Solicitation FA442721R0012 – Questions and Answers – Round 2
Question #1: Section L, item 3.0, e Financial Institution Information indicates to Complete the attached Financial Institution Reference Sheet in Section J and return with the proposal.
However, this attachment is not included with the RFP. Please provide.
Answer: Financial Institution Reference Sheet will be required of the awardee only.
Question #2: The SF 1442 block 11 indicates the period of performance to be 180 CD after receiving the NTP. Due to the long lead time of the equipment (Generators and switchgear) and the manufacturing issues with COVID-19, MX Construction, Inc. is requesting the NTP to be issued after submittals are approved. Or, add additional days to the period of performance.
Answer: Notice to Proceed is issued after payment and performance bonds are received from the awardee. If additional time is required due to long lead time on materials the performance time shall be extended accordingly.
Question #3: Are there any as-built drawings available? If so, please provide.
Answer: As-builts have been posted to beta.sam
Question #4: Will the site visit attendee’s sign-in sheet be posted to Sam Beta?

Question #5: The RFP clearly states that the Site Superintendent can act as the Quality Control Manager, one person wearing a dual hat. Will a separate Site Safety Health Officer be required?
Or, can the Site Superintendent act as the SSHO as well as the QCM (one person wearing a triple hat)?
Answer: Site Superintendent can act as the Quality Control Manager, one person wearing a dual hat. Site Safety Health Officer must be independent person/ position.
Question #6: Please confirm that security escorts are not required during construction. If escorts are required, is the contractor to include these costs in their proposal?
Answer: Escorts will be required for construction, but at no extra cost to the contractor.
Question #7: The drawings indicate to demolish and remove the existing underground conduits located between the existing generator and switchgear located inside each Bldg. Are these conduits concrete encased? Are there details on the existing duct bank? If so, please provide.
Answer: Refer to sheet A2.0 and sheet E3.3, detail 2
Question #8: Are there any known hazardous materials? Is there a Hazardous Materials Survey report? If so, please provide.
Answer: Based on the age of the building, a Hazardous Material Survey will not be required.
