TRAVIS AFB - SABER
1.GENERAL.
SECTION 01300
DELIVERY ORDER PROPOSALS
Contract FA4427 -I O-R-OI02
1.0. Upon notification from the contracting office of a requirement (construction project); the contractor shall prepare and submit a proposal to the contracting officer (CO) within ten (10) workdays of t4e site visit/preproposal conference. Units of weights and measures used on all submittals shall be the same throughout. Each submittal shaH be complete and in sufficient detail to allow ready determination of compliance with delivery order requirements. The submittal package shall contain sufficient design documentation to indicate adequate minimum design and preparation as directed by the CO or his/her representative:
2. FORMAT OF THE PROPOSAL.
2.0. The Contractor's design proposal shall be submitted electronically via email in the requested approved Project Estimating Software format. In addition, 3 paper copies shall be submitted to Contracting. All shall be in the format of a fully developed SOW including, as a minimum, the following:
2.1. Initial Proposal:
2.1.1. A listing of the applicable technical specifications, identifying the method of work or materials to be used when alternatives are given;
2.1.2. A detailed cost estimate segregated by CSI Division (Cost proposal format will match the new CSI 2004 division format. MEANS publishes the new format of their electronic database versions in 2007 for use with the Project Estimating Software) Proposal estimate shall include the following;
2.1.2.1. Summary page includes all bare cost for each Division, bare total (pre-priced items, non prepriced items, assemblies etc ... ) multiply by the average weighted CCI, multiply by the coefficient, and grand. total
2.1.2.2. Each Division summary page then;
2.1.2.3. Each Division Number/Title - columns showing the following;
2.1.2.3.1. Assemblies with each system components & illustration
2.1.2.3.2. Unit price line item with description, quantity, units, daily output, crew, bare labor, bare materials and total bare cost each division. Any other cost shall be included on this section.

2.1.2.4. A listing of the required material submittals;

2.1.2.5. An Asbestos Containing Material (ACM)/Lead Based Paint (LBP) survey report (if applicable).
2.1.2.6. A proposed performance period (unless one is specifically requested by the government);
and
2.1.2.7. All necessary support documentation, as required, to indicate that adequate engineering and planning to accomplish the requirement have been done, shall also be submitted as a part of the design. Examples of documentation required for submittal that might reasonably be.expected would include sketches, drawings, calculations (to include but not limited to any electrical, HVAC, and utility load calculations requiring upgrade), catalog cuts, specifications, verbal description of the work, etc. Costs for documentation are to be in the contractor's coeffiecient for the design/estimating and will not be paid separately by the Government. All such design submittals must be approved by the SABER PM and Contracting Officer prior to the start of any negotiation.
2.2. Revised Proposal:
2.2.1. All of the information identified in the initial proposal and the changes:
3. DEFINITIONS.
Drawings. Graphical representations documenting work proposed by the government and performed by the contractor. Includes shop drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar representations to illustrate specific portions of the work required by the contractor. Drawings must be thorough enough to allow the government and contractor to estimate pre-priced and non-pre-priced items, the government to monitor the work, and the contractor to execute the work.
Estimates of Pre-priced Items. A computerized, "detailed report" estimate, organized into the format reflected in the pricing guide (or a contracting officer approved equivalent). The report shall include quantities, prices, and a short description of all items required by the statement of work and drawings for which a price exists in the pricing guide.
Estimates of Non-Pre-priced Items. A computerized, "detailed report" estimate organized into the formatreflected in the pricing guide (or contracting officer approved equivalent) listing quantities, prices, and a short description of all items required by the statement of work and drawings for which no price exists in the pricing guide.
Instructions. Preprinted material describing installation of a product, system, or material, including special notices and material safety data sheets, if any, concerning impedances, hazards, and safety precautions are considered submittals. Operation and maintenance manuals are considered deliverables under the contract and not submittals; however, when necessary to
TRAVIS AFB - SABER Contract FA4427-1O-R-0102 review information to be included in the final manuals such information should. be called for under the submittal description.
Minimum Design. Designs incidental to accomplishing the required tasks outlined in each delivery order. The extent of these designs will depend upon the complexity of each task. Under the scope of this contract, the complexity will not necessarily require the services of a registered architect or engineer. However, the contractor shall provide sufficient design documentation to substantiate the proposed approach for the task. Also, designs shall clearly illustrate compliance with local, state, and federal building and construction codes. At the site validation visit, the government's pfQject man,ager will idenJify the. extent of documentation that the contractor shall include in the project submittal. This documentation shall include all ofthefollowing:
Statement of Work (technical description of the task).
Work flow chart similar to a PERT diagram Detailed cost estimate Justification for any non-pre-priced items Material Approval Submittals Verified As-Built Drawings Shop drawings showing basic layout and planning of the work.
Manufacturer's or technical drawings/schematics for fabrication and assembly of structural elements (Structural metal framing) Form fit and attachment details for installation of materials/equipment Design calculations to substantiate proposed layout and sizing of utilities and structural elements (i.e., HVAC loads, Lighting, Platform supports, Foundation, etc.)
Drawings Site plan, Floor plan & Roof framing plan/details Elevations: Provide a minimum of two principal elevations Sections: Show at least one principal section showing floor and roof framing, suspended ceilings, floor to ceiling heights, major mechanical and electrical systems Mechanical/Electrical: Plans showing location of all major pieces of equipment, panels, and main duct, piping and conduit runs and plumbing, lighting, power floor plan, especially electrical riser diagram, plumbing riser diagram and mechanical control diagram and all schedules
Negotiations. Meetings between government and contractor personnel to come to an agreement on the specific conditions, performance period, and cost of a delivery order or the basic contract.
The CO or representative will schedule and conduct all negotiations.
Site Visit. An investigative visit to a project location for the contractor to gather enough information to prepare a statement of work and drawings.
Statement of Work. Written descriptions documenting work proposed by the contractor. The statement of work must be thorough enough to allow the government and contractor to estimate pre-priced and non-pre-priced items, the government to monitor the work, and the contractor to execute the work. The statement of work includes attached AF Form 66, Schedule of Material Submittals. Refer to section 01300 for specific submittal requirements.

