and shall not be construed as a participant in decision making process.
2.5.1.20 Ensure compliance with all integration requirements of appropriate Logistics Systems data elements with all planned and operational C2 systems supporting day-to-day worldwide AMC operations.
2.5.1.21 Ensure compliance with all System Interoperability Testing (SIT) requirements of Logistics and C2 systems supporting day-to-day worldwide AMC operations.
2.5.1.22 Advocate AMC Logistics C2 positions in meetings, workgroups and conferences and produce meeting minutes within 5 days (CDRL A013). Contractor participation shall be for subject matter expertise only and shall not be construed as a participant in decision making process.
2.5.1.23 Develop, draft, and maintain data element standardization (data dictionary) for Logistics C2 automated systems interfaces.
2.5.1.24 Ensure existing Logistics support systems are properly integrated into current and projected C4I and other USTRANSCOM, AMC Master Plans, Concepts of Operations (CONOPS), and system requirement documentation.
2.5.1.25 Provide testing and debugging support, to include the development of technical documentation.
2.5.1.26 Develop, present, and support high-level program management briefings and documentation as required.
2.5.1.27 Review and validate SDR Requirements submitted by HQ AMC staff and base level users.
2.5.1.28 Provide problem analysis support to programmers, as needed.
2.5.1.29 Support SDR Functional qualification test and implementation requirements.
2.5.1.30 Provide functional and systems analysis, integration, documentation, and implementation assistance in support of airlift and tanker aircraft functional maintenance managers.
2.5.1.31 G081 program updates test execution and applicable documentation development, prior to release to the field.
2.5.1.32 Prepare conference/working group reports, trip reports, briefings, point papers, position papers, and other required documents relating to the aforementioned tasks (CDRL A012).
2.5.2 Task 10 – G081 PMO Financial Management
2.5.2.1 The Contractor shall track and record funding obligations and disbursements for managed program accounts by using Government financial systems, as well as independently developed automated spreadsheets.
2.5.2.2 The Contractor shall prepare and process purchase requests and purchase request amendments in accordance with agency processes and procedures (CDRL A015).
2.5.2.3 The Contractor shall review spend, and execution plans; provide information to respond to data calls related to changes in funding; and prepare financial reports to respond to various data calls
(CDRL A016).
2.5.2.4 The Contractor shall evaluate invoices from other vendors for accuracy and compliance against federal and agency financial regulations, availability of funds to pay the invoiced amount, and the vendor contract requirements. The contractor will gain access to proprietary information of other companies in performing these services for the Government. The contractor must agree with the other companies to protect their information from unauthorized use or disclosure for as long as it remains proprietary and refrain from using the information for any purpose other than that for which it was furnished. The contracting officer shall obtain copies of these agreements and ensure that they are properly executed.
2.5.2.5 The Contractor shall provide assistance on the use of US Government appropriated and revolving funds to include advising on compliance with agency financial management, budgetary directives and procedures.
2.5.2.6 The Contractor shall alert the COR of an actual or potential funding shortfall for PMO contracts in sufficient time for the Government to take actions to provide additional funds or reduce the level of products being provided against the level of funding available.
2.5.2.7 Construct, conduct, perform, and/or brief internal G081 budget reviews as required.
3 SUPPLEMENTAL TASK ORDER REQUIREMENTS
This Task Order PWS supplements the basic contract PWS’s contractual requirements and shall not relieve the contractor of the basic contract PWS contractual requirements. This Task Order PWS provides supplemental contractual requirements for enhanced guidance respective to this Task Order.
The contractor shall cross-reference this Task Order PWS’s respective paragraphs with the respective initial contract’s PWS paragraphs by title to ensure all contractual requirements are met. Paragraph numbers within this Task Order PWS and the initial contract’s PWS are different; therefore, the contractor shall not cross-reference PWSs by paragraph number. In the event that there is a conflicting statement between this PWS and the basic contract PWS, this PWS shall take precedence.
3.1 Place of Performance
The primary place of performance for this Task Order shall be in Government facilities at Scott AFB, Illinois. In addition to Scott AFB, Illinois, the contractor shall provide services at CONUS and OCONUS installations listed in Table 1, LOGNET Support Locations, and DISA OKC. The contractor shall be responsible for, and shall comply with, all rules and regulations applicable to contractor performance in foreign countries.
