MEMORANDUM FOR All Prospective Offerors

FROM: 60 CONS/LGCB

SUBJECT: FA4427-09-R-0017, Corrosion Control Services, Questions and Answers

1. QUESTION: Amendment 0006. It's our understanding that any amendment issued after the established time and date for receipt of proposals should only be issued to those who have not been eliminated from the competition.

ANSWER: The amendment has to be posted to the public.

2. QUESTION: Solicitation specifically on page 3, Part II (a) Sub factor-Manning it states the Offeror shall furnish a manning plan for the aircraft to be washed per the listed TO's. We do not have access to the TO's so we need them furnished to us to complete our proposal. Also I contacted the Air Force Corrosion Office at Warner Robbins and they are not aware of anything in the TO's that recommend the number of personnel required to complete the wash of each aircraft listed in the solicitation.

ANSWER: Distribution of Aircraft specific TOs are limited to DoD Personnel and DoD Contractors. Use internet search engine for TO requests.

3. QUESTION: I have a question about "maximum elapsed time " in reference to the PWS involving each item number. Does this refer to MAXIMUM LABOR HOURS per aircraft per item number or the MAXIMUM HOURS WE HAVE ACCESS TO THE CRAFT.

ANSWER: It will be for the maximum labor hours it takes to complete each aircraft.

4. QUESTION: Has the evaluation of proposals submitted as of 12 January 2010 started?

ANSWER: The proposal evaluation never started.

5. QUESTION: Howmany proposals have been received as of 12 January 2010?

ANSWER: Cannot disclose number of offerors at this time.

6. QUESTION: How many of those offerors have been eliminated from the competitive range as of Amendment 0006?

AMC -- GLOBAL REACH FOR AMERICA

ANSWER: Competitive range has not been determine as we have not evaluated offerors.

7. QUESTION: Since the proposal due date has already passed, shouldn't offerors be limited to resubmitting only those items which are affected by the change (i.e. no changes to pricing allowed)?

ANSWER: Proposal is open to all potential offerors. Based upon the lubing information, this could affect pricing. Potential offerors should acknowledge amendment and submit documents which affectany changes in theIr proposal.
