Repair HVAC, Combat Camera Facility, B241 Pre-Proposal Questions & Answers
15 August 2018
1. Drawing Sheet M051 indicates that there are Existing Hydronic Heating & Chilled Water Pumps. Are these to be removed & replaced or do they remain in place?
Answer: Unless those pumps are exactly what is shown on M500 and listed on M003 "Pump Schedule" they shall be removed and replaced.
2. Is there a contingency budget allocated for unforeseen site conditions?
Answer: No.
3. Drawing Sheet M051 indicates that the existing Chiller will remain, if it becomes unserviceable during the 494 day PoP will the Government or the Contractor be responsible for replacing, servicing, and/or repairing?
Answer: The Government will be responsible if the chiller needs replacing, servicing and/or repairing.
4. CRC-1 (Outdoor Condensing Unit for CRAC-1) is shown on Sheet M101 outside of Room 133 and CRAC-1 is shown on Sheet M201 on Mezzanine above server room. This is approximately a 30-ft elevation rise in piping between CRC-1 & CRAC-1. The basis of designed unit is Liebert Model MMD36E/PFH037AL which does not recommend piping elevation to exceed a 15-ft rise. Will CRC-1 be relocated to meet this requirement or will the Government accept an approved equal to the Liebert unit?
Answer: The CRAC unit is actually located above the ceiling of Server Room 133A, not on the second floor. There is a platform above that space where the unit will be located and it should be less than 15' above the outdoor unit.
However, contractors may submit material that is name brand or equal to the basis of design for the Government to approve.
5. Will Roofing Specifications & Drawings be provided? CLIN 0006 requires roof repairs to B777 – what type of roof is this? Specifically, what repairs are required for the roof at B777?
Answer: See Addendum 3 which deleted the requirement for B777.
6. Is Addendum 01 intended to be proposed under CLIN 0004?
Answer: Yes.
7. Is Addendum 02 intended to be proposed under CLIN 0003, 0006, 0007, & 0008 separately?
Answer: Only for B247, see Addendum 3 for the deletion of the requirement for B777.
8. What are the specifications of the modular office space for B247 (CLIN 0005) other than 10-ft x 11-ft? Does it need to be furnished? Does it need HVAC, Power, or Communications? Is the install for these utilities included in this contract or provided by others?
Answer: Install modular office, similar (color, material) to what is currently in place. If new offices are sited similar to existing, no HVAC, power, or com will be needed.
9. The provided asbestos and lead-based paint assessment report is greater than 2-years old, is an updated assessment & report required for B241?
Answer: Yes.
10. The provided asbestos report states that only drywall, joint compound, acoustical ceiling tiles, pipe insulation, and duct mastic were analyzed in B241 and no ACMs were identified. The report does not state if any suspect ACMs were analyzed or identified in B777. CLIN 0002 states to abate 1000 SF of floor tile in B777 & B241 (under carpet). What asbestos type, % non-asbestos fibers, & % matrix material are we to estimate for?
Answer: See Addendum 3, which deleted the requirement for B777.
11. Drawing Sheets A001 & A002, Note 2 states “The contractor shall remove, store, and protect existing loose furniture. All furniture shall be reinstalled at the end of the project.” Is this furniture required to be stored on-site in a storage container or can it be relocated off base during the construction PoP?
Answer: The furniture needs to be stored in a manner that it will not get damaged. If stored off the installation, the warehouse must be bonded.
12. Drawing Sheet A120, Conference Room 114 is approximately 1300 SF. Typically, Acoustical Ceilings greater than 1000 SF require compression posts. Drawing Sheet A571 does not depict a detail for the Grid when the Room is > 1000 SF. Are compression posts required on this project? If so, how high is the structural decking to secure the compression post above the ceiling? What is the layout of the compression posts in this room?
Answer: See Addendum 4, Revised Drawing A571 provides a grid for a room greater than 1,000 SF.
13. Are Fire Dampers required in the ductwork? The only fire dampers shown are on Sheet M006, Detail 1 in the COMSEC & Armory Openings. Are fire dampers required in the ductwork between the first floor and second floor?
Answer: Fire damper locations are indicated in the drawings. Fire dampers are not generally required between the first and second floor.
14. What Sound Transmission Class (STC) Rating is trying to be achieved via Addendum 01 in Rooms 103, 104, & 105 ceilings? Is Soniguard 24” x 24” Drop Ceiling Acoustic/Thermal Insulation (or approved equal) a valid product to use for these rooms?
Answer: Yes.
15. Are “Real-ID Compliant Licenses” required to be submitted in order to gain access to the installation per Specification Section 01 14 00, paragraph 1.2.1.2.
Answer: Yes.
16. Specification Section 23 07 00, paragraph 3.2.1.6, Pipe Insulation Material & Thickness, Table 2 “Piping Insulation Thickness” – What is the unit of measurement identified with the numbers in the table? Both “mm” & “inch” are referenced, but the numbers do not appear to correlate to these unit of measurements.
Answer: See Revised Specification Section 23 07 00 dated 15 August 2018 in Amendment 02 to the solicitation.