4. APPROVED DESIGN SUBMITTALS.

4.0. The contractor shall not construe the CO's approval of design submittals as a complete check, but only an indication that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the contractor of the responsibility for any error which may exist. Under the contractor's quality control requirements of this contract, the contractor is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work. If applicable, the contractor shall make all corrections required by the CO and promptly furnish a corrected submittal in the form and number of copies specified for the initial submittal. After the CO approves a design submittal, the government will not consider any resubmittal for the purpose of substituting materials or equipment unless accompanied by an explanation of why a substitution is necessary.
4.1. Design Documentation.
Design documentation shall include a list of applicable technical specifications, drawings and sufficient calculations to support the adequacy of equipment/materials proposed for the project and the proposed assembly of structural components.
4.2. Drawings.
Drawings submitted by the contractor, subcontractor, and any lower tier subcontractor, pursuant to a construction contract, shall show in detail the proposed fabrication and assembly of structural elements and/or the installation (i.e., roof framing, form fit, and attachment details, etc) of materials or equipment. The government will not require designs in excess of a conventional design developed to a 35% stage. However, drawings must have sufficient detail to enable the SABER PM to accomplish independent estimates. For the purpose ofthis requirement, the term drawings includes actual shop drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, samples, performance and test data, and similar materials furnished by the contractor to explain in detail specific portions of the work required by the contract. The contractor shall provide the following drawings based on the SOW, for Government approval;
Cover sheet with Title and Approval block Site and utilities plan and details, including dimensions Demolition plan including asbestos and lead abatement Floor Plans and details to include interior & exterior finish schedule, doors & windows schedule, etc., Elevations Underground Utility Plan and Profiles Floor Plans/Structural framing planlRoof framing plan & details Cross Sections Wall and Roof Sections Reflected Ceiling Plan & details Mechanical Plan and HVAC control Diagrams Plumbing riser diagram

