1. GENERAL
SECTION 01010
GENERAL REQUIREMENTS
tmtract FA4427-1O-R-OI02
1.1. Description: This is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Simplified Acquisition of Base Engineer Requirements (SABER) construction efforts on a broad range of real property maintenance, repair, alteration, demolition, and new and minor construction projects to include building and residential work at Travis Air Force Base (AFB), California, and remote locations identified in section 1.15 and supported by organizations assigned to Travis AFB. This contract may be used for projects funded by Non Appropriated Fund (NAF) activities which do not become an appropriated fund obligation of the United States government. The work required will support the operations of the Base Civil Engineer (BCE), 60th Civil Engineer Squadron (CES). The government will award construction projects by individual delivery orders on an as needed basis. The contractor shall furnish all plant, labor, personnel, equipment, tools, materials, supervision, transportation, services (including engineering & technical design), and incidentals necessary to design, manage, and accomplish a broad range of individual delivery orders and the contract. During the contract period, the BCE SABER along with the Contracting Officer (CO) staffwill identify construction tasks and the CO will issue individual delivery orders to the contractorfpr accomplishment of identified work.
The Contractor shall maintain management offices onTravis AFB and work closely with government personnel in identifying specific requirements to successfully accomplish each delivery order. Work shall require expertise in various trades to include, but not limited to, demolition, excavation, pavement repairs, masonry, carpentry, interior/exterior renovation, roofing, painting, plumbing, sheet metal, steam fittings, welding, HVAC, fire protection, electrical, asbestos identification / abatement / removal, lead based paint survey / abatement / removal, soil remediation, etc.
1.2. Project Distribution each option year: It is estimated that the maximum dollar amount of this contract will be distributed as follows:
1.2.1.96% of work accomplished during standard work hours in areas not requiring escorts
1.2.2. 1 % of work accomplished during non-standard work hours in areas not requiring escorts
1.2.3.2% of work accomplished during standard work hours in areas requiring escorts
1.2.4. 1 % of work accomplished during non-standard work hours in areas requiring escorts
1.3. Delivery Order Range and Anticipated Average Delivery Order Size: Construction projects under this contract will typically/generally range from $2,000 up to $750,000.
1.4. Statutory Cost Limitations: Some Delivery Orders may be subject to a statutory cost limitation. In those instances the project will clearly indicate subject to cost limitation.

1.5. Coefficient Information
The following Divisions Numbers and SABER Technical Sections as contained in RS Means shall not be used as line items in pricing delivery orders issued under this contract. These costs shall be covered in the coefficients:
a) Division 01 11 to 01 93 - This Division (General Requirements) is excluded in its entirety except equipment rental, fencing & scaffolding, these items may be considered only if the required item is not included in the descriptions for the MEANS assemblies or line item that describe the work. Section 01010 Summary of Work, Section 01040 Coordination, Section 01300 Deliv~ryQrcl~r Proposals, Section 01440 CQC, Section 01500 Construction Facilities & Temporary Controls, Section 01600 Material & Equipment and Section 01700 Delivery Order Closeout.
b) Coefficients shall contain all allowable contractor costs, including contingencies and profit. Examples of such costs are; gross receipts taxes and payroll taxes, such as FICA, workmen's compensation, state and federal unemployment taxes for direct payroll employees, superintendents' salaries, builders' risk insurance, initial contract startup, mobilization and demobilization expenses and bond premiums; and various overhead expenses, including project estimating, daily clean-up, site office overhead, field office building, furniture, equipment, on-site office staff salaries, vehicle and construction equipment maintenance, office administrative expenses and a proportional share of home office overhead. The coefficient should also include all insurance, special clothing for workers, traffic barricades, additional supervision, as well as, paperwork fees associated with a particular delivery order, consultant fees, all on and off site storage, etc. The coefficient shall also reflect the contractor's perception of the accuracy of the Means Cost Data.
1.6. RS Means updates their database annually. This update shall provide the only economic price adjustment under this contract.
1.7. The specification provided consists of the following:.
a) Technical specifications - paragraph 1.8.1
b) Construction requirements - paragraph 1.10
1.8. Technical Specifications.
1.8.1. Specifications are based on the Unified Facilities Guide Specifications (UFGS) published by Construction Criteria Base. UFGS are published only in electronic format and are intended to be used with Specs Intact software. These specifications are organized in the Construction Specification Institute (CSI) Division Master Format (the most current version) and shall be used for this contract.
1.8.2. The intent of these specifications is to furnish concise commercial, industrial, and residential standards for maintenance, repair, and new and minor construction of government facilities. Any work not addressed in the SABER Technical Specifications shall require
TRAVIS AFB _SABER e ~ntract FA4427-1 O-R-O102 submittal and approval of applicable specifications, manufacturer's literature, etc. as part of the delivery order.
1.9. Unified Facilities Guide Specifications (UFGS) published by Construction Criteria Base.
Each specification section may apply to numerous individual line items. Some specifications are broad scoped in nature and contain a variety of items. Other specifications may not have Pre- Priced Data base pricing information. Those items may be special ordered from the manufacturer or the items involved may be proprietary to each manufacturer's own equipment.
It is not possible to create a comprehensive specification capable of addressing every possible condition that may be encountered. Consequently the specifications are intended to indicate the quality of materials and workmanship expected by the Government. If a specific line item description is not included in the Guide Specifications, the Contractor shall provide a complete description of the item, including standards and salient features, of the selection of or approval for use of that line item. Most of the unedited specification sections contain several fill-in-the-blank passages for which there are given options. For each project, the Contractor shall tailor each applicable specification section by identifying in a project SOW the proposed selection for each of these passages, as applicable to the given project. For instance, a SOW that included work to construct a concrete slab would need to state the grade of reinforcing steel or type of cement. If left unstated, the more stringent or highest quality selection governs. If there is a dispute between standards, follow the TRAVIS AFB Design Standard/Codes/References. The following guide specifications are applicable to each delivery order issued.
These products are available online only at www.ccb.org. The contractor shall use these data sets to develop the requirements/specifications for awarded projects. UFGS by Division as of May 2009 are as follows:

1.10. Construction Requirements:
1.10.1. Standards/Codes/references identified represent minimal design requirements expected in the execution of this contract. The most current editions and stringent requirements of the following standards/codes/references shall be used as guidelines for all work performed under this contract:

1.10.2. The contractor shall have a copy of each of the above documents available for use during the term of this contract. These copies shall be maintained on-site at TRAVIS APB and be available for inspection by Government personnel.
1.10.3. If a conflict arises between any referenced code, regulation, manufacturer instruction and/or specification, the contractor shall bring it to the attention of the Contracting Officer or designated representative for resolution. The most stringent requirement shall apply at all times.
1.10.4. All required permits and processing are the responsibility of the contractor and a copy will be submitted to the government for information and filing.
1.11. Ordering Procedures and Workflow:
1.11.1. As the need exists for performance under the terms of this contract, the Contracting office will notify the contractor of a performance requirement. Upon receipt of this notification, the contractor shall respond to the needs of the government according to the following procedures and timelines:
1) RFP - written or verbal (verbal to be confirmed within 24hrs)
2) SITE VISIT .
3) SUBMIT SITE VISIT MINUTES & SOW
4) FACT FINDING
5) REFINEMENT OF SOW/SKETCHES OR DRAWINGS

1.11.1.1. Normal. Response Requirement: If the requirement is determined to be a normal response requirement by the CO, the contractor shall submit a Delivery Order Proposal to fulfill the requirement within a maximum often (10) work days from written notification. Additional time may be allowed at the discretion of the CO. .
1.11.1.2. Expedient Response Requirement: If the requirement is determined to be an expedient response requirement by the CO, the contractor shall submit a Delivery Order Proposal to fulfill the requirement within a maximum of five (5) work days from written notification.
1.11.1.3. Urgent Response Requirement: If the requirement is determined to be an urgent response requirement by the CO, the contractor shall submit a Delivery Order Proposal to fulfill the requirement within a maximum of two (2) work days from written or verbal notification.
1.11.1.4. A site visit with the contractor, SABER project manager, customer and CO's representative shall take place to clarify the scope of the requirement and contractor shall verify the existing conditions. A representative from each of the subcontractors involved shall also be present at the site visit. The contractor shall provide two (2) copies of detailed site visit minutes to the CO within one (1) workday following the site visit.
1.11.1.5. Upon completion of the fact finding discussions for each requirement, including the finalized sketch/drawings and Statement of Work, whether Contractor or Government generated, the Contractor shall prepare a detailed proposal by identifying tasks, preparing working drawings, refining quantities of both prepriced and non-prepriced items (NPI), pricing NPls, developing performance times, and preparing a completed proposal document for submission to the Contracting Officer. General contractor shall submit all sub-contractors cost proposal and material/equipment (to be used) price list from vendors or manufacturer.
1.11.1.6. Discussions may occur between the government's technical representatives and the contractor prior to formal negotiation. However, the discussions will involve only decisions concerning which line item and assemblies/systems are best suited to perform the task.
1.11.1.7. Upon receipt of the contractor's proposal, the government will review the proposal for completeness. The contractor shall be notified of acceptance of the Deliver Order Proposal. The SABER PM and CO and/or designated representative and the contractor shall then enter into negotiations (as necessary) to add, change, or delete quantities, line items, and assemblies/systems to reach a final negotiated amount and construction period.
1.11.1.7.1. The contractor shall use the items below for the cost proposal:
Prices associated with RS Means
a) Facilities Construction Cost Data (for new construction requirements).
b) Repair & Remodeling Cost Data (for repair and remodeling requirements)
These cost data shall take precedence over other RS Means Cost Data.
1.11.1.7.2. The "Bare Cosf' price data provided by the RS Means Company shall serve as the basis for establishing the value of the work performed on a unit price and assemblies/systems basis. The Bare Cost total column figure established in RS Means based on an estimating
TRAVIS APB _SABER e ~ntract FA4427-l O-R-Ol02 software system shall be multiplied by associated RS Means City Cost Index Weighted Average for Vallejo, CA then the contractor's coefficient.
