1.2.1 PROJECT DESCRIPTION

The general intent of this project is to provide HVAC repairs and improvements to the to the Naval Nuclear Power Training Command (NNPTC) Training Facility, Building 2400, to correct issues within the building caused by the HVAC system and the building envelope at the attic that contribute to excessive humidity. The Training Facility is a three story plus mechanical mezzanine (attic) of approximately 246,500 square feet, that was constructed in 1997. The building is used primarily for education, with classrooms, offices, and ancillary program spaces. The building will be occupied during this renovation.

The work on the HVAC system will affect air handling units, electric duct heaters, filter modules, fan terminal and/or VAV units, and exhaust fans.

The work on the attic envelope will be to make it a non-vented attic. Work will also include selective demolition and repair/replacement of acoustical tile ceilings where impacted by the HVAC scope of work.

1.2.2 LOCATION

The work shall be located at the Joint Base Charleston - Weapons Station, Goose Creek, South Carolina, in Building 2400 of the Rickover Complex, approximately as indicated on Drawings. The exact location will be shown by the Contracting Officer.

1.3 OCCUPANCY OF PREMISES

Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

The premises will be occupied during the execution of the Work. This will necessitate limitations for access to areas during certain periods of time.

1.4 PROJECT ENVIRONMENTAL GOALS

Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation is to produce a building that meets the functional program needs and incorporates the principles of sustainability.

Specifically:

a. Preserve and restore the site ecosystem and biodiversity; avoid site degradation and erosion. Minimize offsite environmental impact.

b. Use the minimum amount of energy, water, and materials feasible to meet the design intent. Select energy and water efficient equipment and strategies.

c. Use environmentally preferable products and decrease toxicity level of materials used.

d. Use renewable energy and material resources.

e. Optimize operational performance (through commissioning efforts) in order to ensure energy efficient equipment operates as intended.

Consider the durability, maintainability, and flexibility of building systems.

f. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.

g. Reduce construction waste through reuse, recycling, and supplier take-back.

1.5 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.6 ON-SITE PERMITS

Obtain a work clearance/digging permit prior to start of excavation. The Contractor is responsible for marking and verifying all utilities. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated to be specified or removed but indicated or discovered in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.6.1 NOTIFICATIONS

Notify the Contracting Officer at least 72 hours prior to starting excavation work.

1.6.2 OUTAGE REQUESTS

Utility outages and road closures required during the prosecution of work shall be arranged for the convenience of the Government. Utility outages and connections shall be scheduled outside regular working hours. Utility outage and road closure requests shall be submitted to the Contracting Officer for coordination and Government approval at least 30 days prior to the desired outage or closure date. Requests shall clearly identify the need for the outage or closure, the requested date(s) for the outage or closure, the expected length of the outage or closure and proposed backup dates.

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-01 Preconstruction Submittals

List of contact personnel; G

1.2 SPECIAL SCHEDULING REQUIREMENTS

1.2.1 Controlled Access

The project site is located in a secured building requiring background checks, controlled entry, and contractor employees to be escorted by assigned Government personnel at all times.

1.2.2 Preliminary Scheduling Meeting

After contract award, the contractor shall arrange a meeting with the Contracting Officer, CE Project Manager, and the NNPTC Users, to schedule work in Building 2400. A preliminary Phasing Plan shall be submitted at the initial meeting, reviewed by the Government and revised as required to meet the requirements of NNPTC. Work shall not commence until the Phasing Plan is agreed to and accepted by the Contracting Officer and the NNPTC Point of Contact.

1.2.3 Ongoing Scheduling Meetings

Ongoing Scheduling Meetings will be required on a weekly basis with Contracting Officer, CE Project Manager, and the NNPTC Users, to provide a 4-week look-ahead, coordinate access to the various work environments, coordinate utility or other interruptions that potentially impact the NNPTC Users, and review progress in completion of work in one Work Environment, and the scheduling for moving into the next Work Environment.

1.2.4 Work Environments

A Work Environment will be defined as a grouping of Classrooms, Offices, or other spaces that can be secured and observed by the number of Government Escorts available, and that can be reasonably completed in a set number of calendar days. The Contractor will not be released to commence work on a new Work Environment until all work has been satisfactorily completed and accepted by the Contracting Officer within a current Work Environment.

1.2.5 Escort Requirements

Contractor employees are to be escorted by assigned Government personnel at all times. For purposes of the Contractor’s understanding of this requirement, escorts must maintain line-of-sight observation of all contractor activity within a prescribed area or Work Environment, such that one or two escorts may provide adequate observation of an entire work environment. However, any contractor employee leaving the work environment would have to be individually escorted, which could limit the ability of the remaining escort to fully observe contractor activity and result in delays.

The Government will provide a minimum of ten (10) escorts during work hours.

1.2.6 Swing Spaces

Work Environments will be established at the initial and subsequent weekly scheduling meetings. The ability of the Government to turn over a Work Environment to the Contractor for construction activity is limited by the ability of the Government to relocate the activities in the subject area to “swing space” that has been identified. The Government has ten (10) classrooms that will serve as such “swing space” during construction activities, allowing for the Contractor to work on up to 10 classrooms or office space equivalents as a Work Environment at any given time, and enabling the Government to provide adequate escorts and security for the Classrooms or areas being considered.

