About this file

This is a Questions and Answers document for a vehicle barrier maintenance contract at Altus Air Force Base. The document reveals that Perimeter Security Partners, LLC is the incumbent contractor through December 2024 (extended from June 2024), with the original contract running from November 2020.

Key clarifications include details about painting requirements for below-grade barrier components, with the government indicating flexibility on inaccessible or dangerous areas. The document also addresses pricing structure, specifically noting that CLIN 005 for Additional In-Scope Work will be set at $500 for evaluation purposes and adjusted as needed. The Q&A clarifies that the "SS Table" referenced in section 2.4 of the PWS is the Service Summary Table found in paragraph 2 and 2.1-Table 1 of the PWS.

1. Is there an incumbent maintenance and service provider currently providing service to the barriers listed in the PWS? If so, please provide the company name and contact information.

Yes, the incumbent is Perimeter Security Partners, LLC. 540-809-3516

1. Does the incumbent maintenance and service provider utilize a subcontractor for onsite work? If so, please provide the subcontractor’s company name and contact information.

We are unable to provide this information because we have no privy of subcontracts.

1. Please provide the period of performance and total contract value for the current or latest maintenance and service contract for the barriers listed in the PWS. Please confirm the barriers included in that contract were the same or list any differences in the equipment covered.

The period of performance on the latest contract was 1 Nov 2020 to 24 Jun 2024, but we did a 6 month extension of services back in June so the contract now expires in Dec 2024. The same barriers were listed.

1. 1.5 of the PWS states “The Contractor shall re-paint the entire barrier structure during the summer PM session to include all metal parts below grade and the surface of the barrier and surrounding pavement.”

There are some metal parts below grade for some barrier models that are inaccessible or extremely prohibitive for painting. Can the government specify which metal parts below grade must be painted to meet the requirement?

As pavement markings vary for different barrier installations, can the government provide pictures of the pavement markings around the barriers at each location?

Paragraph 1.5. – We do not have a list of metal parts that must be painted below grade. We do not expect the contractor to perform any painting in areas that are inaccessible or that may be extremely dangerous. We are willing to work with the contractor to review any areas they believe should not be painted for the above reasons. The PM Pictures above show the below grade parts to the barriers to show most parts are not painted. These parts would only require removal of corrosion if present.

1. The pricing table provided on pgs. 3-6 of the solicitation includes a CLIN 005 Additional In-Scope Work corresponding to PWS Section 1.7 and requires offerors to provide a firm fixed price (FFP) unit price and annual total price. However, as the nature and extent of future repairs that may fall under this CLIN are unknown, there is no way to provide pricing for this CLIN.

Should offerors leave this CLIN blank or at a zero value on their pricing submissions?

We will update the bid schedule to $500 to evaluate all quotes received. This will be an “as-needed” CLIN so money will go up and down…but each year will start with $500 on that CLIN.

1. 2.4 of the PWS states, “The Contractor shall develop a written Quality Control Plan (QCP) with procedures that address the areas identified in the SS Table…” We cannot find the SS Table referred to. Please clarify the location of this table in the bid documents.

The “SS Table” is the Service Summary Table – paragraph 2 and 2.1-Table 1.
