TRAVIS AFB - SABER
SECTION 01500
Contract FA4427-1O-R-OI02
CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS
1. CONSTRUCTION FACILITIES.
1.1. Housekeeping:
The contractor shall perform normal housekeeping functions inside and outside their facilities and ccmstruction projects as directed by the Contracting Officer.
1.2. Temporary Utilities:
The government will provide utilities (water, gas, and electricity) for project work areas when available. The government will not provide utilities (gas/electric) solely for construction heating purposes. At remote project work areas where no utilities are available, the contractor shall furnish his/her own utility services.
When required, the government will furnish water from a fire hydrant selected by the contracting ,officer (CO) with the coordination of the fire department. The contractor shall install their own gate valve and provide their own hydrant wrench. The contractor shall be liable for any damage caused to government property resulting from improper operation of the fire hydrant.
Contractor personnel may use existing toilet facilities if available on the premises unless otherwise instructed by the CO or his/her designated representative. At construction sites where toilet facilities are not readily available, the contractor shall provide his/her own chemical sanitary toilets. The contractor shall service the chemical toilets regularly subject to government inspection by the base medical officer. The contractor shall correct all identified sanitary deficiencies within 24 hours of inspection.
1.3. Construction Aids:
1.3.1. Elevators: When required, the contractor shall arrange for temporary use of an existing elevator through the CO subject to his/her controls. The CO will allow only intermittent use of these elevators. The contractor shall provide and maintain suitable and adequate protective covering for the elevator machinery, hatchway entrance, and the interior of the elevator during the period of temporary use. Also, the contractor shall NOT use loads in excess ofthe rated capacity of the elevator. The government will bear the cost of electrical power to operate the elevator. On completion of the work, the contractor shall remove any protective coverings together with any resultant dirt and debris, and leave the equipment in a condition equal to or better than found.
1.3.2. Explosive Operated Handtools: The contractor shall comply with the OSHA Standard 1910.215(c) when utilizing explosive operated handtools. On the installation, the contractor shall store explosive cartridges in metal containers and limit the quantity to one day's supply.

The contractor shall provide adequate controls to prevent loss/theft of cartridges used and stored on the installation.
1.4. Safety, Health, Security, and Fire Prevention Requirements:
1.4.1. Safety and Health:
1.4.1.1. In accordance with the clause entitled "Accident Prevention, Alternate I, FAR 52.236- 13," prior to commencing work, the awarded contractor(s) shall:
1.4.1.2. Submit a written proposed plan for implementing referenced clause. The plan shall include an analysis of the significant hazards to life, limb, and property inherent in contract work performance, and a plan for controlling these hazards.
1.4.1.3. Meet with representatives of the Contracting Officer to discuss and develop a mutual understanding relative to administration of the overall safety program.
1.4.2. General:
1.4.2.1. Applicable Publications: Thepublications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.
Whenever referenced, the reference is understood to be the most current publication.

1.4.2.2. Federal Standard (FS).

1.4.3. Definition of Hazardous Materials. Refer to hazardous and toxic materials/substances included in Subparts H and Z of29 CFR 1910, and to others as additionally defined in FS 313.
Those most commonly encountered include asbestos, polychlorinated biphenyls (PCBs), explosives, and radioactive material, but may include others. The most likely products to contain asbestos are sprayed on fire proofing, insulation, boiler lagging, and pipe coverings.
1.4.4. Safety:
The contractor shall initiate and maintain such programs as to comply with the provisions of the Air Force Occupational Safety and Health Standards. These programs shall include the
TRAVIS AFB - SABER Contract FA4427-1O-R-OI02 education and training of employees and subcontractors' personnel in the recognition, avoidance, and prevention of unsafe conditions.
1.4.4.1. Within 30 days of contract award, and prior to the start of any work under this contract, representatives of the contractor shall meet with the CO and his/her representatives to review the contractor's safety and health program, and discuss implementation of all safety and health provisions pertinent to the work performed under the contract. The contractor shall describe, in detail, the measures he/she intends to take in order to control any unsafe or unhealthy conditions associated with the work performed under the contract. The contractor's project manager, general superintendent(s), and safety representative(s) s,hall attend this meeting.
1.4.4.2. The contractor shall organize and maintain a safety program. The contractor's man-agement organization shall include administrative, liaison, and technical functions to implement, direct, monitor, control, and allocate resources for the tasks associated with the safety program and allied safety efforts within other tasks of the project.
1.4.4.3. The contractor shall document his/her approach to satisfy safety requirements. The government may review the contractor's files containing safety and safety related data as deemed necessary by the CO.
1.4.4.4. The contractor is responsible for ensuring subcontractors provide necessary support to satisfy requirements. The contractor shall include a stipulation in all subcontracts to require sub-contractors to comply with the safety provisions as applicable.
