1. GENERAL
SECTION 01040
COORDINATION
~ntract FA4427-1 O-R-O102
1.1. The contractor shall coordinate all work schedules with the contracting officer (CO) or designated representative and with the base civil engineer SABER inspector prior to the start of work. The contractor shall participate in weekly progress meetings with the CO and/or designated representative(s) and the SABER staff. Attendance at these meetings may include the contractor's corporate management representative(s) at the CO's discretion. Before initiating any work under an individual delivery order, the contractor shall confer with the SABERPM and CO or his/her representative(s) and agree on:
a sequence of procedures;
a means of access to premises and buildings;
space for storage of materials and equipment;
delivery of materials and use of approaches;
use of corridors, stairways, elevators, and similar means of egress;
communications;
the location of partitions and barriers;
eating spaces any other incidentals to the project.
2. INTERRUPTION OF WORK
2.1. If it becomes necessary to interrupt work activities in buildings and/or areas for construction purposes (except as otherwise described in the delivery order), the contractor shall request permission, in writing, from the CO ten (10) working days in advance. The contractor shall submit written requests for approved street closures at least ten (10) working days prior to closing of the street.
Paving, Fencing, and Painting. Prior to start of any paving, fencing, or painting under this contract, the contractor shall coordinate start and completion dates in writing with the CO ten
(10) working days prior to the scheduled start date.
Temporary construction. Any contractor installed temporary construction intended to prevent interruption of normal work activity or loss of utility services is subject to approval of the Base Civil Engineer through the CO.
Special Projects.
Medical Facilities. The contractor shall coordinate all work in medical facilities through the CO with hospital staff liaisons and the SABER inspector to minimize interruption of service.

Military Family Housing Projects. The contractor shall coordinate all work in family housing units through the CO with family housing office staff liaisons and the SABER inspector to minimize inconvenience to family housing occupants.
Projects In or Around the Airfield. The contractor shall coordinate all work performed in or around the airfield according to these specifications under Section 01100 Special Project Procedures
Utilities Coordination.
Utility Outages:
The contractor shall perform the work under this contract with a minimum of outage time for all utilities.
All outages (temporary or otherwise) of any utility service required for the performance of work under this contract shall be submitted in writing to the CO and Base Civil Engineer at least three
(3) weeks (21 working days) prior to the requested outage date. The contractor shall schedule any work that requires utility outages (electrical, water, gas, etc.), which will close down or limit normal activities in the building, construction area, or other affected areas at a time other than 'regular work periods of the organization occupying the facility.
The contractor should expect to perform requested outages on weekends, holidays, before hours and/or after hours. The contractor will be required to coordinate, prepare, and post appropriate outage notification protocols with base organizations and residents. The contractor must receive approval in writing from the CO before interrupting utilities. NO OUTAGE WILL BE
PERFORMED WITHOUT PRIOR WRITTEN APPROVAL FROM THE BASE CIVIL
ENGINEER AND CO, OR DESIGNATED REPRESENTATIVE. Wide scale disruption of utility service to the military family housing area shall include coordination with the base newspaper. This coordination shall be the responsibility of the contractor. The contractor is responsible for shutting down the utility using his own workforce or by requesting the shutdown from the utility company or government agency responsible for the service. The contractor shall pay any fees associated with the required shutdown and shall comply with all instructions pertaini~g to the shutdown. Once work begins on an approved outage, work must continue without interruption until the contractor restores utility services to the affected line(s) and/or facility.
Communications Utilities.
The contractor shall not disturb communication wiring to facilities. Where such facilities require removal of communication equipment and wiring to accomplish the work involved, the contractor shall notify the CO at least ten (10) workdays in advance of the requirement, for scheduling such removals by the government. The contractor shall allow for the accomplishment of such removals by the telephone company or communications personnel for the systems they service. If construction activities damage any communication equipment or wiring, the contractor shall restore services as soon as possible, but no later than 24-hours, and at no cost to the government.