3.2 Technical Expert Status Accreditation (TESA) – Germany
This task order requires the utilization of technical expert personnel IAW Army in Europe (AER) Regulation 715-9 in support of PWS Task 1. The contractor shall comply with all AER 715-9 requirements, including education and experience requirements, as the contractor is required to staff personnel (must be US citizens) in Germany. The contractor shall immediately notify the COR if a TESA employee, once accredited, is no longer performing duties requiring accreditation. Short term temporary duty TDYs may be performed IAW AER 715-9.
IAW AER 715-9, the Government is authorized to provide the following logistics support items:
Commissary, to include rationed items; Army Air Force Exchange Service (Military Exchange) to include rationed items and purchase of Petroleum, Oil, & Lubricants; military postal service; children are authorized to attend DoD overseas schools; local Government transportation for official government business (non-tactical); emergency medical/dental services; local Morale, Welfare and Recreation services; Class VI, to include rationed items; military banking facilities; Customs Exception; Mortuary Service; legal assistance credit unions; and North Atlantic Treaty Organization Status of Forces Agreement Letter and/or Stamp.
3.3 Information Assurance (IA) Workforce Training
IAW DFARS clause 252.239-7001, Contractor personnel shall comply with all AMC or respective MAJCOM security requirements pursuant to DODD 5200.2, DOD Personnel Security Program, which requires DOD military, and civilian personnel, as well as DOD consultant and Contractor personnel who perform work on sensitive automated information systems (AIS) to be assigned to positions which are designated sensitive. All personnel must complete Annual Information Assurance training by on line CBT. All personnel must comply with DoD 8570.01-M, Information Assurance Workforce Improvement Program and AFMAN 33-285, Cybersecurity Workforce Improvement Program, as required in this PWS, and must provide certifications within 15 days of performance start date. Note: CDRLs A001, A002, A003, and A004 apply.
3.3.1 CYBERSECURITY WORKFORCE IMPROVEMENT PROGRAM (MAR 2015)
3.3.1.1 The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program.
3.3.1.2 The Contractor shall meet the applicable information assurance certification requirements, including:
3.3.1.3 DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and
3.3.1.4 Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01-M.
3.3.2 Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.
3.3.3 Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.
3.4 Non-Disclosure Agreements
Due to the sensitive nature of the data and information being worked with on a daily basis, the contractor shall require contractor personnel to sign a non-disclosure statement to protect non-public information of the Government. All contractor personnel assigned to the task order shall complete and return a Government-provided non-disclosure statement (CDRL A017) within 15 calendar days after award, or prior to new hires reporting for duty, to protect unauthorized disclosure of sensitive or proprietary information. Copies of signed non-disclosure statements shall be provided to the COR.
As required, all contractor personnel assigned to the task order may be required to complete additional non-disclosure statements prior to technical interchanges to ensure information that is considered sensitive or proprietary by other companies, corporations, or businesses is not compromised. Signed non-disclosure statements shall be provided to the COR for distribution
3.5 Travel
The contractor may be required to travel for performance of this PWS. All travel arrangements shall be the responsibility of the contractor, to include airline, hotel, and rental car reservations. The contractor shall make all efforts to schedule travel far enough in advance to take advantage of reduced airfares.
Airfare shall be the prevailing rates for commercial airlines at coach class. When required, the most reasonable means of ground transportation (i.e. taxi, bus, rental car) shall also be used. At least five working days prior to the travel start date, the contractor shall submit a travel itinerary and estimated cost to the COR (CDRL A018). The COR will confirm the need for travel, and the CO will confirm the availability of funds. No later than five workdays after conclusion of travel, a trip report will be submitted to the COR for approval (CDRL A019). All invoices for travel reimbursement shall be accompanied by supporting receipts and submitted into WAWF within one month after completion of the trip. Travel will be reimbursed at allowable cost in accordance with Federal Acquisition Regulation (FAR) 31.205-46, Travel Costs in effect on the date(s) the travel is performed. The Government will not reimburse local travel and related expenses to the contractor for ordinary daily travel to or from work at contract performance locations.
The contractor shall perform travel as required during this Task Order’s performance period. The travel required under each Task Order may include CONUS and OCONUS travel. IAW AFI 10-248 paragraph
2.25.2.3 and DFAR section 252.225-7043, the contractor will provide Level 1 Anti-Terrorism Training to employees traveling outside the United States. Table 3 below lists the forecasted travel, which is consistent for each period of performance.