1.4.4.5. The contractor shall comply with all applicable Air Force, Command, Installation, and Facility mishap prevention requirements while operating through or at such installation or facility.
1.4.4.6. The contractor shall integrate system safety into the overall contractual effort satisfying the requirements of EM 385-1-1 U. S. Army Corps of Engineers Safety and Health Requirements manual.
1.4.4.7. The contractor shall ensure that any person on a construction site, including workers, superintendents, suppliers, quality control personnel, government inspectors, and contracting personnel wear hard hats and all other required safety equipment (i.e., face shields, welding leathers, ear protection, gloves, safety toed shoes/boots, etc.). Personnel shall wear hard hats at all times unless other safety equipment takes precedence (e.g., equipment required for asbestos abatement).
1.4.4.8. The contractor assumes full responsibility and liability for compliance with the applicable instruction for the health and safety of personnel during the execution of work, and shall hold the government harmless for any action on his/her part or that of his/her employees or subcontractors, which results in illness, injury, or death.
1.4.4.9. The contractor shall report, as soon as possible but within one hour by telephoning the CO, all available data relating to each instance of a mishap involving government property.

During weekends, holidays or after normal duty hours, the contractor shall notify the security police desk sergeant. The contractor shall immediately secure and impound the mishap scene, wreckage, and mishap documentation until released by the investigation safety officer. The safety officer will accomplish this release through the CO. The contractor, and all related subcontractors within his/her control, shall support the government, as it requires, in any mishap or hazard investigation. This support shall include technical assistance as well as access to undelivered internal contractor data. The contractor shall also submit a report to the CO in letter form that includes the following:
Date and time of occurrence.
Place of occurrence List of personnel directly involved Narrative description of the accident that includes a chronological order of the accident and circumstances.
1.4.5. SAFETY ASSURANCE:
1.4.5.1. Preconstruction Safety Meeting: Representatives of the contractor shall meet with the Contracting Officer prior to contract implementation for the purpose of reviewing the contractor's safety and health programs and discussing implementation of all safety and health provisions pertinent to work to be performed under the contract. The contractor shall be prepared to discuss, in detail, the measures intended to be taken in order to control any unsafe or unhealthy conditions associated with the work to be performed under the contract. This meeting may be held in conjunction with the preconstruction conference, if so directed by the Contracting Officer. The conduct of this meeting is not contingent upon a general preconstruction meeting.
The level of detail for the safety meeting is dependent on the nature of the work and the potential inherent hazards. The contractor's principal on site representative(s), the general superintendent, and the safety representative shaH attend this meeting.
1.4.5.2. Compliance with Regulations: All work, including the handling of hazardous materials or the disturbance or dismantling of structures containing hazardous materials shall comply with the applicable requirements of29 CFR 1926/1910. Work involving the disturbance or dismantling of asbestos or asbestos containing materials, the demolition of structures containing asbestos, and the disposal and removal of asbestos shall also comply with the requirements of 40 CFR, Part 61, subparts A and M; ETL 1110-1-118; and DA Circular 40-83-4. All work shall comply with applicable state and local safety and health requirements. Where there is a conflict between applicable regulations, the most stringent requirement shall apply. The contractor or any of his subcontractors responsible for hanoling hazardous or toxic materials shall have the necessary certification(s) before doing so.
1.4.5.3. Contractor Responsibility: The contractor shall assume full responsibility and liability for compliance with the applicable regulations pertaining to the health and safety of personnel during the execution of work. The contractor shall not hold the Government responsible for any action on the part of the contractor, or that of the contractor's employees or subcontractors, which results in illness, injury, incapacitation, or death.

1.4.5.4. Inspections, Tests and Reports: The inspections, tests, and reports made by the contractor, subcontractors, specially trained technicians, equipment manufacturers, or others as required by a delivery order, shall be furnished in accordance with the terms of the delivery order. A report shall consist of the results of the tests with explanations and recommendations.
1.4.5.5. Materials and Equipment: Special facilities, devices, equipment, clothing, and similar items used by the contractor in the execution of work shall comply with applicable regulations and written guidance.
1.4.5.6. Hazardous Materials: The contractor shall bring to the attention of the Contracting Officer any previously unknown material suspected of being hazardous which is encountered during the execution of work. 60 CES personnel will make a determination on how to proceed in such instances, and the contractor shall be promptly notified of the subsequent actions to take.
1.4.6. Fire Protection.
The contractor is responsible for furnishing adequate and proper fire protection for all phases of the contract work. The contractor shall comply with all base instructions covering the base fire prevention program ..