The contractor must include justification for all prepriced and non-prepriced work included in an individual requirement. The contractor/subcontractor shall provide a minimum of three (3) quotes of actual material and installation costs of each prepriced and non-prepriced item (NPI) as justification for a negotiated unit price. Quotes must be provided on manufacturer or supplier company letterhead with a point of contact to verify the quoted price to keep as a matter of official record. Quantities shall be fully explained under each line item or assembly under notes.
In RS Means Cost Data, the introduction (How the Book Is Built: An Overview, Quick Start and How to Use the Book) and Estimating tips for each Division shall not be construed as permitting cost changes or deviations in estimating a project.
1.11.1. 7.3. The contractor shall first attempt to price all work using the approved automated project estimating software for RS Means assemblies section (with system components & illustration) of Facilities Construction Cost Data (for new construction requirements) and Repair and Remodeling Cost Data (for repair and remodeling requirement) provided by an approved cost estimating software. If a work item is not included in the assemblies section then the contractor shall attempt to price the work using the unit price line item approved by SABER PM.
All cost or price shall be bare cost (including assemblies).
1.11.1. 7.4. Also if an item is not included in the automated database or if the contractor's computer system is not available, the contractor shall use the bound hard copy text of RS Means to price work items/elements. If the contractor cannot locate a particular item in either of these sources, the contractor shall then extend the search to the following RS Means pricing guides before considering it a non-priced item Order of precedence as follows:

Note: The RS Means database shall serve as the sole basis for establishing value of work to be performed on a Facilities Construction and Repair & Remodeling Cost Data -assemblies and unit price line item cost basis.
1.11.1. 7.5. The contractor's proposal shall be supported by necessary documentation to indicate that adequate engineering and planning to accomplish the requirement have been done.
Examples of documentation that might reasonably be expected would include drawings, calculations, catalog cuts, specifications, architectural renderings, etc.

1.11.1. 7.6. Time for submittal of the contractor's proposal for individual requirements will be as agreed upon by the government and the contractor. However, at no time shall this time period exceed ten (10) workdays without CO and SABER PM approval.
1.11.1.7.7. Upon receipt of the contractor's proposal, the CO will review the proposal for completeness. The CO will negotiate with the contractor all pre-priced and non-pre-priced items, quantities for pre-priced items, and performance period.
1.11.1.7.8. Construction Performance period: An allowable performance period shall be based upon the total labor hours associated with the project. The contractor shall provide a critical path time line (GANTT Chart) in the latest version of Microsoft Project or Primavera for each DO proposal.
1.11.1.7.9. Modifications/Credits/Alternative: The contractor shall submit a proposal (per Section 1300 Delivery proposals) with drawings for each modification, credit or alternatives on each delivery order. The contractor shall not proceed without the CO approval on the modification, credit or alternatives. The contractor shall not combine a modification, credit or alternatives into one proposal.
1.11.1.7.10. Change Orders section, Minimum labor/equipment charges for small quantities values shall not be used.
1.11.1.8. Not used.
1.11.1.9. The CO reserves the right from time to time to execute changes in delivery dates of ongoing Delivery Orders to accommodate higher priority Delivery Orders due to mission requirements.
1.11.1.10. The requirements in the statement of work or construction narrative included in each Delivery Order shall take precedence over the contract specifications and/or drawing, sketches, etc., included with each Delivery Order.
1.12 Not used.
1.13. Non-Prepriced Item (NPI):
1.13.1. Items of work not covered by this contract but within its scope, general intent, and necessary to complete the requirements of a specified delivery order may be negotiated and incorporated into a delivery order by the Contracting Officer or designated representative. Non-prepriced work shall be so noted on each delivery order.
1.13.2. To permit recurrent use, a NPI must be incorporated by supplemental agreement into the UPB. This may be done at any time during the contract period .
. 1.13.3. Once a previously NPI is added to the UPB and it becomes a pre-priced item (PPI). The City Cost Index (CCI) for Vallejo, CA as published in the McGraw-Hill Publication Engineering

