1. On the SABER seed project drawings sheets A-2through A-4 there is a note that says see A-IS for room names. Section A ends at A-I2. We need this info to determine fire alarm notification placement. Will you please provide drawing A-IS so we can reference room usage.
ANSWER: Attached is A-IS, the room schedule.
2. The existing elevator has an old version of fire recall. It does not meet current federal standards for ANSI. As a result, for this project you have two options:
Connect new/modified life safety devices to the existing elevator equipment.
Renovate elevator control system with a new control system capable of connecting with the new devices and utilizing the most current fire recall standards.

ANSWER: Connect new/modified life safety devices to the existing elevator equipment.
3. Bldg. 31 has had two renovations, one in the Command Post section, and another in the operations center directly to the West of the Command Post Conference (I believe to be referenced to as the EA Cab) room. During those renovations new fire alarm devices where installed.
a. Are those devices addressable, and conforming to your end requirements?
ANSWER: Yes the devices are addressable but no they do not conform to the end requirement because they are not mass notification.
b. If they do conform to your requirements, should we incorporate these devices into the new design, or should we assume to demolish and replace?
ANSWER: Refer to answer in question 1a.
c. Can the as-built drawings from the two SABER projects that encompassed these changes to the EA CAB and the Command Post be made available in their entirety for our design purposes?
ANSWER: Yes they can be made available.
4. With exception to the areas renovated during the Command Post Renovation and the EA Cab, the above ceiling obstacles reveal years of improperly installed conduit installations, with many junction boxes and conduit runs supported by ceiling wires tied to duct hangers.

a. Are we to assume that the conduits and various raceways associated with the existing fire alarm system are installed to code, and therefore suitable to incorporate into the design that will be presented in our proposal?
ANSWER: It may be assumed that conduits and various raceways where constructed according to code during that construction period and that construction period only.

b. Are we to assume that the existing fire alarm system raceways have been compromised by the conditions described and should need to be removed and replaced?
ANSWER: It may be assumed that the existing fire alarm system raceways have been compromised.
5. Due to the sensitive nature of activities within 'certain areas of in bldg. 31, are we to be escorted during construction, in part or in whole, or not at all?
ANSWER: In controlled areas work will follow protocol. On previous occasions work proceeded without any escorts but proper entry procedures were followed.
Unless security instructions have change it may be assumed that there will be no escorts.
6.)s this to be assumed as work to be conducted during normal duty hours or as night work when it would impact the facility less?
ANSWER: Yes all work shall be conducted during normal duty hr unless for unforeseen situation that may be very unlikely.
7. During the job walk it was stated by the CO that the deadline for the PPQs return was the same as the overall proposal deadline, 6 June 2010. However, that the listing of who we have requested the PPQs from shall be due on the 25th of May with Volume II. Could you please address this in writing to clarify, and to ensure that we comply correctly with your requirements and expectations?
ANSWER: The Volume II information was requested to be due on May 25, however, it also has the same deadline as the overall proposal of June 6, 2010. It was requested a little early so that the preliminary work could be done and assist in the overall timely accomplishment of the evaluations.

8. What room numbers are considered part of University Center?
ANSWER: Room numbers #1 thru 4-20.
9. Is there a Wide Area Mass Notification System, if so what make is it and what are the requirements to communicate with it?
ANSWER: Currently, there is no Wide Area Mass Notification System. Section 3.4.3 states "Install new mass notification system panels" and should have a capability to communicate with the fire department, which current uses the Monaco system for fire alarms notification only.
10. Is there an additional requirement beyond UFC 4-021-01 for standby power for the Mass Notification System? The UFC .states one hour in alarm mode but most bases have additional requirements?
ANSWER: Adhere to UFC 4-021-0 I requirement of only 60 minutes of standby power.
11. The SOW item 2.4 states: "Demo old alarm panel and wiring". However, under Construction, Main Control Area, item 3.4, it states: "Connect all new devices to existing alarm panel", and section 3.6.6 states to "program and connect elevator to existing FACP".
Are we to demo the panel per 2.4, or is it to remain per section3.4 and 3.6.6?
ANSWER: There are two panels, the Simplex (older) and Notifier (newer) in the main Control area. The older panel, Simplex, will be demolished and the associated component and devices will be connected to the existing (Notifier) alarm panel per 3.4.2. The elevator shall be connected to the existing system.
12. Ref: SOW Document, Construction, Main Control Area, item 3.4.3: "Install new mass notification system panel". For bidding purposes, in general terms, what are the basic requirements for the new Mass Notification Panel; i.e., is a specific Mfr. Required, what is the basic functionality, interface protocol with the FACP, and what information needs to be transmitted and how and to whom it is to report?
ANSWER: Minimum requirements shall include interfacing with FACP, voice and