1.4.7. Severe Weather.
The contractor shall develop and be prepared to implement procedures to evacuate and/or protect people and facilities under his/her control in the event of severe weather. These procedures will include provisions for securing or repositioning of equipment. The contractor shall notify the CO of any evacuation procedures. Upon receipt by the CO of a severe weather warning, the following sequence of actions will occur:
A. The CO or his/her representative will instruct the contractor of the severe weather warnmg.
B. The contractor shall take immediate action to tie down, remove, protect, or secure his/her materials and equipment to the satisfaction of the Air Force inspector providing reasonable assurance that the severe weather will not damage government property. If the contractor fails or refuses to secure materials and equipment to the satisfaction of the Air Force inspector, Air Force personnel will accomplish the work and the government will charge the contractor the cost thereof.
1.4.8. Barriers and Enclosures.
The contractor shall identify, isolate, secure and protect all SABER work sites using barriers, cordoning off, or other appropriate measures from mobilization to completion of construction.
The contractor shall comply with all pertinent provisions of the Corps of Engineers EM 385-1-1, Safety and Health Requirements Manual, including any revisions.

1.4.8.1. Site Plan: The contractor shall prepare a site plan indicating the proposed location and dimensions of any area to be fenced and used by the contractor, the number of trailers to be used, avenues of ingress/egress to the fenced area and details ofthe fence installation. Any areas that may have to be graveled to prevent the tracking of mud/debris shall also be identified. All barriers or safety/traffic equipment shall be considered part of the coefficient and no payment shall be made for installation of this equipment. The contractor shall also indicate if the use of a supplemental or other staging area is desired.
1.4.8.2. Indoor Barricades: The contractor shall furnish, install, and maintain adequate barricades and warning signs to isolate the construction area from other occupied building areas to control dust, debris, and noise, and to block direct access to open floor areas, areas with tripping hazards, and/or areas with overhead construction hazards.
1.4.8.3. Outdoor Barricades: The contractor shall furnish, install, and maintain adequate barricades, warning signs, and warning lights to isolate outdoor construction areas. The contractor shall identify and barricade all open trenches and excavations at the end of each workday. In the vicinity of traveled ways (pedestrian and vehicular), the contractor shall use flashing barricades with spacing not to exceed 25 feet. In other areas, the contractor may use unlit barricades, flagging, rope, fences or other suitable means.
1.4.8.4. Fencing: The contractor shall install fences to isolate construction sites when instructed by the CO or designated representative per recommendations of the base safety office or Civil Engineer personnel. Fencing material shall consist of reflective heavy-duty plastic or fabric mesh construction barriers or equivalent.
1.5. EQUIPMENT ON THE SITE.
The contractor shall ensure all occupant equipment that is to remain in place within the area of contract operations is covered and protected against damage or loss. Equipment that is removed in the performance of work shall be stored where directed or reused in work as required by drawings and specifications. Equipment temporarily removed shall be protected, cleaned, and replaced equal to or better than its condition prior to the start of work. Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the contractor.
1.6. CONSTRUCTION DEBRIS.
All materials, equipment, and refuse generated through any demolition work required by this contract shall become the property of the contractor and shall be disposed of by the contractor off base at a certified landfill at the contractor's expense unless specifically stated otherwise in the demolition section of the specifications and/or Government statement of objectives. The contractor should be aware that within the confines of Fairfield, California, including TRAVIS AFB, if the contractor subcontracts for the removal of debris / refuse that the City of Fairfield has an exclusive franchise agreement with Solano Garbage Company, (707) 422-4244, to perform such service. HAZARDOUS MATERIAL REMOVAL AND DISPOSAL SHALL
BE ACCOMPLISHED IN ACCORDANCE WITH ALL APPLICABLE CODES AND
REGULATIONS OF FEDERAL, STATE, AND LOCAL REGULATORY AGENCIES
AND SHALL BE THE SOLE RESPONSIBILITY OF THE CONTRACTOR.
1.7. SECURITY.
1.7.1. The contractor shall comply with any and all security requirements (AFI 31series publications, AMC Supplements AMCI 31-302 Installation Entry Control Program, TRAVIS AFB Supplements TAFBI 31-101 Installation Security Program, etc. ) imposed by the Installation Commander and/or the agency occupying the space where the contractor will perform the work, includiI!g adhering to or obtaining any nec~ssary security clearances. Prior to mobilization, the contractor shall provide the Contracting Officer or authorized representative a list of personnel requiring authority to work on TRAVIS AFB, or any locations supported by organizations headquartered at TRAVIS AFB. The list shall be kept current and the Contracting Officer or authorized representative notified as to any changes in the list. The contractor's employees will be required to obtain and display employee identification as prescribed by Air Force directives. The Contracting Officer shall provide these requirements upon request.
1.7.2. Whenever facility security is breached to perform work required under this contract, the contractor will be responsible for providing temporary measures in order to assure security is maintained at the level existing prior to construction. This may include such security items as fencing around a facility or closing all openings in a structure during non-work hours.