1.2.7 Lab Classrooms

The 33 Lab Classrooms are required to be continuously utilized; however, each Lab Classroom will be made available for one week, limiting scheduled availability for contractor activity to 5 weekdays and weekends to accomplish work. When Lab Classrooms are included in a Work Environment, the contractor shall allow for such accommodation in scheduling the effort in that Work Environment.

1.2.8 Air Handling Unit Restrictions

The air-handling units (AHUs) shall be removed and replaced in such a manner so as to minimize downtime. All AHU downtime will be coordinated and agreed upon during the weekly 4-week look-ahead meeting. It is required that all AHUs shall be replaced between 15 October and 15 March. At least 5 of the 9 AHUs to be replaced will be required to be completed during the first 15 October to 15 March period, with the remainder being completed during the following 15 October to 15 March period. During the downtime of AHUs, fresh air shall be provided into occupied spaces as outlined on the drawings. The period of time between an AHU being taken down and fresh air being provided to the occupied spaces shall be limited to 24 hours.

AHU-T3 and AHU-T9 are located interior to the building and as such do not have direct access to an exterior wall for replacement. The AHU’s shall be brought into the building and staged, in sections, on an open area of the platform after an adjacent air handler has been removed but before the new air handler has been installed. The staged air handler shall at no time impact egress pathways. After the interior AHU has been demolished it shall be staged on an open area of the platform so that it can be removed from the building after an adjacent air handler has been removed but before the new air handler has been installed. The staged air handler shall at no time impact egress pathways. The contractor shall coordinate the timing of the adjacent AHU’s so that this process will be possible.

However, the contractor may provide alternate method of replacement of AHU- T3 and AHU-T9, pending approval of the plan by the Contracting Officer.

1.2.9 Access or Utility Interruptions

Permission to interrupt any Activity roads, railroads, and/or utility service shall be discussed in weekly look-ahead meetings and must be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.

1.3 CONTRACTOR ACCESS AND USE OF PREMISES

1.3.1 Activity Regulations

1.3.1.1 Subcontractors and Personnel Contacts

Furnish a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.3.1.2 Identification Badges and Installation Access

Identification badges will be furnished without charge. Two identification badges will be required, each with a separate application. An Identification badge must first be obtained from Joint Base Charleston.

Once approved, a separate identification badge must be obtained from NNPTC.

Application for, and use of badges, will be as directed. Copies of identification to include driver’s license and social security card will be required for processing badges for US citizens. Non-US Citizens will not be granted access. For each required badge, Contractor should plan on 8 normal working days from delivery of the required badge request information until receipt of a scheduled appointment date to pick up a badge (if cleared). It is critical that personnel meet scheduled appointment times.

Instances of lost or stolen badges should be immediately reported to the Contracting Officer.

1.3.1.3 Personnel Entry Approval

Failure to obtain entry approval will not affect the contract price or time of completion.

1.3.1.4 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installations under the cognizance of Joint Base Charleston except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.3.2 Working Hours

Regular working hours shall consist of 7:00 am – 4:30 pm Monday through Friday, excluding Government holidays.

1.3.3 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer and NNPTC User approval. Due to coordination of Government classroom activities, availability of escorts, and possible down time of HVAC units, work after normal working hours and on Government holidays is encouraged and anticipated. Scheduling activities outside of regular working hours will be discussed and as agreed to in the weekly look-ahead meetings as outlined above. Make application two weeks prior to such work to allow arrangements to be made by the Government for inspecting the work in progress.

1.3.4 Occupied Buildings

The Contractor shall be working around and within existing buildings which are occupied. Contractor employees are to be escorted by assigned Government personnel at all times. Do not enter the buildings without prior approval of the Contracting Officer.

The existing Building 2400 and its contents shall be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer.

Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the building during the construction period.

Leave attached equipment in place, and protect them against damage, or temporarily disconnect, relocate, protect, and reinstall them at the completion of the work.

1.3.5 Utility Cutovers and Interruptions

a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in the paragraph "Work Outside Regular Hours."

b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, and compressed air shall be considered utility cutovers pursuant to the paragraph entitled "Work Outside Regular Hours."

d. Operation of Station Utilities: The Contractor shall not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor shall notify the Contracting Officer giving reasonable advance notice when such operation is required.

1.4 SECURITY REQUIREMENTS

Contract Clause "FAR 52.204-2, Security Requirements and Alternate II," and the following apply:

a. Project location is within the Naval Nuclear Power Training Command (NNPTC) and access is restricted. All work shall be in compliance with NNPTC Charleston Contractor Special Conditions.

1.4.1 Compliance with NNPTC Contractor Special Conditions

Strict compliance with all NNPTC Contractor Special Conditions will be required: escorted at all times, no foreign nationals, all contractors shall submit (8 days in advance of access to GOV PM) on the company’s letterhead the following: person’s full name, date of birth, place of birth, social security number, all data relating to a GOV clearance (if held), and a brief explanation of why access is needed. This data will be processed into the NNPTC data base. This is in addition to the required JB CHS access data. Construction noise shall be limited or the work shall be scheduled per NNPTC student work load. A phasing plan shall be provided and work shall be coordinated with the current NNPTC Point of Contact as outlined in the Special Scheduling Requirements above.