2 June 2010 visual notification, PA system and the capability to relay a signal to the Fire Department.
13. The existing Simplex annunciator panel is connected to the existing Simplex FACP (not the Honeywell NFS 303.0Notification panel-the existing Simplex annunciator serves the FACP, and the LCD 80 would serve the NFS 3030, these are currently configured as separate systems). However, per sections 2.3.1 and 3.3.1&2, the Gov't provided LCD-80 (Honeywell) annunciator panel is apparently intended to replace the existing Simplex annunciator panel.
Please clarify the intent.
ANSWER: The Government Furnished Equipment, LCD-80 annunciator, is to replace the simplex annunciator and will be connected to the Notifier panel.
14. Ref: SOW Document, Demolition Section 2.2., and Construction Section 3.2 (Server Room- Pre-Action System). Item 2.2.1 states to demo pre-action release panel, devices and wiring, but it does not indicate that a new one is to be installed. This would imply that the pre-action system is intended to be removed/decommissioned, and that the area currently covered by the pre-action system is to be covered by the new FACP/devices. Is this correct?
ANSWER: The subsystem shall be removed entirely and the flow sensor shall be connected To the Notifier Panel. The Pre-Action component shall convert/replace with a Wet System component system.
15. Ref: SOW Document, Demolition Section 2.2., and Construction Section 3.2 (Server Room- Pre-Action System). Item 2.2.2 states to "demo old pre-action fire suppression system components", which would indicate the entire system (including the riser) is to be removed;
however, section 3.2.4 indicates that a new addressable flow sensor is to be installed on the pre-action riser. Please clarify the scope/intent for the existing Pre-action system.
ANSWER: Only components that comprise the Pre-Action system are to be replace/convert to a wet pipe system. The Riser does not need to be demolished.
16. Ref: SOW Document, Demolition Section 2.2., and Construction Section 3.2 (Server Room- Pre-Action System). Section 3.2.3 instructs the Contractor to install new "wet pipe" FS

2 June 2010 components. Please clarify if the intent is to re-install sprinklers onto the existing pre-action system, or to protect the area currently covered by the pre-action system by expanding the wet-pipe system located throughout the building?
ANSWER: The Pre-Action system components are to be replaced with a wet pipe system. Sections 2.2 and 3.2 applies to the Server Room.
17. The existing Simplex annunciator panel indicated a Halon system in the Server Room area, but this system was not evident at the site visit. Is this system in place, and does it need to be monitored by the new FACP?
ANSWER: The simplex annunicator will be replaced with a GFE LCD 80.
18. For design purposes, what are the building classification, occupancy rating, and occupancy loads for the building?
ANSWER: HQ building, mostly administrative/offices spaces for 50+ personnel.
19. What is the name brand of the existing fire alarm system?
ANSWER: Simplex and Notifier.
20. Within the SOW, Demolition item 2.4.1 states to demo the old alarm panel and wiring. Main Control item 3.4.2 states to connect all new devices to existing alarm panel. Attachment #9 includes a data sheet for a Government provided Notifier annunciator LCD-80. Please clarify that the existing fire alarm control panel is to remain and it is manufactured by Notifier.
ANSWER: The Simplex Panel shall be removed and associated components shall be connected to the Notifier Panel.
21. Will the Government be accepting Saturday delivery (6/5) for proposals in response to solicitation # FA4427-R-1O-OI02 (due Sunday, 6/6)?
ANSWER: Yes, the Government will accept Saturday delivery for proposals between the hours of 7:30 AM - I :30 PM.
22. Are each Volume of the proposal to be in it's own Binder? Or combined in one large Binder;
separated by dividers.