1.7.3. Job Site Security: The contractor shall be required to fence off the construction (job) site and have all access gates secured with keyable locks. The fence shall be of chain link (with a brown mesh) construction and be 8' high minimum. The contractor shall furnish the duplicate gate keys to the base fire chief and designated SABER inspector. The contractor shall accomplish the following after the project has been completed:
1.7.3.1. All temporary fences and structures that the contractor uses to protect their materials shall be removed.
1.7.3 .2..The storage area shall be cleaned of all debris and demolition material and repaired as required to bring the site back to its original condition.
1.7.4. To prevent outside intrusion, at the end of each day the contractor shall close up each and every exterior wall and roof opening resulting from work in buildings. Closure(s) shall remain in place when the contractor is not actively working on the site(s), including each and every day, night, weekends, and holidays to reduce wind and weather intrusion. Closure(s) shall be constructed of 3/4" minimum thickness plywood anchored in place to stud framing if necessary, or similar construction as approved by the base civil engineer through the CO.
1.8. Access Roads and Vehicles.
1.8.1. Flightline Access:

1.8.2. For entry of contractor-owned vehicles to TRAVIS AFB Flightline, the contractor shall comply with the following procedures in accordance with TAFBI 13-103, Vehicle Operations on the Flightline.
1.8.3. Application and approval procedures for commercial vehicular entry into TRAVIS AFB Flightline:
1.8.4. Applications shall be prepared in letter form (3 copies) on company letterhead stationery, signed by the senior company representative(s) on TRAVIS AFB, and submitted to the Chief, Airfield Management, and 60 OSS/ AMB. As a minimum, applications shall include the following information:
Total number of vehicles requiring entry.
Type, make, state of registration, and license number of each contractor vehicle.
Location of company/firm name on each vehicle.
Air Force contract number, type, and expiration date of contract.
Frequency of entry into Flightline areas on official business and justification therefore.
An approval by the contract monitoring military unit/agency indicating mission necessity.
1.8.4.1. Base Operations Officer shall forward all applications to the Base Commander for approval.
1.8.4.2. Approved applications (originals) will be returned through channels to the applicant.
Applicant shall retain this letter as proof for the duration of the contract period. The second copy will be forwarded to 60 SFS/SPA and Base Operations, 60 OSS/AMB, will retain the third copy.
Base Operations shall be notified by letter immediately of any changes to paragraph 25.
1.8.4.3.60 AMW 64, Flightline Certification and AF Form 83, Certificate of Competency: In addition to the requirements stated above, all operators of contractor-owned vehicles are required to obtain a 60 AMW Form 64 from the 60 OSS/OSAA, before driving on the Flightline. To obtain anAF Form 83, Certificate of Competency, contractor personnel shall be required to read Air Force Instruction 13-103, dated 1 May 2000 and to take and pass a closed book Flightline driving test. Upon completion of the contract, AF Form 483 issued to the contractor shall be returned to the 60 OSS/OSAA.
1.8.5. The contractor shall be responsible for cleaning up any materials that fall from vehicles associated with a work site operating under this contract. The contractor shall be solely responsible for any damage(s) caused by debris from contractor-operated vehicles, equipment, and machinery.
1.8.6. At the end of each day, the contractor shall inspect for and clear all mud, dirt, debris, foreign objects, or spills of any kind from the contractor's operations (including subcontractors and suppliers) on streets and parking lots used as access to the work or staging areas. The contractor shall ensure all taxiways, runways, parking aprons and hard surfaces in or around the airfield, used to access the work or staging areas, remain clean at all times.

1.9. ROAD CLOSURES AND TRAFFIC CONTROL.

1.9.1. All lanes of traffic shall remain open from 0700 hrs (7 AM) to 0830 hrs (8:30 AM) and from 1530 hrs (3:30 PM) to 1730 hrs (5:30 PM) Monday through Friday when utility repairs must be performed. A minimum of one (1) lane of traffic will be open in each direction from 0830 hrs (8:30 AM) to 1530 hrs (3:30 PM) Monday through Friday when utility repairs are performed.
1.9.2. The contractor shall provide all necessary signs, barricades, channeling devices, markers, manpower, flashers, etc. to provide positive traffic control when the work is in or near streets in accordance with State of California Department of Transportation Standard Specifications (most recent edition).
1.9.3. Any necessary detours will be coordinated with the Contracting Officer at least two (2) weeks before the detour is established. The contractor shall post any stre.et closure and utility outages in the Base Paper (Tailwind) at least two (2) weeks before the actual construction.
Trenches shall not remain open for more than a 36 hour period. Flag persons may be required to stop / control traffic intermittently as necessitated by work progress.
1.9.4. ELEVATORS:
Unless the Contracting Officer grants specific permission, the contractor shall not use any elevators in government facilities during the execution of delivery order work. If specific permission is granted for use of an elevator during an individual delivery order, the contractor shall be bound by rules set forth during negotiations governing the use and maintenance of the elevator( s) in question.