News Record (ENR) is applied to determine increases or decreases in labor, equipment, and material. To determine the amount of adjustment, the Contracting Officer will calculate the change in the index appearing in the issue of ENR published during the month prior to the effective date of the contract period from the index for the week, month, and year in which the item was originally negotiated. One hundred (100) percent of the variation between the CCI of the year in which the item was originally negotiated versus the current CCI (current at the end of the month immediately preceding the exercise of the option) will be applied to the originally negotiated price to determine the full current year price (i.e., since NPls are originally negotiated for the actual cost of installation and all other overhead and profit, neither the contractor's coefficient nor any other adjustment factor will be additionally applied). If publication of the index should be discontinued, the parties to this contract will. negotiate a replacement index or new contract provision. If a replacement index or contract provision cannot be agreed upon, the CO may unilaterally determine the contract adjustment method, ,and the contractor may dispute the determination under FAR 52.233-1, entitled "Disputes."
1.14. Economic Price Adjustments: The contractor's coefficient shall remain constant throughout the life of this contract. The RS Means UPB will be the sole basis for economic adjustment under this contract.
1.15. Location:
The contractor shall accomplish all work under this project at Travis Air Force Base, California, and at the following remote locations:

1.16. Work Hours:

1.16.1. Standard Work Hours: The standard work period on Travis AFB are 0730 (7:30 AM) to 1630 (4:30 PM) hours, Monday through Friday, excluding Federal holidays and/or days not worked by the government in observance of such Federal holidays. The government may restrict access to work sites on these hours and days. Work shall not be performed at any time other than the standard hours without obtaining written approval of the CO at least five (5) workdays in advance. The contractor may request or elect to work hours other than normal duty hours provided:

Requirement is submitted in writing at least seven (5) workdays in advance
CE SABER approves the request.
Work performed is advantageous to the government.
Work performed that the contractor chooses to do will be considered standard working hours.
Any work requiring inspection will not be concealed without government inspection/approval.
1.16.2. Non-Standard Work Hours: Work required by the goveniment at other than standard duty hours will be considered non-standard work hours. Work other than standard work hours shall be calculated by the unit price sum for task performed during those hours specified in the approved RS Means Cost Estimating software multiplied by the appropriate coefficient for non-standard hours. Non-standard hours shall only be used on an as needed basis determined by the co.
1.16.3. Special Working Conditions and Work Schedule:
The following special working conditions and work schedule shall apply to the contract:
1.16.3 .1. Street Closures and Traffic Control:
1.16.3.1.1. All lanes of traffic shall remain open from 7:00 a.m. to 8:30 a.m. and from 3:30 p.m.
to 5:30 p.m. Monday through Friday when utility cuts must be made. A minimum of one lane of traffic will be open in each direction from 8:30 a.m. to 3:30 p.m. Monday through Friday when utility cuts are made.
1.16.3 .1.2. The contractor shall provide all necessary signs, barricades, channelizing devices, markers and manpower to provide traffic control when the work is in or near streets in accordance with the State of California Department of Transportation Standard Specifications (latest edition). .
1.16.3.1.3. Any necessary detours will be coordinated with the co at least two (2) weeks before the detour is set up. The contractor shall post any street closure and utility outages in the Tailwind at least two (2) weeks before the actual construction. Trenches shall not remain open for more than a period of 36 hours. Flag persons may be required to stop traffic intermittently as necessitated by work progress.
1.17. Legal Holidays:
Travis Air Force Base recognizes and observes the following legal federal holidays:

