About this file

This document is a Questions and Answers (Q&A) response record dated September 8, 2026, for solicitation FA442726Q1141, addressing clarifications on the surveillance system removal, installation, and upgrade project at Travis Air Force Base.

The project involves upgrading a surveillance system spanning five buildings (P1, P3, 31, 977/900 area, and Pole Barn) with 20 total cameras (18 existing replacement and 2 new installations in the 900 area). Key requirements include IP-based cameras selected exclusively from the approved CMD Equipment Approval List, with all cameras meeting 8MP minimum specifications and operating through a central NVR in Building P1 (DCC). The government will replace the existing Cisco C3850 switch with a Cisco 9300 and will supply existing fiber connections between buildings P1, P3, and the 977/900 area; Building 31 and Building 243 will have remote access only. The system must support 30 days of video storage at 30 frames per second with compressed files, require one-hour UPS runtime (Vertiv Liebert PSI5, Model PS15-800/110/1500 RT120), and integrate 10 NIPR and 1 SIPR workstation inputs to three primary displays with independent routing capability. The contractor must provide a post-award design plan with required documentation supplied by the government. Audio will utilize existing speakers with a replacement Crown amplifier; no microphones will be installed in the DCC. Remote viewing requires browser-based access through an IP address assigned by 60 Communications Squadron, and 60 Security Forces will access one designated workstation. The proposal submission deadline was extended three business days from the original September 8, 2026 due date to allow incorporation of the clarifications provided.

MFT 26-45 – Surveillance System – Removal, Installation and Upgrade

Solicitation FA442726Q1141 Questions/ Responses 9.8.2026

Number Reference Question Answer

1. SOW paragraphs 1.3.1 and 1.3.2 SOW 1.3.1 and 1.3.2 require all 20 cameras to be IP-based, PTZ, and multi-sensor at 8MP minimum. The Attachment 3 CMD Approved Equipment List only includes fixed/single-sensor cameras and single-sensor PTZ domes, no listed product is PTZ, multi-sensor, and 8MP all at once.

One close suggestion available option is Axis's modular Q60-E multi-sensor PTZ system, is not on the approved list and reaches only 5MP per sensor.

Please clarify:

1. Must every camera be a PTZ multi-sensor unit, or can the contractor select the camera type from the approved list that best fits each location based on application and coverage need?

2. If multi-sensor units are required, does the 8MP minimum apply per sensor, or to the camera's combined resolution?

3. If PTZ, multi-sensor cameras are the actual requirement, would the Contracting Officer consider adding the Axis Q60-E system, or an equivalent multi-sensor PTZ product, to the Attachment 3 CMD

Approved Equipment List?"

Received clarification from 60 SFS. Because of the sensitive areas that will be surveillance, only cameras on the approved CMD can be purchased. No one at the installation level has the authority to add or modify the approved CMD list.

2. SOW paragraph 1.5.11 and Attachment 1, The existing switch in the DCC rack (Cisco C3850- NM-2-10G) does not supply PoE power. Please

The Cisco C3850 switch located within the DCC will be replaced/upgraded by the 60 CS. The 60 CS will

Technical Exhibit 1 confirm whether the government wants the contractor to keep this switch and add PoE injectors for each camera, or install new PoE-capable switching instead.

Also note, if the cameras must be true multi-sensor PTZ units per SOW 1.3.1 and 1.3.2, they can draw up to 80 watts each, which exceeds standard PoE+ capacity. Please confirm this is accounted for in whichever power approach the government prefers.

install/configure a Cisco 9300 in the current equipment rack in the DCC for the new camera system.

3. Attachment 1, Technical Exhibit 1

Please provide the complete model number for the UPS identified as 'Vertiv Liebert PSIS' in the DCC equipment rack, Attachment 1, Technical Exhibit 1. The Liebert PSI5 product family spans multiple capacities with materially different output wattage and battery runtime at load, and the general family name alone is not sufficient to confirm the existing unit meets the SOW 1.5.12 requirement of at least 1 hour of runtime for this system.

Vertiv Liebert PSIS, Model PS15-800/110/1500 RT120

4. SOW paragraph 1.5.14 Please confirm the design plan required under SOW 1.5.14 is a post-award deliverable, completed after a post-award site visit, rather than a proposal requirement. A design plan of this detail requires field verification and engineering effort that isn't practical for every offeror to perform pre-award without assurance of award.

If confirmed, please also advise whether clean, unmarked floor plans will be provided at that time, or if the contractor is expected to develop the design plan through field verification, as developing new plans require additional efforts.

The design plan is a post-award deliverable. Required documentation will be provided to the awarded contractor.

5. SOW 1.1 SOW 1.1 states the existing cameras use a mix of category cable and coaxial cable, without specifying the category cable's rating (e.g., CAT5e, CAT6, CAT6A). SOW 1.5.9 and 1.3.1 allow the contractor to reuse existing cables if compatible with the new cameras.

Please confirm the specific cable type and category at each of the 18 existing camera locations, and identify which locations currently run coaxial cable versus category cable. This affects whether existing cabling can be reused or whether full replacement is required, which is a significant cost difference.