Table 2 has all information required. For pipe sizes between 1.5” and 4” – The thickness of the cellular glass insulation is 2”.
17. Specification Section 01 35 26, paragraph 1.5.1.1.1 states “The Contractor Quality Control Person can be the SSHO on this project. The Superintendent may be neither the Quality Control person or the Safety and Health Officer.” Just to clarify, this project requires a minimum of two (2) separate individuals – Project Superintendent & Quality Control Manager/Site Safety & Health Office (SSHO) correct?
Answer: Yes, two full-time personnel are required on this project.
18. Addendum 02, In Section Titled “B247” Under Additional Offices states, “See attached sketch.” - Is this the modular office space to be estimated under CLIN 0005? If so, no sketch was provided for this work.
Answer: The "sketch" was the plan view of the space.
19. Specification Section 23 05 93, paragraph 3.3.3. states “DALT ductwork of construction class of 3-inch water gauge state pressure and below if indicated to be DALT’d.” Drawing Sheet M002 indicates AHU-1 & AHU-2 having a Total Static Pressure of 2.95 in-wg & 2.59 in-wg (less than 3-in wg) respectively. The drawings do not indicate which ductwork is to be DALT’d, does this mean DALT is not required in this project? If DALT is required, please provide the indicated system to be DALT’d.
Answer: See Revised Drawing M003 in Amendment 02 to the solicitation and duct construction schedule added below. DALT testing shall be performed on medium pressure duct downsstream of the AHU and upstream of the VAVs and meet requirements below.
20. No finish work other than ceilings are indicated to occur throughout the building. Is the intent to replace the mechanical system only & replace the ceilings upon completion? Are we to protect the existing floors & walls from

damage during demolition and HVAC renovation? Are walls expected to be painted/touched-up after demolition?
The ceilings being replaced will undoubtably damage the walls they’re secured to – are these walls expected to be repaired, patched, & painted upon completion?
Answer: Yes.
21. During the Site Visit, there appears to be an Air Handling Unit AHU-03 (Trane Coil Section Serial #:
K94E35016 & Trane Fan Section Serial #: K94E35017) located in Mechanical Room 132 not shown on Sheet M051 (See Below). Is this unit to remain, be demolished, or replaced?
Answer: See Revised Drawing M051 in Amendment 02 to the solicitation.
22. During the Site Visit, there appears to be a significant amount of electrical conduit directly in the designed location for L-1 (see picture below):
On Drawing Sheet M052, the drawings do not indicate the routing of the existing return & louver for AHU-02. Below is a rough sketch of the existing ductwork/louver, can we use the existing louver as pictured (Note - the existing louver is capped on the outside)?
Answer: See Revised Drawing M052 in Amendment 02 to the olicitation.
23. During the Site Visit, there appears to be fire dampers installed in the ductwork penetrating through the second floor to first floor ductwork in Mechanical Room 203 (See below pictures). Are Fire Dampers required to be installed in the new ductwork? If so, please provide the locations.
Answer: See Revised Drawing M052 in Amendment 02 to the solicitation.
24. During the site visit, it was noted that the existing ductwork in Rooms 116 & 118 are to remain as shown on Drawing Sheet M051, however Drawing Sheet M101 shows four (4) new Infrared Electric Heaters in these rooms.
Is the ductwork in this room to be demolished in order to install the new Infrared Heaters?
Answer: See Revised Drawing M051 in Amendment 02 to the solicitation.
25. The removal of the existing ceilings, specifically the wall angle for the acoustical ceilings will damage the walls they are attached to. Will the contractor be required to repair and paint the entire wall surface if damaged during demolition? If so, what quantity of drywall repair and paint shall be estimated for this work?
Answer: Contractor will be liable for any damage to the wall during demolition.
26. The existing Fire Suppression Sprinkler heads do not fall center tile (see picture below). When the ceiling is replaced with new acoustical ceiling, is it expected to relocate the sprinkler heads to fall center tile?
Answer: See Revised Drawing A121 in Amendment 02 to the solicitation.
27. On Drawing Sheet A120, the Reflected Ceiling Plan does not show the existing ceiling fans, projectors, and other miscellaneous equipment being penetrated through the new ceiling. During the site visit it was discovered that there are significant ceiling mounted items (Speakers, Fans, motion sensors, projectors, etc.) in this area (see picture below):
Answer: See Revised Drawing A121 in Amendment 02 to the solicitation.
28. Drawing Sheet M051 states the “existing Mini-Split Units and associated condenser units shall be removed and returned to owner” in Rooms 111, 112, & 119. Are the line-sets, electrical wiring, and drain lines expected to be demolished as well? Are exterior (Brick) & interior (sheetrock) wall repairs expected after demolition?
Answer: See Revised Drawing M051in Amendment 02 to the solicitation.
29. Drawing Sheet M052 shows FCU-3 & FCU-4 being demolished and some ductwork in the mezzanine on the 2nd Floor. During the site visit it was discovered that there is a lot of ductwork in this area not shown on the plans to be demolished. Drawing Sheet M201 identified VAV-13 & VAV-14 being installed in this area. Does the existing ductwork, not shown on the demolition drawings need to be demolished?
