About this file

This file is a Request for Information (RFI) with Updated Answers for a dormitory camera system resolicitation at Travis Air Force Base. The document provides 157 contractor questions with corresponding government responses addressing specifications, requirements, and clarifications for the video surveillance system upgrade project.

The project involves removing 355 existing cameras and installing 187 new interior cameras plus 57 exterior cameras across multiple dormitory buildings at Travis AFB. The system must be entirely on-premises with no cloud-based storage or management; all video footage and data must remain on-base. Key technical requirements include 90 days of video retention at specified resolutions and frame rates, on-board camera storage capability, TAA-compliant and NDAA-compliant equipment, FIPS 140-2/140-3 encryption, and distributed or centralized NVR architecture with redundancy capability. The government will provide existing Cisco Catalyst 9300 PoE+ switches (48-port and 24-port models), and contractors must supply additional PoE switches as needed, with all switch configuration to be performed by Air Force 60 CS/SCOI work center. Environmental sensor requirements have been removed from the revised SOW. Contractors must provide three viewing stations with four 55-inch monitors total (two at Building 1348, one each at Buildings 899 and 243), complete training including administrator and end-user instruction, and a standard one-year equipment warranty. The project will be phased over approximately 2.5 years with roughly two buildings per quarter, with Base CLIN 0001 covering Buildings 1331 and 1332 with a 120-calendar-day performance period, followed by 15 option CLINs for remaining buildings. The acquisition is a 100% small business set-aside under the Service Contract Act with wage determination requirements, and the government has clarified that FedRAMP-Ready cloud solutions, edge-plus-cloud management architectures, and hybrid approaches are not acceptable per AFCEC and NIST SP 800-82 guidance.

the order in which buildings the installation/removal will occur. Installation/removal will occur by building based on the availability of funds.” Also, the Solicitation Price Schedule lists each building under its own separate CLIN.

Could you please clarify how the Government expects this project to be quoted?

- Do we quote the SOW based on the assumption that all buildings will be performed during a single mobilization/demobilization effort?

- OR: do we quote the SOW based on the assumption that each building will require a separate

