About this file

This is a Questions and Answers document for Air Force Solicitation FA441726Q0015, issued 29 January 2026 by Contracting Officer Douglas P. McGee, SrA, USAF. The solicitation is for linen and laundry services at a military installation. The contemplated award is a Blanket Purchase Agreement (BPA) with per-piece pricing structure, not a firm-fixed-price contract. Service commencement is required within 10 calendar days of contract award. The average pickup volume is 800 lbs. per day, with pickup and delivery fees permitted to be incorporated into overall line item prices, provided they are clearly specified. All items should be laundered, with the exception of approximately 25 sets of drapes annually that require dry cleaning on an as-needed basis.

Evaluation criteria prioritize price first, followed by technical capability and past performance combined, which are weighted as less important than price. This is a new requirement with no incumbent. Personnel conducting pickups and deliveries require background checks, and a site visit was scheduled for 27 January 2026 at 1:00 PM CST with Real ID information required by 2:00 PM CST on 26 January 2026. Gate wait times average 10 minutes with 30-minute pickup/delivery durations. All soiled linen will be segregated by type and hand-counted by government staff prior to pickup, with count sheets accompanying linen for contractor verification. Both the contractor and government/lodging facility are responsible for proactively identifying and segregating unserviceable linen, with the government verifying items identified by the contractor. Quantity discrepancies are resolved on a case-by-case basis.

Q: Since there is no pricing/bid sheet, are we pricing the items per pound or per item?

Any Time…Any Place

A: Pricing should be done by item.

Q: I would like to inquire about the dry cleaning service. I noticed that some of the items listed in the description, such as sheets and blankets, are typically washed rather than dry cleaned.

A: Both parties (contractor and government/lodging) will be responsible for proactively identifying and segregating unserviceable/salvage linen, the government (lodging) will verify unserviceable/salvaged linen identified by the contractor.

Q: Please provide an estimated annual quantity of drapes anticipated for dry cleaning services under the “as-needed” requirement.

A: 25 sets of drapes are estimated to be dry-cleaned annually.

If counts are not conducted jointly at the time of pickup, please clarify how the government intends to identify and resolve any quantity discrepancies.

A count sheet will accompany soiled linen which can be verified by the contractor during pick-up. Quantity discrepancies will be resolved on a case-by-case basis.
