Project Title: ADDITION TO CDC WEST BLDG 90306, Project No. CP1024656
Solicitation Number: FA441723R0009 All Questions and Answers as of: 7 November 2023, 3:30 p.m.
No. Drawing/ Spec. Number (RFI) Request for Information AF Response / Comments
1 Spec Sect 01 14 00, para 1.1.2
Working Hours, states that the regular working hours are Monday thru Friday, between 7 AM & 4 PM. Drawing A-111 provides a phasing plan for the addition, but provides nothing on work hours.
Normal work hours are 7am to 4 pm, but work outside of those hours, i.e. nights and weekends, should be expected.
2 Drwg A-101
The construction drawings indicate work being performed in the existing corridor above the ceilings.
a. Will the work above the ceilings in the existing corridor be during normal work hours, or will after-hour work hours be required?
The contractor should consider that some coordination will be needed between the CDC facility and the work needed. Work is expected to occur, but the contractor should consider that nights and weekends work should be expected.
3 Drawings S-101 & A-101
b. S-101 & A-101 Shows the existing wall & doorway between the addition and the existing structure to be removed. Will this demo (saw cuts, dust, noise, etc) be performed in normal work hours, or will it need to be performed during afterhours?
At this time the contractor should plan for this work to be conducted after hours, but more coordination is needed with the CDC facility.
c. Is there any other portion of work that will need to be performed outside of the regular work hours?
Any welding or excessive loud work will need to be conducted outside of normal work hours.
5 Drawing A-102
A-102 says to remove and replace existing ceiling tiles in the existing corridor. Grid will also likely need to come down in order to have room to install the new piping. For Bidding purposes, should contractors assume replacing with 10% new ceiling materials?
Yes, the contractor may expect to replace up to 10% of existing ceilings with new materials.
6 Drawing A-402
The Elevations on Page 46 shows 1/2" and 1" thick quartz " QZ1" and no quartz comes in 1/2" or 1" The choices would be 2cm or 3cm.
The mitered edges would elude me to them wanting a 2cm product. please clarify.
QZ1 is the abbreviation used in this project for the solid surface materials used on the Plastic Laminate Clad Architectural Cabinets. Please see spec. sect. 06 41 16.00 10
7 Drawing A-141
The details on page 39 shows (2) different insulation for roof system RIGID INSULATION and ISOCYANURITE INSULATION. which one are we going to use.
Roof areas require Polyisocyanurate insulation at R-30. Non-roof areas require rigid insulation.
There is a main 175 amp breaker that needs to be added in the existing switchboard 4MDP.
Who is the manufacturer? Please clarify.
No manufacturer is specified. The contractor is responsible for obtaining the best value from their supplier/subcontractor for the amp breaker. It is up to the contractor to ensure that it is combatable with existing.
What is the expectation for the marking TEMPORARY CORRIDOR on the floor?
Paint, a sign, tape? It would have to be able to be removed and not damage the floor I'd imagine.
Tape seems to be the most likely product. The contractor will be responsible for ensuring that at the end of the project it is removable and leaves no residue or damage.
QUESTIONS AND ANSWERS
No. Drawing/ Spec. Number (RFI) Request for Information AF Response / Comments
Please confirm that one individual can serve as Superintendent, QCM and SSHO.
One person may fill these positions simultaneously.
Is it possible to submit prefab units that we can put together on site as in Modular Building?
The project is required to be constructed in accordance with the solicitation documents, plans and specifications. If you were to receive an award for the subject construction contract, then you could submit to the government substitutions for their review and approval/disapproval.
On A-601: Openings 103,105,106 Call for a STC Rated 38 SCWD with Frame Type Elevations 3 & 4. Frame Type Elevations 3 & 4 show "STC 50 Assembly." A STC50 frame with a STC38 door will only meet a STC38 assembly rating. Please confrim this is acceptable.
Once construction is complete, STC 38 is expected.
On A-601: Openings 110,111,112 show on the schedule to have elevation B with a full lite.