Answer: See Revised Drawing M052 in Amendment 02 to the solicitation.
30. What is the height of the ceiling in B247? (Where the modular offices are to be set up)
Answer: Office Areas @ 7'-9" and in Corridor Area @ 7'-2".
31. Will temporary HVAC be required to be provided throughout B241 during the time between demolition of the old mechanical system and installation of the new mechanical system? If not, will the Contractor be held responsible for heat & humidity issues involving walls, floors, and specialty items?
Answer: Temporary HVAC is not required by the contract documents, any damage to existing finishes must be repaired. However, if there are finishes the contractor believes would be damaged without temp HVAC and RFI with the solution should be proposed for the Government to make an informed decision.
32. What is the order of precedence between Federal & State Codes, Specifications, Drawings, Manufacturer’s Recommendations, etc.? (i.e. when there is a conflict between the drawings and specifications, which drives?)
Answer: Federal codes take precedence over state codes. In accordance with FAR 552.236-21 Specifications and Drawings for Construction, the specifications shall govern if there is a conflict.
33. Can the contractor expect to build the project by the 100% Final Drawings & Specifications provided in the solicitation without additional risk of unforeseen site conditions?
Answer: Differing site conditions are a possibility. These will be addressed during construction through RFI/RFV process with possible time and cost added to the contract.
34. Specification Section 01 45 00, paragraph 1.5.2. mentions the duties and responsibilities of the Alternate QC Manager. Is the Alternate QC Manager, Superintendent, and SSHO required to be submitted in the Accident
Prevention Plan & Quality Control Plan?
Answer: Yes, include all resumes, training, certifications/qualifications of all personnel.
35. Specification Section 01 45 35, paragraph 3.1. states “Perform Special Inspections for the following where designated on the drawings.” The drawings do not designate special inspection locations, therefore is it fair to assume that special inspections of the mechanical and electrical components along with the seismic isolation system are not required?
Answer: Special Inspections are required of all listed systems where work is identified on the drawings.
36. Are “G”-designated submittals and those identified in the AF-66 “Submittal Register” the only submittals required to be submitted to the Government for review and approval on this contract?
Answer: The submittal register is a living document and may change during construction. All “G” designated items are required to have Government approval. All others items may be for information/notification purposes.
37. Specification Section 01 57 50, paragraph 3.4.1. states “The Contracting Officer has obtained a Land Disturbance Permit from SCDHEC and an approved Storm Water Pollution Prevention Plan (SWPPP). A copy of this permit and approved SWPPP will be provided to the Contractor after award.” What Storm Water Prevention measures must be implemented/maintained during the life of the contract? Site Civil Drawings were not provided with the solicitation, what quantity of silt fence, drop inlets, waddles, etc. should be estimated in this contract?
Answer: SWPPP is not required for this project because it is not in the scope of work. Ignore all references to Storm Water.
38. Solicitation Section C, Paragraph “Business License Tax -South Carolina” states Cities of North Charleston, South Carolina and/or Goose Creek, South Carolina imposes a business license tax on all contract work within the cities of North Charleston, South Carolina and/or Goose Creek South Carolina.” What are the current rates for North Charleston & Goose Creek Business License Taxes?
Answer: The cost of the licesnse is proportional to the dollar amount of work being executed. Information for the North Charleston city Tax may be obtained by calling 843-740-2632, and for the Goose Creek City Tax by calling 843-797-6220.
39. Specification Section 01 14 00, paragraph 1.2.1.2. states “Furnish a completed Employment Eligibility Verification form for all personnel requesting badges.” Just to clarify, does this mean the Contractor is required to submit an USCIS Form I-9 “Employment Eligibility Verification” with an individual’s pass application for this contract, including subcontractors?
Answer: Only, individuals who are not US citizens are required to submit the USCIS Form I-9, Employment Eligibility Verification form when submitting their badge request.
40. Solicitation Section C, paragraph “Contractor Consent to Background Checks” states “The Contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this provision.” What is the current length of time to process a pass application once submitted to the Contracting Officer?
Answer: The background checks and badging processing takes 7 to 14 days business days. If the driver’s license has “Not for Federal Installations” on it, the badge request will be denied unless the individual has another form of identation that meets the REAL ID ACT.
41. Solicitation Section C, paragraph “Passes for Employees” states “These passes will run through the contract completion date (or the period that the employee will be required to be at the job site).” Just to clarify, will passes be issued for the total length of the contract - 494 calendar days? Or will the base only issue 364-day passes, requiring the General Contractor to re-process some pass applications?
Answer: An individuals background check is only good for a year; therefore, the pass will expire and new paperwork must be accomplished for the following year. Individuals may submit their new paperwork within 30 days of the pass expiring.
42. Will the North American Free Trade Agreement (NAFTA) be in compliance with the “Buy American Act” for this contract?
Answer: The Buy American Act applies to this contract; however, the Contractor may submit requests for determinations of inapplicability to the Contracting Officer with the required documentation and information in accordance with FAR 52.225-10(b) in time to allow a determination before submission of offers.