2. TEMPORARY CONTROLS.
2.1. Construction Signs.
All construction sites shall have signs posted that read, "Construction Area--Authorized Personnel Only", "Hard-Hat Area--Construction In Progress", and "Detour" (with an arrow) as applicable. On large renovation or construction Delivery Orders (greater than $200,000), the CO or designated representative may direct the contractor to erect a construction identification sign. When directed, the contractor shall at the time of commencement of work, place on each construction site an identification sign approximately 3 feet x 4 feet with brown (Federal Standard 595-20100) letters approximately 4" high on a tan (Federal Standard 33711) background to comply with base architectural compatibility standards. The sign will reflect the current estimated completion date at all times, including any time extensions approved by the CO. The sign shall remain on the site until final acceptance of the work. Supporting posts and the back of the sign shall be brown (Federal Standard 595-20100). The sign may contain project specific information as well as safety information and a visitor log, but as a minimum the sign will contain the following information:

2.2. Construction Site Maintenance.
The contractor shall store all supplies and equipment for each Delivery Order on the project site as practicable so as to preclude theft and/or damage. When required, the CO shall determine storage areas. All supplies and equipment on the project site shall be stored so as to preclude mechanical and climatic damage. The site shall be maintained in a neat and orderly manner.
Visual screening shall be required for outside construction sites to maintain a neat appearance.
The contractor shall not leave equipment or materials on any roof or tower unless prior approval has been obtained from the CO. The contractor shall at all times, keep the construction area, including storage areaS used, free from accumulation of waste materials or rubbish and in a neat and orderly manner. Upon completion of the construction, the contractor shall leave the work premises in a clean, neat, and professional condition satisfactory to the CO, The government will require this condition before final acceptance of all work under this contract.
2.2.1. Contractor Generated Refuse: Prior to completion of the work each day, the contractor shall handle, transport, store, and dispose of all Waste materials and rubbish generated by any work under this contract. If the contractor temporarily stores waste material or rubbish in a dumpster controlled by the contractor, the contractor shall secure the dumpster in such a manner that prevents unauthorized Use. The contractor shall post signs on/around the dumpster(s) noting it as a CONTRACTOR DUMPSTER and NOT FOR PUBLIC USE. On a minimum weekly basis, the contractor shall remove and dispose of any waste or excess material, resulting from any contract requirement, off base at no expense to the government. The contractor shall dispose of such materials in accordance with applicable federal, state, or local laws, ordinance or regulations. All dumpsters used shall have operable covers. The contractor shall dispose of all trash, debris, refuse, garbage, etc. which is generated by contractor work in an approved off-base location. Unauthorized use of government trash receptacles by contractor or subcontractor personnel shall result in the contractor disposing of the entire contents of the receptacle at no cost to the government. Trucks for hauling refuse and waste materials shall have tight fitting covers to prevent spillage on roadways. The contractor shall use designated haul routes as agreed upon in pre-delivery order discussions for each project. The contractor shall submit the proposed disposal site to the CO for approval. The contractor shall provide dump receipts for each load of waste material. The dump receipts shall have the permitted landfill owner's or operator's signature and include the time, date, amount of material, type of material, and delivery order number.
2.2.2. Excavations: The contractor shall not spread the spoils from excavation evenly around the work area. The government will NOT allow piles of soil in the work area at any time. The contractor shall backfill all excavations, for whatever purpose, within one week. The contractor shall temporarily repair road cuts with cold patch asphalt to assure a smooth transition until accomplishing final patching. For all disturbances to grounds, the contractor shall complete final grading within one week of the disturbance/backfilling. The contractor shall complete final
TRAVIS AFB - SABER Contract FA4427-10-R-0102 landscaping or seeding within three (3) weeks of the beginning of a planting season to all areas available for such work.
2.2.3. Screening: Upon the CO's request, the contractor shall install visual screening outside the construction site to maintain a neat appearance. During interior construction of occupied buildings, the contractor shall provide and install non-combustible or self-extinguishing material drop cloths to isolate areas exposed to debris or noise, or to cover material storage.
2.3. Environmental Protection.
The contractor shali furnish all labor, materials, and equipment; and perform all work required to prevent environmental pollution during and as the result of construction operations under this contract except for those measures set forth in other technical provisions of these specifications.
For the purpose of this specification, the government defines environmental pollution as the presence of chemical, physical, or biological elements or agents that adversely affect the human environment. The control of environmental pollution requires consideration of air, water, and land, and involves noise, solid waste-management, and management of radiant energy and radioactive materials, as well as other pollutants.
2.3.1. All work performed under the contract on a government installation shall comply with all applicable Federal, state, county, and/or city laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of law regarding environmental issues. The contractor shall obtain all required environmental permits (including training) and file all required notifications to regulatory agencies in accordance with Federal, state, and local regulations. The contractor shall correct, solely at his/her expense and to the satisfaction of the appropriate regulatory agency, all violations that he/she has caused. This includes any fines, penalties, or related actions.
