Contract FA4427-1O-R-0102
SPECIAL PROJECT PROCEDURES
1. SPECIAL PROVISIONS FOR WORKING ON OR NEAR THE AIRFIELD.
1.0. The following provisions apply when conducting work on the active airfield, or within the clear zones or primary surfaces as defined by AFI 32-1026, Planning and Design of Airfields.
2. DEFINITIONS.
Approach-Departure Clearance Surface. An extension of the primary surface and the clear zone at each end of each runway, for a distance of 50,000 feet, first along an inclined (glide angle) and then along a horizontal plane, both flaring symmetrically about the runway centerline extended.
The inclined plane (glide angle) begins in the clear zone 200 feet past the end of the runway (and primary surface) at the same elevation as the end of the runway. It continues upward at a slope of 50: 1 (1 foot vertically for each 50 feet horizontally) to an elevation of 500 feet above the established airfield elevation. At that point the plane becomes horizontal, continuing at that same uniform elevation to a point 50,000 feet longitudinally from the beginning of the inclined plane (glide angle) and ending there.
The width of the surface at the beginning of the inclined plane (glide angle) is the same as the width of the clear zone. It then flares uniformly, reaching the maximum width of 16,000 feet at the end.
Approach-Departure Clearance Zone. The ground area under the approach-departure clearance surface.
Clear Zone. The area beyond the ends of each runway. The extension of the primary surface for a distance of 1,000 feet beyond each end of each runway.
Landing Areas. The primary surfaces, comprising the surface of the runway, runway shoulders, and lateral safety zones. The length of each primary surface is the same as the runway length.
The width of each primary surface is 2,000 feet (l,000 feet on each side of the runway centerline.) Includes the clear zone, all aircraft parking aprons, the area 125 feet in width extending beyond each edge of the parking aprons, and all taxiways. Also includes the lateral clearance zones along each side for the length of all taxiways (the outer edge of each lateral clearance zone is laterally 250 feet from the far or opposite edge of the taxiway, e.g., a 75-foot wide taxiway would have a combined width of taxiway and lateral clearance zones of 425 feet).

Safety Precaution Areas. Those portions of the approach-departure clearance zones and transitional zones where placement of objects incident to contract performance might result in vertical projections at or above the approach-departure clearance, or the transitional surface.
Transitional Surface. A sideways extension of all primary surfaces, clear zones, and approach-departure clearance surfaces along inclined planes. The inclined plane in each case begins at the edge of the surface. The slope ofthe inclined plane is 7:1 (1 foot vertically ror each 7 feet horizontally). It continues to the point of intersection with one of the following, whichever is applicable.
Inner Horizontal Surface: The horizontal plane 150 feet above the established airfield elevation.
Outer Horizontal Surface: The horizontal plane 500 feet above the established airfield elevation.
Transitional Zone. The ground area under the transitional surface. It adjoins the primary surface, clear zone, and approach-departure clearance zone.
3. COORDINATION OF WORK.
The contractor shall coordinate through the contracting officer (CO) with the Base Operations before initiating any work on or near a runway, apron, or taxiway; or affecting the power supply to the control tower. The contractor shall submit projected weekly work schedule(s) to the CO ten (10) workdays in advance, and notify the control tower of proposed work location(s) and time(s) of operation. The contractor shall contact Base Operations for daily construction restrictions involving the flightline, taxiway, and runway areas and shall comply with the following:
DOD FAR SUP 252.236-7005, Airfield Safety Precautions API 13-213, Airfield Management and Base Operations Travis AFB Instruction 13-103, Vehicle Operations on the Flightline.
Closures.
All runway or taxiway closures will require the coordination of base operations through the CO not less than fourteen (14) calendar days prior to the requested closure, unless otherwise provided for in these specifications. The contractor will make the maximum utilization of time during the requested closure period, and schedule his/her operations in phases if necessary so as to minimize the effect of construction closures on normal base operations. Upon completing the work requiring the closure, the contractor shall immediately notify the CO so normal operations may resume.
Personnel Safety Precautions.

