1. Please clarify if a current Environmental Assessment has been performed…if so, can this be shared?
a. Please see Attachment 7 – Environmental Impact Analysis.
2. Please provide specification of bldg 85. Will need specifically Square Footage, how many stories, what it's made of and so on.

3. What is the size of building 85? Sq Ft and height?

6. Is a site visit planned?
a. As stated on the Combined Synopsis/Solicitation, a site visit was scheduled for 9
Aug 2024 at 11:00am CST. No additional site visits will be held prior to award.
7. Can you provide an address on base of the building?
a. The building is located at the intersection of 6th ST and B Ave at Altus AFB, OK.
8. Has a Hazmat survey ever been conducted. If so, when and can we get a copy of the survey report?
a. Please see Attachment 7 – Environmental Impact Analysis.
9. When was the building last occupied?
a. Building was last occupied in 2018/2019
10. What is the range value of the project?
a. FAR 36.204, Disclosure of the magnitude of construction projects, where “advance notices and solicitations shall state the magnitude of the requirement in terms of physical characteristics and estimated price range” is not applicable to this requirement since this is a service contract.
11. Has it always been a pitched roof? Flat roof prior?
a. There are As-Builts available. If you wish to have them sent to you, please contact the POC with a valid email address. They will be sent through DoD SAFE due to the size of the file.
12. Do the rooms have individual A/C units?
a. No
13. Please clarify if there is a time stipulation for this contract. There is a section at the bottom of the Pricing Schedule that allows for the Contractor to note a total time or period of performance. Will the Contractor's entered time here be contractual?
a. The contractor will provide a period of performance with their quote. The timeframe proposed by the winning contractor will be incorporated into the award.
14. Will Liquidated Damages be assessed if the Contractor fails to complete the project within the noted time or period of performance? If so, what is the cost per day?
a. In accordance with FAR 37.301, since there is no plan for any further work on the sites and the contracts would be for solely demolition, the Service Contract Labor Standards statue would apply, and this acquisition would be classified as a Service.
FAR 52.211-11, Liquidated Damages-Supplies, Services, or Research and Development, is not included.
15. When does the Govt anticipate issuing a Notice to Proceed (NTP) for this project?
a. This requirement is currently unfunded. No award will be made until funds are available. Once award is made, a pre-performance meeting will be conducted. Due to this requirement being a service, no “official” Notice to Proceed (NTP) will be issued, however, any proposed schedule will need to be approved by the Government prior to any work start.
16. Submittals?
a. In accordance with FAR 37.301, since there is no plan for any further work on the sites and the contracts would be for solely demolition, the Service Contract Labor Standards statue would apply, and this acquisition would be classified as a Service.
17. Please clarify the extent of the sidewalk and tree demolition/removal surrounding the building structure. Please see attached drawing. Is the RED highlighted area represent the extents of demolition to include the sidewalks and trees within this area?
a. There are 3 trees in the red area North of B85 and one tree on the south side of B85 that are not to be removed. Remove all trees/shrubs that are against the building.
Demo access sidewalks from B85 to the main sidewalk that borders the parking lots. Do not demo the main sidewalk bordering the parking lots.
18. Please confirm that the entire parking area just north of the building can be used by the Contractor for temporary facilities, storage and parking.
a. The contractor will have access to the parking lot. Government personnel may occasionally access the parking lot to perform task related to nearby buildings.
19. Will Altus AFB provide power to Contractor's Temporary Facilities at no additional cost.
Please clarify
a. We supply the source that is existing on base. It is the contractors responsibility to get the power from the source to their facility.
20. Please clarify if the Contractor will be provided potable and non-potable water service to the Temporary Facilities area at no additional cost.
a. Non-potable water can be sourced at the fill station located West of Bldg 292. It is the contractors responsibility to transport the water to the job location for dust control and material moisture. Contractor shall also supply portable restroom.
21. The Pricing Schedule attached to the solicitation has blank Pay Items. Will the Govt be assigning certain pay items for this contract? Or is the Contractor allowed to break down the pricing for this job at their leisure?
a. The contractor shall provide a breakdown of the pricing for this service as them deem necessary. The contract will be awarded as a “1 LOT” CLIN structure.
