| 1 | Reference: RFP, Amendment 0002, Page 11 – Cost Comparison Information/Basis for Contract Award (3) Price (Cost) -“Under the “Completeness” section, an additional adjustment of up to 26.6% will be made based on direct labor costs and added to the total evaluated cost for those offerors whose contributions do not meet or exceed 26.6%.” | Question (1): As we review this costing requirement and calculate the dollar amount we contribute for our employee retirement benefit plan, we are trying to determine which specific cost elements are included in the DoD standard civilian retirement benefit cost factor of 26.6% so that we may include the same cost elements. For example, does the stated 26.6% cost factor consist of both the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS) retirement plans? Does it include a) the Social Security Tax (FICA), b) employee contributions under the Thrift Savings Plan (TSP), c) sick leave add-on for the base benefit, d) the cost-of-living allowance (COLA) adjustment, and e) Separation pay of all civilian employees? | Answer: The civilian fringe benefits and Federal Insurance Contribution Act (FICA) factor is used to calculate benefits. Today, this rate is 36.45% and is applied to the base salary for full time employees. The fringe benefit is basically comprised of a retirement factor (26.6%), insurance and health benefits factor (6.7%), a Medicare benefit cost factor (1.45%), and a miscellaneous fringe benefit cost factor (1.7%). You can find a full description of what is included in the civilian benefits in OMB Circular A-76, Attachment C; paragraph B.2.f. on pg. C-9. Breakout of the full civilian fringe benefit can be found at the COMPARE website http://www.comparea76.com/Downloads.asp?L=TUH Click on View Master Tables and you will find the breakout in table 7. |
| 2 | Question (2): How will the COMPARE Program be modified to accommodate this new basis for contract award criteria for this solicitation? | Answer: The COMPARE Program will not be modified to accommodate the new retirement factor. Instead, if an adjustment must be made to the contractor’s bid proposal, the adjustment will be made on the Standard Competition Form Line 9, Additional Costs in the COMPARE database. | |