The contractor shall provide three (3) sets of drawings to the CO with the proposal. Drawing size must be 30"x42". The contractor shall also provide one copy of the drawings on CD-R.
The disk drawings shall be in the native file format used by AutoCAD 2010 or most current version and capable of being loaded without conversion or editing. The drawing format of the disk drawings (i.e., level/layer structure, symbology, etc.) shall conform to the tADD standards used by the base civil engineer drafting shop. The contractor shall incorporate any changes to the drawings, brought about by changes in scope or as a result of proposal evaluation, and provide three (3) revised sets along with new disk files to the CO before he/she issues the delivery order.
The government may duplicate, use, and disclose in any manner and for any purpose shop drawings delivered under this contract.
The CO will sign the drawing to indicate approval or disapproval of the shop drawings and return one set to the contractor. On disapprovals, the CO shall annotate the government's reason for disapproval on the drawing. If the contractor initiates any work before receiving approval, the contractor assumes all risk for that work..
Rendered Perspective: When required, develop a rendered (color) perspective of the proposed building. The perspective shall clearly reflect the A-E's intent to make the new building compatible to existing buildings in the vicinity ofthe site.
4.3. Calculations.
Engineering calculations and design drawings to support the mechanical, electrical, fire alarm, fire sprinkler system and civil designs shall be wet stamped by appropriate State of California registered professional engineers. All of these engineered drawings shall be submitted within 30 days after NTP.
To substantiate appropriate equipment or material selection/sizing and component assembly, the contractor shall supply the following calculations:
Mechanical: HVAC load analysis and unit sizing, pipe sizing, and duct sizing.
Electrical: Electrical system capacity, conductor, conduit, protective devices, and other equipment sizing.
Structural: Structural system, soil surveys, soil bearing testing and foundation sizing.
Contractor shall use IBC.
Pavements/Site Work: Area run-off quantities, drainage capacities, and grading slopes.
4.4. Record Drawings.

Prior to the start of any work on a project, the contractor shall obtain two copies of the appropriate record drawings, if available, from the SABER office.
5. GOVERNMENT PROVIDED AS-BUILT RECORD DRAWINGS.
5.0. The government does not guarantee the complete accuracy and adequacy of existing as-built record drawings that may be made available to the contractor. As part of the design process, the contractor shall verify the as-built conditions of the site. It is the contractor's responsibility to field verify all existing conditions prior to submitting proposals for work under any delivery order. The contractor can request as-builts from the SABER Office as applicable. To indicate verification, the contractor shall sign one copy of the record drawings and include this copy in the submittal package. The verification applies ONLY to those features that are readily verifiable. It does NOT apply to hidden or buried components. After award of the delivery order, increases in award price shall not be granted based on site conditions that the Government determines could have been verified prior to delivery order issuance. The government will not pay for modifications associated with existing site conditions due to the contractor's failure to verify those conditions as part of the design effort.
5.1. Drawing Updates:
During the progress of the work, the contractor shall keep a careful record (red lines) at the job site of all changes and corrections from the layouts shown on the drawings, if applicable, regardless of whether they are a part of the construction effort or not. This shall include any hidden or subsurface data discovered during construction. The contractor shall enter such changes and corrections on a copy ofthe technical proposal drawings (submitted with the delivery order proposal) and provide the CO with a copy of the updated drawings and red line drawings.
The record drawings shall indicate all physical changes to the construction area and the actual location of any subsurface utility lines. The drawings shall also show, by offset dimensions to two permanently fixed surface features, the end of each run including each change in direction in sufficient detail that anyone may determine the location of these lines and appurtenances in the event the surface openings or indicators become covered over or obscured. The drawings shall indicate all valves, splice boxes, and similar appurtenances by dimensions along the utility run from a reference point. The drawings shall also note the average depth below the surface of each run.
5.2. Progress Schedules and Reports.
Upon award of the delivery order, the contractor shall accomplish the reports contemplated by the clause titled "Schedules for Construction Contracts" on and in accordance with instructions pertaining to AF Form 3064, Contract Progress Schedule, and AF Form 3065, Contract Progress Report. The contractor shall also submit a schedule forms (i.e., PERT charts, GANT charts, etc.) developed using scheduling software (Microsoft project or primavera), provided these documents convey the same information as the AF Forms 3064 and 3065. The construction shall not start without the Contract Progress Schedule.