22. The solicitation makes reference to a technical portion as required with the price portion.
However, there are no details or information provided as to what is required to be submitted as the technical portion of the bid proposal (i.e. minimum amount of experience, schedule, manpower, etc..)
a. As stated in Attachment 4 – Evaluation Factors, “The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided information from the Performance Work Statement Attachment. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” Technical submission must be completed using a secondary document. The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Proposals shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offerors shall assume the Government has no prior knowledge of the offeror’s experience. The Government will base its evaluation on the information presented in the offer.
Rating Description:
“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
The quote will be determined technically acceptable if it meets the requirements set out in the Attachment 1 -Performance Work Statement.
23. Please clarify the minimum amount of supervision required to be on-site while work is being performed. Will the contractor be required to only furnish a Site Superintendent? Or will a Site Safety person be also required to be on the site at all times? What are the requirements? And what minimum amount of experience is required of these individuals?
a. In accordance with FAR 37.301, since there is no plan for any further work on the sites and the contracts would be for solely demolition, the Service Contract Labor Standards statue would apply, and this acquisition would be classified as a Service.
This service is performance based; therefore, this acquisition is structured around the results to be achieved as opposed to the manner by which the work is to be performed. Please see Table 1 – Service Delivery Summary on Attachment 1 – Performance Work Statement for performance objectives.
24. Please clarify the Bid Bond requirements for this project. Is a Bid Bond required? If so, for how much?
a. FAR Part 28 is not applicable to this acquisition. This requirement is a commercial service, solicited using FAR Part 13 procedures, not sealed bidding or negotiated methods.
25. Please clarify the Payment and Performance Bond requirements for this project

26. Will a Site Specific Safety Plan be required for this project prior to the start of work?
a. Once award is made, a pre-performance meeting will be conducted with the awarded contractor. During that meeting, the awardee will provide a copy of their Safety Plan.
27. Will a SWPPP be required for this project prior to the start of work?
a. Once award is made, a pre-performance meeting will be conducted. During that meeting, the awardee will provide a copy of a SWPPP.
28. Will a Demolition Plan be required for this project prior to the start of the work?
a. 29. Will the Govt consider extending the Bid date to later than August 21, 2024 to allow for these RFIs to be answered and reviewed?
a. RFI Date has been extended to COB 21 August
b. Due Date for Offers is extended to COB 10 Sept
30. Will the Contractor be required to submit a schedule for approval prior to the start of work?
a. The contractor will provide a period of performance with their quote that matches a proposed schedule. The timeframe proposed by the winning contractor will be incorporated into the award. Once award is made, a pre-performance meeting will be conducted, and a proposed schedule will be discussed and approved prior to work start.
31. What are the minimum insurance requirements that the Contractor will be required to meet for this project.
a. FAR Part 28 is not applicable to this acquisition. This requirement is a commercial service, solicited using FAR Part 13 procedures, not sealed bidding or negotiated methods.
32. Please clarify or specify the type of fill soil required to fill the void at the site after demolition is complete
a. A clean sand or dirt with a PI range of 8-12 free of stones 2” or larger and vegetation.
33. Please confirm 95% compaction is required on all fill soil
a. 95% Standard Proctor
34. Please clarify or specify the type of sod or seed required for site restoration
a. As stated in Attachment 1 – Performance Work Statement, paragraph 1.2, section k, “Establish grass after demolition is complete through placement of seed, sod, or sprigs in demolition area. New seed, sod, or sprigs shall be “buffalo grass” or other approved ground cover. The contractor shall be responsible for 14 days of watering and maintaining seeded site to ensure establishment of grass.”
If the contractor is planning on using anything other than “buffalo grass for the sod/seed, it must be approved by the Government prior to use.
35. Contractor will assume there are no hazardous materials in the building. Please provide any and all environmental studies or tests performed in for this building.
a. Please see Attachment 7 – Environmental Impact Analysis.