NOTE: Any federal holiday that falls on a Saturday will be observed on the preceding Friday.
Holidays that fall on a Sunday will be observed on the following Monday. The day after Thanksgiving (Friday) and other days identified by AMC/CC have traditionally been identified as a minimal manning day and no government oversight or inspection will be available.
1.18. Contractor Key Management Staff:
a) The contractor shall provide a capable on-site staff to respond to the requirements of this coritract. The contractor's organizational approach shall integrate with this staff to provide project management, project engineering, CAD support, site superintendence, quality control, subcontract purchasing and administration, and general office administration. As a minimum, each project manager shall carry a cell phone for immediate response to contract requirements.
The contract/project manager shall have sufficient authority to effectively manage the contract.
The contractor shall notify the CO and the government Construction Inspector when the project manager plans to be absent from the site for more than two (2) working days. Prior to returning to the project, the project manager shall notify the CO and the government Construction Inspector. The Program Manager, CAD technician, project managers, quality control manager/technicians, and site superintendent are considered key positions and essential to the performance of any resultant delivery orders under this contract. Prior to diverting any of these personnel to other programs, projects, sites or locations, the contractor shall notify the CO at least ten (l0) working days in advance of the proposed action. The contractor shall submit names of any proposed replacement personnel in the same level of detail as the initial proposal.
PROGRAM MANAGER (PM). The Contractor shall provide a qualified full-time PM who will be responsible for the performance of all aspects of the work performed under this contract.
The Contractor shall submit a detailed resume for the PMs and a1temate(s) to the CO for approval prior to assumption of duties. Any subsequent replacement of the PM shall follow the same procedures as stated above. The PMs and designated altemate(s) shall have a minimum of 5 years experience with programs of similar size and scope as TAFB. The PM and altemate( s) must be able to comprehend and communicate (read/write/speak) the English language.
AVAILABILITY. The PM shall be directly available to the CO and/or the SABER Chief (SC) 24 hours a day; 7 days a week.
AUTHORITY. The PM (or altemate(s) in the absence of the PM) shall have full authority to act for the Contractor on all matters relating to daily operation of this contract. The PM shall have the authority to obligate the company in any aspect of this contract regarding negotiations and DO's as a minimum, and shall have the authority to hire subcontractors as required.

PROGRAM MANAGEMENT STAFF (PMS). At a minimum, the PMS shall possess all engineering disciplines and support positions of administration, quality control, safety, Computer Aided Drafting and Design (CADD), field supervision and financial management experience.
All personnel performing these functions shall maintain all appropriate and applicable federal, state and local certifications required.
PROJECT STAFF. The Contractor shall designate in writing to the CO, the assigned Project Superintendent (PS) for each project and any changes in personnel.
. PROFESSIONALrrECHN~CIAN/CRAFTSMANQUALIFICATIO~S. The PM shall ensure all employees, to include subcontractor employees, have valid licensing/certifications to accomplish applicable contract requirements before starting work under this contract. They must also be in compliance with all federal, state, and local regulations and environmental requirements or laws, and be qualified, competent, and capable of handling all assigned tasks.
PROFESSIONAL ENGINEER CERTIFICATION. For designs requiring Professional Engineer (PE) certification, the PE shall provide documentation to assure that qualifications are met.
TECHNICAL COMPETENCE. All Project Managers, Quality Control Managers and Project Superintendents shall have a minimum of five years of experience performing in a function directly related to the required position. All non-professional and/or technician project managers shall have relevant experience in the discipline in which they are functioning.
b) The contractor shall be capable of accepting and executing multiple delivery orders. The contractor's work force shall be of sufficient size and manning, to include supervision, superintendence, quality control and management, to accept and execute up to 20 or more projects or delivery orders concurrently.
2. CONTRACTOR USE OF PREMISES
2.1. Contractor's Office and Storage Areas:
2.1.1. The government will provide use of a parcel of land approximately 50-foot by 50-foot on Travis AFB for the purpose of establishing office space and storage. The contractor shall provide a modular building or trailer for hislher own office, shop, and storage space. The contractor shall submit a picture of the modular building or trailer and storage container(s) for government approval. The color of the building or trailer shall match the existing base color scheme and shall be aesthetically compatible with surrounding structures. The contractor is responsible for mobilization, set-up, and utility connections. The contractor shall anchor the building securely and install appropriate skirting, provide safe and proper entrances and exits, and ensure the building conforms to the Americans with Disabilities Act (ADA, Title III, Public Accommodations). In the event of a fire to the building, the contractor shall notify the Fire Department immediately. The contractor is responsible for site security and insuring hislher own contents. The government shall not be liable for any loss or damage to the contractor's property, including stock, or for expenses incidental to such loss or damage.

