Q&A Round 4
7-Mar-08
ReferenceQuestionGov. Respnse
1What building(s) are L-Band support services performed at?Appendix three lists where equipment is (this was missing but has been added)
2Will the Government please provide a list of both CONUS and OCONUS locations that the CAMPS will support?wording added into system description, appendix 17
3The recently updated PWS releases were not posted under an official amendment. Would the Government please post an official amendment so the prior versions are not legally in effect? The most recent PWS has been posted as part of an ammendment
4Reference a: Appendix 1-Workload, Third Database Administration entry for CAMPS states, “Number of hours spent doing database monitoring is 7X24.”Does CAMPS require 7X24 monitoring by Database Administrators?CAMPS requires 24x7 monitoring, but not 24x7 DBA support.
Reference b: PWS, Section 4.6.1, Page C4-7, table depicts Hours of Operation. CAMPS isn’t listed for Database Administration support.see above
5Reference: PWS, Page C4-9, Section 4.8.5, second sentence states, “Personnel are required to receive certification within six months of employment in accordance with their Information Assurance level in Table AP3.T1 in DoD 8570.01-M as listed below in Appendix 16, titled, “Service Provider Required Certifications. What specific job functions of this PWS require what specific Information Assurance level? Please refer to the table in 4.8.5
What specific certifications are required for this effort to fulfill IAT level acceptance?Refer to DoD 8570.01-M for specifics
6Reference: Appendix #1 Workload, Page 2, Number of man hours required for system maintenance for OCONUS is stated as 600 hrs per trip.Question a: What is the basis for this estimate – number of personnel, number of days per trip, etc?I believe that this is up to the service provider to decide. It takes 600 man hours per trip to do the work required and Appendix 8 talks about how much money is allocated per trip. The number of days and number of personnel should be determined using these two figures.
Question b: How does this estimate relate to travel as stated in Appendix #8?See above
7Reference: Appendix #8 section: CAMPS, GATES, and GCCS.Historically, how many personnel are needed per trip?this information is irrelevent, please see answer to question 6. We are looking for innovation and efficiency.
8Reference: PWS, Page C2-1, Section C-2, Service Summary, Table, Performance Objective 1.4.2.1 states, “System web pages are updated with the most current system related information/documentation.” The threshold states, “Systems web page updates shall be forwarded to webmaster for posting within 1 duty day of receipt of notice.”Will the Government please clarify if the Service Provider is responsible for making web page updates or for Configuration Management review, documentation and update coordination? The Service Provider is responsible to provide the web page information to the web master in a timely manner. Added: "Systems web page updates shall be forwarded to web master for posting within 1 duty day of receipt of notice, 99% of the time and 2 duty days 100% of the time.

Note: The service provider is not responsible for the web master posting information to the appropriate web page only providing that information to the web master."

9Reference a: PWS, Page C3-1, Section 3.1.1, Government-Furnished Facilities Space, second sentence states, “If the Service Provider chooses to use Government facility space, the service provider shall maintain all such space in a neat, clean, orderly and sanitary condition.”Question a: Does the Service Provider have an option to perform services within service-provider facilities?Yes, however all performance thresholds must be met.
Reference b: PWS, Page C4-3, Section 4.3.4 states, “If the Service Provider elects to utilize facilities other than the Government facilities space offered in Section C-3 of this PWS, the Service Provider shall ensure all key personnel have a current National Agency Check (NAC) with credit check as required by DODI 5200.2-R, DoD Personnel Security Program.”Question b: If so, what services would the Government deem feasible to perform outside of Government facilities?Any services can be performed outside of government facilities, however performance thresholds should be the limiting factor. If the service provider must respond in fifteen minutes than that would probably eliminate having system administrators at a facility downtown. However, if some functions could be performed remotely and still meet the threshold that is acceptable
Reference c: PWS, Page C4-3, Section 4.3.5 and Reference C4-5 Section 4.5.1 both with similar facility optional use statements.Question c: If a Service Provider does elect to perform some of the requirements off-site, is there a maximum distance that a Service Provider can be from Scott AFB?No maximum distance, but they must be able to meet the performance thresholds some of which require personnel to be on scene
10Reference: Appendix 3 lists ASIFICS equipment.Question: Would the Government please clarify the use and support requirement of this system/equipment? (The Support requirement is not identified within Section 4.6, Hours of Operation.)Appendix three is to give the potential bidder a reference for numbers and types of equipment. Althogh there is no requirement for SA or DBA support for ASIFICS, the service provider will be required to open tickets on the systems listed in Appendix three.