Regarding the verification/serviceability of already ran cabling. We believe the cable is still serviceable however the 60 CS is unable to check/verify each line that is already running currently. It is recommended that the submitting vendor allows for the possibility that a line may need to be repaired if it is a concern. Attached is the Travis OI regarding communications/cabling requirements on Travis.

6. SOW 1.5.11 SOW 1.5.11 directs the contractor to supply new patch panels as needed, implying existing patch panels may be reused where possible. Please confirm whether existing CAT6 patch panels are in place at the DCC and other work locations, and if so, whether they have sufficient available port capacity to support the replacement and added cameras, or whether new patch panels will be required at each location.

The Cisco C3850 switch located within the DCC will be replaced/upgraded by the 60 CS. The 60 CS will install/configure a Cisco 9300 in the current equipment rack in the DCC for the new camera system.

7. This system spans five separate buildings (31, P1, P3, the 977/900 area, and the Pole Barn), with camera feeds routed back to a central NVR in the DCC (Bldg P1). Please confirm whether existing fiber connections are in place between these buildings to carry this traffic

Existing fiber connections are in place between building P1 (DCC/ Passenger Deployment Function (PDF)), P3 (Pax Terminal) and 977/900 area (Cargo Deployment Function (CDF)). Building 31 (CAT) will remotely access the system.

8. Attachment 1 Attachment 1 identifies the switch located in the DCC (Bldg P1). No switch information is provided for Bldg 31, Bldg P3, the 977/900 area, or the Pole Barn. Please confirm whether network switches exist at each of these locations, and if so, provide the make, model, port count, and available capacity for each.

Network switches are at buildings P1, P3, and 900 areas.

The switch locations were visited during the site survey.

Building 31 will receive remote access.

9. SOW 1.3.2 OW 1.3.2 states the estimated cable length to the PoE network switch for the two new CDF area cameras is 125+ feet. Please confirm whether this estimate applies to each of the two new cameras individually, or is a general area estimate, and whether it is based on an actual field measurement or an approximation

125 feet is an approximation for the cameras individually.

10. SOW 1.5.9 SOW 1.5.9 states the contractor shall utilize the customer's existing licenses if feasible/compatible with the new system, but does not identify what those licenses are. The existing system uses Pelco Digital Sentry and a Diamond Security NVR per Attachment 1, while the Attachment 3 CMD Approved Equipment List requires Milestone XProtect as the VMS platform. Please identify the existing software/VMS licenses by name, type, and quantity, and confirm whether any are expected to carry over to the new Milestone-based system given the apparent platform mismatch

The current CMD list does not have existing system on the list. SOW states “if feasible/compatible”.

11. SOW paragraphs 1.5.1 and 1.5.2

SOW paragraphs 1.5.1 and 1.5.2 list Building 31 and the Pole Barn as camera removal and installation locations. The itemized camera location breakdown in Sections 1.1.1 through

1.1.4 accounts for all 20 cameras (18 existing plus 2 added) only at Building P1, Building P3, and the 900 area/Building 977, with none shown at Building 31 or the Pole Barn. Separately, SOW

1.7.3 (Place of Performance) lists Building 31 and Building 243 but not the Pole Barn. Please confirm which buildings actually require camera removal, installation, and associated work (lift, scaffolding, cabling), and clarify the role of Building 31, the Pole Barn, and Building 243 in this scope.

Removal and replacement of cameras will occur in Buildings P1, P3, and 900 area. The Pole Barn is located inside the 900 area. Buildings 31 and 243 will access the cameras remotely.

The two new cameras will be installed in the 900 area.

12. How many days of storage space are needed on the cameras?

See SOW, para. 1.5.1.2.

13. How many computer work stations will be hooked up to the switch for projection?

14. CMD Equipment Approval – Sections

1.5.18 and 4.3

The SOW requires minimum 8MP, IP-based, PTZ, multisensor cameras and directs offerors to review the Non-Nuclear CMD Equipment Approval List. Please confirm whether:

1. Each proposed camera model must be specifically listed on the current CMD Equipment Approval List; or

2. The Government may approve an 8MP camera that is not specifically listed when its manufacturer is represented on the CMD list and the equipment otherwise satisfies applicable Air Force cybersecurity, NDAA, TAA, and technical requirements.

Received clarification from 60 SFS. Because of the sensitive areas that will be surveillance, only cameras on the approved CMD can be purchased. No one at the installation level has the authority to add or modify the approved CMD list.

15. CMD Approval Before Award

If an offeror proposes equipment that is not specifically identified on the CMD list, will the Government evaluate and approve that equipment before award, or should the offeror include an alternate CMD-listed solution?

Only cameras currently included on the approved CMD list may be purchased. The Government will not evaluate or approve equipment that is not identified on the CMD list before award, as installation-level personnel do not have authority to add to or modify the approved CMD list. Non- CMD alternatives are not acceptable. Offerors should not propose alternate solutions.