2.1.2. The contractor shall enclose the area with a minimum 8-foot high security fence with a brown mesh matching the base architectural standards. The contractor shall maintain the fence in a serviceable condition at all times and keep the fence line clear of weeds and trash. The contractor shall ensure the area is kept neat, orderly, clean and clear of debris at all times. The contractor shall not allow trash or other debris to scatter from this area by wind or other means.
The contractor shall ensure this area and work sites are secured when notified of pending inclement weather. The contractor shall not store any item or material in this area that is not directly related to the contractor's operations under the terms of this contract. The storage area is subject to no notice governmental (Federal, State, Local, and Base) inspections for proper storage of Hazardous Materials, General Housekeeping, and Fire/Safety Hazards. The contractor shall correct all written violations identified through these inspections within 24 hours of receipt of their findings. The contractor is responsible for any fines or penalties imposed for violations resulting from these inspections. Upon completion of this contract, the contractor shall clean and restore the site(s) to original condition and ensure it is free of any trash or debris prior to release of final payment. Any approved modifications/improvements to the area shall remain the property of the government. In the event of a fire or any damage to this area, the contractor shall immediately notify the Base Civil Engineer Squadron. Site security shall be the responsibility of the contractor as well as responsibility for insuring his/her own contents. The government shall not be liable for any loss or damage to the contractor's property, including stock, or for expenses incidental to such loss or damage. The CE SABER/Contracting Officer will determine the location of the contractor's office and storage area. Base policy is to locate all contractor's office and storage areas in a confined area off of Hangar Avenue behind David Grant Medical Center.
2.2. Contractor Identification Signs: The contractor shall erect a sign for his/her office and/or storage area. The sign(s) shall be in compliance with base requirements and color scheme and approved by the Base Civil Engineer before being erected.
2.3. Government Furnished Services:
2.3.1. Government-Furnished Utilities: The government will show utility services (point of connection), for the contractor's personnel use, in contractor-furnished office space including water, sewer, electric and gas services. The contractor shall provide gas and electrical meters connected to the modular building for the purpose of reimbursing the government for the quantities consumed by the contractor. Utility services shall be charged to the contractor at the non-federal reimbursable rate lAW AFI 32-1061, Providing Utilities to US Air Force Installations. Ifavailable (i.e., existing and in-service), the government will provide utilities (electricity and water) atany construction site: Utility services furnished to the contractor by the government from the government's existing system outlets and supplies will be at no cost to the contractor. When required, the government will furnish the contractor water from a fire hydrant designated by the CO, with the coordination of the base Fire Department and Utilities Shop. The contractor shall install his/her own gate/backflow valve and provide his/her own hydrant wrench.
The contractor shall be liable for any damage(s) caused to government and other property resulting from improper operation of the fire hydrant(s). ~e government will not provide utilities at the contractor's open storage area. Identification of utility service tie-in points will be provided by the SABER Office after contract award. The contractor shall install metering

The contractor shall make arrangements and coordinate all utility tie-ins and services through the CO or designated representative. The contractor will be required to update existing base utility drawings to show tie-ins. The government shall not be held liable for interruptions of utility services.
2.3.2. Telephone Services: The government will not provide telephone service to the contractor.
All communications equipment, connections, and services shall be at the contractor's expense.
2.3.3. Refuse Collection: The government will not provide refuse collection services from bulk containers located at or near the contractor's office area. The contractor is responsible for disposing of construction debris and contractor-generated refuse at construction sites safely and properly in accordance with specification section 01500.
2.3.4. Insect and Rodent Control: The government will not provide insect and rodent control.
2.3.5. Grounds Maintenance: See Item 2.1.2 above.
2.3.6. Security Forces and Fire Protection: The government will provide security forces and fire protection to the extent necessary to ensure a secure and safe installation. In return for these services, the contractor shall adhere to the security and fire directives, instructions, and policies of Travis AFB.
2.3.7. Emergency Medical Services: In the event of a severe emergency, David Grant Medical Center, during hours of operation, will respond and transport, if necessary, a contractor employee to one of the local hospitals. The contractor shall reimburse the government for these services.
2.4. Contractor Security of Job Site:
The contractor shall be required to fence off (secure) the construction site, and have all access gates secured with keyable locks. The fence shall be of chain link with a brown mesh construction, and be a minimum of 6' high. The contractor shall furnish duplicate gate keys to the base Fire Chief and the designated Construction Inspector. The contractor shall accomplish the following after the project has been completed.
2.4.1. All temporary fences and structures that the contractor uses to protect his materials shall be removed.
2.4.2. The site shall be cleaned of all debris and demolition material and restored as required to bring the site back to its original condition.
3. WORK SEQUENCE
3.1. Work by the Government:

