Question
Will all furniture be removed from the project?
Answer
Yes, the Government/User will be responsible for moving and removing the furniture prior to construction in the designated work areas. However, the GC must closely coordinate with the Government/User to establish a clear phasing schedule and timeline to ensure the space is cleared in alignment with the construction schedule.
Question
Will wall items be removed?
Answer
No. Existing wall-mounted items (such as artwork, whiteboards, or specialty equipment) will remain in place. The contractor is responsible for protecting all existing walls, finishes, and wall-mounted items remaining in the space from damage during demolition and construction. Any items that must be temporarily removed to facilitate the work must be coordinated with the
Government/User prior to removal and reinstalled to match existing conditions
Question
Who is responsible for demo of the existing trunk lines? Laterals? Etc.

A full roof replacement is not included in this project's scope of work. The contractor is not responsible for pre-existing leaks or wear-and-tear; however, you are strictly responsible for protecting the roof during construction (e.g., during RTU lifts and rigging) and repairing any fresh damage caused by your operations. Additionally, you are responsible for ensuring all new roof penetrations and equipment curb modifications are 100% watertight.
Question
Curb adapters are the responsibility of whom?
Answer
The General Contractor is fully responsible for providing, installing, and sealing any required curb adapters. The GC's hired
Structural Engineer must evaluate the existing curbs and proposed adapters to verify structural integrity before any new RTUs are set.
Question
What is the extent of contractor responsibility for existing roof deficiencies discovered during RTU replacement?
Answer
The contractor is not responsible for pre-existing leaks or structural deficiencies unrelated to their work. However, the contractor is responsible for ensuring all new roof penetrations and curb installations are 100% watertight, and for repairing any damage to the existing roof system caused by construction operations. Bidders should include a reasonable contingency for minor repairs. If a curb or structure is found to be fundamentally deficient post-award, this must be documented and communicated to the Contracting Officer prior to proceeding.
Question
Is the Contractor required to retain a licensed Structural Engineer to perform roof load calculations and provide signed/sealed certification of the existing roof structure?
Answer
Yes. The General Contractor is required to hire a licensed Structural Engineer to analyze and verify the integrity of the roof structure to confirm it can safely support the loads of the new RTUs
Question
If so, what specific deliverables are required (calculations, drawings, certification letter, stamped report, etc.)?
Answer
The hired Structural Engineer must perform a comprehensive structural analysis. The required submittal deliverables include a stamped structural calculations package and a signed/sealed structural verification report confirming that the existing roof system is structurally adequate to support the new RTU loads.

Specification Section 01 35 26 and
Section 01 45 00
Is the Structural Engineer required to perform field observations and provide final certification after installation
Answer
Yes. The structural verification process is a post-award requirement. The engineer must conduct necessary field verification and analysis to submit their approved report prior to lifting and setting the new units, and perform any required follow-up field observations to issue final certification of the installation.
Question
Does the Government possess any existing structural calculations or roof-load information that can be provided for use during design verification?
Answer
No existing structural calculations, roof-load data, or structural "as-built" drawings are available. The contractor's structural engineer must perform all necessary field verification, measurements, and calculations independently to complete the structural submittal.
Question
Has the Government already retained a Fire Protection Engineer for this project, or is all FPE support the responsibility of the Contractor?
Answer
The Government has not retained an FPE for this project. It is the sole responsibility of the General Contractor to hire an independent, qualified Fire Protection Engineer (FPE) to complete all inspections, testing, and tasks described in the specifications.
Question
Please clarify whether the Superintendent, Quality Control Manager (QCM), and Site Safety & Health Officer (SSHO) are required to be separate individuals, or if one person may perform multiple roles provided, they meet all qualification requirements
Answer
On this project, the roles of the Site Safety and Health Officer (SSHO) and the Quality Control (QC) Officer may be combined and fulfilled by a single qualified individual, provided they meet all specification requirements for both positions. However, the
GC Superintendent cannot serve as the SSHO. Therefore, a minimum of two (2) dedicated key personnel are required on-site:
one (1) Superintendent and one (1) combined SSHO/QC Officer.
Question