5.3. Material Submittal Approval.

In each delivery order proposal, the contractor shall provide submittals for all materials, test reports, certificates, installer qualification, samples, shop drawings, catalogue cuts, manufacturer's literature and articles requiring approval contemplated by the Materials and Workmanship Clause using the AF Form 3000, Material Approval Submittal in five (5) complete copies within 10 days after NTP. Material Submittals (AF Form 3000) shall be given to the Contracting Officer as stated in the contract requirements and/or on the Schedule of Material Submittal (AF Form 66). The contractor should allow adequate time (10 working days) for both Contracting and Civil Engineer persoImel to review the submittals before the required approval is granted to avoid any unnecessary work delays.
5.4. Channel of Submission
Submittals will be accepted from the contractor. Contractor shall check submittals for completeness, accuracy for construction purposes, and conformance with contract requirements.
Contractor shall indicate his approval on each submittal. All submittals shall be provided to the Contracting Officer for approval.
Shop Drawings
Shop drawings shall be prepared by persons competent and experienced in trade involved.
Accuracy and completeness are required. Drawings shall reflect field measurements and conditions and shall show the relationship of the item to adjacent materials.
Approvals of Substitutions
With any request for approval of substitutions, the contractor shall submit to the Government complete data including performance and chemical makeup for both specified and proposed item. For all products that differ from those specified, the word "substitution" shall be clearly indicated on the element description of AF Form 3000. Approvals of substitutions will require 20 working days for review after submittal to the Contracting Officer.
6. TRADE NAMES.
Trade names of specific products in this specification are generally used for purposes of defining general quality and performances. All items will be submitted one time for approval.
7. PROTECTION.
Contractor shall be solely responsible for furnishing, erecting, maintaining, and removing all protective barriers, signs, temporary lighting, etc., required for protection of persons and property. Open flaine devices of any kind are prohibited. Driving vehicles on grassed areas is prohibited during construction unless a request has been submitted in writing and approved by the Contracting Officer.
8. MAINTENANCE.

