About this file

This document is a Questions and Answers (Q&A) Sheet for Solicitation Number FA441725Q0059 for Fire Training Facility Maintenance at Hurlburt Field, FL. The Q&A addresses technical details about the maintenance contract, including clarifications on inspection and repair requirements. Key points include: confirmation that the Structural Fire Training Facility (SFTF) concrete will need sampling, classification of repairs (minor repairs include replacement of ignitors, pilot valves, and coax valves, while major repairs involve warped metal or ramp replacements), and an indication that few repairs have been needed since the facilities are relatively new. The document notes that the Aircraft Fire Training Facility (AFTF) is scheduled to be replaced this year, and most previous repairs were minor and completed during routine inspections. The government declined to provide information about any incumbent contractor or previous contract details.

Questions and Answers Sheet

1Q. May we see the previous AFTF and SFTF service reports for evaluation?

1A. Has been attached to SAM posting.

2Q. To perform the SFTF 5-year inspection, may we confirm a competent professional as determined by the AHJ prior to submitting proposed pricing?

2A. Yes.

3Q. Paragraph 1.1.4.1 refers to evaluation of structures constructed with calcium aluminate refractory structural concrete. Is the SFTF constructed with concrete which would need to be sampled? Or is this paragraph not applicable?

3A. Yes, it will need to be sampled.

4Q. Please define the difference between a major and minor repair. Are the following major or minor repairs: replacement of ignitors, pilot valves, and coax valves?

4A. All repairs listed are minor repairs. Major repairs are considered replacement of warped metal or ramp replacements to name a few.

5Q. CLINs include inspection and repairs in the same line item. Can you please specify how many minor repairs should be included in the proposal? For example, in one year the trainer may have 2 or 12 ignitors needing replaced, depending on usage. This would significantly affect proposed pricing.

5A. There have not been many repairs over the years since the SFTF is newer and the AFTF is scheduled this year to be replaced. Most repairs were completed during inspections since they were minor.