Excavating Around or Locating Existing Utilities.
Prior to the start of work, the contractor shall identify and locate all valve or utility shut-off locations for use in the event of accidental damage. To preclude accidental damage, the contractor shall locate all known utilities (Le., communication, natural gas, fuel supply, etc.) by hand digging prior to any excavation with power equipment. The contractor shall note any utilities discovered during excavations that are missing or incorrect on the contract drawings (including any erroneous dimensions on government record drawings), or those utilities staked by the user, and clearly identify those discoveries to the CO immediately and on the as-built drawings.
Existing Facilities/Job Site Verification.
Record drawings, showing existing facilities and underground utilities, are available to the contractor through the Base Civil Engineer SABER office. The government does not guarantee the accuracy or adequacy of existing as-built/record drawings. The contractor is responsible to verify all dimensions and actual conditions when developing individual delivery order proposals.
Failure to verify the dimensions and locations will be at the contractor's risk and shall not relieve the contractor from accomplishing the work required by the contract at the price awarded by the government. The contractor shall immediately repair any utility line shown on a record drawing (or made known to the contractor) and damaged during construction work, at no cost to the government.
3. PERMITS.
3.1. Before starting work of any kind, the contractor shall reference UFC 3-360-01, Appendix B, Section 1 and follow the Airfield Requirements necessary to obtain permission to begin. The contractor shall take into consideration the lead time necessary to obtain such approval and will not hold the government liable for the delays resulting from the stated amount of time necessary to obtain such approvals.
Excavation Permits.
3.2. Excavation of any kind is prohibited prior to processing a duly executed Excavation Permit Form TAFB 55. Excavation Permits are only valid for a 90 calendar day period and only as much excavation work that can be accomplished in 90 days shall be processed on any individual Excavation Permit. The contractor shall mark the area to be excavated at the site in white chalk paint prior to processing the Excavation Permit and shall provide a drawing/sketch of the area to be excavated along with the Excavation Permit form. The contractor shall maintain the utility marking for the 90 days or until all excavation is completed. Excavation prior to completion of such permit shall be at the contractor's risk. Any damage to utilities or other government property as a result of such excavation shall be repaired or replaced by the contractor at no additional cost to the government. Any damage to utilities owned or maintained by other companies will be repaired by the contractor or will be paid for by the contractor for the company to repair the utility at the company's option. Processing the permit is the responsibility of the contractor and will require the contractor to take the drawings and permit to Bldg 878 Conference Room on Tuesday at 1000 hours for coordination. In addition, the contractor shall contact Underground Service Alert for review and coordination by commercial telephone, gas, TRAVIS AFB - SABER Contract FA4427-1O-R-0102 and electrical companies before submitting the Excavation Permit; and it must be submitted no later than 0900 hours that morning to be considered for the 1000 hours coordination. Depending on personnel availability, complete processing may be expected to take up to 10 working days.
The contractor will be notified when the Excavation Permit is signed and ready.
Contaminated Soil - If the evidence of possible soil contaminants is found in the process of excavation and/or soil removal, the Environmental Element, 60 CES/CEAN, shall be notified immediately.
Allperp1its shall be completed within 10 days after NTP.
3.3. The contractor shall provide the SABER inspector with a copy ofthe completed TAFB 55, shall maintain the coordinated TAFB 55 at the excavation site, and shall comply with all instructions for hand excavation and other methods of safeguarding the buried utilities. The contractor shall promptly repair any damage created by his/her work force or subcontractors, to items indicated on the contract drawings or identified by the coordinating agencies, back to its original working condition. The contractor should take caution at the 3-foot mark on any side of a utility pre-identified to the contractor. If the contractor hits anything in this 36 square foot construction area, he/she is responsible for replacing the utility back to its original working condition. If the contractor hits a utility that was not identified or is outside the 36 square foot area the contractor shall notify the CO and the SABER Project Planner to determine the method of repair (i.e., in-house or by contract). If the damaged utility requires an outside source (e.g., someone to repair fiber optic lines) to affect the repairs, and the contractor is responsible for the damage, the contractor shall furnish payment within a 24-hour period of having the work done.
Burn Permit.
Prior to any soldering, brazing, torch cutting, and welding, the contractor must obtain a signed AF Form 592, USAF Welding, Cutting, or Blazing Permit, from the base fire department, technical services element (ext. 424-3886). When any ofthese activities take place in or near a combustible facility or materials, the contractor shall restore any smoke detectors that automatically notify the base fire department (if available), or post a fire guard/watch for 24 hours following the activity.
Crane Permit.
Prior to any crane operation the contractor shall request through the CO a crane permit from Base Ops.
4. TESTING OF MATERIALS
4.1., It is the responsibility of the contractor to ensure that all materials to be used meet the most current design and construction standards. All field/lab testing shall be performed lAW applicable industry and American Society for Testing and Materials (ASTM) standards, and in the presence of authorized Government representatives. IAW FAR 52.246-12.
4.2. Required Design Material Tests