3.2. Commencement, Execution and Payment for Work:
3.2.1. Commencement of Work:

3.2.1.1. Contract: The contractor shall mobilize the necessary personnel and equipment to be capable of negotiating and executing delivery order requirements within twenty-one (21) calendar days after contract award. The contractor shall have a fully operational field office with all required facilities, staff and ADPE capability within 30 calendar days after contract award.
The cost of mobilization is part of the contractor's coefficient. The time stated for completion will include final clean-up of the site, pre-final and final inspections, acceptance of all work by the Government, and any other necessary actions before final payment can be certified.
3.2.1.2. Delivery Orders: Contractor shall commence any mobilization and familiarization activities prior to actual work required by a delivery order, execute the work, and complete the entire task not later than the completion time specified on the delivery order. The Notice to Proceed (NTP) for written orders shall be the date the contractor receives the writtenNTP. In rare instances, on those projects deemed emergencies, the Government may issue an oral confirmatory order prior to the issuance of the written delivery order. In that case, the notice to proceed shall be the date the contractor verbally receives confirmation and the delivery order number from the Contracting Officer. Work shall begin within 10 days after the issuance of the
NTP.
3.3. Project Execution:
3.3.1. Working Conditions: The work performed under this contract will be in occupied and unoccupied facilities. In occupied facilities, the contractor shall accomplish all work in a manner that minimizes inconvenience to the using agencies. The contractor shall perform all work with continuous daily progression of contract execution. The government will not accept or permit days of no work except for drying or curing of previous work or as directed by the CO. In some cases as identified in the construction narrative/statement of work or job walk, the government will require the contractor to work around or move furniture or other government equipment within the work area. The contractor must protect all government furniture and equipment within the work area from dust, debris, and damage. The government will hold the contractor responsible for any damages. The contractor shall maintain the work site, hallways, and emergency exits free of debris and safe at all times. Contractor personnel shall strictly adhere to safety standards and practices at all times during the term of the contract.
3.3.2. Emergencies: In case of emergency, the CO, Base Fire Chief, Security Forces, and Base Operations Officer (airfield impacts only), or their representative(s), have the authority to order the contractor to terminate work and clear the area of personnel and equipment. The contractor shall comply to such an order with all possible speed. When the Base Fire Chief, Security Forces, or Base Operations Officer Of their representative(s) interrupt the contractor's operations, the contractor shall immediately notify the CO and/or SABER Office of the delay/work stoppage.

