Additional buildings on base, for flooring requirements, will vary.

Answer: Replace means put furniture back in position. If disassembly was used to remove the furniture, it must be reassembled when put back in position. Answer: Yes, in the future, the Government may select a carpet product other than what is currently on the price list as long as its provided by one of the seven (7) Tier I suppliers. The facility manager (end-user) for each project will determine the specific manufacturer and style. Customers may select any product included under the Air Force Carpet II program. If the customer selects a product other than the two (2) currently on the price list, the contractor will submit a proposal for that requirement using the Not to Exceed (NTE) price established under the AF Carpet II program. SQUARE YARD. IF CARPET TILE IS PRICED BY EACH (EA), CONTRACTOR SHALL PROPOSE
BY EACH TILE. Contractors shall not adjust the unit of measure on Attachment 004.
Questions submitted Friday 11-15
28. Ref: SOW paragraph 1.0 states “perform all work in accordance with these specifications, commercial practices and industry standards”. Can this be rephrased in order to give clear direction or releave the contractor of liability for following SOW instructions which result in the Air Force not get a warranty from the manufacturer?
Answer: Paragraph has been updated.
29. What is the order of priority, Govt. SOW or Manufacture instructions?
Answer: In cases where manufacturer standards differ from Govt regulation, the Contractor shall bring this to the Contracting Officers attention and seek guidance.
30. Ref: SOW paragraph 1.1; Lifting is used to elevate systems furniture. System furniture installation has a wide variance of factors and pricing depending of the factors present. Can this matter be clarified so that the contractor can give a reasonable price that addresses the factors present?
Answer: NO. It is the contractors responsibility to determine means and methods on how to lift or remove furniture items. Each requirement will be priced separately and contractors will be given an opportunity to propose the price for that project to include any furniture removal or “lifting” given the type and quantity of the furniture.
31. How should contractors address removal of systems furniture, leave base uninstalled or price to disassemble?
Answer: Again, it’s the contractors responsibility to determine means and methods. The price list (Attachment 004) is established for a price per yard. Contractors will have an opportunity to “walk” the project during a site visit as requirements are identified. Identify any areas of concern during the site visit and bring this concern to the Contracting Officers attention prior to submitting a proposal for that project.
32. Ref: SOW paragraph 1.1 – Theater Seats: Can Seat Manufacturer and model numbers be provided so its clear what type of services will be required?
Answer: NO. There are many facilities that have “bolt-in” theater style seats; it’s unreasonable to obtain manufacture and part number for every facility. In the event that a project requires “excessive” or “over and above” removal costs, the successful contractor can request equitable adjustment from the Contracting Officer.
33. Ref: SOW paragraph 1.4 preparatory work. The term “leveling” is used regarding prep for floors and walls. Floor manufacturers provide slightly different instructions, can the statement be modified to include “using the manufacturers installation instructions”?
Answer: Commercial practices and industry standards are to be used for all portions of this Agreement to include painting and/or flooring. In the event that the Government requires anything above commercial practices or industry standards, the contractor may request equitable adjustment for that particular requirement.
34. Ref: SOW paragraph 1.6 Painting. In the table provided, cove base is listed as Square Foot (SF), should this be Linear Foot (LF)?
Answer: YES, this table is provided as an approximate measurements for dormitory rooms.
There are actually two typo’s in this table, it should be COVE Base and not COVER Base and should reflect Linear Foot (LF) and not SF. The price list (Attachment 004) reflects the correct unit of measure for pricing purposes. It is the contractors responsibility to obtain an accurate measure for each project as requirements are identified.
35. Ref: SOW paragraph 1.6.1 states “paint and primers shall be the highest quality, professional coatings offered by each paint manufacturer. Can the customer list the minimum qualities and features so that all contractors can bid on equivalent products?
Answer: This paragraph has been updated to reflect Sherwin Williams Pro Series 2400 OR
EQUAL.
36. Ref: SOW paragraph 1.6.5, removal of wallpaper and applying any necessary texture prior to painting (if required). Can the number of square feet be quantified by the number of layers and quantity of each?
Answer: This paragraph has been updated and reference to wallpaper removed. No dorm room have wallpaper installed.
37. Ref: SOW paragraph 1.7 Substitutions: If a product is selected, all the other products in the comparable AF Carpet II matrix positions is approved as an acceptable equal since the products were competed between the manufactures for the establishment of the AF Contract. Can you verify this point and confirm how the Hurlbert Field BPA will execute?
Answer: I’m not sure what the question is asking. As requirements are identified by a customer, they select the desired product from the AF Carpet II contract. If the product is one other than what is listed on the BPA Price List (Attachment 004), the contractor will provide a proposal for that product at a price NTE the established price on the AF Carpet II contract.
38. Will the contractor be required to maintain a reserve stock of carpet for immediate install projects?
Answer: NO. Each requirement is funded separately, and contractors are NOT requirement to maintain a stock. Performance period for each project will include time for delivery of material.
39. Regarding installation – the SOW states that newly carpeted areas to be stored on-site to acclimatize and to “air out” for 48 hours to reduce indoor air pollutants. Does this mean that the carpet must be store outside or inside for 48 hours?
Answer: Carpet products shall NOT be stored outside. They are to be stored in the area of installation to acclimate to the area, per manufactured recommended standards.
40. Ref: SOW paragraph 3.0 Quality Assurance: What is the advance notice time placed upon the contractor before the inspector starts and completes the inspection? After space is ready for inspection, what is the maximum amount of time that a project will wait to be inspected. Can projects be worked simultaneously? Will any project require an escort?
Answer: Contractor should schedule inspection at least three (3) days prior to completion of the project. The inspection will be held within the 3-day period. Yes, some projects may be done simultaneously as requirements are identified and funded. Some projects will require escorts depending on the facility. The government will provide escorts as these requirements are identified.
41. Is it possible to work on Federal Holidays or weekends?
Answer: Yes, under certain circumstances contractors may request to work weekends, nights, or Holidays at no additional cost to the Government. Contractors must request in writing to the Contracting Officer.
42. What is the submittal requirement for samples of selected products?
Answer: Contractors should contact the Manufacturers under the AF Carpet II contract to obtain samples of carpet materials. Customers will select products based on the samples provided.
43. PRICE LIST – FOR THE PURPOSE OF ESTABLISHING A BPA, Each contractor shall price the items and specific units as identified on ATTACHMENT 004. IN THE EVENT THAT A PROJECT
REQUIRES WORK OR ITEMS NOT ALREADY PRICED, CONTRACTORS MAY INCLUDE THESE
COSTS AS NON-PRE-PRICED ITEMS AS REQUIREMENTS ARE IDENTIFIED AND PROPOSALS
ARE REQUESTED.
44. The “instructions to Offerors” states: “Pricing volume: The offerors Price Volume shall consist of filling in applicable sections of the Solicitation (Standard Form 1449). There was no SF 1449 included in the Solicitation attachments. Please clarify.
Answer: Thank you for calling this to our attention. An update will be posted to SAM.gov to include the SF1449 document. Contractors will be required to complete this form and submit it with their offer.
45. In reviewing the clauses for this requirement, I noticed that two required clauses are missing from the solicitation. Clause 52.223-2 – Reporting of Biobased Products Under Service and Construction Contracts, and Clause 52.223-23 – Sustainable Products and Services. Will these be included?
Answer: Yes, both clause will be included in the updated solicitation documents.
