About this file
This Statement of Work (SOW) details the installation of a Vindicator Intrusion Detection System (IDS) and Hirsch Access Control System (ACS) for the 23rd Special Tactics Squadron at Hurlburt Field, FL, scheduled for 14 August 2025. The project involves installing comprehensive security systems in five specific rooms (1238, 2024, 2014, 2031, 2027) within Building #91650, including IDS 1500 and V3 panels, keypads, balance magnetic switches, 360-degree motion sensors, tamper switches, and access control components.
The installation requires a Honeywell-Vindicator certified contractor who must comply with multiple security and safety standards, including DAFI 31-101, TIA/EIA telecommunications standards, and NFPA codes. The system must be compatible with Windows 10 and provide capabilities to detect alarms, restrict access, and prevent unauthorized entry. Key requirements include individually identifiable alarm points, U.S. citizen installation personnel, backup power sources, and a three-phase testing process (Contractor Verification Test, 72-hour continuous test, and 30-day operational test). The contractor will provide a one-year warranty and must coordinate closely with base security personnel throughout the installation process.

3.2. Certification Test Requirements. 1 SOSFS/S5E and 1 SOW/IPI or alternate authorities shall conduct functional and operational certification tests for the IDS to ensure the system meets effective standards/compliance requirements.
Note: This test and certification process shall be accomplished before the IDS is deemed operational. The testing and certification shall occur in three (3) phases.
3.3. Phase I: The contractor shall perform a Contractor Verification Test (CVT) upon the IDE Installation. The contractor, the 23 STS representative, and 1 SOSFS/S5E shall witness test Phase I. The test shall be performed in accordance with the written testing procedures provided in the Installation Design Package (IDP). Any component found to be inoperative during the test or at any time during the installation period shall be brought to the attention of the Security Forces POC and 23 STS representatives. Acceptance testing shall consist of the following:
intrusion tests, tamper tests, annunciation test, assessment test, AC power loss test, line supervision test, sensor system self-tests, and access control.
3.4. Phase II: Phase II testing is a 72-hour continuous test that ensures all equipment is installed properly and works according to specifications. It shall establish initial expectations regarding false and nuisance alarm. The AFTO 747, Communications and Information Systems Acceptance Certificate, transferring the system shall be signed after successful completion of Phase II. AFTO 747 signifies the completion of the project and provides acceptance of the installed system. The completion of this form certifies the system has been tested and accepted as installed, and all noted exceptions shall be corrected by the party responsible to the satisfaction of the government POC / 1 SOSFS/S5E.
3.5. Phase III. Phase III testing is a 30-day continuous operational test to assess how well the system performs in its normal operating mode on a permanent basis. This test is to detect any premature or latent defects in the equipment or components and to allow the operators and maintainers an opportunity to assess the adequacy of logistics support and assess the false and nuisance alarm rates of the system. After successful completion of this Phase III, the 23 STS shall request MAJCOM certification.
3.6. Phase II and III testing shall be completed by the Government.
3.7. NAR/FAR Rates:
3.7.1 Interior IDS:
Interior false and nuisance alarms should be extremely limited. No more than one false alarm per individual sensor point within the previous 30 days is acceptable. No more than three nuisance alarms per individual sensor point within the previous 30 days is acceptable.
3.7.2 Exterior IDS:
No more than one false alarm per individual sensor point within the previous 24-hour period is acceptable. No more than three nuisance alarms per individual sensor point within the previous 24-hour period is acceptable.
3.7.3 Individual Resource IDS:
IDS configured to protect an individually exposed resource, such as an aircraft, must not have more than three false alarms or three nuisance alarms per individual sensor point within the previous 24-hour period.
4. TRAINING. The installer shall provide basic training for any altered IDE, newly installed IDE, or IDS. The training shall include information on how to secure facility, how to place facility in "access" status, how to change user pin codes, how to test all alarm point/sensors and components, and the initiation of work orders through the respective installers. The contractor shall provide the user with a user manual, or any other written verbiage stating how to utilize and install the device to activate and deactivate the system.