2.3.2. The contractor shall handle, transport, store, and dispose of all waste materials generated by any work under the contract by the contractor and his/her subcontractors at any time in accordance with all applicable Federal, state, or local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of law, including, Executive Order 12088, 13 October 1978, the Federal Water Pollution Control Act, as amended (33 USC Sec 1251 ET SEQ);
the Clean Air Act, as amended (42 USC SEC 1857 ET SEQ):
the Endangered Species Act, as amended (16 USC Sec 470 ET SEQ);
the Toxic Substances Control Act, as amended (15 USC Sec 2601, ET SEQ);
the National Historic Preservation Act, as amended (16 USC Sec 470 ET SEQ);
the Solid Waste Disposal Act, as amended (42 USC 6901 ET SEQ); and the Archaeological and Historic Preservation Act, as amended (16 USC Sec 469, ET
SEQ).
2.3.3. The contractor shall dispose of all solid, liquid, and gaseous contaminants, including asbestos, in accordance with all applicable Federal, State, and local codes and regulations con-cerning environmental pollution control and abatement. The contractor shall follow the

Notification of Hazard/Contaminants in accordance with 40 CFR, Parts 109, 110, 112, 114, and all EPA standards for reporting spillage. Work under this contract is subject to compliance with OSHA, EPA, and state asbestos regulations and inspection of asbestos abatement. Contractors must perform asbestos response actions in accordance with base specifications as incorporated in individual delivery orders, Corps of Engineer specifications, and EPA National Emission Standards for Hazardous Air Pollutants (NESHAPs).for asbestos and any subsequent updates thereof.
2.3.4. Disposal of Refuse: The contractor shall remove all refuse from the installation for work performed under delivery orders. The contractor shall take positive actions to prevent work generated refuse and/or wastewater from entering the sewer system. Approved asbestos, lead based paint and mold disposal sites will be required for delivery orders requiring such abatement and removal services.
2.3.5. Covered Chutes: The contractor shall construct all chutes for refuse or other materials disposed of during execution of a delivery order with covers or of such a demeanor to fully confine the material to prevent the dissemination of dust and debris.
2.3.6. Recycling: The contractor shall ensure their personnel and subcontractors are aware of the Base Recycling Program. The government will furnish Recycling Program guid~ce to the contractor for briefing their personnel.
2.3.7. On all projects requiring excavations, the contractor will provide protective barriers to prevent soil erosion. This requirement includes environmental protection measures to prevent sedimentation drainage of silts into storm drains. The'contractor shall grade all surface drainage from cuts and fills within the construction limits, whether or not completed, and from borrow and waste disposal areas to control erosion within acceptable limits. The contractor shall provide and maintain temporary control measures until permanent drainage facilities are completed and operative. During construction, the contractor shall minimize the area of bare soil exposed at anyone time by construction activities. All construction activities shall follow erosion and sediment control practices in accordance with EPA 832-R-92-005, Chapter 3, Storm Water .Managementfor Construction Activities and Storm Water Pollution Prevention Plan (SWPPP) for Construction Activity.
2.3.8. Work requested of the contractor may include removal and/or dumping of contaminated soils. Contaminated soils are defined as "soils that contain non-hazardous materials such as JP- 5/5 aircraft fuel, heating fuel oil, solvents, and other materials as identified by the base envi-ronmental coordinator." The contractor shall report any material-suspected of containing- con-taminants to the CO or his/her designated representative. If contaminated soils are discovered, the contractor shall NOT use the contaminated soil/debris for backfill or removed from the base without written approval from the CO, or his/her designated representative. The contractor shall store this soil on an impervious liner, compatible with the contaminant, and covered with the same impervious material. These contaminants will be tested by the contractor and coordinated with local state environmental protection agencies as necessary. After determining the soil status, the contractor may move the soil as directed by the CO or the appropriate agency.

2.3.9. Excavation in areas designated as "wet lands" is strictly prohibited. Should this type of excavation be required, the contractor shall obtain the proper "wet land" digging permit through the proper agencies.
2.3.10. The contractor shall handle and store hazardous liquid materials only in areas approved by the agency responsible for the specific material (i.e., fire department, Environmental Element, etc.), and comply with the base Spill Prevention and Countermeasures Plan. The contractor shall report any spill of oil or hazardous material to the civil engineer service call desk, and take every reasonable precaution to prevent/contain the spillage of oil or other hazardous substances.
2.3.11. The contractor shall control the disposal of fuels, oils, bitumen's, calcium chloride, acids, or harmful materials, both on and off government premises and shall comply with applicable federal, state, county, and municipal laws concerning pollution of rivers and streams while per-forming work under this contract. The contractor shall NOT dispose of any waste or residual material on the ground or in any storm sewer or drainage system. Coordinate with the civil engineer Environmental Element for their approval through the CO the discharge of any materiel or diluted material into sanitary or storm water sewer systems. The contractor shall take special measures to prevent chemicals, fuels, oils, greases, bituminous materials, herbicides, and insecticides from entering public waters. Do not allow water used in on-site material processing, concrete curing, foundation and concrete clean up, and other wastewaters to reenter a stream if an increase in the turbidity of the stream could result.
