About this file

This document is a Request for Information (RFI) for a Department of the Air Force project to repair pest damage at Building 380 at Travis Air Force Base. The RFI contains seven key questions from a potential contractor, covering topics such as pest control, building occupancy, temporary staff relocation, trailer requirements, and HVAC system specifications. The government responses provide clarification on each question, including confirming 8 staff occupants, requiring pest control and hazardous waste abatement, specifying trailer configuration requirements (minimum 36 sq ft per admin staff, all-gender restroom acceptable), and addressing staffing and internet connectivity needs.

The project involves addressing racoon infestation and related damage, with the base bid requiring abatement of hazardous animal waste, professional pest control, and closing entry points both externally and between building sections. The estimated project value ranges between $250,000 and $500,000, with a planned Statement of Work dated 15 April 2025. The contractor will need to perform comprehensive pest control services, verify and close building entry points, and potentially provide temporary office space and storage for displaced staff during construction activities.

RFIs FA442725R0013 – B380 Repair Pest Damage L/H/S

New changes will be included and referenced in the SOW dated 15 April 2025.

1. Is a Change Order anticipated and are funds available to expedite an award? Or should our bid include anticipation of trapping and eradication of pests so there is no delay on beginning demolition?

2. How many points of entry have been previously detected and sealed?

3. There are many more than 22 air supply diffusers and 22 return air diffusers. Who determines which drops are demolished and replaced? Have the damaged locations been identified? Will Contractor receive a building drawing with these locations called out?

4. Per RFP 01 35 2, 1.7.1.2: "The Contractor Quality Control Manager cannot be the SSHO on this project". Per RFP 01 00 00, 1.22: "The contractor shall provide a full-time construction superintendent IAW FAR 52.236-6 Superintendence by the Contractor at all times during the period of construction". Is it acceptable to provide a one position triple hat that serves as Quality Control Manager/SSHO/Superintendent?

5. Per the RFP "If contractor requires occupants to vacate the building while construction is being completed, contractor will need to provide temporary office spaces for 5 occupants as well as on site temporary storage for CDC’s learning library which is equivalent to 900 square feet", during the 03/31/25 site walk, it was noted from discussions with staff members that approximately 8 people occupy the building—7 during the day and 1 at night. Can you please confirm whether the requirement for temporary office space for 5 occupants is accurate, or if it will be updated?

6. Per the RFP "If contractor requires occupants to vacate the building while construction is being completed, contractor will need to provide ....on site temporary storage for CDC’s learning library which is equivalent to 900 square feet", based on the 03/31/25 site walk, would it be acceptable to keep the CDC library items within the building—relocating them as needed during phased construction and demolition—in order to avoid using off-site storage?

7. Trailer Requirements for Relocation of staff members:

a. Are there any specific specifications or standards required for the type of temporary trailer to be provided for staff use?

b. Is there a minimum square footage requirement for the staff relocation trailer?

c. Would a construction trailer equipped with two separate restrooms

(male/female) be considered acceptable?

d. Is the use of a Starlink satellite connection acceptable for providing internet access to support computer and desk operations within the staff relocation trailer?

8. Per the RFP 60 CES Requirements, section D30 HVAC states: "HVAC System Renovation – For any renovation of existing HVAC systems the HVAC design shall include design values for all equipment including existing equipment. If the system will connect to existing ductwork serving other areas of the facility the airflow requirements at all terminals units shall be provided in the design drawings to ensure that a proper TAB can be performed on the system. All equipment, ductwork, etc. connected to new or modified equipment as well as any distribution systems that serve the same areas as new or modified equipment will be part of the project scope." Contractor is not modifying any ductwork at all, per the scope of work, only flexible ducting back to existing duct is required.

a. Is a mechanical design with design values required?

b. Is Testing and Balancing and Commissioning going to be required?

Gov’t Responses:

1. Please refer to SOW section 1.1. As part of the base bid the Ktr will perform abatement of hazardous waste from animal waste in addition to professional pest control to close any openings both from the exterior of the building as well as between sections “A” and “B” of the building to prevent further infestation of racoons. Also refer to 2.2 Provide Pest Control service. Based on the finding, there should be a recommendation from the professional pest control.

2. Contractor has to field verify and defer to the 2.2.1 Pest Service control service, “close up all openings that are providing entry into building 380B.”

3. Please refer to SOW section 2.3.1 for the quantities.

4. No triple hat is allowed in Travis AFB. Although a dual hat might be considered for

Superintendent/ SSHO but subject to CO approval.

5. 8 staff was discussed and confirmed, please use the updated staff occupants.

6. The SOW requires a temporary storage.

7. Trailer Requirements:

a. The space configuration should be identical to the staff occupant.

b. The space area should be identical to the staff occupant. Minimum 36 SF/admin staff for an open space configuration.

c. All gender restroom would be acceptable.

d. Include temporary commercial internet for the dislocated staff. Also, if the staff needs a secured connection, the end-user has to coordinate with the Davis Grant Hospital IT for the temporary secured internet connection.

8. Per the RFP 60 CES Requirements, section D30 HVAC states: "HVAC System Renovation:

a. “Not applicable”.

b. “Not applicable”.
