About this file

This is a Statement of Work (SOW) for removal, disposal, and upgrade of the Travis Air Force Base (AFB) Dormitory camera surveillance system to achieve compliance with Section 889 of the National Defense Authorization Act (NDAA) of 2019 regarding covered telecommunications equipment prohibition.

The contractor must remove 413 existing non-compliant surveillance cameras and associated equipment across 18 dormitory buildings, then install a new IP-based camera surveillance system comprising 213 new cameras, including 57 exterior-mounted units. All equipment must be NDAA/TAA compliant with no preferred brand required. Scope includes professional support services, project management, planning with survey and network design, and equipment installation with staging, programming, and testing. The project spans buildings 1304, 1305, 1308, 1309, 1314, 1315, 1316, 1317, 1331, 1332, 1334, 1350, 1351, 1352, 1353, 1354, 1355, and 1356. All removed equipment must be delivered to either the Defense Reutilization and Marketing Office (DRMO) or DLA Disposition Services facility.

Technical specifications require external cameras with minimum 4K resolution (3840 × 2160) and internal cameras with minimum 5MP (2592 × 1944) resolution; all-weather capability with day/night and low-light functionality; motion-triggered recording at minimum 24 frames per second; NVR with 90-day video retention at 30 frames per second with compressed video files; FIPS 140-2 rating; IR night vision with AES256 encryption; and onboard 50MB buffer memory with 128GB Micro SD cards for edge recording. CAT 6A cabling and new PoE switches (Cisco Catalyst 9300 48-port PoE+ for buildings 1331 and 1332) are required. Three separate viewing stations must be installed in Building 1348 (Main Dormitory Management Office with two 55-inch monitors), Building 899 (60 CES IT Office with one 55-inch monitor), and Building 243 (60 CS Network Control Center with one 55-inch monitor), all with NDAA-compliant specifications including minimum 4K resolution and LED/LED-backlit LCD display type. The contractor must provide new TAA-compliant UPS battery backup systems sized to support surveillance operations with minimum two-hour backup runtime and must provide or ensure existing UPS systems meet project requirements.

The contractor shall configure and adjust field of views for all cameras and provide three separate software licenses for optimal viewing/surveillance accessible from the three viewing station locations. The 60th Communications Squadron must review and approve all proposed equipment prior to purchase to ensure Air Force compliance. Existing conduit pathways may be utilized if verified serviceable and compliant, but new CAT 6A cabling must be installed throughout; where existing conduit is undersized or unsuitable, new or replacement conduit including surface-mounted options must be provided, and all new conduits must be painted to match building colors. IDFs are located on the 2nd floor for most buildings, with buildings 1331 and 1332 requiring IDFs on the 1st, 2nd, and 3rd floors, and buildings 1314, 1315, and 1316 sharing IDFs in building 1317. Outdoor cameras must be elevated on the second and third floors at standard mounting height for parking lots and yards.

The contractor shall provide comprehensive system training to Dormitory Management Staff, 60 CES ITEC personnel, and 60 CS personnel prior to project completion, covering system overview, camera management software navigation, live monitoring and control functions, video playback and evidence retention procedures, user account creation and permissions, alarm and event management, troubleshooting, warranty/service support procedures, preventive maintenance recommendations, and cybersecurity requirements. Training must include both administrator-level and end-user instruction with all materials in electronic format (PDF or equivalent), conducted on-site or virtually as approved by the Contracting Officer's Representative (COR), with sufficient time for hands-on instruction and additional refresher training at no additional cost during the warranty period if requested.

Post-installation warranty is not less than five years from final system acceptance. Post-warranty support requires the contractor to assume responsibility for diagnosis, repair, and restoration of all system components with labor covered under contract and replacement parts requiring Government approval, not to exceed $5,000 per incident, though the contractor may procure parts up to $3,000 per incident without approval. Preventive maintenance includes semi-annual inspections (minimum) for visual inspection, cleaning and alignment adjustments, system health verification, diagnostics, and offline camera alerts; and annual on-site inspections (minimum) for full system inspection and major preventive maintenance tasks including cleaning, alignment, image clarity verification, cabling and connector testing, mounting hardware inspection, NVR recording functionality testing, date/time synchronization verification, firmware/software updates (Government-approved), network connectivity validation, and degraded component identification and reporting. Corrective maintenance response times are 24 hours for critical system-wide or high-priority outages and 72 hours for non-critical issues, including troubleshooting, repair or replacement of defective components with Government-approved equivalents, connectivity restoration, and system reconfiguration.

The contractor shall not perform services on federal holidays or Air Mobility Command Family Days listed in the SOW and must conduct business during 0730-1600 Monday through Friday except when the facility is closed due to government-directed closures, military exercises, or inclement weather (considered inherent government delays). For non-firm fixed price contracts, the contractor will not be reimbursed during government facility closures. Work location is Travis AFB Dormitory Campus, 60 CES IT office (Building 899), and 60th Communications Squadron (Building 243). The contractor must designate a contract manager and alternate with full authority to act on all contract matters, and progress meetings shall occur at minimum monthly with one-hour minimum duration. Installation and removal will occur by building based on Dorm Management's determination and fund availability (phased approach). The contractor must provide a continuity book within 30 days of installation including system operation procedures, final drawings showing conduit runs, rack elevations, locations of control monitors and switches, NVRs, UPS, and individual cameras, and make/model, serial numbers, and manufacturer instruction manuals for all system items. A five-year contract period with one base option year is proposed, with an additional exclusive option for future installation in newly constructed buildings 1304 and 1305 (scheduled for demolition in 2027) should construction occur within the contract period.