During the construction period, all vegetation at the construction site and the storage area shall be maintained by the contractor. Maintenance shall include mowing grass and/or weeds at least weekly. All damaged or dead vegetation shall be replaced as directed by the Contracting Officer at no additional cost to the Government.
9. SPECIFICATIONS.
These specifications are divided into several trade sections for convenience and not to establish the limits of the work required of any trade. It shall be the contractor's responsibility to allocate the work between appropriate trades. In the event of a discrepancy between the contents of the accompanying drawings and specification(s), the specifications shall govern.
9.1. Approved MaterialslEquipment.
Once the government approves an item of material or equipment, the contractor does not need to resubmit this item for approval for the duration of the contract unless directed to do so by the CO. However, the contractor must still list the material on the AF Form 3000. If, at any time during the duration of this contract, the contractor desires to change materials from those originally approved, the contractor shall resubmit the new materials to the CO for approval prior to incorporation into the project.
9.2. Submittal Register and Library.
9.2.1. Submittal Register: The contractor shall develop and maintain a submittal register to record and track all pre-approved material submittals. This register shall be automated and the contractor shall provide a copy of the software and database into the Government's SABER office computer, and configure the system identically to his own. The contractor shall segregate submittals by the appropriate UFGS section number and then number each item consecutively throughout the life of the contract. The contractor shall number all material submittals consecutively throughout the life of the contract. For resubmittals after disapproval, or Resubmittals upon request of the CO, the contractor shall use the.original submission number and an alpha, beginning with "(A)" after the original submission number. For example, if the CO disapproved the original submission numbered 500, the first resubmission of this submittal shall be number 500(A). The second resubmission shall be number 500(B), etc. The contractor shall provide one copy of updated submittal register to the contracting officer with each invoice request.
9.2.2. Submittal Library: The contractor shall, within 45 calendar days after contract award, provided to the government for approval a standard set of materials the contractor intends to use for this contract (i.e. samples of floor coverings, wall coverings, outlet/receptacle covers, etc.)
Once approved the contractor within 30 days of approval will establish a library on TRAVIS AFB where customers or the base architect can come to choose which finish materials they prefer for their facility. At any time during the life of this contract the government may ask to
TRAVIS APB - SABER Contract FA4427 -10-R-0102 have an updated submittal library to match any changes made to the TRAVIS AFB Architectural Compatibility .
9.3. Quality Control on Design Submittals.
The contractor shall thoroughly review all design submittals for accuracy, completeness, and compliance with contract requirements, and shall indicate its approval thereon as evidence of such coordination and review. The contractor shall include constructability, architectural and system compatibility, operability, and maintainability considerations in each review.
9.4. Contractor's Review.
Prior to submittal, the contractors' quality control (QC) representative shall check and approve all items, and sign and date each item indicating action taken. If the delivery order requires shop drawings, each of the contractor's appropriate reviewing officials shall sign or initial the drawings as evidence of review. The CO may refuse any shop drawings submitted without evidence of the contractor's review, coordination, and approval. The CO's approval shall NOT relieve the contractor from responsibility for any errors or omissions in such drawings, nor from responsibility for complying with the requirements of this contract.
9.5. Proposed Alternative Approaches.
The design submittal shall clearly identify any proposed alternatives from the original design concept envisioned to meet the project requirements.
If shop drawings show variations from the design concept discussed during the site visit, the contractor shall describe such variations in writing, separate from the drawings, at the time of submission. A~ternative approaches shall not be implemented without the CO approval.
The government will develop an independent estimate on the project for the purpose of validating the contractor's estimate. During negotiations, the contractor may present justification to support the selection of line items that differ from the government's estimate. Should either party (the contractor or the government's estimator) refuse to agree on the appropriateness of the other's line item and adjust their estimate accordingly, negotiations shall cease without award or cost to the government.
9.6. Accuracy.
All measurements shown on shop drawings and used in developing cost estimates shall be exact dimensions. Use of the RS. MEANS@ price data is applicable to this section. Unit prices include all waste, so the government will NOT allow additional SF, SY, tF, CY, etc., for waste.
For example, when estimating ceiling tile for a room 14 feet by 14 feet totals 196 square feet, the contractor's proposal shall reflect 196 square feet for the removal and installation of the ceiling tile.
The delivery order may reflect estimated quantity line items. For these items, the contractor shall submit a daily total of quantities used on days the contractor uses the item. These
TRAVIS AFB _SABER e ~ntract FA4427-1O-R-OI02 submittals may be delivery tickets, way-bills (includes hauling debris to landfill), worksheets, shop drawings, etc., to meet the specific requirement. The contractor shall provide these submittals to the project inspector who will validate and forward them to the CO.
9.7. Codes, Standards, and Instructions.
All design documentation and subsequent construction practices shall be in accordance with, but not limited to, the latest edition of the following criteria; Construction Specification Institute (CSI) SABER Contract Specifications, applicable Federal, State, and Local codes, Safety Standards (OSHA,NFPA,AFOSH), Industry Standard Codes, International Building Code (IBC), National Electric Code (NEC), International Plumbing Code (IPC), International Mechanical Code, Air Force ETL's, Air Force Instruction (AFI), Army Corp of Engineers TI 809-04, Army Corp of Engineers TI 809-05 and Air Force Manuals. Building Officials and Code Administrators (BOCA) International, Inc. has established the basic building code standards for construction, renovation, repair, and maintenance. These standards, commonly referred to as BOCA National Codes, shall constitute the minimum acceptable levels of design, function, and safety for all projects. If there is a conflict between any of the Codes, Standards and Instruction, the most stringent requirement shall apply.
All designs, material selections, construction, renovation, repair, and maintenance shall comply with the base and Air Mobility Command architectural standards. The government documents these standards in the Travis Air Force Base Architectural Compatibility Plan, Travis AFB
'- Installation Design Guidelines/Standards (Maintainability & Durability list), Travis Telecommunications wiring & installation standard and in a series of paIIiphlets published by the command. The civil engineer squadron's engineering flight will provide these documents to the contractor upon request. During the course of the contract, the contractor shall comply with any additions or revisions to these standards upon official notification by the government. To correct errors in compliance, the contractor shall accomplish any additional work at no cost to the government.
Manufacturer's instructions pertaining to the use or installation of products, materials, or equipment used or installed in the execution of work under this contract form a part of these specifications as though specifically set forth herein. These instructions apply whether furnished as a normal, usual, or customary practice of the manufacturer or if furnished in response to a requirement stipulated herein. In the event of conflict between the specification of drawings and manufacturers' instructions, the contractor shall bring such conflict to the attention of the CO for resolution before proceeding with the work involved.
All designs for new facilities shall include features that comply with the energy management directives outlined in Executive Order 12902, 10 March 1994, Part XIII.
9.8. Engineering Technical Letters (ETL).
The following ETL's are incorporated into this specification by reference. If there is a conflict between these instructions, codes, regulations, or specifications, the most stringent requirement shall apply at all times. All ETL's are posted quarterly to the Construction Criteria Base (CCB), TRAVIS AFB - SABER Contract FA4427-1 O-R-O102 published by the National Institute of Building Sciences (NIBS).
