About this file

This is a Questions and Answers document for Solicitation FA441726Q0015 issued by the U.S. Air Force on 21 January 2026. The document addresses inquiries regarding a linen services contract involving laundry and dry cleaning services. Pricing must be submitted on a line-item basis, with pickup and delivery fees either incorporated into line-item prices or specified separately to ensure cost transparency. All items should be laundered, with dry cleaning required only for drapes as needed. Average pickups total 800 lbs per day, with a 10-minute average wait time at the commercial gate and 30 minutes for the pickup/dropoff process. A mandatory site visit is scheduled for 27 January 2026 at 1:00 PM CST, requiring attendees to provide names and birth dates matching Real ID documentation to the Points of Contact by 2:00 PM CST on 26 January 2026. Background checks are required only for personnel entering the installation for pickup and dropoff activities.

Evaluation criteria prioritize price as the primary factor, followed by technical capability and past performance, which when combined are weighted less heavily than price. This is identified as a new requirement with no incumbent contractor. The Contracting Officer is Douglas P. McGee, SrA, USAF.

SUBJECT: Questions and Answers for Solicitation FA441726Q0015

Q: Should we include a pickup/delivery fee as a separate line item in our price list, or is it preferred to incorporate those costs directly into the overall line item prices for each service?

A: Pickup and delivery fees may be included in the total item prices; however, it is essential to specify these fees so that we are aware of the charges associated with pickup and delivery.

Q: Should we price it out per line item or buddled price?\ A: Pricing should be done line item.

Q: What are the requirements for base access passes for delivery personnel, and is there an opportunity for a site visit to better understand the facilities and workflow?

A: A site visit has been scheduled for Tuesday, 27 January 2026 at 1:00 PM CST. Please ensure you provide the name(s) and birth date(s) as listed on your Real ID to both POCs by 2:00 PM CST the day prior (Monday, 26 January 2026) in order to attend.

Q: How will quotes be evaluated (e.g., emphasis on price, past performance, or technical approach)?

A: 1) Price, 2) technical capability, 3) past performance. When technical capability and past performance are combined, they are less important than price.

Q: Is currently an incumbent? If so, who was the previous awardee, contract number, and value?

A: This is a new requirement.

Q: Are there any specific items that needs to be dry cleaned rather than laundered? Or does either cleaning method work for all items?

A: All items should be laundered, occasionally there may be some drapes that need to be dry cleaned.

Q: What is the typical entrance gate wait time? What is the estimated time during the pick/drop off process? (This will help us factor in our driver time for our quote/proposal) A: Average wait time at the commercial gate is 10 minutes. Average time to pick-up/drop-off is 30 minutes.

Q: Are background checks necessary for our employees that will be on site or our entire company?

A: Background checks will only be done on personnel that will be entering the installation to pick-up/drop-off linen.

Q: What is the amount of pick up avg per pick up? Looking to determine cart size, amount of carts, and truck to be used.

A: Average pick up would be 800 lbs. per day.

Q: Since there is no pricing/bid sheet, are we pricing the items per pound or per item?

A: Pricing should be done by item.

Q: I would like to inquire about the dry cleaning service. I noticed that some of the items listed in the description, such as sheets and blankets, are typically washed rather than dry cleaned.

Could you please clarify whether any of these items are expected to be dry cleaned, or if they are included as part of the regular washing service?

A: The only items requiring dry cleaning would be drapes, as needed.
