Asbestos and Lead-Based Paint Assessment S&ME No. 4213-14-209 Building 2400; JBC- Nuclear Power School December 2014 Goose Creek, South Carolina

SUMMARY

An asbestos and lead-based paint assessment was conducted on December 15, 2014 at Building 2400 (Nuclear Power Training School) located at Joint Base Charleston - Naval Weapons Station Base in Goose Creek, South Carolina. The purpose of the assessment was to identify the presence of asbestos containing materials (ACMs) and lead-based paints, prior to planned design work order titled "Repair HVAC System, Training Facility; Project: DKGV 13-2153 ". The design work order requested the assessment of ACMs and lead-based paint in those interior and exterior areas that may be affected by the planned work under this project.

Asbestos Assessment

The asbestos assessment included the bulk sampling and analysis of suspect ACMs, which included fire proofing on structural beams, duct mastic, sheetrock and associated joint compound, floor tile and associated mastic, mastic on vinyl cove base and tread, and ceiling tiles. The Environmental Protection Agency (EPA) and South Carolina Department of Health and Environmental Control (SCDHEC) define materials as asbestos containing if an asbestos content greater than one percent(> 1 %) is detected in a representative sample.

Based on the bulk sampling and analyses performed as part of this assessment, no asbestos was detected in the representative materials assessed, sampled and analyzed.

The Environmental Protection Agency (EPA) and South Carolina Department of Health and Environmental Control (SCDHEC) define materials as asbestos containing if an asbestos content greater than one percent (> 1 % ) is detected in a representative sample. If additional suspect materials are discovered during the planned renovation activities, bulk samples should be collected by a SCDHEC licensed inspector and analyzed for asbestos content. This report should be provided to the contractor(s) to assist with compliance with applicable State and Federal regulations.

Lead-based Paint Assessment

A lead-based paint assessment was performed on December 18, 2014 ofrepresentative interior painted components associated with the structure. The components were analyzed via direct read X-Ray Fluorescence (XRF) technology. For the purpose of this assessment, painted surfaces with lead concentrations exceeding the SCDHEC limit (0.7 mg/cm2

) are considered lead-based paint. Detectable levels of lead are applicable to the Occupational Safety and Health Administration (OSHA) regulation 29 CFR 1926.62 (Lead in Construction).

Of the representative painted components tested, no surfaces or components exhibited lead concentrations meeting or exceeding the SCDHEC disposal limit of 0.7 milligrams per square centimeter (mg/cm2

). For the purposes of this report, lead-based is defined in accordance with the SCDHEC definition applicable to renovation activities.

Asbestos and Lead-Based Paint Assessment Building JBC- Nuclear Power School Goose Creek, South Carolina

S&ME No. 4213-14-209 December 22, 2014

Detectable levels of lead were present in the ceramic wall tiles via the XRF testing.

Based on our understanding of this planned project there should be no disturbance to these finishes.

Destructive actions to coatings or paint containing detectable levels of lead (component removal, manual demolition, sanding, grinding, burning, paint preparation, etc.), require the contractor comply with the standards of OSHA 29 CFR 1926.62, including but not limited to training, initial exposure monitoring, the use of personal protective equipment, and medical surveillance.

The quantities reported by XRF may be useful in determining the relative risk associated with various demolition tasks, for example disturbances to paints with low lead levels may be less likely to result in airborne lead exposures in excess of the OSHA Action Level. A copy of this report should be provided to the contractor(s) to assist in compliance with applicable State and Federal regulations.

1. BACKGROUND

An asbestos and lead-based paint assessment was conducted on December 15 and 18, 2014 of Building 2400 (Nuclear Power Training School) located at Joint Base Charleston -Naval Weapons Station Base in Goose Creek, South Carolina. The purpose of the assessment was to identify the presence of ACMs and lead-based paints that could be disturbed during the destructive and disposal activities as to facilitate the intent of construction activities described as "Repair HVAC System, Training Facility; Project:

DKGV 13-2153 ". The assessment was performed in general accordance with the Design Work Order (DKGV 13-2153) and S&ME Proposal 42-1400930, dated August 28, 2014.

The referenced structure is approximately 650,000 square feet in size and currently used as a training facility and the main facility for the Nuclear Power Training School. The three-story building is constructed of steel framing, a reinforced concrete on-grade, with a brick veneer exterior and pitched metal roof. The interior was extremely homogeneous in material type and use. The flooring consisted of terrazzo hallways on the first floor, and remaining flooring was vinyl composition tile, with exception to the restrooms which were ceramic tile. The wall systems were sheetrock with a concrete masomy unit (CMU) support walls. The ceilings were predominantly suspended ceiling systems with sheetrock in the restrooms and select offices.

1.1 Asbestos Assessment

The asbestos assessment was conducted to sample and identify ACMs in accordance with regulatory requirements prior to renovation activities. The identification of ACMs will aid in the prevention of occupational exposures and/or environmental releases of airborne asbestos. Identification of ACMs also complies with Title 40 Code of the Federal Regulations, part 61, and State regulation 61-86.l enforced by the SCDHEC, along with Title 29 Code of Federal Regulations, part 1926 enforced by OSHA.