These are notated as lactation rooms on the floor plan. Please confirm that these openings are requested to get full lite kits and not flush doors.
Contractor is advised to bid Doors #110, 111, 112 without lites, i.e. full flush doors.
On A-601: Door Type B scheduled for openings 103, 105, and 106. Door Type B is shown with a full lite wood door. STC rated opening have restricted glass sizes. Masonite Architectural can provide up to 864 square inches. The schedule shows the lite to be 18" wide and would leave the height to be 48" high.
Please confirm this is acceptable or if a HM, or Plastic Lamite HM door should be used to increase the visible glass size.
Please provided as noted on the plans, specs, and schedule This is acceptable. (18" x 48" =
864 SI)
ON A-112: Frame Elevation type 3for doors 103,105, & 106 are shown on drawings sheet A112 to be installed in a radius wall. Due to the STC rating, radiused frames are not avaliable in STC rated assymblies. Please confirm strait (non radius) frames will be acceptable.
Please see Detail 1/A-501.
Spec 08.71.00 3.4: Hardware Set 2, 4, & 5 are calling for interior finger guards to be equal to Zero 51A-90. From past experiense Hurlburt Field AFB CDC does not want this style of finger guard. Hurlburt Field AFB CDC wants interior finger guards equal to National Guard Products (NGP) 2248. Please confirm if the interior finger guards should be equal to Zero 51A-90 or NGP 2248.
Please provided as noted on the plans, specs, and schedule. A request for substitution may be made after award.
According to the “Composite Floor and Phasing Plan” in the drawings, the last classroom shall be the new path of egress. This would require the door and frame to be reversed to open into the classroom. Will this classroom remain in use during construction? If no, can this door simply be removed, stored, and reinstalled at the end of the project?
a.If the classroom will remain in use, will the contractor be allowed to install a continuous hinge in lieu of removing and reinstalling the door frame or can a temporary door and temporary frame be erected instead?
(2 part answer) The “Composite Floor and Phasing Plan” shows the phasing schedule for the TEMPORARY corridor and building egress during construction. The classroom is not expected to remain in use during construction.
The contractor may choose to install a continous hinge or a temporaty door and frame duiring the construction phase. This door and surrounding surfaces are expected to be returned to pre-construction condition once construction is complete.
Details 1 & 2 on Sheet A602 of the drawings call for box beam headers above the door assemblies. This is not an option at the curved wall assemblies, as box beam headers cannot have a curve. Can we utilize a standard metal framing header in lieu of a box beam header at the curved wall assemblies. Please see Detail 1/A-501.
Please confirm the wall construction details for Wall Type A. According to the floor plan on Sheet A-112, Wall Type A is to be utilized for the curved/radius walls. This type of wall construction is not typical for a curved/radius wall.
It is expected that the contractor or their subcontractor will have expertise building curved gypsum board walls.
At the site visit, we noted there is no climate control in the Fire Alarm Control Panel Room.
Please advise if there will be any requirements to add one with the alterations made to the FA system.
No requirements to add climate control to the FACP Room.
S-101 – Relocate existing Timber Framed Shed
– This shed is stick built on a slab and will not be able to be moved easily. Please advise if the building can be demolished and a new building built in lieu of attempting to relocate.
The contractor may choose to demolish and rebuild the existing timber framed shed, replicating the existing shed. Appropriate submittal will be needed to illlustrate.
Is there temporary power available for an office trailer? Please advise the acceptable location for the office as well as the power source.
Temporary power will be made avialable for the contractor's use. Location for the office trailer will be near or within the areas shown on sheet G-004.
Per the RFP requirements to hand deliver or FEDEX the bid submittal, our subcontractors will not provide pricing early enough to fill out the 50 division spreadsheet in time to FEDEX the bid the day before or the day of the bid. We are requesting that the 50 division spreadsheet be allowed to be overnighted the day after the bid is due.
The proposal due date remains unchanged from 20 November 2023 NLT 2:30 p.m.