Soils load bearing tests and environmental tests will be conducted as part of the design of a delivery order. The Contractor shall determine existing conditions including the presence of lead-based paint or asbestos. Areas containing asbestos or lead-based paint shall be identified on all design drawings and included in project specifications. Abatement/Encapsulation/Removal costs shall be included in:project cost proposals. The Contractor shall not use any materials containing asbestos or lead-based paint IAW STL 1110-1-118, 27 May 1983, unless otherwise authorized by the CO.
4.3. Required Construction Material Tests
As a minimum, the following tests are mandatory for all DOs, but do not limit the Contractor from performing other testing as required:

5. DEMOLITION, REMOVALS, AND EXCESS MATERIALS
All materials, equipment, and refuse generated through the demolition work required by this contract shall become the property of the contractor and shall be disposed of by the contractor off base at the contractor's expense unless specifically listed otherwise in the drawings or the demolition section of the specifications. The contractor should be aware that within the confines of Fairfield, California, including Travis Air Force Base, if the contractor subcontracts for the removal of debris/refuse that the City of Fairfield has an exclusive franchise agreement with

Solano Garbage Company, (707) 422-4244, to perform such service. Hazardous material removal and disposal shall be accomplished in accordance with all applicable codes and regulations and shall be the. sole responsibility of the contractor.
6. FIRE PREVENTION
The Base Fire Chief or his representative will brief the contractors on pertinent fire regulations and provide guidance for fire safe operations during contract performance.
6.1. Fire Prevention Rules
6.1.1. Smoking
6.1.1.1. Use of cigars, cigarettes, matches, and mechanical lighters is prohibited in buildings used for storage, repair, processing, or servicing except in areas designated as "Authorized Smoking" as approved by the Base Fire Chief or his designated representative. Areas so designated shall be marked by suitable signs.
6.1.1.2. Discarded smoking materials shall be placed in special non-combustible receptacles. At the close of business, or upon cessation of operations each day, these receptacles shall be r~moved from the building and the contents disposed of in a fire-safe manner.
6.1.1.3. Smoking is prohibited in any facility or area where any painting is being done.
6.1.2. Fire Reporting
Any person who discovers a fire shall report it immediately, even when it is extinguished without the aid of the Fire Department. This shall be done by:
6.1.2.1. Sounding the alarm locally be activating the installed fire alarm or by shouting to notify the occupants.
6.1.2.2. Telephone reporting of fires:
6.1.2.2.1. All base phones except Family Housing: Dia1424-49l1.
6.1.2.2.2. To report a fire from Family Housing: Dial 911.
6.1.2.3. Giving the Fire Department the following information:
6.1.2.3.1. Building number.
6.1.2.3.2. Type of fire (building, grass, automobile, etc.)
6.1.3.3.3. Exact location of the fire in the building (1st, 2nd, 3rd floor, north end, south end, etc.)