Building 2400; JBC- Nuclear Power School Goose Creek, South Carolina

S&ME No. 4213-14-209 December 22, 2014

The following sections describe the assessment procedures used, results of the suspect ACMs sampled and analyzed, confirmed ACMs located in the structure, and conclusions and recommendations regarding the subject structure as related to ACMs.

1.2 lead-based Paint Testing

The purpose of the testing was to identify existing lead-based paint finishes associated with the structure, which will be adversely affected by HV AC repairs. The identification of these materials will aid in the compliance of occupational exposure (OSHA) and/or environmental releases of airborne lead dust in accordance with 29 CFR 1926.62 (Lead in Construction) and provide information to facilitate proper disposal of lead-based paint coated components and debris in accordance with the SCDHEC and EPA.

ASBESTOS ASSESSMENT

2.1 Assessment Procedures

The assessment was performed by observing and sampling suspect ACMs associated with the subject structure. There was an emphasis during the assessment to perform sample collection in common and service areas to avoid damage to the finishes and to prevent disruption to on-going activities and conduct work in sensitive areas. Significant destructive testing was not performed, therefore the possibility exists that suspect materials were undetected in inaccessible areas such as chases or wall voids.

If additional suspect materials not identified in this report are discovered during the planned renovations (destructive activities), bulk samples must be collected by a SCDHEC licensed inspector and analyzed for asbestos content prior to disturbance or disposal of the suspect materials.

A sampling strategy was developed to provide representative samples in accordance with SCDHEC and EPA requirements. Bulk samples were then extracted from suspect ACMs and recorded on a chain of custody record and submitted to our in-house laboratory in Charlotte, North Carolina for Polarized Light Microscopy (PLM) analysis and subsequent confirmation of negative results by Transmission Electron Microscopy (TEM) for those non-friable organically bound materials by EMSL Laboratories, also in Charlotte, North Carolina. The laboratories are accredited by the National Voluntary Laboratory Accreditation Program (NVLAP), which is administered by the National Institute of Standards and Technology.

Polarized Light Microscopy (PLM) The suspect materials were analyzed by trained microscopists using PLM techniques coupled with dispersion staining in accordance with EPA Test Method Title 40 Code of Federal Regulations, Chapter I (1-1-87 edition), Part 763, Subpart F-APPENDIX A. This method identifies asbestos mineral fibers based on six optical characteristics:

Asbestos and Lead-Based Paint Assessment S&ME No. 4213-14-209 Building 2400; JBC- Nuclear Power School December 201 Goose Creek, South Carolina morphology, birefringence, refractive index, extinction angle, sign of elongation and dispersion staining colors. The laboratory analysis reports the specific type of asbestos identified (there are six asbestos minerals) and the percentage of asbestos present.

Transmission Electron Microscopy (TEM) Suspect non-friable and organically bound materials, exhibiting negative results via PLM analysis, were analyzed by trained microscopists by TEM using EPA 600 Method in accordance with ASTM E2356. Typical examples of this material include, but are not limited to; floor tile and associated mastic, sheet flooring (linoleum) and mastic/adhesive, roof shingles, roof materials, glazing, caulking, and cove base mastic.

2.2 Findings and Results

The asbestos assessment included the bulk sampling and analysis of suspect ACMs associated with the subject structure and included fire proofing on structural beams, duct mastic, sheetrock and associated joint compound, floor tile and associated mastic, mastic on vinyl cove base and tread, and ceiling tiles.

Based on the assessment, sampling and analysis of the representative suspect materials, no asbestos was detected.

Diagrams of the asbestos bulk sample locations are provided in Appendix I, and a copy of the inspector's SCDHEC license is provided in Appendix II. The laboratory analyses and chain-of-custody records are provided in Appendix III.

The following summary table (Table 1) exhibits the sample number, location, type of material tested, approximate quantity of the material sampled, condition of the material, and corresponding result for each sample.

2.3 Abbreviations and Hazard Assessment Key

In accordance with the EPA and SCDHEC, confirmed ACM is assigned a hazard assessment based on its present condition and potential for disturbance. The hazard assessment is used as a tool for prioritization in remedial actions regarding the identified ACM(s). The following key exhibits the criteria that compose the hazard assessment.

Since no ACM was identified in the representative materials the use of the key was not required.

Present Condition F =Friable NF = Non-friable G = Good (Very localized limited damage) D = Damaged (Damage of less than 10% distributed and less than 25% localized) SD= Significantly Damaged (Damage equal to or greater than 10% distributed, 25% localized)

3. LEAD-BASED PAINT ASSESSMENT

3.1 Procedures

Good (G)

PD

2 1

Lead-based paint testing was performed on representative interior and exterior painted components. The components were analyzed with a Niton XLP-302 X-Ray Fluorescence (XRF) spectrum analyzer (serial #25 910). The suspect painted finishes were selected based on the color of the topcoat and the underlying paint layers and/or the substrate on which it was applied. The possibility exists that lead-based or lead-containing paint

Goose Creek, South Carolina

S&ME 4213-14-209

December 22, 2014 finishes are present in those inaccessible areas such as pipe chases, wall voids, etc.