CST. All required documents are due as of this date/time. See amendment 4 for the use of DoD SAFE.
There is no description for an on site SSHO per spec section 01 35 26. Can the site superintendent also be the SSHO or will this position be required to be separate?
See the answer to Question #10. One person may fill these positions simultaneously.
There is no specification for quality control.
Will an onsite QC manager be required? If so, please provide a specification with the requirements to be met. See 01 33 00 para. 1.1.2 SD-01
There is no specification for a construction schedule. Will this be required for this project?
If so, please provide a specification with the requirements to be met. 01 33 00 para. 1.2.1 SD-01.
What is the contractor to do with the two exterior cameras that are located at the areas to be removed for the building addition?
The cameras are GFGI and will remove them before construction starts, and replace after construction is complete.
Since the facility is going to remain occupied and after hour work is going to be required, we are requesting that the contract duration be extended to 390 calendar days. 330 calendar days is going to be difficult with the lead times on the HVAC equipment and having to work after hours to avoid disturbing the facility activities.
The period of performance (PoP) is not being extended prior to a contract award. All contractors are to propose based on the current solicitation PoP 330 calendar days. All contractors should identify long lead items (include estimated delivery dates) as well as costs/efforts for overtime/weekends. Once a contract is awarded the government will assess and extend the PoP as necessary.
Per the Q&A no 8, it was requested to know the manufacture of the existing MDP4 panel and it was stated that the contractor should choose a breaker for the best cost. We can’t mix breaker types for a specific manufacturer. Therefore, we will need to know what the existing manufacture is for panel MDP4 so we can order the correct breaker.
It is believed the panels are Siemens manufacture. Contractors are advised to examine the pictures taken of the electrical room to determine if that information may be obtained there.
SF-1442, please allow electronic submission of the proposal via DoD Safe or PIEE. Pricing from our subcontractors typically come several hours prior to bid time. Current method requires a CD or a DVD submission.
In addition, the majority of computers today do not have a CD accessible port.
DoD SAFE has been authorized for use, see solictation amendment 4 changes.
Please consider extending the past performance to seven years from the date of issue of the solicitation.
No change is being made to the requirement of the past performance. Solictation Section L states "An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past five (5) years from the issuance month of this solicitation.
Can past performance from a joint venture project be provided for the offer if the offeror can demonstrate meaningful involvement in the project.
Yes. See Section L, paragraph 6.2 b) which states "As applicable, a relevancy determination of the offeror's past performance will be made based upon the aforementioned considerations, including joint venture partner(s). In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror or teaming partner whose contract is being reviewed and evaluated. " Per solictation Section L, paragraph 6.1 The NAFI's evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects (see Teaming Agreements and JV's, paragraphs 7.0 and 8.0 below), when such information is relevant to the instant acquisition.
Will the government allow for the Site Superintendent, Site Safety and Health Officer and Quality Control Manager to be the same person if fully qualified? This would allow for significant cost reductions. See answer number 10 above.
Will the government allow for AISC qualified inspector vice AISC fabrication requirements.
Special Inspections of fabricator's work performed in the fabricator's shop is required to be inspected in accordance with the Statement of Special Inspections and the Schedule of Special Inspections unless the fabricator is certified by the approved agency to perform such work without Special Inspections.
Will the government allow for digital submission, via email, for proposal submission?
See solictation amendment 4 authorizing the use of DoD SAFE. No emails are allowed.
How many past performance projects are required to be submitted?
There is no required number of projects to be submitted for the Volume 3, Technical Past Performance.
Note that there is a page limit of 20 pages.
The more data that you can provide in your submission to fully support the requested recency and relevancy on the contracts that you have performed will provide the government with the necessary data to allow making a proper evaluation of your past performance. We emphasize to offerors the solictation Section L, paragraph 6.1 Volume 3 - Technical Performance which states that "Failure to provide required relevancy description may impact the confidence rating, (i.e., aspects of previous projects should match work elements identified in the Solicitation/Specifications)."
