Joint Base Charleston (JB CHS) Contractor and Vendor Security Requirements Handout

Due to ongoing terrorist threats, today’s environment requires us to exercise more vigilance in protecting our personnel and resources. It is necessary to closely scrutinize and monitor access to the base. Like other military installations, we perform back ground checks on all current and future Contractors, subcontractors and vendors accessing the installation. The background check will include a criminal history check and fingerprinting of all individuals. In addition to the background check, we use a Contractor/vendor identification badging process. These badges ease base entry for the individual and simplify entry control procedures for our Security Forces.

The badge is required to be worn on base at all times.

The 628th Air Base Wing will immediately begin gathering information on anyone who would not otherwise be entitled unescorted entry to the base. This includes individuals who are allowed on base through contracts, subcontracts or agreement with any organization. Security personnel will keep a list of persons not authorized to enter JB CHS.

These security measures are not optional. Joint Base Charleston (JBCHS) has the right to deny entry based upon results of the investigation and/or the refusal to submit fingerprints. The information included in this handbook is provided to help ensure all Contractors working on

JBCHS are aware of our security requirements.

Please work with Security Forces and give this matter your full attention so we can implement this process as quickly and efficiently as possible.

The original Contractor form 74 will then be hand carried by authorized personnel between the base sponsor and the VCC, where the form will be checked for completeness, legibility and all required signatures prior to acceptance. Processing the Contractor form 74 and background check could take up to 5 duty days from the time it is submitted to the VCC. It is the Contract Foreman’s responsibility to ensure that all Contractor badges and other forms of identification issued by JBCHS are returned to Security Forces in a timely manner after completion of the contract or in the event that an employee is terminated from their job. Any items issued by JBCHS should be returned in person (preferred method) or by mail to 628 SFS/J5X, 105 S. Graves Ave., Joint Base Charleston, SC 29404-5009.

These checks are necessary to prevent the theft or damage of JB CHS resources and property and to prevent the transportation of illegal drugs onto the installation. These checks may delay your workers for a few minutes. Failure to consent to these checks may result in barment by the installation commander or suspended or revoked base driving privileges.

8. Traffic Rules and Regulations: All Motor Vehicle Codes forth state of South Carolina apply on JBCHS and are strictly enforced. Failure to obey established state, local, and installation traffic rules/regulations may be grounds to suspend or revoke an individual's base driving privileges. Personnel caught violating traffic rules and regulations can be issued a DD

12. Base Exercises and Retreat

12.1. JB CHS has both a wartime and peacetime mission. To ensure we can perform both missions effectively, frequent exercises are conducted. Here are somethings you should be aware of:

12.1.1. Entry to or exit from the base may be delayed due to gate closures. Closures are usually for short periods of time.

12.1.2. Should you or your employees get stopped at a cordon (exercise perimeter) or get told to evacuate your work area, you may identify yourself to the cordon guard as a Contractor and state the reason you need to remain in the cordon area. The guard will pass the information up the chain of command and ask for an exemption to the evacuation requirement. Be aware this may take a few minutes and that it is not the guard’s fault. If the exemption is approved, only company or properly marked vehicles will be allowed to cross or remain in the exercise cordon area. Remember, you are required to follow the final decision of the guard and will not attempt to persuade him/her to allow you to enter the area if authorization is not received. If the exercise causes delays or other problems with your contract performance, immediately notify the contract administrator or sponsoring agency.

12.1.3. Retreat. To show respect for the flag of the United States, all personnel driving a vehicle shall immediately pull to the right side of the roadway or traffic lane and stop while retreat

(National Anthem) is sounded. Once the last note has sounded, vehicles may be placed back in motion.

13. Contractor's Security Requirements: Although JB CHS has stringent entry and internal controls, we still experience incidents of vandalism and theft. Your equipment located within the boundaries of JB CHS will be provided the normal protection you would expect from a civilian police agency. As in the civilian community, you are expected to provide a reasonable degree of protection (security) for your property. The Government accepts no responsibility for lost or stolen materials, equipment or tools, regardless of the item(s) location. The security of your property when it is contained within a restricted area is secondary to the protection afforded to the JB CHS resources. Should you be a victim or witness to a crime or incident, please report it immediately to the Base Defense Operations Center (BDOC).

14. Flight-line Operations (JB CHS-AB): If your job site is on or near the flight-line, the

Airfield Manager, 963-3024, maintains all instructions for flight-line operations. If the job site is near restricted areas, an escort maybe required. Also, procedures for job sites on or near the flight-line may change dependent upon the current security level at the base.

15. Restricted Areas (JBCHS-AB): JB CHS-AB has several areas containing high value or sensitive resources. These areas are posted with "Restricted Area “signs. In addition to signs, the areas are marked with red or orange ropes, stanchions, or red painted lines. Contract personnel may not enter these areas unless they are under escort by an authorized individual. If your contract involves work within a restricted area, the contract administrator or sponsoring unit and the airfield manager will coordinate actions with security forces to establish a "free zone."A “free zone" will permit Contractors entry, free movement, and exit from the job site.

See paragraph 17 for free zone procedures.

The person will also secure the site with orange snow fence or other pre-approved device and then notify the BDOC dispatcher that the free zone is secure.

17.1.7. If the contract requires after hours or overnight work, the site supervisor or contract administrator will notify 628 SFS/J-3 or the BDOC dispatcher in advance.