36. Reference Drawing CD101 which indicates that the existing water line crossing 6th street is to be removed.
a. Question 1: Are we to just cut and cap the existing water line on the west side
(building side) of 6th street or are we to remove it all the way across 6th street? If we are to remove the existing line across 6th street to the main. this will involve a road closure and road repair.
i. Refer to CD101 for locations - Remove valve that feeds B85 located East of 6th St. Leave the water line abandoned in place under the road (cap on both ends). Remove waterline from road back to B85. Repair N/S water Line where valve was removed.
b. Question 2. If the waterline is to be completely removed, please provide the requirements or a detail on how to repair the existing road.
i. Repair of road not required, see response to 36a.
37. Does this removal of the UG Electrical include the complete removal of the existing pad mounted transformer located at the NW corner of building 85?
a. Contact base officials prior to disconnect. Base shops will cut power from Switch gear near B84. Contractor shall remove wire from Feed through transformer north of B78 to transformer NW of B85 and into B85. Do not demo transformer and pad NW of B85.
38. What is to be done with the existing irrigation system?
a. Per the PWS, Existing lawn sprinkler systems shall be preserved during the demolition if such are currently in place where the demolition is to occur. These will be made known to the contractor by the Government prior to the start of work, so the contract can take this factor into account in cost proposals
39. Reference Performance Work Statement (PWS), paragraph 1,2,k which states, “Establish grass after demolition is complete through placement of seed, sod, or sprigs in demolition area. New seed, sod, or sprigs shall be “buffalo grass” or other approved ground cover. The contractor shall be responsible for 14 days of watering and maintaining seeded site to ensure establishment of grass.” Depending upon the time of year and the temperatures, seed cannot be established with only two weeks of watering and then no watering until seasonal rains occur.
a. Question: Is the standard “establishment” or only two weeks of watering?
i. Per PWS, Contractor is responsible for 14 days of watering.
40. Will the government provide a copy of the site visit sign in sheet?
a. No. We will provide the names of the companies that signed in:

41. What is the period of performance for this project?
a. The contractor will provide a period of performance with their quote. The timeframe proposed by the winning contractor will be incorporated into the award.
42. What is the anticipated start date for the project?
a. Approximately the end of October.
43. Can the contractor cut and cap utilities at the main and abandon them in place to avoid disturbing the sidewalks and asphalt pavements outside of the building footprint?
a. As stated in previous RFI, Yes, cap at main and leave abandoned in place under the street
44. Is 4’ orange temporary fencing suitable for securing the perimeter of the site during demolition activities?
a. UFGS 02 41 00 1.3.3 a 6’ tall fence installed a minimum of 5’ from the trunk of the tree must be installed to protect the trees. A 48” Polyethylene Mesh safety fence can be used for the perimeter. Install per UFGS 01 50 00 2.3.1 instruction
45. Is the contractor permitted to use the nearest fire hydrant for dust control?
a. Contractor shall use water fill station near L Ave and 9th Street to fill water trucks for dust control and moisture conditioning of soil
46. Is there an asbestos and lead survey for this project?
a. As stated in previous RFI, according to Environmental there is no asbestos
47. Is the contractor responsible for the demolition of transformer #85? Has the transformer been tested for PCBs?
a. As stated in previous RFI, no transformer will be demolished.
48. Please provide Environmental Requirements for Construction at Altus AFB, Section 007200, Rev 01 July 2011 or later.
a. Not applicable for this project
49. Please confirm only sidewalks leading to the building will be removed.
a. Confirmed
50. Has a survey recently been conducted for the building? If so please provide.
a. Depending on what type of survey you’re referring to, there is no topo survey of the site. According to Environmental there is no asbestos.
51. How much of the parking lot needs to be removed if any between building 84 and 85?
a. Zero
52. Where are the stopping points on the sidewalk surrounding the building that may connect to adjacent buildings or parking lots?
a. As stated in the previous RFI, remove sidewalks leading to the building. The sidewalks that travel the perimeter of the parking are to remain.
53. Is there a landfill on the base that can be used for C&D waste from the Demo?
a. No
