TAFB Security Requirements Summary

This is a security requirements document for federal contractors working at Travis Air Force Base (TAFB) as of September 2024. TAFB is designated as a closed base requiring all contractors seeking access to undergo identity proofing and vetting, including National Crime Information Center (NCIC) and California Law Enforcement Telecommunication System (CLETS) checks. Contractors with current favorable government security clearances verified through the Joint Personnel Adjudication System (JPAS) may be exempted from certain identity proofing requirements. The primary contractor is responsible for ensuring all subcontractors and employees possess proper credentials and are legally authorized to work in the United States and reside on the installation.

Acceptable forms of identification for identity proofing include United States passports, permanent registration cards, employment authorization documents (Form I-766), valid driver's licenses, government-issued identification cards, and various other federal and state credentials. The Real ID Act of 2005 establishes minimum standards for state-issued driver's licenses and ID cards; California licenses without markings or with a gold bear are sufficient indefinitely, while those marked "Federal Limits Apply" require supplemental sources. Base access is disqualified for individuals known or suspected of terrorism involvement, unable to verify identity, previously barred from federal facilities, wanted by law enforcement, convicted of espionage, sabotage, treason, terrorism, murder, firearms violations, sexual assault, armed robbery, rape, child molestation, drug distribution, or those with extensive and systemic criminal behavior. Primary contractors must coordinate with the 60th Contracting Squadron, maintain current base passes, notify the squadron within 24 hours of employee status changes, retrieve passes upon contract expiration, and report lost passes immediately. Additional requirements include participation in Information Protection Security Training, Antiterrorism Force Protection Training (Level 1 for contracts exceeding 90 days), escort protocols for subcontractors and restricted areas, Visitor Group Security Agreements when accessing classified information, and Operations Security (OPSEC) compliance as determined by the 60 Air Mobility Wing.