mobilization/demobilization? This approach would result in higher pricing. Please quote based on the following sequences and of roughly 2 buildings per quarter in the following order: QuarterBldg(s)
Q1Headend Scope/Camera Purchase
Q21331, 1332
Q31317, 1316
Q41318, 1315, 1314
Q51352, 1353
Q61354, 1355,
Q71356, 1350
Q81351, 1334
Q91304, 1305
Q101308, 1309
61Is the space above the showers divided, or can the tops of both showers be accessed from the same space?Updated SOW to no longer include environmental sensors.
62Spec mentions that VMS should be "Cloud-based" Platform. Is this a requirement or are you just looking for "a more Centralized Managed VMS? As later it states that "NO Video recording permitted in the Cloud"Should no longer be cloud based.
63Do all cameras need to be Vandal resistant, IP66/IK10 rated?Cameras do not need to be Vandal resistant, IP66/IK10 rated.
64It is mentioned that there are approx. 700+ “environmental Sensors as part of Project, but how are these to be monitored?Updated SOW to no longer include environmental sensors.
65Can we replace Cisco Switches as requiredTravis AFB can only utilize Cisco Switches.
66Is “On-Board” camera storage of 90-days at 24FPS a requirement of the cameras or just a “would like”?This is a requirement for camera storage and Frames Per Second.
67If External cameras must have a minimum of 5MP resolution, are you looking for 4K on these that can be “dumbed” down to 5MP?External cameras must meet the minimum specification of 5MP.
68Is this project subject to DIR prevailing wage rates?Project will be subject to the Service Contract Act Wage Determination.
69Will the Air Force accept a solution that utilizes multisensor/multi-lens cameras in specific locations around the dorms? The total sensor count would be the same with the exact same coverage. This would reduce the amount of cable runs and licenses required for the system.Yes. We want easiset/most effective. Whatever makes sense, and cuts down on hardware requirments.
70Would the Air Force accept multiple NVRs/servers disperse throughout the facility? I would propose an NVR/server per building. They could all be managed through the VMS software at any of the 3 viewing stations.Yes. We want easiset/most effective. Whatever makes sense, and cuts down on hardware requirments.
71Per RFI response 60, this project is to be released in Phases with 2 buildings being completed per quarter over a two and a half year period. Will the Air Force be purchasing all the equipment up front or will each phase that is released require procurement of material at that time? If it is to be procured at the start of each phase, will the contractor be held to the price listed on the original bid? With volatility in the market, it is impossible to accurately calculate what the increase in cost will be over the next two and a half years. Will the Air Force be willing to accept change orders for the published increased % that the manufacturer of choice has listed over the duration of the project? Please allow yourselves enough buffer for market volitlity. This can be determined by economic forecast models.
72Being that this is a 100% set aside for small business and the total amount of this project will exceed $484,000.00, will a small business for the purpose of publics works contractor be allowed to bid on this? Also, does the prime contractor for this contract have to be a small business registered in the state of California? All small businesses are allowed to bid for award, so long as they meet the requirements of the solicitation.
73Section 5.3 Labor covered, Parts separate states The Contractor shall provide troubleshooting and labor under contract. Replacement parts require Government approval and funding, not to exceed (NTE) $5,000 per incident. The Contractor is authorized to procure parts necessary to restore system functionality up to a NTE amount of $3,000 per incident without Government approval. Will the contractor be reimbursed for these charges on time and material basis. How does the Air Force intend to compensate the contractor for labor and material when this occurs?Deleted from SOW.
74Section 5.4 Preventative Maintenance in the SOW, there is a Preventative Maintenance contract associated with this RFQ. How would you like the contractor to include this in the bid? Would you like us to include a lump sum for the semi-annual and annual requirements in our line items unit/extended cost?Deleted from SOW.
75Section 6 Corrective Maintenance (On-Call Repairs), will the contractor be reimbursed for these unscheduled maintenance calls? Could you please add a line item to the biding sheet for hourly labor cost, so the Air Force and the contractor have previously agreed on an hourly rate?Deleted from SOW.
76Is the length of this contract 5-Years? The manufacturer warranty on parts is listed as 5-years, and most contractors will warranty all labor for a 1-year period. If products do need to be replaced under warranty, will the contractor be reimbursed for time spent on site replacing these products?Contract performance will be dictated based off of available funding. Option CLINs may be exercised once funding becomes available. The Government reserves the right to exercise all, some, or none at time of award.
77Statement of Work (SOW) States remove and dispose of 413 existing cameras, install 213 new cameras, and 57 new exterior cameras. These counts do not match the drawings that were provided. By my count, there are 356 existing cameras, 187 new interior cameras, and 57 exterior cameras, with 1 FoV on the exterior coverage map not accounted for. During the job walk it was said that we are to go by the counts on the drawings and not what is listed on the SOW. Can you please confirm that we are to go off the drawings not eh counts listed in the SOW?Go off drawings. SOW has been updated to match. 355 Cameras need to be removed. 187 New cameras installed. 542 Cameras total (new install/camera replacement) for buildings and 57 exterior cameras.
78Section 4 Camera System Specifications, relating to calculating storage based on requirements set forth in this section. There is conflicting information regarding what the required frame rate/image rate and total cameras. Below is a list of conflicting information that was provided. Can you please clarify what the actual requirements are to accurately calculate how much storage is needed for this system?
•NVR must be capable of retaining video for 90 days and record at 30 frames per second with a compressed video file, with viewing and recording time lapse and event recording based on human movement at 2592x1944 5 MP or higher per camera at minimum.
•Recorder rate must be at least 5MP @ 5 IPS time lapse high quality and event/motion/human detection/line-crossing recording 15 IPS or higher at excellent quality
•The system shall provide enough usable video storage after RAID/redundancy, sufficient to maintain 90 days of retention for 213 5-MP interior cameras and 57 4K exterior cameras under the specified 5 IPS continuous/time-lapse and minimum 15 IPS event recoding profile. This is not a complete count of all cameras that will be installed. I am assuming that the Air Force would like coverage of existing cameras being replaced as well as new interior/exterior cameras not just of new cameras. Please confirm that you would like the storage calculated with the requirements, once clarified, for all 600 cameras.Information in section 4 of the SoW. Whatever works accoridng to section 4 of SOW. Most effective method according to you guys.
79Section 4 Camera System Specifications point 8 states a minimum of 50MB onboard buffer memory built into the camera motherboard. Can I ask where this specification came from? This is not something that is available on surveillance cameras and is more related to Digital Photography cameras. Would you please remove this requirement from the RFQ or give an example of a surveillance camera manufacturer that actually meets this requirement along with all the other requirements?Whatever memory will meet requirements. The govt just wants quality cameras for surveillance. However that need is met, works.