23. Is only on SABER being awarded to only one Contractor? Or is this a creation of a list of contractors to do work at Travis.
ANSWER: One award will be made to one Contractor for this contract.
24. In regards to the above-referenced solicitation: Is the information provided as the proposal for the seed project included in the page limitation for Volume I, Mission CapabilityfTechnical/Risk (50 pages)?
ANSWER: The AF 3052 Cost Breakdown Worksheet and the R.S. Means breakdown worksheet for the seed project does not count in the 50 page limitation for Volume 1.
25. What is the maximum bonding this solicitation required and can we use Individual Surety Company?
ANSWER: Please see paragraph 9.0, page 15 of the Solicitation. The contract amount shall not exceed $45,000,000. Individual Surety Companies can be used.
26. Given the fact that Subfactor 2 requires a detailed technical description, execution narrative and engineering calculations to support the Seed Project, can the information provided for the Seed project be excluded from the 50-page limitation for Volume I?
ANSWER: The AF 3052 Cost Breakdown Worksheet and the R.S. Means breakdown worksheet for the seed project does not count in the 50 page limitation for Volume 1.
27. How is the total Government price calculated? Will the coefficients be applied to the sum of all bare costs (material, labor and equipment) of the applicable line items from RS Means? If not, can you please provide the equation by which the total Government price is calculated?
For example, is this correct:
#Units x (bare material cost + bare labor cost + bare equipment cost] x [CCI factor for Vallejo] x [contractor's applicable coefficient] = total price to the Government
ANSWER: Please see solicitation attachment 3-5A ATCH 1 Specs Support Equipment document, Section 3. Price Determination, for an explanation on how total Government price will be calculated. .

28. The Sol. References "ingenuity" as an evaluation factor for the proposed design solution for the FA Upgrade to Bldg 31. As the SOW is intended as a somewhat general statement of the objectives, and contains some information that appears to be in conflict or is unclear as indicated in the list of RFI' s recently submitted, my question is:
Is it acceptable to use the SOW as a guiding document that outlines the overall intent, but where it is vague or conflicting, to propose a solution that we believe serves the general goal and best meets the needs of the end user, but that may deviate from the SOW? Or, will we be evaluated on our ability to follow the SOW exactly is it is written?(in other words, to what extent does ingenuity, based on our interpretation of the SOW and our vision of the best and most efficient use of effort to meet the end goal, trump our ability to strictly adhere to the SOW as written?).
ANSWER: Yes, it is acceptable to use the SOW as a guiding document that outlines the overall intent, but where it is vague or conflicting, to propose a solution that you believe serves the general goal and best meets the needs of the end user. You do not have to strictly adhere to the SOW. The SOW represents the end result of the seed project. ;
29. Section 1.4.2 mentions:
The offeror shall submit 3 to 5 Past Performance Information Sheets identifying active or completed contracts, either Government or commercial, for each prime, teaming partner, and/or joint venture partner (within the same division or cost center).
-While Section 1.4.3 mentions:
Provide data for up to 5 relevant contracts held within the last three years for each entity the offeror wants the Government to consider. Performance Information Sheets for each contract is limited to 2 pages As per section 1.4.3 up to 5 relevant contracts for "EACH ENTITY" will be more than 3-5 past performance sheets required in Section 1.4.2.
Please clarify:
a. Whether Sections 1.4.2 and 1.4.3 are distinct and have no relevance and the separate Project Information sheets need to be provided for Sections 1.4.2 and Section 1.4.3 separately or
b. WE could submit up to 5 Project Information sheets of one Entity or more than one project information sheets of more than one entities but total limit of up to Five Project Information sheets as in Section 1.4.2

ANSWER: Sections 1.4.2 and 1.4.3 are relevant to each other. 1.4.3, Relevant Contracts, relates to the 3 -5 Past Performance references for active or completed contracts.
30. Section 1.4.7 mentions that sub's consent is required to release their past performance to the Prime. In Section 1.4.6 there is no mention of Sub's past performance to be submitted in the package though sub's consent form has subs past performance information. Please clarify.
ANSWER: If the Prime Contractor is going to use past performance information from his subcontractor, a consent form from the subcontractor is mandatory in order for the evaluation board to consider it for past performance purposes. If the consent form is not included and past performance information is in the packet relevant to the subcontractor, it will have to be set aside and not considered.