11Reference: Appendix 17, Page 2, GATES, fifth bullet which states, “…; its world wide network consists of over 700 sites.”Question a: Will the Service Provider be expected to support all 700 sites or only the 19 OCONUS and CONUS locations identified in Appendix 11?They will be required to support the 19 OCONUS/CONUS sites in Appendix 11
12Question b: If the 700 sites will require Service Provider support, will the Government please provide a comprehensive site list?
13Reference: PWS, Page C1-1, Section C-1, Description of Services, 1. Introduction states, “The Service Provider shall provide all personnel, supervision, equipment, tools, materials, supplies, test equipment, and other items and services necessary to accomplish Level I and Level II Operations and Maintenance (O&M)…”Question a: Would the Government please provide a listing of all tools that will be required? The government wants to encourage innovation. Providing a list of required tools may inhibit efficiencies that could be gained by using different tools
Question b: Would the Government please provide a listing of all test equipment that the Service Provider will be required to provide?See above
Question c: Will the Service Provider be required to mark all tools in accordance with AFI 21-101, Aircraft and Equipment Maintenance Management, as directed in Chapter 10?Yes
Will the Government provide the successful service provider with the MEO’s current set of tools and test equipment as GFE? If not, it creates a pricing concern. What tools and test equipment are required? The required tools and test equipment have not been identified within the PWS.The government wants to encourage innovation. Providing a list of required tools may inhibit efficiencies that could be gained by using different tools
14Reference: Section C-1, Description of Services. This section identifies in the introduction Level I and II O&M support for CM, SA, HD, DBA and VPN. In reviewing these functional areas Section 1.4 discusses CM, Section 1.5 covers SA, Section 1.6 discusses the HD, Section 1.7 outlines DBA service but there is no specific information presented on VPN support other than a brief mention of VPN services in Section C-2 Service Summary, within the SA discussion.Question: Will the Government please provide a similar discussion as provided in Sections 1.4 – 1.7 covering VPN support?VPN support is considered as part of Network support and not separate
15Reference: RFP, Page 34 of 41, Section (3) states, “All page numbers will be sequential throughout the parts and centered at the bottom of each page.”Question a: Does this mean both Volume 1 page count will roll into Volume two or can each volume be numbered sequentially independently? The objective is to make sure that the page numbers and table of contents permits rapid location of information.
Question b: How should the master table of contents appear?
16Reference: PWS, Page C1-3, Section 1.4.1 Inventory Control states “The Service Provider shall provide inventory control of the hardware for the systems identified in Appendix 7 …”Question a: Does Scott use the ITAMS database for tracking hardware assets or a local application? Some yes/some no. Once again it is up to the Service Provider to determine the best asset tracking tool and use that
Question b: Will the contractor be handling classified hardware for disposal?Yes
Question c: If so, is there a remnant security capability on base or will the contractor be responsible for handling classified hardware? There is one on base, access will be handled on a case by case basis
17Reference: Q&A #6, Government response states, “Since we are combining 7 contracts some things are changing from the way the MEO does it today. Basically work is being added… this is one example.”Question a: Would the government please identify all new work to be performed outside of what the MEO is currently responsible for now? Otherwise only the MEO and incumbent contractors will actually understand the new workload requirements.New workload requirements seem irrelevant. The workload has been captured in Appendix 1 and any bid should be writen off what is in the PWS. The PWS identifies all the work to be performed under this contract. What the incumbent now does is irrelevant.
Question b: Will the MEO maintain responsibilities for a portion of the work (Level III) that was originally competed since this effort is for only Level I & II support? The PWS covers Level I and II only. The government is meeting the Level III requirement through other means.
Question c: If not, who will be responsible for performing Level III work? How the government is meeting that Level III need is irrelevant.
18Section C-2, Page C2-3, Table Row “Accurate documentation, routing and resolution of customers’ request”, Table Column “Performance Threshold”: No more than 2% of customer’s requests require rework due to Service Provider Error and to the appropriate work center/activity for resolution within 15 minutes of notification. Please clarify the phrase “ … and to the appropriate work center/activity … ”Changed to read" "No more than 2% of customer’s requests require rework due to Service Provider Error. andTrouble tickets will be routed to the appropriate work center/activity for resolution within 15 minutes of notification."