Jet aircraft operating on the runways, taxiways, and aprons make the area of construction a zone of high-level noise, The contractor shall take the necessary precautions, such as the use of earplugs or muffs to prevent injury to the auditory systems of all personnel working in the area.
Restrictions.
The government does not allow personal vehicles inside the flightline fence. The contractor's employees and subcontractors shall park their personal vehicles in authorized parking lots outside the flightline fence.
4. FLIGHTLINE ACCESS.
4.1. General: For entry of contractor-owned vehicles to Travis AFB flightline, the contractor shall comply with the following procedures in accordance with TAFBI 13-103, Vehicle Operations on the Flightline.
4.2. Application and Approval Procedures for Commercial Vehicular Entry Into Travis AFB Flightline:
4.2.1. Applications shall be prepared in letter form (3 copies) on company letterhead stationery, signed by the senior company representatives on Travis AFB, and submitted to the Chief, Airfield Management, and 60 OSS/OSAA. As a minimum, applications shall include the following information:
(a) Total number of vehicles requiring entry.
(b) Type, make, state of registration, and license number of each contractor vehicle.
(c) Location of company/firm name on each vehicle.
(d) Air Force contract number, type, and expiration date of contract.
(e) Frequency of entry into flightline areas on official business and justification therefore.
(f) An approval by the contract monitoring military unit/agency indicating mission necessity.
4.3. Approved applications (originals) will be retumedthroughchannels to the applicant.
Applicant shall retain this letter for the duration of the contract period. The second copy will be forwarded to 60 SFS/SF A and the third copy will be retained by Base Operations, 60 OSS/OSAA. Base Operations shall be notified by letter immediately of any changes to paragraph 1.19.B.1.
Contractor vehicles required in the performance of the work shall have a company sign (minimum size 6 inches by 18 inches) on both front doors. All occupants of the vehicle. must have a valid Air Force Identification Card(AF Form 75) authorizing flightline access. The
TRAVIS AFB - SABERe .ontract FA4427-1O-R-0102 contractor shall use this authorized vehicle to escort any supplier vehicle(s) delivering materials to a work site within the flightline area.
No contractor vehicles, equipment, or personnel shall be on or crossing any active runway or taxiway, except during construction period closures as outlined herein, or when the contractor requests clearance from the control tower and they grant it. When contractor operations require crossing an active runway or other controlled area on a regular basis, the government will furnish a two-way radio in order to maintain contact with the control tower. The government strictly prohibits the use of this radio for other purposes. The contractor will return the radio to military custody at the end of each workday and pick it up when operations requiring its use again commences. All contractor vehicles operating on the landing areas (1,000 feet on either side of the runway centerline) during the period from dawn to dusk will have mounted electric battery operated, low intensity, red or amber flashing lights.
The contractor shall NOT open a trench unless material is on hand and ready for placing in the trench. As soon as practicable after placing material and obtaining approval for the work, the contractor shall backfill and compact trenches as required by the contract.
Cleanliness of Work Area.
The contractor shall maintain the cleanliness of taxiway, runway, and apron pavements at all times in order to prevent foreign object damage (FOD). The contractor shall remove all materials and equipment to a safe distance from the runway at the close of each day's work. The CO will determine this distance. The contractor shall not stockpile any materials or store any equipment within 1,000 feet of the runway centerline.
Emergencies.
There may be periods when the government, due to declared aircraft emergencies, will require the contractor to vacate the work site and move his/her personnel and equipment a distance of several hundred feet away from the work site. Such removals, when ordered, will come on short notice and require expeditious action. Whenever the government instructs the contractor to clear the runway, the contractor, accompanied by the inspector or Air Force representative will make an inspection sweep of the entire runway length to ensure all tools, equipment, and personnel are clear from the runway and active taxiways.
Security Restrictions.
At certain times, the government may require the contractor to vacate work areas of the flightline area due to security requirements. The contractor shall contact the Security Forces or Airfield Management each day to obtain pertinent information concerning these security matters. It is the contractor's responsibility to brief all subcontractors on security matters.
Restricted Areas.
The government will not grant access to -restricted areas for the contractor and/or subcontractors without a proper escort. Ten (10) workdays prior to commencing work, the contractor shall submit, in writing, a list of all personnel who will perform work in the restricted area. The contractor shall also notifY the CO no later than 72 hours prior to work commencing in any restricted area in order to arrange for the escort

TACAMO (vQ3) Facilities Security Requirements.

General.
In order to gain entry onto any TACAMO Facility, the contractor must submit a list of personnel he/she intends to have work on the site 20 calendar days prior to the projected site access. The government uses this list to create an Entry Authority List (EAL) that governs whom the Security Police allows site access.
The EAL must have the social security numbers and names spelled exactly as the person's 2 forms ()f identifica!ion 4e/~he will present to the security police on siteto gain_access. The security police will deny entry to personnel not submitted or submitted in error with respect to their (carry on) identification. The contractor may request deletions to the EAL without preparing a new list, however, the request for these deletions must be in writing. The contractor must submit an entirely new list for any additions to the EAL. After approving the initial list, the security police will again require the contractor to submit any changes to the list at least 20 calendar days before any person, not on the original list, is allowed access to on the site.
There will only be one EAL change processed per month for a contractor. Therefore, it is critical that the list submitted are error free and all persons requiring access not be forgotten. NOTE:
This is a common shortcoming and the contractor should give this special attention to avoid lost time.
Identification (ID) required to gain access is as follows:
Personnel requiring entry to the site must present two (2) forms of ID at the site each time they require entry.
The spelling of the names on each of the two forms of ID must match each other exactly and match the EAL.
As a minimum, one of the two required IDs must have a current photo and signature.
Both of the IDs must have a social security number and embossing with a permanent clear coating that will destroy the ID if removed or tampered with.
Entry Procedures.
Upon arrival at a TACAMO Facility, contractor personnel shall contact the flight security controller (FSC) using the gate intercom, and inform the FSC of their presence at the security gate. Personnel must remain outside the security fence and in or near their vehicle until the escort arrives.
Upon arrival at a TACAMO Facility, contractor personnel shall notify the TACAMO Facility of their presence using the gate intercom. Personnel must remain outside the security fence and in or near their vehicle until the security escort arrives. Upon arrival, the escort will identify all contractor personnel using the IDs described previously. The security police may search the contractor's vehicles and contents prior to site entry.
The contractor may experience delays up to two (2) hours for the first day at each site (to facilitate check of large equipment) which he/she shall absorb without delay charges. The government will pay the contractor for approved security delay claims in excess of the normal delay time cited herein at the rate negotiated between the contractor and the CO.

Vehicles used for the sole purpose of carrying personnel must remain outside the security fence in the designated parking areas. At no time shall the contractor block access to the sites.
After initial entry of contractor personnel, exit of personnel may be at will. In the event workers require many entries or exits through the security gate (for example, to haul many loads of dirt out), the contractor shall provide a person to open and close the gate.
During all on-site work within the security fence, at least one (l) escort will accompany and continuously monitor the contractor's personnel. The government will not allow more than ten
(10) contractor personnel on site within the security fence at anyone time. Failure to remain within the area being monitored is a serious breach of security and safety regulations. The Contractor's supervisory personnel will take all necessary action to ensure compliance. The government reserves the right to deny entry to anyone who refuse to conform to these regulation.