Question
There is a roof and deck insulation specification (07 22 00) but there is no roof and deck insulation work shown in the drawings. Please advise.
Answer
Master specifications establish quality and material standards for any incidental work required. While a full roof insulation replacement is not in the scope of work, Section 07 22 00 applies to any insulation patching, repair, or replacement required directly adjacent to the roof curbs that are being modified or installed for the new rooftop HVAC equipment.
Question
There is a joint sealant specification (07 92 00) but there is no joint sealant work shown in the drawings. Please advise.
Answer
Section 07 92 00 dictates the standards for sealants required during the installation of new equipment and finishing work.
Joint sealants are required at all new exterior roof penetrations, modified equipment curbs, and interior finish patching locations (e.g., where new VCT meets existing baseboards or around new ductwork penetrations) to ensure airtight and watertight conditions.
Question
On plan sheet A101, note 4 indicates to provide new vct and carpet in classroom and corridor. Please confirm that the new flooring is only intended to be installed within the lines and not throughout the corridor and classroom. Summary); Drawing AD103
Specification Section 09 90 00.
Drawing A-102 (General Note 7);
Mechanical Roof Plans (for equipment count).
Standard field verification requirements; Drawing A-102.
Yes, the new flooring is only intended to be installed within the boundaries indicated by the linework on the drawings, acting as a localized patch/repair resulting from the construction activities, not a full-room replacement. You are correct in standard assumptions: match the existing adjacent corridor flooring (typically VCT) and the existing adjacent classroom flooring
(typically carpet). The contractor is responsible for field-verifying the exact existing material types and boundaries to ensure a seamless patch
Question
On the demolition drawing AD103, note 4 indicates to replace any ceiling tiles damaged during HVAC replacement and to replace any water damaged ceiling tiles through-out. Please provide the number of water damaged ceiling tiles that require replacement or provide an allowance to cover this unknown requirement.
Answer
Drawing G-002, in the "Project Summary" section, states, "ceiling tiles show water damage..." Bidders are responsible for their own site verification. The scope includes replacing these identified water-damaged tiles plus any tiles damaged by the contractor during construction activities. Recommend additional site walk if needed
Question
There is a Paints and Coatings specification (09 90 00) but there is no painting work shown in the drawings. Please advise.
Answer
Painting is required for the restoration of existing surfaces affected by the work. When old mechanical equipment, thermostats, ductwork, or electrical panels are removed or relocated, the contractor must patch, prep, and paint those affected wall or ceiling areas to match the surrounding finishes. Section 09 90 00 governs the quality and application of these touch-ups.
Question
Sheet A-102, General Note #7 – Should contractor assume to replace all roofing at curbs? If not, how many locations should contractor assume to be replaced?
Answer
The contractor is not replacing the entire roof. You are only required to replace/patch the roofing system directly at and immediately surrounding the curbs that are being utilized, modified, or newly installed for the RTUs and exhaust fans. The number of locations directly correlates to the number of rooftop equipment items shown on the Mechanical Roof Plan
Question
What is the existing roof construction type?
Answer
Specific composition details of the existing roof are not explicitly detailed in the provided architectural roof plans. It is the responsibility of the contractor to field-verify the existing roof membrane type (e.g., EPDM, TPO, Modified Bitumen) and underlying construction during the site visit to ensure that all proposed patching materials and curb flashings are fully compatible and maintain the watertight integrity of the roof

Conditions.
Answer
Yes, this is a post-award requirement that must be completed prior to setting the new equipment. The intent of the note is to ensure structural verification occurs. The contractor’s hired Structural Engineer must perform their analysis and submit their verification report for review and approval before the new units are lifted and installed.
Question
General Note 6 on A102 requires ensuring existing curbs are structurally sound. If curbs are found deficient, will the contractor be paid to support or repair them?
Answer
The contract requires ensuring the reused curbs are sound. Bidders should include a reasonable contingency in their bid for minor repairs. If, after award, the contractor's structural engineer determines a curb is fundamentally deficient and requires substantial reconstruction beyond typical preparation, this condition should be documented and communicated to the
Contracting Officer as a differing site condition.
Question
Are “As-Built” drawings that show the depths of the existing drain lines available? These are necessary to determine the width of the trench needed to replace the UG drain piping.
Answer
No as-built drawings showing the depths of existing lines are available. The contractor is responsible for all field verification, including locating and determining the depth of existing utilities, as stated in the drawings.
Question
The General Note 1 on Sheet PD 101 and several other sheets states “. ALL PLAN DATA BASED ON SITE SURVEY AND
GOVERNMENT PROVIDED DRAWINGS. CONTRACTOR MUST VERIFY AND BECOME TOTALLY FAMILIAR WITH ALL EXISTING
CONDITIONS AND DIMENSIONS PRIOR TO COMMENCEMENT OF WORK”. This statement by the AE appears to shift design responsibilities from the DOR to the Contractor for ALL CONDITIONS that are discovered and not shown. Please ensure that the contractor WILL NOT be held responsible for unforeseen site conditions or items not clearly identified in these 100%
Design drawings.
Answer
This is a standard clause requiring the contractor to be familiar with the site. The contract provides a process for addressing differing site conditions that are genuinely unforeseen and not indicated in the contract documents. The contractor is not expected to assume design liability but is responsible for a thorough review of the documents and the site.
