About this file

This is a Request for Information (RFI) Questions and Answers document for the Pavement Rehabilitation B836 and B31 project at Travis Air Force Base, California (Solicitation FA442726Q1150). The document addresses contractor inquiries regarding contract requirements, bonding, project scope, utilities, hazardous materials, pavement specifications, and ADA compliance.

Key clarifications include: Performance and Payment Bonds are required; this is a brand new contract with no incumbent; the project budget ranges between $500,000 and $1,000,000; work is expected to begin 5-10 calendar days after Notice to Proceed; phasing of work areas is not required, though all activities must be coordinated with the Base Project Manager; the contractor is responsible for obtaining all utility locates and markings; unsuitable material quantities cannot be predetermined and must be documented before removal, with costs potentially addressed through contract modification; no hazardous waste is assumed present, though any encountered must trigger work stoppage and government notification; hot applied crack sealant conforming to ASTM D6690 is required for crack fill; striping layouts may be submitted as dimensioned sketches rather than scaled plans; only one designated ADA accessible parking stall with loading area will remain, with remaining stalls restriped as standard spaces and ADA signage upgraded to current code; and no work beyond asphalt pavement is required for accessible paths if existing routes comply with current ABA requirements, subject to contractor field verification.

The Contractor may perform work wthin the project limits as needed, however, all work activities and proposed schedules shall be coordinated with the Base PM in advance to minimize impacts to facility operations and ensure required access is maintained.

Utility markings will not be performed by USA or in-house. The Contractor shall obtain all required utility locates prior to beginning work.
Section 2.3.2. Subgrade Preparation (Full-depth Area Only) states to remove and replace unsuitable material encountered. Can you quantify how much we should include in our proposal? If not, can this be dealt with as additional work if encountered? The full-depth repair areas and their approximate square footages are identified in the contract documents. The quantity of unsuitable material, if any, cannot be determined prior to excavation. The Contractor shall base their proposal on the identified full-depth repair limits. If unsuitable material is encountered during excavation, notify the Government prior to performing additional removal or replacement. Any additional work required beyond the identified repair limits may be addressed through a contract mod.
Section 4.4. Hazardous Waste Management discusses disposal of hazardous waste if found. Do you know of any potential hazardous waste? If not, can we assume the site is clean and if any hazardous waste is found then a change order would be issued to cover the additional cost of handling and disposal? The Contractor shall assume that no hazardous waste is present within the project limits. If hazardous waste is encountered during construction, the Contractor shall stop work in the affected area and notify the Government. Section 2.3.6. Striping and Pavement Markings calls for a contractor supplied striping layout. On site it was mentioned that a plan was required to be submitted, not just cat tracking on site. Can this just be a hand noted drawing or do you need full blown scaled plans?A striping layout is required. The Contractor may submit a clearly legible dimensioned sketch or plan view showing the proposed restriping to match the existing parking configuration and pavement markings.
Section 2.3.6. Striping and Pavement Markings calls for providing ada accessible parking spaces. The existing ada parking stalls aren’t in compliance and to get make them compliant in the location they are at would require replacement of the curb, gutter and drain inlet. Replacement or modificaation of the existing curb, gutter, and drain inlet is not required. The remaining accessible stall shall comply with all current ABA requirements.
The existing ada parking stalls don’t have the required loading area between them so there would be no way to keep the same amount of stalls in the existing locations. Should we figure to relocate some of the ada stalls? If we relocate the ada stalls should we figure to relocate the ada signs?Only the designated accessible stall and adjacent loading area shown on the provided layout will remain. All other existing accessible stalls shall be restriped as standard parking stalls. Provide and relocate signage as necessary for the remaining accessible stall to comply with current applicable ABA (Architectural Barriers Act) requirement.

Should we figure to upgrade them to the current code?Upgrade the signage for the remaining accessible parking stall to comply with current applicable ABA requirements. Signage associated with the stalls being converted to standard parking shall be removed.
The existing ada parking stalls don’t have an accessible path to the building. Should we include any work beyond the asphalt pavement to make the stalls accessible? If so, can you supply a plan as this work can get very extensive? The designated accessible parking stall has direct access to the existing route leading to the building entrance. A new accessible path is not required provided the existing route complies with current applicable ABA requirements. The Contractor shall field verify existing conditions and notify the Government if any modifications are required to achieve ABA compliance.