6.1.3.3.4. Name of person reporting the fire.
6.1.3. Heating

Non-explosion proof electrical heaters and all open flame heaters are prohibited for use in any facility or area where volatile vapors are present or may accumulate.
6.1.4. Electrical
6.1.4.1. During Fire Prevention inspections, all appliances deemed unsafe and connected to an electrical distribution system shall be disconnected from the electrical system until approved by a competent electrician.
6.1.4.2. In buildings where volatile liquids are used and/or stored, only vapor-proof type drop cords shall be used.
6.1.4.3. All flexible cords on appliances shall be continuous lengths and shall be kept in good condition without splice tape.
6.1.5. Housekeeping
6.1.5.1. Trash shall not be allowed to remain in any area or building overnight.
6.1.5.2. Only non-combustible trash containers and waste paper containers shall be used.
6.1.5.3. Trash shall not be allowed to accumulate on the floors, in attics, or underneath stairwells or buildings. Attics and the area underneath stairwells shall not be used for storage without prior written approval of the Base Fire Chief.
6.1.5.4. Outdoor trash receptacles shall be located at a reasonable safe distance from buildings.
Trash and litter, including scrap lumber, shall not be stacked less than twenty (20) feet from any building.
6.1.5.5. Rags shall be kept in a metal container with metal lid. Oily rags shall be removed from the building at the end of each work day. All containers shall be properly labeled with contents.
6.1.6. Flammable Liquids
6.1.6.1. Flammable liquids shall be stored only in designated buildings and areas with "FLAMMABLE" AND "NO SMOKING" signs prominently posted.
6.1.6.2. Gasoline shall not be stored in any building on Travis AFB without written approval from the Base Fire Chief.

6.1.6.3. A supplemental supply of flammable liquids kept on the premises shall be limited to the . amount necessary for one day's use. This supply shall be kept in approved safety cans stenciled with the name of contents and the word "FLAMMABLE".
6.1.6.4. All paint storage sheds shall be at least fifty (50) feet from any building.
6.1.6.5. All spray painting shall be done in compliance with established industry safety practices and current regulations.
6.1.6.6. Blow torches or any type of open flame are prohibited for removing paint or tile from any type of surface.
6.1.6.7. The tanks on any small gasoline powered engine shall be drained and purged before storing in any building on Travis AFB unless a specific building is designated for this purpose and approved in writing by the Base Fire Chief.
6.1.7. Liquid Powered Equipment
6.1.7.1. In all areas where an accumulation of explosive gases is likely to occur froin the use of power equipment, adequate ventilation shall be maintained.
6.1.7.2. Privately owned vehicles shall not be parked in any building or structure other than those designated and approved in writing for this purpose.
6.1.8. ARC Welding, Torch Welding, Cutting, and Brazing
6.1.8.1. Welding, cutting, or brazing within or around any structure, other than approved welding shops, will require permission from the Fire Department and the issuance of a Welding Permit.
6.1.8.2. Backflow protection shall be provided by an approved device that shall prevent oxygen from flowing into the fuel gas supply system or fuel gas from flowing into the oxygen supply system.
6.1.8.3. Flashback protection shall be provided by an approved device that shall prevent the flame from passing into the fuel gas supply system.
6.1.8.4. Only certified welders shall operate welding equipment.
6.1.8.5. All equipment shall be inspected daily for damage, loose connections, and unsafe conditions. Repair or replacement shall be made if required.
6.1.8.6. When precautionary measures have been taken and fire hazards continue to exist, a fire guard provided with suitable fire extinguishing equipment shall be stationed near the welding location.

6.1.8.7. During any work in which a concentration of flammable vapors or dust is likely, all open flames shall be extinguished and the building shall be adequately ventilated. Precautions shall be taken to insure that electrical circuits are not activated.
6.1.8.8. Do not shut off water mains and fire hydrants or perform any maintenance that will interfere with the water supply on the Base without first notifying the Base Fire Protection Branch, extension 424-3886.
6.1.8.9. For all potential fire hazards and actual emergencies not specifically covered in this section, the exercise of good common sense will usually suffice. When in doubt, call the Fire Prevention Section for assistance, extension 424-2328 or 424-3683.
6.1.9. Asphalt and Tar Kettles
6.1.9.1. Asphalt and tar kettles shall be located a minimum of twenty (20) feet from any building.
Kettles in use shall be continuously supervised.
6.1.9.2. Asphalt and tar kettles shall be equipped with a temperature gauge. The temperature gauge shall be kept visible and in good working order.
6.1.9.3. Containers of compressed gas for heating tar shall be secured to prevent falling.
6.1.9.4. Two (2) portable fire extinguishers shall be provided. Each extinguisher shall have a minimum rating of 10 BC. These extinguishers shall be fully charged and within fifteen (IS) feet of the tar kettle during kettle operations.
6.1.9.5. For all potential fire hazards, call the Fire Department for assistance at 424-3886.
6.1.9.6. For actual emergencies not specifically covered in this guide, call 911 from Housing, or 424-4911 from Base phones.
