TRAVIS AFB CALIFORNIA
Base Project Number: XDAT 26-1029
DATE: 19 Aug 2026
1. INTRODUCTION
1.1. Project Origin and Authorization
This Statement of Work (SOW) defines the requirements for the pavement rehabilitation and reconstruction of the parking lot at Building 31, Travis Air Force Base (AFB), California. The latest Pavement Condition Index (PCI) assessment identified two pavement sections in poor condition, with PCI values of 35 and 5, indicating the need for pavement rehabilitation and reconstruction. The project is required to correct identified pavement deficiencies, restore the pavement to an acceptable operational condition, and prevent continued deterioration.
1.2. Project Site and Existing Conditions
The project site is located at Building 31, a TWCF facility at Travis AFB, California. The purpose of this project is to address pavement deficiencies at Building 31 by performing both mill-and-overlay and full-depth reconstruction in the designated parking lot sections. Based on the latest PCI assessment, Section 2 has a PCI of 35 and requires a 2-inch mill and overlay covering approximately 32,000 square feet, while Section 6 has a PCI of 5 and requires a minimum 4-inch full-depth reconstruction totaling about 5,060 square feet. These repairs are necessary to restore a structurally sound and durable parking surface, improve safety, and extend the service life of the facility.
1.3. Execution Summary
The Contractor shall be responsible for all professional services, permits, equipment, labor, tools, materials, and ancillary items necessary to perform full-depth asphalt pavement repair in the designated parking spot areas.
