About this file

This is a Request for Information (RFI) document containing questions and answers related to the Starbucks HVAC Replacement project at Travis Air Force Base, California. The document addresses inquiries from potential contractors regarding project scope, equipment specifications, site conditions, personnel access requirements, and work procedures.

Key details include: the existing equipment is a Carrier air handler (Serial Number: 1496T79711, Model: 39NXHQ71NVL79711) with an estimated capacity of 3,500 CFM that requires replacement with a new air handling unit to tie into existing hot water and chilled water hydronic loops. Contractors must submit a Past Performance Questionnaire regardless of prior work with Travis AFB. Lawful permanent residents are permitted to work on base with proof of permanent residency and completion of security requirements. On-site photos and partial as-built drawings from 1995 will be provided. The scope includes replacement of line voltage disconnects, fuses, secondary drain pan, and hot water/chilled water isolation valves and flow controls. Test and balance requirements apply to both the air flow and the hydronic loops serving only Starbucks. Water condition testing of the hydronic loops is required after replacement. The tenant will remain operational during performance, with plastic barriers requiring AAFES approval for food safety compliance. Temporary cooling units will remain in place throughout the project. Subcontractor past performance may be credited toward the prime contractor's submission. The offer due date per Amendment 02 is 22 June 2026 at 12:00 PM PDT, with submissions directed to john_rexter.de_pedro@us.af.mil and nadine.umunyana.1@us.af.mil.

We have a completed a few jobs for HVAC under the MACC BOA contract at TAFB. Would we still need to submit a PPQ; or are we able to just list the contract numbers as this work was completed for your agency? One of the CO’s were Mrs/Ms CHRISTINA A. JOHNSON, DAFC and other was LT PHIL MANWARING.Regardless of whether you had a contract previously with Travis AFB or not, you are still requried to submit a Past Performance Questionnaire.
I wanted to respectfully follow up regarding our previous request for any available on-site photos of the existing unit, surrounding mechanical area, access conditions, and any other relevant project conditions for this solicitation.

Additionally, we would appreciate clarification regarding base access requirements for subcontractor personnel supporting this project. One of our potential local HVAC subcontractors advised that their workforce primarily consists of lawful permanent residents rather than U.S. citizens, and they would like to confirm whether this would impact eligibility for site access and participation in the project.

Could you please advise whether lawful permanent residents are permitted to access the installation for performance of this type of work, assuming all required identification, vetting, and access procedures are completed? On-Site photos will be provided.

Workers that are lawful permanent residents are allowed to conduct work at Travis AFB but must provide proof of permanent residency in addition to any other security requirements as applicable.

I wanted to know the model and serial number of the equipment. If possible, would you be able to provide that?Carrier; SN:1496T79711, MN:39NXHQ71NVL79711
Is there any clarification on what type of unit is needed for replacement aka brand, seer, tons, heat pump, etc?New unit was envisioned to be another air handling unit, to replace the existing air handling unit and tie in with the existing HW and CW hydronic loops.
Can a picture of the existing fan coil data plate be provided?I CAN PROVIDE A PICTURE, IF NEEDED
Can As-Built drawings be provided?Only partial drawings are available and will be provided (see attachment Tab 1). HVAC as-builts date from 1995, when the space was part of Pet Store, Hair Center, Jelly Belly store. When the space was converted in the 2000s to Starbucks, it is believed the HVAC system was not renovated.
It was stated during the site visit that the fan coil may need to be upsized. 1) Will additional ducting be required for the increased CFM? 2) Can specifics of the new desired system be provided?1) Installing additional ducting was not included in the SOW. Additional ducting would require a design, which is outside the scope for this project.

2) New unit was envisioned to be another air handling unit, to replace the existing air handling unit and tie in with the existing HW and CW hydronic loops.

As the condition of the existing valves and flow controls in unknown, should the Prime include the HW and CW isolation valves and flow controls?Yes. The valves are believed to be 30 years old and believed to have hardwater build up (based on observations from other valves across base).
During the replacement of the isolation valves, may the HW and CW system be drained down and temporarily turned off OR will alternate methods be required? The HW and CW hydronic pipes serving only Starbucks may be drained. However, the HW and CW hydronic pipes serving the rest of Bldg. 650 must remain active / in service during business hours.
The scope mentions test and balance of the air flow. Should test and balance of the CW and HW be included?Include test and balance of the CW and HW serving only Starbucks.
The tenant will remain open during the period of performance. May plastic barrier be set up to bifurcate the seating area from the walk-up area? The plastic barrier material and bifurcation plan must be reviewed and approved by AAFES for compliance with food safety.
Will the existing temporary cooling units remain in place during the period of performance?Yes, the existing temporary cooling units will remain in place during period of performance.
Is replacement of the line voltage disconnect and fuses to be included?Yes, include replacement of the line voltage disconnect and fuses.
Is replacement of the secondary drain pan to be included?Yes, include replacement of the secondary drain pan.
Will Primes be able to use subcontractors past performance towards the Primes (b) past performance in the submission?Yes, in addition to Prime past performance.
Will the Prime be responsible for testing the water conditions of the HW and CW loop, before and after replacement?Testing of the water conditions of the HW and CW loop before replacement is not required. The closed-loop water has been chemically tested within the past two months. Results will be provided (see attachment Tab 2).

Please test the water conditions of the HW and CW loop serving only Starbucks after replaceent.