2.3 .12. The contractor shall limit emissions of organic solvents into the atmosphere. This rule applies to use, clean up, and disposal of organic, photo chemically reactive, and non-photochemical reactive solvents and materials containing these solvents.
2.3.13. The contractor shall limit the quantity of volatile organic compounds in architectural coatings. This applies to any coatings applied to stationary structures and their appurtenances, mobile homes, pavements, and curbs.
2.3.14. The contractor shall NOT use paints or coatings containing lead in excess of 0.06 percent by weight of total non-volatile content in accordance with Title 16 of the Code of Federal Regulations, Part 1303. Paints or coatings within reach of children in housing, recreation, and public areas shall have zero lead content. The contractor shall ensure that lead based paint debris is transported, treated, stored, and disposed of as a hazardous waste under the Resource Conser-vation and Recovery Act (RCRA) (40 CFR 240-280), Department of Transportation (DOT), and Environmental Protection Agency (EPA) regulations.
2.3.15. The contractor shall deliver all items indicated on the drawings or in the specifications containing PCBs and all oil-cooled transformers removed from service for disposal to a storage area on base as directed by the environmental coordinator through the CO. If equipment labels or catalog data does not specify composition, the contractor shall have all electrical equipment cooling liquid tested by a certified laboratory to determine if PCB is present. Drain and properly contain oil from transformers, and flush the system to the required level. Clean, seal, and label all drums. Include an original ofthe certified report to the environmental coordinator. New
TRAVIS AFB _SABER e "ntract FA4427-1O-R-0102 electric equipment shall not contain PCBs, shall be certified to this effect, and shall be stamped or labeled "NO PCB."
2.4. ENVIRONMENTAL MANAGEMENT
2.4.1. Contractor's Responsibilities for Regulatory Compliance:
In the event that the Contractor, its employees, or agents fail to comply with applicable environmental laws or regulations, or otherwise engage in negligent or unlawful acts which result in damage to the environment or enforcement against the government by any enforcement agency, the Contractor shall be solely responsible for payment of, or reimbursement for, any and all costs, expenses, or other assessments against the government resulting from such act or omission. Such costs and expenses include, but are not limited to, any fines, fees, or other punitive or civil assessments levied against the government by state or federal enforcement agencies, or any expense otherwise directly or indirectly incurred by the government as a result or consequence of such acts or omissions of the contractor, its agents, or its employees. In the event that the Contractor, its agents, or employees engage in such acts or omissions, and after receiving notice from the government to correct or otherwise repair, remove, or otherwise abate the effects of such actions or omissions, fails to expeditiously respond to such notice, the Contractor agrees to compensate and reimburse the government for any and all costs incurred by the government to repair, remove or otherwise abate such condition. The failure of the government to independently identify acts or omissions of the Contractor which fail to comply with applicable laws or regulations, or which otherwise result in damage to the environment, or which result in enforcement action against the government, shall not relieve the Contractor of his responsibilities under this paragraph.
2.4.2. Hazardous Materials Registration:
2.4.2.1. Prior to using any hazardous materials on Travis AFB, the Contractor will first coordinate with the Hazardous Materials Pharmacy. The Contractor shall submit an AF form 3952 Chemical/Hazardous Materials Authorization Request, for each chemical for approval by Environmental Management (EM) and Bioenvironmental Engineering.
2.4.2.2. The Contractor shall also provide a manufacturer specific Material Safety Data Sheet (MSDS) to insure that usage and disposal of hazardous materials complies with local, state, and federal laws and regulations.

2.4.3.2. All EPA guideline item purchases must be in accordance with Engineering Technical Letter 94-7. Guideline items include: paper and paper products; lubricating oil; retread tires;
building insulation; cement and concrete containing fly ash; reclaimed coolants (Vehicular Products Category); structural fiberboard; laminated paperboard; cement/concrete containing granulated blast furnace slag; carpet; floor tiles and patio blocks; traffic barricades and traffic cones; playground ~urfaces and running trac~s; hydraulic mulch and yard trimmings compost;
office recycling containers; office waste receptacles; plastic desktop accessories; remanufactured toner cartridges; binders and plastic trash bags. All EPA guideline requirements are consolidated in 40 CFR 247.
2.4.3.3. All paper deliverables shall be on double-sided, recycled, chlorine-free paper.
2.4.3.4. The Contractor shall recycle, all recyclable waste generated during construction.
Recycling bins are located in the industrial area for cardboard, white paper, mixed paper and clean wood. Aluminum, glass, and plastic may be turned in at the recycling center located on Lot 741. Scrap metal, waste oil, and ferrous materials may be recycled through the Defense Marketing and Reutilization Organization (DRMO). Additional information about recycling efforts may be directed to the EM Office of Recycling.