3.3.3. Interruption of Utility Services: The contractor shall not hold the government responsible for interruptions of utility service nor liable for contractor delays, damages, or increased costs occasioned by any such interruption of service.
3.3.4. Work in Secure Areas: The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Projects in secured areas may require a local agency check of the contractor, his/her employees, and all sub-tier contractors through the Base Security Forces prior to commencement of on-site work. The contractor should allow approximately thirty (30) calendar days to accomplish this check.
COJ].tractorpersonnel must provide two forms of identification (at least one of which must be picture ID) for access to controlled/restricted areas. The government Will provide an escort that must accompany contractor personnel when working in a controlled/restricted area. The government will provide these escorts only during normal working hours as specified in the contract (paragraph 1.5, Working Hours). The contractor shall schedule work requiring escorts, to include site visits for project estimating purposes, fifteen (15) calendar days prior to starting work unless the CO waives the requirement. Due to specific mission requirements inherent in the nature of these restricted areas, the government may direct the contractor to leave the restricted area at any given time. The government will not be liable for contractor delays, or increased costs caused by this interruption of service.
3.3.5. Payment for each delivery order shall be made in accordance with FAR clause 52.232.5 entitled "Payments Under Fixed Price Construction Contracts."
3.4. Preperformance Conference: A conference shall be conducted by the Contracting Officer.
This conference will acquaint the contractor with Government policies and procedures that are to be observed during the execution of this work and to develop mutual understanding relative to the administration of the contract.
3.5. Notice to Proceed: As issued under section 3.2.1.2 of this specification.
3.6. Scheduling Work:
3.6.1. Before any work is initiated under an individual delivery order, the contractor and Contracting shall agree on a sequence of procedures. Items discussed shall include: means of access to premises and facilities, space for storage of materials and equipment, delivery of materials and use of approaches, use of corridors, stairways, elevators and spaces for the contractor's employees.
3.6.2. The contractor must submit a schedule of work for all projects that have a performance period of 60 days or more and exceed $100,000 for approval not later than 3 calendar days after the Notice To Proceed is issued. The Contracting Officer reserves the right to request a schedule for projects with a performance period less than 60 days and less than $100,000.
3.6.3. Prior to any work being initiated on each delivery order, the contractor shall complete and coordinate in its entirety a 60 AMW Form 55, Excavation Permit in lieu of the AF Form 103, Work Clearance Request. The contractor shall not, under any circumstances, enter an "N/A"
TRAVIS APB _SABER e tmtract FA4427-1O-R-0102 into any block(s) on the form. The contractor shall not begin the project without a signed and approved Excavation Permit on record. Copies of the approved form shall be submitted to the Contracting Officer and the CES project manager prior to work beginning.
3.6.4. Furniture and portable office equipment in the immediate area shall be moved by the contractor and replaced to original position upon delivery order completion. If the work required by the delivery order will not allow furniture and portable office equipment to be replaced to its original position, the contractor shall place items at a new location designated by the Contracting Officer.
3.6.5. Delivery of materials and equipment shall be made with minimum interference to Government operations and personnel.
3.6.6. The work shall be done in definite sections or divisions and confined to limited areas which shall be completed before work in other sections or divisions are begun.
3.6.7. The contractor shall store all supplies, materials, and equipment on the project site so as to preclude theft and/or damage. The site shall be maintained in a neat and orderly manner. The contractor shall not store supplies, materials, and equipment on the project site or contractor's office/storage that is not part of the SABER contract.
4. TECHNICAL DESIGN AND ENGINEERING SUPPORT CAPABILITIES
4.1. The contractor must have technical design support capability to perform simplified design, either in-house or through subcontractors, in civil, structural, mechanical, fire protection, communication, electrical, architectural, drafting services, etc. Contractor design drawings shall be 24" x 36" or 30" x 42" and detailed to the extent of clearly representing construction to be performed. The contractor should expect to produce any supporting technical calculations or any other data required by the Contracting Officer and CE project manager in order that the government may verify the accuracy and validity of the contractor design. The contractor must submit plans/schematics drawings for all mechanical and electrical systems being installed (i.e.
fire suppression, HVAC, electrical system panels). The government shall be the authority as to what data is required from the contractor on individual Delivery Orders. The format and type of data required may vary with each Delivery Order. Delivery Order tasks and coefficients include minimum design effort required to complete a project such as basic layout and planning work, fabrication and assembly of structural elements, form fit and attachment details for installation of materials and/or equipment, production of shop and/or record drawings, and other SImilar activities which may require the services of a registered architect or licensed engineer.
4.2. Computer Aided Design (CAD) Requirements:
4.2.1. General: The as-built drawings shall be delivered in the form of digital media, plots, and related documents to comprise a complete set of drawings for evaluation and approval to the SABER Office. All dimensions shall be expressed in inch-pound (English Imperial) and Standard International (SI) metric units.

4.2.2. DrawingslPlots: The as-built drawings shall be complete, detailed drawings. These drawings shall be developed on 24" x 36" or 3D" x 42" sheets. All drawings shall be prepared on the best quality transparent polyester film (Mylar), .003 (3 mm) or .004 (4 mm) inch thick.
Material will be sepia line, standard speed, and double matte for photographic process. Material must be able to accept pencil or ink and withstand multiple erasures without affecting draftability. All reproducible material shall have sufficient contrast to reproduce clear and concise prints. All as-built drawings shall be stamped "AS-BUILT" and must be signed and dated, to reflect as-built corrections were made.
4.2.3. Digital Files:
4.2.3.1. Digital Graphic Files: The digital graphic files shall be delivered on CD for loading onto an IBM compatible personal computer complete with AutoCAD (most current revision).
Transparent polyester film (3 or 4 mm Mylar) used for plotting shall be provided by the contractor at no additional expense to the government. Each drawing shall have the standard Travis AFB title block, which Civil Engineer personnel will provide in digital format upon request.
4.2.3.2. Users Manual: A users' manual shall be developed and provided for the digital files delivered. The manual will be a bound three ring binder, 8 1/2" x 11" volume. The manual will contain the following information:
4.2.3.2.1. Introduction: A description of the digital data and equipment used to perform work.
4.2.3.2.2. Graphic File Standards: A detailed tabulation of standards utilized in the files to include file naming conventions, level standards, symbology standards, standard details used, graphic symbols used, file header data, reference file requirements, text size standards' software utilized and other technical data required to fully describe the digital file composition. The tabulation should be complete and use of table and appendices is recommended.