111Combined Synopsis para 15.a.(5) (pg 6)Combined Synopsis paragraph 15.a.(5) directs offerors to submit a Past Performance Questionnaire (PPQ) referenced as Attachment 2. Attachment 2 as provided is the Solicitation Provisions and Contract Clauses matrix, not a PPQ template. Please provide the correct PPQ template or confirm the correct attachment number.Deleted from solicitation.
112SOW Section 10 (Phase In/Phase Out); Combined Synopsis CLIN table (Option CLINs 1001-1018)SOW Section 10 states building installation/removal will occur based on availability of funds, and a prior Government RFI response on the predecessor solicitation provided a phasing schedule of roughly two buildings funded and executed per 120-day period across the 18 option buildings, spanning an estimated 2.5 to 3 years from Notice to Proceed to final building completion. Given this multi-year phasing, would the Government consider structuring the remaining option scope as a multiple award vehicle (BPA or IDIQ), with task orders competed or issued as funding becomes available for each phase? If a multiple award vehicle is not feasible under this acquisition, would the Government instead consider: (a) an Economic Price Adjustment clause on the option CLINs tied to a published index, (b) re-pricing at the time each option or phase group is exercised instead of locking all 18 prices now, or (c) requesting pricing only for the next several phases at award, with later phases priced by bilateral modification closer to execution? The Government intends to keep the solicitation Base and Option CLIN as is.
113SOW Section 4SOW Section 4 (Camera System Specifications) calls for centralized server/NVR equipment with a minimum two (2) hour UPS battery backup runtime, and references a single storage area (5 ft x 4 ft x 8 ft) for that equipment. During the August 20th 2026 site walk, no single IDF or equipment room was observed with sufficient rack space to house server, storage, and UPS equipment for the full camera system across all 18 buildings in one central location. We recommend installing a dedicated server and UPS in each building's existing IDF, co-located with the existing network switches, in lieu of a single centralized server room. Will the Government accept a distributed per-building server/UPS architecture, with each building's server and UPS housed in its own IDF, rather than requiring one centralized location for the full system?Yes. Distributed is best option.
114Technical Exhibit 1Technical Exhibit 1 floor plans show multiple single-sensor dome
cameras clustered at several locations (stairwell landings, hallway intersections, building corners) to achieve overlapping fields of view. Please clarify whether the Government will accept a multi-sensor (multi-imager) camera in place of multiple individual dome cameras at these locations, provided the multi-sensor unit delivers equivalent field of view coverage to the dome cameras it replaces.Yes. Multisensor is fine, as long as all coverae is met. This can reduce number of cameras, as long as all coverage is met.
115SOW Section 4.1SOW Section 4.1 sizes storage for 90 days of retention against only the 270 new cameras (213 interior, 57 exterior), but the completed system may include up to 626 total cameras once existing cameras are included. Please confirm whether the 90-day requirement also covers existing cameras, which would significantly increase storage cost, and takeup a substantial amount of physical space. Would the Government consider an alternative such as 30 days of continuous/time-lapse recording with motion-triggered event recording, or another reduced retention period? All existing camers will be removed. The cameras on drawings are only applicable. However, as long as coverage is met multiple devices can be placed on one camera. Yes, the government will consider the alternative, as long as it meets all DOW initiatives.
116SOW Section 3.4 - 3.5Section 3.5 describes two (2) 55-inch monitors for Building 1348, one (1) 55-inch monitor for Building 899, and one (1) 55-inch monitor for Building 243, a listed total of four (4) monitors. The paragraph's summary line references "a total of five (5) 55-inch monitors." Please confirm the correct total monitor quantity required: four (4) or five (5), and identify the location of any fifth monitor.4 Monitors total. SOW updated
117Combined Synopsis, CLIN table (pg 2-3)Base CLIN 0001 covers the camera system upgrade for Buildings 1331 and 1332. Option CLINs 1009 and 1010 separately list Building 1331 and Building 1332, respectively. Please confirm whether CLINs 1009 and 1010 duplicate base CLIN 0001 in error, or whether they represent distinct additional scope for those two buildings.Deleted CLINs 1009 and 1010.
118Would the Government consider extending the current offer due date (3 September 2026, 12:30 PM PT) by at least two weeks to allow sufficient time to adjust proposals based on the RFI responses?
No.
119The solicitation requires offerors to certify that no cloud-based systems, storage, or equipment are being quoted.

Is there a specific Department of the Air Force or DoD policy, cybersecurity requirement, or documented risk determination establishing that the video surveillance system and associated video data for this project must remain entirely on-premises?

If so, please identify the applicable requirement or standard.

This is a Command decision. No cloud.
120Would the Government consider an architecture where the required video retention is maintained locally on the cameras at the edge, while a FedRAMP-authorized cloud platform is used for centralized management, authentication, system health monitoring, configuration, and authorized viewing?

This type of architecture can maintain video locally while reducing the need for centralized recording infrastructure and can support Government-controlled access through SSO and MFA.

If this architecture would not be considered technically acceptable, please identify the requirement that prevents its use.

Per AFCEC, "Edge + Cloud Mgt or "Local Retention with Cloud Orchestration" is not allowed. NIST SP 800-82 recommends keeping ICS separated from general IT and cloud systems for safety, real-time performance, and reliability concerns. 60 CES/ISSM
121The SOW references centralized NVRs, RAID/redundancy, 90-day retention, and a Main Hub/TR for NVR equipment. It also identifies limited physical space for centralized storage equipment.

Are traditional centralized NVRs, servers, and RAID storage specifically required, or may an offeror propose an alternative distributed architecture that meets or exceeds the Government's requirements for:

•90-day retention
•redundancy and failover
•encryption
•centralized viewing
•remote administration