SCDHEC defines a lead-based paint as any paint containing lead at concentrations equaling 0.7 mg/cm2 or greater by XRF testing. For the purpose of the assessment, paint containing 0.7 mg/cm2 or greater was considered lead-based paint due to the planned activities. Lead-based paint, as defined by SCDHEC, requires appropriate testing and disposal.

OSHA does not recognize a threshold level oflead for definition purposes, only the airborne exposure to lead by workers. The current OSHA regulations recognize an airborne action level of thirty micrograms per cubic meter (30 µg/m3

) during an eight hour day and a permissible exposure limit of fifty micrograms per cubic meter (50 µg!m\

3.2 Findings

A lead-based paint assessment was performed on December 18, 2014 at the referenced building to identify lead-based paints and lead-containing paints. No lead-based paints were identified on the representative surfaces and components.

Some of the surfaces tested exhibited lead levels applicable to OSHA regulation 29 CFR

1926.62 (Lead in Construction). It should be noted that the ceramic wall tile in the restrooms contained small amounts oflead. Additionally, other paint coatings may contain lead that cannot be detected by x-ray fluorescence and may be applicable to OSHA regulation 29 CFR 1926.62 (Lead in Construction). Destructive actions to paint containing any amount of lead (component removal, demolition, sanding, grinding, welding, paint preparation, etc.), require compliance with the standards of OSHA, including, but not limited to training, initial exposure monitoring, the use of personal protective equipment, and medical surveillance, unless objective airborne exposure monitoring indicates otherwise. The quantities reported by XRF may be useful in determining the relative risk associated with various demolition tasks, i.e. the lower the level of lead found in the paint, the less likely disturbance will result in exposure in excess of the OSHA Action Level.

The summary of the paint readings analyzed by the XRF spectrum lead analyzer are provided in Appendix IV, along with the memorandum of approval for use of a radioactive device (XRF) on JBC- Nuclear Power Training Facilities.

4. CONCLUSIONS AND RECOMMENDATIONS

The asbestos and lead-based paint assessment conducted of Building 2400 located at the Nuclear Power Training complex in Goose Creek, South Carolina, did not identify the presence of ACMs or lead-based paints applicable to SCDHEC requirements. OSHA requirements may be applicable for the Contractor depending upon the planned impacts to the coated surfaces.

4.1 Asbestos Recommendations

S&ME 4213-14-209

December 22, 2014

The asbestos assessment performed at the referenced site on December 15, 2014 did not identify the presence of ACMs in the specified areas. If additional suspect materials are discovered during the planned renovation activities, bulk samples should be collected by a SCDHEC licensed inspector and analyzed for asbestos content. This report should be provided to the contractor(s) to assist with compliance with applicable State and Federal regulations.

Lead-based Paint Recommendations

The ceramic wall tile in the restrooms contained small amounts of lead which may be applicable to OSHA dependent upon the planned renovation activities. Based on our understanding of this planned project there should be no disturbance to these finishes.

Destructive actions to coatings or paints containing detectable levels of lead (e.g.

component removal, demolition, sanding, grinding, burning, paint preparation, etc.) will require the contractor comply with the standards of the OSHA regulations 29 CFR

1926.62 (Lead in Construction), including but not limited to training, initial exposure monitoring, the use of personal protective equipment, and medical surveillance. Paint coatings may be present that contain low levels oflead that cannot be detected by X-ray fluorescence, which may be applicable to OSHA regulations 29 CFR 1926.62. The quantities reported by XRF may be useful in determining the relative risk associated with various demolition tasks, for example disturbances to paints with low lead levels may be less likely to result in airborne lead exposures in excess of the OSHA Action Level.

Also, accumulations of paint waste (chips, dust, or flakes) must be tested by TCLP to determine if the waste is classified as hazardous, which requires disposal in a Subtitle C (hazardous waste) landfill. Lead waste, at a minimum, must be disposed in a Class II or III landfill.

The sample may not be fully representative of the larger material in question. This sheet may not be reproduced except with permission from SME, Inc. This report may not be used to claim product endorsement by NVLAP or any agency of the U.S. Government. Although Polarized Light Microscopy (PLM/Dispersion Staining) (Method EPA 600/R-93/116) is the specified method for analysis of bulk material samples for asbestos under the EPA Asbestos Hazard Emergency Response Act, there have been reports that this method may not identify asbestos when fiber sizes are extremely small or if they are bound in a resinous material. Such materials include floor tile, mastic and asphaltic roofing. Currently, reanalysis by Transmission Electron Microscopy (TEM) to verify results of <l 0/o or "None Detected" for these materials is recommended.
