About this file

This document is a Questions & Answers file for Solicitation FA441725Q0100, addressing an Intrusion Detection System (IDS) installation project. The Q&A covers technical specifications including sensor requirements, with a total of eight (8) HSS sensors and five (5) PIR sensors to be installed across multiple locations such as OSA 2024, OSA JTSAC 2014, OSA Radio 2031, Intel 2027, and Armory 1238. Key technical details include requirements for conduit, cabling, power, wiring, and junction boxes, with specific instructions like using dedicated Electric Metallic Tubing (EMT), metal junction boxes with tamper-proof screws, and multi-color wiring schemes. The installation will use the Honeywell Vindicator Command and Control Platform, with strict guidelines on wire labeling, connection methods, and power backup requirements, including a 4-8 hour Uninterruptible Power Supply (UPS) depending on the facility type.

Questions & Answers for FA441725Q0100

1. Section 1.5 States: the contractor shall provide and install six (8) BMS Sensors, six (6) PIR Sensors, and one (1) HSS Sensor as outlined in the diagram. The device count for section 1.3.1a-e only show (5) PIR Sensors and (6) HSS. Is the number 8 for BMS a typo? If there are 8 where are the other two BMS units to be located? Are the HSS and BMS counts intended to be the same device? Where is the 6th PIR to be located or are there only 5?

OSA 2024 shows (1) PIR (1) HSS OSA JTSAC 2014 shows (1) PIR (2) HSS OSA Radio 2031 shows (1) PIR (1) HSS Intel 2027 shows (1) PIR (1) HSS *Armory 1238 shows (1) PIR (1) HSS

*Armory 1238 shows (1) PIR (3) HSS

Total will be eight (8) HSS and five (5) PIR. Armory updated to reflect 3

HSS.

2. Section 1.3.1 f: States that the contractor must install necessary consumable materials (conduit, cabling, etc) to provide connectivity. Is this to mean that all required conduit and cable to include power and data is to be install be the vendor winning this bid for ALL rooms requiring conduit, power, and data?

Conduit and cable needs to be provided from the alarm panel to the Comm racks. For power and data need USACE to provide response.

3. Will the vendor winning the bid be required to use junction boxes without knockout or be required to tack weld or J-B weld any knockouts not being used?

Junction box will need to be tampered. Junction boxes shall be metal and use tamper proof screws

4. Is there dedicated circuit power being provided in the room requiring an IDS System to be install? Is the vendor required to run their own dedicated power for all rooms requiring power?

If there is a preexisting power box, they can use it, however, there needs to be a dedicated breaker for ESS equipment. Recommend USACE provides response about power as well.

5. Attachment 3 - Addendum to 52.212-1 and 52.212-2 states: The Offeror must provide a statement that their proposal for the project is compliant with Attachment #8 Non-Nuclear Configuration Management Database (CMD) Equipment Approval Memorandum, dated 29 April 2024.

Attachment 8 is the Provision and Clauses. Where is the CMD located? – See attachment 7*

*Amend to change Addendum to 52.212-1 and 52.212-2

6. Pages 11-19 of the SOW are unusable to show placement of IDB or any device locations. Will proper floor plans be provided with IDB and device locations?

Floor Plans have been submitted

7. Will the government be providing switch and port number locations for all IDS that needs to be connected to the base network for IDS network connection to BDOC and Vindicator VCC.

Yes, we will work with Comm to provide port numbers for IDS connection

8. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be?

(All IDS wiring within a facility shall be in dedicated ESS Electric Metallic Tubing (EMT) with the exception of Non-Metallic Breaks for ICD 705 and

Explosion Proof spaces) (Junction boxes shall be metal and use tamper proof screws)

9. Please provide a comprehensive list of quantities of all IDS items needed to include model # (e.g. total number of motion sensors, glass breaks, etc.) per location. (Refer to SOW)

1. Do you currently have existing IDS Sensors in your doors? Please specify which doors. (No)

2. What is the manufacturer of the existing IDS system? (None, new install for this facility but installation uses Honeywell Vindicator Command and Control Platform)

3. Will we be able to reuse the existing cable? If so, what type of cable is there currently? (No)

4. Can Existing Wiring be utilized? (No)

5. Is a “UPS” required? If so, What Time/Power Duration is required? (Yes) (Below is SCIF requirement all other space is 8 hours unless system is equipped with a backup generator, the battery backup is only required to provide UPS-type power to allow time to get the generator started/operational. The recommended battery backup time for a system connected to a generator is 4 hours.)

6. re “Or Equal” Equipment substitutions allowed? (Only if on Non-Nuclear Configuration Management Database (CMD) Equipment Approval List)

7. Is “Plenum Wire” acceptable?

1. Wiring Details

1. Wire sizes shall vary depending on their purpose. Recommend using 22-AWG wire for signal, 18-AWG for low voltage power (12 VDC-24 VDC), and 14-AWG for high voltage power (120

VAC – 240 VAC).

2. Utilize multi-color wiring in ESS panels and utilize RED/BLK only for low voltage power (see exception below)

1. For basic alarm circuits use WHT/GRN for the alarm circuit and RED/BLK for power (except a BMS/HSS sensor used for both IDS and ACS, then the IDS is WHT/GRN and ACS is RED/BLK)

3. Solder and heat shrink shall be used on all connections to allow for a single complete wire. Do not use electrical tape/crimp type wire connectors

4. All wires shall be labeled on both ends with a Unique Identifier indicating its primary function, building number, room number, and number in sequence. For example, if a wire is used to connect a motion sensor in Building 1 Room 25 and it is the only motion sensor in the room, the label would be M-0001-25- 01.

8. Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t? (No)

9. What is the height of Exterior Cameras? (If any) (N/A)

10. Please provide a list of equipment and parts # that are to be installed. (refer to Non-Nuclear Configuration Management Database (CMD) Equipment Approval List)

11. What kind of cipher lock and quantities are required e.g. X-10 (Already installed)