2.4.3.5. The contractor shall not phice non-recyclable waste refuse into designated and labeled recycling bins located throughout the base.
2.4.3.6. Any requirement for compost or humus for landscaping purposes must utilize the material generated at Travis AFB, Lot 741 if available. If sufficient supply does not exist, local vendors may be utilized to supplement material requirements. The contractor shall submit bid based on commercial cost of compost or humus.
2.4.4. Soil handling:
2.4.4.1. Excavation, stockpiling, sampling, analysis, transportation, and disposal of all soil is the responsibility of the of the contractor
2.4.4.2. Site Conditions: Known contamination in soil and ground water is shown by Environmental Element, 60 CES/CEAN.
This information is based on data collected during the remedial investigation of the base and/or preconstruction soil sampling and reflects only the contamination present at the exact locations where the samples were taken.
2.4.4.3. Soil Testing for Contamination

2.4.4.3.1. The Contractor shall retain a certified industrial hygienist to oversee health and safety at the site and to direct any soil sampling or screening required to determine the extent of soil contamination.
2.4.4.3.2. Testing and screening required for characterizing soil contamination are the responsibility ofthe contractor.
2.4.4.3.3. The Contractor may propose a contaminant screening procedure for EM approval to determine the extent of soil that will need to be tested by laboratory analysis
2.4.4.3.4. Soil analysis shall be conducted by an independent state certified laboratory.
2.4.4.3.5. Soil tracking: As part of this contract, the contractor is required to track and submit documentation on waste/borrow material sources and quantities. The contractor shall complete a soil tracking form and submit it for approval by EM before removing soil from the construction site. Completed soil tracking forms with all the applicable attachments can normally be approved within five working days. Photocopies of the form may be used. Attachments to the soil tracking form include all documentation pertaining to characterization and disposal of the soil such as: site maps, sampling locations, screening data, analytical results and chain of custody, disposal receipts, weigh bills and manifests. For contaminated soil, provide a copy of proof of acceptance by the destination disposal facility. EM approval for the intended soil movement is obtained when the soil program office signs off on part two of the soil tracking form
2.4.4.3.6. Copies of Records to be provided to the Contracting Officer:
a. Weigh bills for soil transported to a disposal facility
b. If soil is classified as hazardous in accordance with state or federal regulations:
(l) Copies of permits required for hazardous waste haulers
(2) Documentation of training for hazardous waste workers
2.4.4.4. Soil Classification:
2.4.4.4.1. Hazardous: Soil is classified as hazardous if it meets the definitions found in Title 22 California Code of Regulations or 40 Code of Federal Regulations. This type soil must be managed as a hazardous waste under these regulations.
2.4.4.4.2. Clean: Soil may be classified as clean by the Travis Environmental Soil Program office if:
a. It meets site-specific parameters for contamination that the base has negotiated with the San Francisco Bay Regional Water Quality Control Board.
b. It originates from an area where contamination is not suspected.
c. It is analyzed and no contaminants above background levels are present.
2.4.4.4.3. Designated Waste: Soil which does not fall into the categories of hazardous or clean soil, contains some degree of contamination and is a designated waste per Title 22 of the California Code of Regulations. Excess designated waste soil must always be disposed of in a permitted off-base soil disposal facility.
2.4.4.5. Disposal: No soil may be removed from the base unless it is targeted for disposal at a permitted disposal facility. Only EM approved disposal facilities may be used for soil disposal.
This applies to both contaminated and uncontaminated soil
2.4.4.6. Soil Manifesting: All soil, removed from the base shall be manifested by the Soil Program office. Make an appointment for manifesting by calling the soil program office at least 5 working days prior to the date the soil is to be transported. Prior to disposal the Contractor shall forward applicable documents to the soil program office, as attachments to the soil tracking form. These include: hazardous or non-hazardous waste manifests, land disposal restrictions, waste profiles, laboratory analyses and proof of acceptance by the destination disposal facility (for contaminated soil).
2.4.4.7. Backfill: Contaminated soil may be reused for backfill on construction sites, at the same location it was removed from. It may not be spread around the construction site. For Underground Storage Tank work the county environmental management office will determine the extent of soil that must be removed or reused. In any case, all excess contaminated soil shall be removed from the base.
2.4.4.8. Soil Stockpiles: Contaminated soil stockpiles will be underlain and covered with High Density Polyethylene (HDPE) to prevent leaching of contamination into the ground, contamination of storm water or wind-blown dispersion. The contractor is responsible for installing and keeping soil stockpile coverings in good condition at all times. The following table summarizes state, federal, and Travis AFB requirements for hazardous, designated waste, and clean soil short-term stockpile covers.