3.5.1 Travel Reimbursement
Travel will be reimbursed on a cost reimbursable basis; no profit or fee will be paid. The contractor shall perform travel as required during this Task Order’s performance period. The travel required under each Task Order may include CONUS and OCONUS travel. IAW AFI 10-248 paragraph 2.25.2.3 and DFAR section 252.225-7043, the contractor will provide Level 1 Anti-Terrorism Training to employees traveling outside the United States. The COR shall approve the requirement for all non-local travel and the Contracting Officer will confirm availability of funds, prior to costs being incurred.
3.5.2 Travel Requests
Travel Requests (CDRL A018), to include projected costs, shall be created using MS Office applications and submitted via email to the Contracting Officer and COR for approval/confirmation no later than five workdays prior to travel.
3.5.3 Trip Reports
Trip Report (CDRL A019), to include actual costs, shall be created using MS Office applications and submitted via email to the Contracting Officer and COR for approval/confirmation no later than five workdays after travel is completed.
3.6 Data Rights and Non-Commercial Computer Software
The Government shall have unlimited data rights to all documented processes, procedures, tools and applications software, developed or modified under this PWS. Modification and distribution of end products for use at other installations will be at the discretion of the Government. All text, electronic digital files, data, new capabilities or modification of existing applications, source code, documentation, and other products generated, modified or created under this contract shall become the property of the Government.
In order to implement the provisions at DFARS 252.227-7013(b) and (e) and DFARS 252.227-7014(b) and (e) and DFARS 252.227-7017, the Contractor shall disclose to the Contracting Officer in any proposal for a task order, or after award of a task order if not previously disclosed in the proposal, any technical data or non-commercial computer software and computer software/source code documentation developed exclusively at government expense in performance of any task order. This disclosure shall be made whether or not an express requirement for the disclosure is included or not included in the PWS or solicitation for the order. The disclosure shall indicate the rights asserted in the technical data and non-commercial computer software by the Contractor and rights that would be acquired by the Government if the data or non-commercial software was required to be delivered under the task order and its CDRL requirements and any cost/price associated with delivery. This disclosure requirement also applies to segregable routines of non-commercial software that may be developed exclusively at Government expense to integrate Commercial Software components or applications provided under a commercial software license or developed to enable Commercial Software to meet requirements of any Task Order.
Performance of this disclosure requirement shall be considered a material performance requirement of any task order under which such technical data or non-commercial computer software is developed exclusively at Government expense.
3.7 COTS Manuals and Supplemental Data
The contractor shall provide documentation (CDRL A020) for all systems services delivered under this Task Order. The contractor shall provide COTS manuals, supplemental data for COTS manuals, and documentation IAW best commercial practices (i.e. CD-ROM, etc.). This documentation shall include users’ manuals, operators’ manuals, maintenance manuals, and network and application interfaces if specified in this task order.
3.8 Accident Report Procedures
In the event of an accident on government property, or involving government personnel or property, the contractor shall submit a report (CDRL A021) within 72 hours to the COR in letter form that shall include the following: (1) the time and date of occurrence, (2) the place of occurrence, (3) a list of personnel directly involved, (4) a narrative or description of the accident to include chronological order of the accident and circumstances.
3.9 Organizational Conflict of Interest (OCI)
For general information on the handling of Organizational Conflict of Interest (OCI), reference Federal Acquisition Regulation (FAR) 9.5.
3.9.1 Identification and Mitigation Plan
The contractor must maintain an OCI Identification and Mitigation Plan (OIMP) acceptable to the Contracting Officer. The OIMP shall include, among other information, processes and internal controls necessary to identify, capture, and mitigate OCI activities at the subcontractor level.
3.9.2 Mitigation Plan Revision
The contractor must provide a draft revision of its plan (CDRL A022) to the Contracting Officer 30 days prior to any anticipated change, and such change must be negotiated and incorporated into the task order prior to implementation of a change.
3.9.3 Violation Reporting
When the contractor discovers an OCI, potential OCI, or violation of the OIMP with respect to this task order, either by its own employee or that of one of its subcontractors, the contractor shall in writing report to the COR with prompt and full disclosure of the incident or incidents (CDRL A023). The report shall include a description of the OCI violation and proposed contractor actions to avoid, neutralize, or mitigate and/or preclude repetition of the violation.