19Please phrase this performance threshold. As written it could be interpreted as "No more than 2% of customer’s requests require rework due to Service Provider Error" and "No more than 2% of customer’s requests [are routed] to the appropriate work center/activity for resolution within 15 minutes of notification." Requires a separate percentage of accomplishment for the 15 minute threshold. This means routing the rework to the appropriate workcenter/activity that is performing the work. The workcenter will vary based on what the issue is and how the bidder chooses to organize themselves. This may also mean elevation to another workcenter outside of the contractorSee above modification. Also added: "andTrouble tickets will be routed to the appropriate work center/activity for resolution within 15 minutes of notification 98% of the time, and twenty minutes 100% of the time."
201.5.1.1. Account Management: The Service Provider shall be responsible for administration of accounts for GCCS workstations only.Is it the intent of the government for Account Management to apply to GCCS workstations only and no other systems as indicated in the last sentence? Recommend the government reword this to say "For GCCS, the service provider will only be responsible for accounts on GCCS workstations."corrected as requested
21.5.2.2. Hardware & Software Upgrades: The Service Provider shall be responsible for configuration of workstations only.Is it the intent of the government for the service provider to be responsible for hardware and software upgrades on workstations only? Recommend the last sentence be reworded to say "For GCCS, the Service Provider shall be responsible for configuration of GCCS workstations only."corrected as requested
22Form 1449, Schedule, pg 40Will there be a Time and Materials CLIN for on-call and especially contingency operations? If not, please define how long we should sustain surge operations under FFP? Additionally, if not, would you consider a reserve CLIN for such a situation? There is not a separate travel CLIN and we will not consider a reserve CLIN for travel. Travel is FFP and based on the data provided in Appendix 8. Answer pending on surge question. Surge is address in Appendix 1 workload data. It is impossible to know how long a surge may last, during war time things can change rapidly. WRT to the workload, it is based on a one month surge.
23Reference a: Performance Work Statement (PWS), Section C4-2, 4.1.2.4, Employee Rosters states, “The Service Provider shall provide a list of all employees working under this PWS to the contracting officer (CO) no later than 15 calendar days prior to contract start. The roster shall be kept current at all times and changes forwarded to the CO within 10 calendar days.”Question a: Referencing the term “contract start,” is this to mean the first day of contract full performance or first day of the phase-in?Changed "The Service Provider shall provide a list of all employees working under this PWS to the contracting officer (CO) no later than 15 calendar days prior to contract start" to "The Service Provider shall provide a list of all employees working under this PWS to the contracting officer (CO) no later than 15 calendar days prior to full contract performance."
24Reference b: PWS, Section C4-9, 4.11, Phase-in Period states, “The Service Provider shall assume full responsibility for all service areas, full manning and physical resources required to perform all PWS requirements NLT the 120th day following contract start date.”Question b: If the answer is phase-in start date then there is only one competitor who can meet this criterion, the MEO. With the potential of over a hundred employees on this contract, it is impractical for a contractor to have staff of this size “waiting in the wings” for this contract to start. Would the Government please consider changing this date to the full performance date?Full manning is to start NLT the 120th day following the start of the contract which is currently slated for 1 Oct. The 120 days refers the the phase in period
25Reference c: Section C4-9, 4.11.1, Phase-in Plan, fourth sentence states, “Manning shall be available in each Function Area (FA) to observe, interface, and work with the incumbent work-force on contract start date and thereafter. All transition actions must be completed NLT the 180th day following contract start date.”Question c: There seems to be a conflict between 120 day phase-in as stated in Sections 4.11 and 4.11.1.1 with section 4.11.1 which states 180 days. Will the Government please clarify the difference? This was an admin error. It should read 120 days, the phase in is 4 months. This change was made to the PWS.
26Reference d: Section C-4, 4.11.1.1, which states, “The new Service Provider shall provide qualified personnel to fully staff each FA in order to observe, interface, and work with the incumbent Government work-force. The new Service Provider shall accomplish all the responsibilities of the work area without the aid of the incumbent Government work-force within 120 days after contract award.”This should read contract start date. Has been updated in the PWS.
